Serbia is analyzing the possibility of diverting the course of the Ibar River within its territory, according to a statement by Serbian President Aleksandar Vučić. Authorities in Belgrade have begun work on the issue and have enlisted experts.

Speaking to a Serbian media outlet on Sunday, Vučić said that construction specialists, engineers and professionals from other fields had been called in. He delivered the warning in a threatening tone, stating that Serbia has several reasons to alter the course of the Ibar and that afterward they would see what the Albanians would do and how they would behave because, according to him, the Serbian people are being mistreated.

This is not the first time the Serbian president has put forward such an idea. In 2024, immediately after the attack on critical infrastructure at Ibër-Lepenc, of which Serbs are accused, Vučić said his country had a plan to divert the Ibar within Serbian territory.

Serbian commentator Zlatoje Martinov described the warning as a reckless statement detached from reality and an empty threat. According to him, diverting the river would be utterly absurd, as its technical implementation would be extremely complicated and would cost Serbia several billion euros.

Speaking to “Bota Sot,” Martinov questioned why Serbia would need to borrow such vast sums from foreign banks. He stressed that the country is barely managing to finance Vučić’s megalomaniacal “EXPO 2027” project, where construction is behind schedule, while the Serbian president is worried about whether all the buildings will be completed by next summer.

He added that Belgrade would be forced to take out large loans from foreign banks to finance such an undertaking at a time when Serbia is barely managing the costs of the “EXPO 2027” project. Martinov also emphasized that implementing the plan would require the approval of Europe and the international community, which the Serbian president does not have.

Martinov vlerëson se, për ta vënë në jetë këtë plan, Vuçiqit do t’i nevojitej edhe pëlqimi i Evropës dhe i botës, të cilin, sipas tij, nuk do ta siguronte.

Ai argumentoi se zhvendosja e shtratit të lumit Ibër dhe “shkatërrimi i Liqenit të Gazivodës” do të kërkonin, përveç shumave të mëdha financiare dhe shumë viteve punë teknike, edhe miratimin ndërkombëtar. Sipas Martinovit, Vuçiq nuk e ka një miratim të tillë dhe askush nuk mund ta marrë, pasi ky veprim do të përbënte një lloj krimi kundër popullit të Kosovës, por edhe kundër serbëve në Kosovë, për të cilët presidenti serb betohet dhe pretendon se i mbështet.

Në përfundim, Martinov e cilësoi idenë e presidentit serb më shumë si qesharake sesa kërcënuese.

Sipas tij, pafuqia dhe zemërimi shpesh çojnë në hapa të gabuar. Martinov tha se deklarata e Vuçiqit, megjithëse është menduar si kërcënim ndaj Kosovës, në të vërtetë shkakton më tepër të qeshura sesa frikë, sepse realizimi i saj në praktikë është shumë i vështirë, madje thuajse i pamundur. Për këtë arsye, ai e përshkroi planin si “ëndrra me sy hapur” të Aleksandar Vuçiqit.

Çështja e ndryshimit të rrjedhës së Ibrit ka rëndësi të madhe për Kosovën.

Lumi është i lidhur drejtpërdrejt me sistemin ujor të Gazivodës/Ujmanit dhe me kanalin Ibër-Lepenc.

Një ndërhyrje e tillë nuk do të ishte një devijim i zakonshëm, por një veprim me ndikim të drejtpërdrejtë në furnizimin e Kosovës me ujë dhe energji elektrike, veçanërisht në dy termocentralët e mëdhenj Kosova A dhe Kosova B.

Për idenë e Vuçiqit ka pasur reagim edhe nga Bashkimi Evropian.

BE-ja ka kërkuar që të shmangen deklaratat për ndryshimin e mundshëm të rrjedhës së lumit Ibër, si dhe veprimet që nuk ndihmojnë në normalizimin e marrëdhënieve ndërmjet Kosovës dhe Serbisë.

Më 11 gusht, një zëdhënës i Komisionit Evropian deklaroi se përparimi drejt normalizimit të marrëdhënieve mes Kosovës dhe Serbisë mund të realizohet vetëm nëpërmjet dialogut.

Në përgjigjen për Radion Evropa e Lirë, Komisioni Evropian theksoi se duhen evituar deklaratat, përfshirë ato që lidhen me ndryshime të mundshme të rrjedhës së lumit, si dhe çdo veprim që nuk e mbështet këtë objektiv.

Presidenti serb, Aleksandër Vuçiq, ka bërë të ditur se vendi i tij po shqyrton një projekt për të zhvendosur shtratin e lumit Ibër brenda kufijve të Serbisë.

Sipas tij, autoritetet në Beograd tashmë kanë vënë në lëvizje një ekip specialistësh për këtë çështje.

Gjatë një prononcimi për një medium serb ditën e dielë, Vuçiq lëshoi edhe një paralajmërim, duke u shprehur se pas këtij veprimi do të shihet reagimi dhe sjellja e shqiptarëve.

“Tashmë kemi thirrur specialistë të fushës – inxhinierë ndërtimi dhe profesionistë të tjerë… Përderisa po e shtypin në këtë mënyrë popullin tonë, le ta provojmë. Kemi motive të ndryshme për t’ia ndërruar rrjedhën Ibrit dhe më pas do të konstatojmë ç’do të ndërmarrin shqiptarët dhe si do të veprojnë”, deklaroi ai.

Megjithatë, kjo nuk është hera e parë që Vuçiq përmend këtë ide — një qëndrim të ngjashëm ai kishte mbajtur edhe më parë.

Në vitin 2024, menjëherë pas aktit sabotues ndaj infrastrukturës jetike në Ibër-Lepenc, për të cilin dyshohen vetë serbët, ai kishte pohuar se Serbia kishte gati një projekt për devijimin e rrjedhës së këtij lumi në tokën e saj.

Publicisti serb Zlatoje Martinov e cilëson këtë si një deklaratë të papërgjegjshme dhe një kanosje pa asnjë bazë reale.

Sipas tij, bëhet fjalë për një absurditet të thellë, i cili për më tepër do t’i kushtonte shtrenjtë Serbisë.

“Kjo futet në një seri deklaratash të Vuçiqit që s’kanë asnjë lidhje me realitetin. Një tjetër deklaratë e nxituar dhe kërcënim i zbrazët. Pohimi se do të ‘ndryshojë rrjedhën e lumit Ibër’ është një absurditet i pastër, sepse një ndërmarrje e tillë infrastrukturore kërkon një kompleksitet teknik të jashtëzakonshëm dhe do t’i kushtonte Serbisë miliarda euro”, thekson Martinov për “Bota sot”.

Ai shton se vendi i tij mezi po ia del të sigurojë fondet për projektin madhështor të Vuçiqit, “EXPO 2027”, ku punimet janë vonuar dhe vetë presidenti është në ankth nëse ndërtesat do të përfundohen deri në verën e vitit të ardhshëm.

Martinov nënvizon gjithashtu se për një iniciativë të tillë do të duhej drita jeshile e bashkësisë ndërkombëtare, të cilën Vuçiq nuk e posedon dhe as që mund ta marrë ndonjëherë.

“Përveç fondeve kolosale dhe punës shumëvjeçare teknike, zhvendosja e shtratit të Ibrit dhe ‘shkatërrimi i Liqenit të Gazivodës’ kërkon aprovimin e Evropës dhe të botës — një pëlqim që Vuçiq nuk e ka dhe që askush nuk mund ta sigurojë, pasi kjo do të konsiderohej krim kundër banorëve të Kosovës, përfshirë edhe serbët atje për të cilët ai betohet se i mbron”, argumenton publicisti.

Në përmbyllje, ai e sheh idenë e presidentit serb më shumë si qesharake sesa kërcënuese, duke e etiketuar si “ëndrra me sy hapur” të Aleksandër Vuçiqit.

Rëndësia e rrjedhës së Ibrit për Kosovën është thelbësore, pasi ajo është e ndërlidhur ngushtë me sistemin ujor të Ujmanit/Gazivodës dhe me kanalin Ibër-Lepenc.

Një ndërhyrje e kësaj natyre nuk do të ishte thjesht një spostim teknik, por një akt me implikime të drejtpërdrejta mbi furnizimin me ujë dhe energji elektrike të Kosovës, veçanërisht për dy gjigantët energjetikë Kosova A dhe Kosova B.

Për pasojë, Bashkimi Evropian ka reaguar ndaj këtyre pretendimeve duke bërë thirrje që të evitohen deklarata dhe veprime që nuk kontribuojnë në procesin e normalizimit të raporteve mes Kosovës dhe Serbisë.

“Përparimi drejt normalizimit të marrëdhënieve ndërmjet Kosovës dhe Serbisë mund të arrihet vetëm përmes dialogut”, deklaroi një zëdhënës i Komisionit Evropian më 11 gusht, duke shtuar se deklaratat mbi ndryshime të mundshme të rrjedhës së lumenjve dhe veprimet që nuk i shërbejnë këtij qëllimi duhet të shmangen.
