The Central Market Surveillance Inspectorate (IQMT) has continued inspections of the Kosovo market to check dairy products.

Inspections were carried out in supermarkets across the regions of Prizren, Ferizaj, Vushtrri and Gjilan. During the checks, inspectors found products at several retail outlets that the Food and Veterinary Agency (AUV) had banned from sale.

The products removed from supermarket shelves are: VIDAS Milk 3.2% – 1 L; Holla Cooking Cream – 1 L; Garden Milk – 1 L; VIDAS Cream Peppers – 1 kg; Magic Cream – 400 g; Schmand 18% – 800 g; 100% White Cheese – 250 g.

IQMT instructed economic operators to remove these items from sales areas immediately, in compliance with the decisions of the responsible institutions and the legislation in force.

At the same time, the inspectorate called on economic operators to comply without delay with orders to withdraw banned products.

Following official inspections and laboratory tests, the Food and Veterinary Agency (FVA) has ordered the withdrawal of 12 VITA Dairy products from the market after the results showed discrepancies with the contents declared to consumers.

According to the Agency’s announcement, palm oil, milk powder and starch were detected in products presented and sold as containing animal-derived ingredients, without being declared on the labels.

The FVA said that a total of 12 products were deemed non-compliant due to the undeclared presence of palm oil, milk powder and/or starch. For this reason, their withdrawal from the market was ordered.

According to the Agency, the most serious findings concern products that were marketed and declared as milk.

Four samples were taken from four products sold, presented and labeled as milk, and all were found to be non-compliant. Palm oil was detected in two of them, while milk powder was found in the other two, without being declared to consumers.

The Agency said that all these products originated from the same facility and operation, which is approved for milk production and processing.

Among the milk products analyzed, only one brand showed no presence of palm oil or milk powder and, consequently, was not classified as non-compliant.

Despite this result, the product has been placed under enhanced monitoring and will undergo continuous retesting because it is produced at the same facility and on the same milk production line where the discrepancies were identified.

During the inspection, 26 products containing plant-based ingredients were also identified as being produced outside the scope of the operator’s approval.

The FVA has suspended this production activity until the relevant approval is obtained from the Agency.

The report also identified an operation involving vegetable fat and milk protein for which the required special authorization was not presented at the time of the inspection.

The measures imposed by the FVA include the withdrawal of the 12 non-compliant products from the market, increased supervision and continuous retesting of the milk production line, as well as a ban on the production of the 26 products that fell outside the scope of the approval.

The Agency has also ordered an end to the misleading presentation of products and the suspension of veterinary certificates until all identified discrepancies have been corrected.

The Chairman of the Alliance, Ardian Gjini, has given his support to the initiative of the Kosovo Institute for Justice, which seeks to penalize the non-compliance with Constitutional Court decisions and the misuse of the public treasury during the election period.

The IKD has started collecting signatures for a citizen’s legislative proposal aimed at amending the Criminal Code.

According to the proposal, officials who do not enforce Constitutional Court rulings would face criminal consequences, as would the use of budget money to manipulate voters’ will and secure unlawful advantages during the electoral race.

In a public statement, Gjini said that although respect for the fundamental law and the prohibition of abuse of public funds should be the norm in a healthy democracy, the open violations that have occurred in recent years make it necessary to codify these matters.

He pointed out that the distribution of aid from the state coffers on the eve of elections is not social care, but a mechanism to buy votes with taxpayer revenues.

“The electoral process should be fair competition, not a bazaar where the government enters the game with the public safe under its arm,” Gjini was quoted as saying, KosovaPress reports.

He insisted that criminal accountability must be established both for ignoring Constitutional Court decisions and for financing campaigns with taxpayer money.

“This abuse should be legally punished, regardless of who commits it. I, too, will sign,” Gjini declared, joining the ranks of supporters of this IKD initiative.

Meanwhile, IKD senior researcher Naim Jakaj announced on Thursday that to advance this proposal to the Assembly, at least 10,000 valid signatures are needed.

According to figures from the National Agency for Employment and Skills (AKPA), 68,860 job vacancies were registered at Employment Offices in the January-December 2025 period. Compared with the same period a year earlier, this represents a 12% increase, showing that businesses have sought more staff.

As for the breakdown by profession, the statistics show that elementary occupations were the most in demand, accounting for 29.9% of cases. They were followed by craftsmen and related trades, which made up 23.7%, then sales and service workers at 15.9%, as well as industrial workers at 10.5%.

When it comes to positions requiring higher qualifications and specialized skills, AKPA data for 2025 show a smaller share compared with elementary occupations. These jobs often require university education or specific technical training, while in the labor market during this period they accounted for the following percentages: the category “Specialists with higher education” represents only 6.4% of advertised vacancies, seeking candidates with academic training for duties usually related to analysis, project management or specialized technical roles.

Technicians and associate specialists, who often serve as a bridge between management and practical implementation, account for 5.3% of total job vacancies.

The 2025 data clearly support a pattern of demand tilted toward roles requiring basic skills and trades, also influencing how employment policies will be oriented in the coming year.

Throughout 2025, 9,690 different entities submitted their staffing needs to the Employment Offices. The regions of Tirana, Durrës and Vlora together account for the largest share, having announced around 60% of vacancies, while at the other end, Kukës, Dibra and Berat recorded the lowest number of postings.

A look at economic sectors shows that manufacturing tops the list as the sector with the highest demand, with 25.5% of total advertised vacancies. It is followed by accommodation and food service activities with 17.7%, wholesale and retail trade together with the repair of motor vehicles and motorcycles with 14.7%, other service activities with 12.1%, and construction with 10.6%.

Compared with a year earlier, demand has undergone noticeable changes: manufacturing recorded a decline of around 3% in advertised vacancies, while construction rose by 2%, reflecting new shifts in the labor market.

From waiters and maintenance workers to engineers and caregivers for children and the elderly, foreigners are becoming an increasingly visible part of Albania’s labor market.

According to data from the National Agency for Employment and Skills (AKPA), a total of 18,156 employment requests for foreign nationals were approved online for 2025.

Compared with the previous year, their number increased by 43.4%. AKPA said that 14,000 work permits for foreign nationals were issued for the first time in 2025, indicating the high influx of foreigners coming to work in the country.

For 2025, the biggest increase in requests was for employees from the Philippines and India.

18% of the employment requests approved online by AKPA were from the Philippines. Employment from India also accounted for 18% of the total approved online requests.

Approved work permit requests for citizens from Egypt accounted for 15% of the total, while Turkey made up 9%, Kosovo 4%, and Italy 3%.

In 2025, 3,251 work permits were issued for Indian nationals, nearly twice as many as a year earlier, and 3,279 permits for citizens from the Philippines.

Foreign nationals seeking employment in Albania, under the law “On Foreigners,” must obtain a Single Permit, which includes approval for employment + visa issuance + residence permit.

AKPA only approves employment permits online, while visa issuance and residence permits are approved by the relevant institutions.

Therefore, the issuance of a Single Permit to foreigners (residence in Albania for employment purposes) is finalized by the Border and Migration Directorate of the State Police.

Citizens from Kosovo and Italy follow simplified employment procedures.

In 2025, according to State Police data, the number of citizens from Kosovo equipped with residence permits in the country reached 6,076 residents, accounting for about 22% of the total. Compared with 2024, their number increased by 32%.

Unlike other foreign nationals, following the agreement signed between the governments of Albania and Kosovo in 2022, citizens of Kosovo can obtain a 5-year biometric Residence Permit, which also serves as a Work Permit.

The document is obtained through a simplified online procedure and eliminates the need for separate applications or frequent work permit renewals.

For this reason, part of the employment of citizens from Kosovo no longer goes through the same work permit approval procedure by AKPA as citizens of third countries, also affecting the decline in the number of requests recorded by the agency.

Likewise, most citizens from Kosovo and Italy operate their own businesses in the country, and for this reason they do not need to apply for employment permits online.

After Kosovo, the highest number of foreign nationals equipped with residence permits in 2025 was from Italy, with 3,776 people accounting for 14% of the total number of foreigners. Compared with 2024, their number increased by 75%.

Italians, as EU citizens, also do not need employment approval from AKPA. The employer or the individual only makes an employment declaration, and the law recognizes their right to employment under the same conditions as Albanian citizens, except for jobs that explicitly require Albanian citizenship.

According to the legislation “On Foreigners,” after 5 years of lawful and continuous residence, a foreigner may meet the conditions for permanent residence; the document for this permit is replaced every 10 years through an automatic procedure. Long-term resident status is not lost simply because the 10-year card expires.

So, in practice, an Italian citizen does not apply every year for an employment request, unlike citizens of countries subject to labor market controls. But they may need to renew their residence permit according to the term of the contract, until they obtain permanent residence. / Monitor
