The Institute of Public Health (IPH) has completed the processing of outstanding requests and there are currently no longer any waiting lists for applications submitted by MALMED, the institution’s director announced.

Director Marija Andonovska recalled that procedures previously took between three and six months, while a number of cases had remained unprocessed. “Previously, people waited between three and six months, and there was a backlog of work, cases… Some were even kept in drawers—I wonder why!?” she wrote.

According to Andonovska, through better organization and staff commitment, the IPH has managed to process all outstanding cases.

“We managed to organize ourselves and everything was processed; there are no longer any waiting lists. As soon as MALMED issues a request that complies with legal regulations, it is processed within the time limit set for it,” Director Andonovska said.

The Institute of Public Health emphasizes that its expertise, dedication and efficiency are geared toward citizens and the protection of public health.

Instituti i Shëndetit Publik (ISHP) ka përfunduar trajtimin e kërkesave të mbetura dhe aktualisht nuk ka më lista pritjeje për aplikimet e dërguara nga MALMED, bëri të ditur drejtoresha e institucionit.

Drejtoresha Marija Andonovska kujtoi se më herët procedurat zgjasnin nga tre deri në gjashtë muaj, ndërsa një numër çështjesh kishin mbetur të patrajtuara. “Më parë pritej nga tre deri në gjashtë muaj dhe kishte një punë të prapambetur, raste… Disa madje mbaheshin në sirtarë, pyes veten pse!?”, shkroi ajo.

Sipas Andonovskës, përmes një organizimi më të mirë dhe angazhimit të stafit, ISHP-ja ka arritur të përpunojë të gjitha rastet e mbartura.

“Ne arritëm të organizoheshim dhe gjithçka u përpunua, nuk ka më lista pritjeje. Sapo MALMED lëshon një kërkesë që përmbush rregulloret ligjore, ajo përpunohet brenda kohës së caktuar për të”, deklaroi drejtoresha Andonovska.

Instituti i Shëndetit Publik thekson se ekspertiza, përkushtimi dhe efikasiteti i tij janë të orientuara drejt qytetarëve dhe mbrojtjes së shëndetit publik.

The director of the Institute of Public Health, Marija Andonovska, during her participation in the program “Topic of the Day” on Sitel television, where the situation of water supply in Gostivar was discussed, clarified that the IPH does not have the authority to independently carry out regular supervision and sampling from local water supply networks.

According to her, this responsibility falls on the shoulders of the public enterprises that manage these systems. She made it clear that there is a legal separation between the Institute of Public Health and the regional public health centers, emphasizing that they are distinct entities with separate competencies.

“If you ask me whether we, as the Institute of Public Health, are the responsible unit for conducting the control, my clear answer is: no. There is no legal act or regulation that imposes on us the obligation of water monitoring,” Andonovska stated.

The director stressed that although the institution has advanced laboratories, quality equipment, and a professional team, it does not have the authority to take the initiative in collecting samples from water supply systems. Laboratory analyses are carried out only when there is an official request from a competent inspector or from the municipal public enterprise itself.

“Public enterprises have the legal obligation. They must draw up a supervision program. Based on the regulations of the Food and Veterinary Agency, each such enterprise must have its own monitoring plan and adhere to it rigorously,” Andonovska concluded.

Drejtoresha e Institutit të Shëndetit Publik, Marija Andonovska, gjatë pjesëmarrjes në emisionin “Tema e Ditës” në televizionin Sitel, ku u diskutua për gjendjen e furnizimit me ujë në Gostivar, sqaroi se ISHP nuk ka tagrin të kryejë në mënyrë të pavarur mbikëqyrjen e rregullt dhe marrjen e kampioneve nga rrjetet lokale të ujësjellësit.

Sipas saj, kjo përgjegjësi bie mbi supet e ndërmarrjeve publike që administrojnë këto sisteme. Ajo bëri të qartë se ekziston një ndarje ligjore midis Institutit të Shëndetit Publik dhe qendrave rajonale të shëndetit publik, duke nënvizuar se ato janë entitete të veçanta me kompetenca të dallueshme.

“Po të më pyesni nëse ne, si Institut i Shëndetit Publik, jemi njësia përgjegjëse për të bërë kontrollin, përgjigja ime e prerë është: jo. S’ka asnjë akt ligjor ose rregullore që na e imponon detyrimin e monitorimit të ujit”, deklaroi Andonovska.

Drejtoresha theksoi se pavarësisht se institucioni posedon laboratorë të avancuar, pajisje cilësore dhe një ekip profesional, nuk ka autoritetin për të ndërmarrë vetiniciativë në mbledhjen e mostrave nga sistemet e furnizimit me ujë. Analizat laboratorike realizohen vetëm në rastet kur ekziston një kërkesë zyrtare nga një inspektor kompetent ose nga vetë ndërmarrja publike komunale.

“Ndërmarrjet publike e kanë detyrim ligjor. Ato duhet të hartojnë një program për mbikëqyrje. Bazuar në rregulloret e Agjencisë së Ushqimit dhe Veterinarisë, çdo ndërmarrje e tillë duhet të ketë planin e saj të monitorimit dhe t’i përmbahet atij me rigorozitet”, përfundoi Andonovska.
