According to Zyba, the deactivation of residential addresses in Preševo, Medveđa, and Bujanovac constitutes organized discrimination, which restricts the basic rights of Albanians and aims to influence the demographic composition of the Valley.

Zyba stressed that Snezhana Paunović, a minister in the Serbian government and already declared persona non grata in the Republic of Kosovo, also has responsibilities for local governance, including the municipalities of Preševo, Medveđa, and Bujanovac.

He stated that while Paunović publicly expresses ambitions for the ethnic cleansing of Albanians in Kosovo, in the Preševo Valley such a project, according to him, is implemented through institutions and does not remain merely rhetorical.

According to him, the policy of deactivating the addresses of Albanians in Preševo, Medveđa, and Bujanovac is among the most severe forms of systematic discrimination and administrative ethnic cleansing. Zyba said that the arbitrary removal of residential addresses denies thousands of Albanian citizens their fundamental rights, making it impossible for them to exercise their right to vote, obtain personal documents, access public services, and a range of rights guaranteed by law.

He assessed that this administrative mechanism affects the change of the demographic structure of the Valley, pushing Albanians to leave their homes and properties.

Zyba added that this, according to him, proves that the project Paunović promotes against Kosovo is the same as what Serbia has been implementing for years and continues to implement against Albanians in the Preševo Valley: exclusion, discrimination, and gradual emptying of their lands through state mechanisms, sometimes with physical violence, sometimes with economic violence, sometimes administrative, and, when possible, with all together.
