Former diplomat Lulzim Peci has issued a public appeal through which 46 intellectuals, academics, professionals, artists and civil society representatives call for respect for the constitutional order and the formation of institutions without delay.

The appeal is titled “The Republic Cannot Be Held Hostage.” In it, the signatories express concern over the prolongation of the institutional crisis, arguing that the political blockage could damage democracy, the constitutional order and the functioning of the rule of law.

They stress that Kosovo should not continue to remain without functional institutions as a result of party calculations, one-sided interpretations of the Constitution, or a lack of readiness for democratic compromise.

According to the signatories, this situation is weakening citizens’ trust in democracy, hampering economic and social development, and damaging Kosovo’s international position during a delicate period for the country’s security and Euro-Atlantic perspective.

Certified and sworn MPs are urged to act immediately to complete the constitution of the Assembly and open the way for the creation of other institutions.

The document recalls that the Constitutional Court has clarified the obligations that deputies have in the process of constituting the Assembly, clearly establishing that no one is allowed to obstruct or block this process.

The appeal calls on political parties and responsible institutions to move away from ultimatums, political exclusion and attempts at imposition. The signatories also insist that party, group or electoral interests must not be placed before the state interest.

The call also addresses academic circles, civil society, the media, professionals and citizens, asking them not to remain indifferent in the face of the degradation of democratic culture and the transformation of the institutional blockade into normality.

In their view, Kosovo needs a critical, rational and constructive public debate, based on arguments and respect for the dignity of every individual. They also call for opposition to denigrating campaigns, hate speech, public lynchings and divisive rhetoric.

The appeal demands that political leaders and institutions once again place Kosovo’s strategic and long-term interests at the centre of their activity.

The signatories consider that Euro-Atlantic integration, strengthening alliances with strategic partners, consolidating the state in the international arena and dignified treatment of all citizens of Kosovo, including non-majority communities, must be regarded as major national interests beyond party differences. According to the appeal’s conclusion, Kosovo has no other alternative for moving forward.

The document, made public on 12 August 2026, bears, among others, the signatures of former heads and judges of the Constitutional Court, diplomats, university professors, leaders of civil society organizations, representatives of the business community, artists and activists.

Ish-diplomati Lulzim Peci ka shpërndarë një apel publik, përmes të cilit 46 intelektualë, akademikë, profesionistë, artistë dhe përfaqësues të shoqërisë civile kërkojnë respektimin e rendit kushtetues dhe formimin e institucioneve pa humbur kohë.

Apeli mban titullin “Republika nuk mund të mbahet peng”. Në të, nënshkruesit shfaqin shqetësimin e tyre për zgjatjen e krizës institucionale, duke vlerësuar se bllokimi politik mund të dëmtojë demokracinë, rendin kushtetues dhe funksionimin e shtetit të së drejtës.

Ata theksojnë se Kosova nuk duhet të vazhdojë të mbetet pa institucione funksionale si pasojë e përllogaritjeve partiake, interpretimeve të njëanshme të Kushtetutës ose mungesës së gatishmërisë për kompromis demokratik.

Sipas nënshkruesve, kjo situatë po dobëson besimin e qytetarëve te demokracia, po frenon zhvillimin ekonomik dhe shoqëror, si dhe po dëmton pozitën ndërkombëtare të Kosovës në një periudhë delikate për sigurinë dhe perspektivën euroatlantike të vendit.

Deputetëve të certifikuar dhe të betuar u kërkohet që të veprojnë urgjentisht për ta përmbyllur konstituimin e Kuvendit dhe për t’i hapur rrugë krijimit të institucioneve të tjera.

Në dokument rikujtohet se Gjykata Kushtetuese i ka sqaruar detyrimet që deputetët kanë në procesin e konstituimit të Kuvendit, duke përcaktuar qartë se askujt nuk i lejohet ta pengojë ose ta bllokojë këtë proces.

Apeli u kërkon partive politike dhe institucioneve kompetente të largohen nga ultimatumet, përjashtimi politik dhe përpjekjet për imponim. Nënshkruesit këmbëngulin gjithashtu që interesat partiake, grupore apo elektorale të mos vendosen përpara interesit shtetëror.

Thirrja përfshin edhe qarqet akademike, shoqërinë civile, mediat, profesionistët dhe qytetarët, të cilëve u kërkohet të mos mbeten të painteresuar përballë degradimit të kulturës demokratike dhe shndërrimit të bllokadës institucionale në normalitet.

Sipas tyre, Kosova ka nevojë për një diskutim publik kritik, racional dhe konstruktiv, të bazuar në argumente dhe në respektimin e dinjitetit të çdo individi. Ata bëjnë thirrje edhe për kundërshtimin e fushatave denigruese, gjuhës së urrejtjes, linçimeve publike dhe retorikës përçarëse.

Në apel kërkohet që drejtuesit politikë dhe institucionet t’i vendosin sërish në qendër të veprimtarisë së tyre interesat strategjike dhe afatgjata të Kosovës.

Nënshkruesit vlerësojnë se integrimi euroatlantik, fuqizimi i aleancave me partnerët strategjikë, konsolidimi i shtetit në arenën ndërkombëtare dhe trajtimi dinjitoz i të gjithë qytetarëve të Kosovës, duke përfshirë komunitetet joshumicë, duhet të konsiderohen interesa madhore kombëtare përtej dallimeve partiake. Sipas përfundimit të apelit, Kosova nuk ka alternativë tjetër për të përparuar.

Dokumenti, i bërë publik më 12 gusht 2026, mban ndër të tjera nënshkrimet e ish-drejtuesve dhe gjyqtarëve të Gjykatës Kushtetuese, diplomatëve, profesorëve universitarë, drejtuesve të organizatave të shoqërisë civile, përfaqësuesve të komunitetit të biznesit, artistëve dhe aktivistëve.

Lulzim Peci, drejtor i Institutit KIPRED, ka vlerësuar se deklarata e ministres së Qeverisë së Serbisë, Snezhana Paunoviq, tregon se ideologjia e Millosheviqit vijon të dominojë establishmentin shtetëror serb, ndonëse ai e humbi luftën në Kosovë.

“Kjo dëshmon po ashtu se politika e përafrimit e Brukselit për Beogradin ka probleme serioze dhe ajo shfaq një dështim strategjik në aspektin ideologjik dhe të vlerave njerëzore për integrimin e Serbisë në BE.

Shpresoj se SHBA-ja do ta trajtojë këtë deklaratë ashtu siç e meriton qeveria serbe.

Fundja, për shkak të kësaj politike, ajo edhe e ka bombarduar Beogradin në vitin 1999. Një gjë duhet pranuar, dhe atë se në garën e budallakisë, fosilet e nazizmit të Serbisë s’tërhiqen!”, ka shkruar ai në Facebook.
