Minister of Digitalization and Public Administration Lulëzon Jagxhiu has begun an official visit to the Republic of Croatia. During his stay, he met with representatives of Croatian institutions to discuss digital transformation and the modernization of public administration.

Jagxhiu, accompanied by Kosovo’s ambassador to Croatia, Martin Berishaj, was received at Croatia’s Ministry of Justice, Public Administration and Digital Transformation, as well as at APIS IT. The latter is a state-owned company and ranks among the leading providers of digital infrastructure and shared services for Croatia’s public sector.

The discussions included the interconnection and interoperability of state registers, the central services portal and the implementation of the “once-only” principle. The parties also addressed services built around life events, electronic identity, the digital wallet and digital infrastructure, including data centers and the government cloud.

A special part of the talks was devoted to integrating artificial intelligence into public administration. The implementation of European Union legislation covering artificial intelligence, electronic identity and digital services was also reviewed.

The meeting with APIS IT addressed how shared services and the government cloud are organized. This topic is directly linked to the initiative of the Ministry of Digitalization and Public Administration to transition to the government cloud and consolidate shared digital infrastructure.

During the meetings, the parties agreed to continue cooperation and the exchange of experience between the two countries. Particular emphasis will be placed on developing digital infrastructure, advancing interoperability and state registers, as well as digital identity.

At the conclusion, Minister Jagxhiu expressed his gratitude to the Croatian institutions for their hospitality and willingness to strengthen interinstitutional cooperation.

Ministri i Digjitalizimit dhe Administratës Publike, Lulëzon Jagxhiu, ka nisur një vizitë zyrtare në Republikën e Kroacisë. Gjatë qëndrimit atje, ai është takuar me përfaqësues të institucioneve kroate për të diskutuar transformimin digjital dhe modernizimin e administratës publike.

Jagxhiu, i shoqëruar nga ambasadori i Kosovës në Kroaci, Martin Berishaj, është pritur në Ministrinë kroate të Drejtësisë, Administratës Publike dhe Transformimit Digjital, si dhe në APIS IT. Kjo e fundit është kompani shtetërore dhe renditet ndër ofruesit kryesorë të infrastrukturës dhe shërbimeve të përbashkëta digjitale për sektorin publik të Kroacisë.

Diskutimet përfshinë ndërlidhjen dhe interoperabilitetin e regjistrave shtetërorë, portalin qendror të shërbimeve dhe zbatimin e parimit “vetëm një herë”. Palët trajtuan gjithashtu shërbimet e ndërtuara mbi ngjarjet jetësore, identitetin elektronik, kuletën digjitale dhe infrastrukturën digjitale, përfshirë qendrat e të dhënave dhe cloud-in qeveritar.

Një pjesë e posaçme e bisedimeve iu kushtua integrimit të inteligjencës artificiale në administratën publike. Po ashtu, u shqyrtua zbatimi i legjislacionit të Bashkimit Evropian që mbulon inteligjencën artificiale, identitetin elektronik dhe shërbimet digjitale.

Në takimin me APIS IT u trajtua mënyra e organizimit të shërbimeve të përbashkëta dhe cloud-it qeveritar. Kjo temë lidhet drejtpërdrejt me nismën e Ministrisë së Digjitalizimit dhe Administratës Publike për kalimin drejt cloud-it qeveritar dhe konsolidimin e infrastrukturës së përbashkët digjitale.

Gjatë takimeve, palët ranë dakord që të vijojnë bashkëpunimin dhe shkëmbimin e përvojave mes dy vendeve. Theksi do të vendoset veçanërisht te zhvillimi i infrastrukturës digjitale, përparimi i interoperabilitetit dhe regjistrave shtetërorë, si dhe identiteti digjital.

Në përfundim, ministri Jagxhiu shprehu mirënjohjen ndaj institucioneve kroate për mikpritjen dhe gatishmërinë e treguar për forcimin e bashkëpunimit ndërinstitucional.

The implementation of the agreement is expected to begin next year, depending on the progress of talks.

After the executive meeting, he announced that with the decision approved today, a negotiating group will be created that will sit down at the table with EU representatives.

Commenting on the scenario of a political blockade, Jagxhiu explained that the procedure is not at risk. “Today we marked a key step with the approval of the initiative for this agreement. This government decision allows us to establish the team that will negotiate with the European Union. Once the agreement is reached, it is signed with the approval of the Ministry of Foreign Affairs and Diaspora, and then passes to the president for ratification. In this specific case, I do not see any obstacle to completing the entire implementation cycle, despite the issue of constituting the Assembly,” he stated.

Çështja nëse kriza institucionale dhe pamundësia për të konstituuar Kuvendin do të bllokonin negociatat për heqjen e roamingut me Bashkimin Evropian mori përgjigje nga ministri i Digjitalizimit dhe Administratës Publike, Lulëzon Jagxhiu. Zbatimi i marrëveshjes pritet të fillojë vitin e ardhshëm, në varësi të progresit të bisedimeve.

Pas mbledhjes së ekzekutivit, ai njoftoi se me vendimin e miratuar sot do të krijohet grupi negociator që do të ulet në tryezë me përfaqësuesit e BE-së.

Duke komentuar skenarin e bllokadës politike, Jagxhiu shpjegoi se procedura nuk rrezikohet. “Sot shënuam një hap kyç me miratimin e nismës për këtë marrëveshje. Ky vendim qeveritar na lejon të themelojmë ekipin që do të negociojë me Bashkimin Evropian. Kur të arrihet marrëveshja, ajo firmoset me aprovimin e Ministrisë së Punëve të Jashtme dhe Diasporës, dhe më pas i kalon për ratifikim presidentes. Në këtë rast konkret, nuk shoh ndonjë pengesë që të përfundojmë gjithë ciklin e realizimit, pavarësisht çështjes së konstituimit të Kuvendit”, deklaroi ai.
