The preliminary agreement between Albania and Serbia to establish consulates in Shkodër and Bujanoc has sparked discussions about the political and diplomatic consequences of the decision. The debate is particularly linked to the status of Albanians in the Presheva Valley, as well as the unresolved issues between Kosovo and Serbia.

Serbian Foreign Minister Marko Gjuriç announced the agreement following a meeting with his Albanian counterpart, Ferit Hoxha. The Albanian representation in Bujanoc is viewed by some as an opportunity for closer institutional communication with the Albanians of the Presheva Valley. Meanwhile, the idea of a Serbian consulate in Shkodër has raised questions about its political motives and objectives.

In a statement to “Bota sot,” publicist Lis Bukuroca described the opening of the Albanian consulate in Bujanoc as positive, although he assessed that its political and legal impact on the Albanians of the Presheva Valley would be limited.

According to Bukuroca, the consulate cannot change the political and legal situation of the Albanians in this area, as that situation is determined by the policies of the Serbian state. Nevertheless, he said the representation could serve as a communication channel, gather direct information about systematic discrimination against Albanians, and provide them with consular and institutional support.

He took a different position regarding the Serbian consulate in Shkodër. The publicist argued that he sees no strong practical reason for its opening, emphasizing that Shkodër does not have a large Serbian community that would justify such a representation. For this reason, he considers the initiative more of a political balancing act than a consular necessity.

Bukuroca stressed that cooperation between states should not be opposed in principle, but must be built on equal treatment and recognition of the region’s political reality. He pointed out that Serbia still does not recognize Kosovo’s independence, continues its threatening rhetoric, and exerts pressure on Albanians in the Presheva Valley.

Under these circumstances, he said, the question naturally arises as to whether greater reciprocity and political sensitivity should have been sought before such steps were taken.

Speaking about Prime Minister Edi Rama’s approach toward Serbia, Bukuroca said it continues the prime minister’s policy of maintaining relations with Belgrade that are as constructive as possible and strengthening regional cooperation, including within the framework of European integration. According to him, this has also been reflected in Rama’s and Albanian institutions’ reactions to recent statements by Serbian officials, which he considers noticeably more restrained than expected.

He added that the European Union had also reacted mildly to statements by Serbian President Aleksandar Vuçiq. According to Bukuroca, the lack of a firmer stance against destabilizing rhetoric is creating concern in the region.

As for Kosovo, the publicist assessed that institutions and political parties should act prudently while also being clear in defending the country’s interests. He said regional cooperation is essential, but must be based on reciprocity, mutual respect, and the resolution of open issues between Kosovo and Serbia.

According to him, any action that creates the impression of full normality with Serbia while the fundamental problems between Kosovo and Serbia remain unresolved could send the wrong signals in the region and on the international stage.

In conclusion, Bukuroca warned that an approach based on one-sided understanding toward Serbia could have negative consequences. He said such treatment encourages Serbia, linking this to the fact that it does not arrest the perpetrators of the terrorist attack in Banjska but treats them as heroes, as well as to the continuation of provocations against Kosovo.

“The principle of reciprocity applies in politics. Edi Rama hopes to persuade the European Union by flattering Serbia. Integration is achieved through a functional state governed by law, strong institutions, and democratic standards. Not through stalling!” Lis Bukuroca concluded to “Bota sot.”

Dakordësia paraprake e Shqipërisë dhe Serbisë për ngritjen e konsullatave në Shkodër dhe Bujanoc ka hapur diskutime për pasojat politike e diplomatike të këtij vendimi. Debati lidhet veçanërisht me statusin e shqiptarëve në Luginën e Preshevës, si edhe me çështjet ende të pazgjidhura ndërmjet Kosovës dhe Serbisë.

Ministri i Jashtëm serb, Marko Gjuriç, njoftoi për marrëveshjen pas një takimi me homologun e tij shqiptar, Ferit Hoxha. Përfaqësia shqiptare në Bujanoc konsiderohet nga disa si një mundësi për komunikim institucional më të afërt me shqiptarët e Luginës së Preshevës. Nga ana tjetër, ideja e një konsullate serbe në Shkodër ka nxitur pikëpyetje lidhur me motivet dhe objektivat e saj politike.

Në një prononcim për “Bota sot”, publicisti Lis Bukuroca e cilësoi pozitiv hapjen e konsullatës shqiptare në Bujanoc, ndonëse vlerësoi se efekti i saj politik dhe juridik për shqiptarët e Luginës së Preshevës do të jetë i kufizuar.

Sipas Bukurocës, konsullata nuk mund ta ndryshojë gjendjen politike dhe juridike të shqiptarëve të kësaj zone, pasi ajo përcaktohet nga politikat e shtetit serb. Megjithatë, ai tha se përfaqësia mund të shërbejë si kanal komunikimi, të mbledhë informacion të drejtpërdrejtë mbi diskriminimin sistematik ndaj shqiptarëve dhe t’u ofrojë atyre mbështetje konsullore e institucionale.

Ndryshe qëndrim mbajti për konsullatën serbe në Shkodër. Publicisti argumentoi se nuk sheh një arsye të fortë praktike për hapjen e saj, duke theksuar se në Shkodër nuk ka një komunitet të madh serb që do ta justifikonte një përfaqësi të tillë. Për këtë arsye, ai e konsideron nismën më tepër një veprim politik balancues sesa një nevojë konsullore.

Bukuroca nënvizoi se bashkëpunimi mes shteteve nuk duhet kundërshtuar në parim, por duhet të ndërtohet mbi trajtim të barabartë dhe mbi njohjen e realitetit politik rajonal. Ai vuri në dukje se Serbia ende nuk e njeh pavarësinë e Kosovës, vazhdon retorikën kërcënuese dhe ushtron presion ndaj shqiptarëve në Luginën e Preshevës.

Në këto rrethana, sipas tij, lind natyrshëm pyetja nëse para ndërmarrjes së hapave të tillë duhej të kërkohej më shumë reciprocitet dhe ndjeshmëri politike.

Duke folur për qasjen e kryeministrit Edi Rama ndaj Serbisë, Bukuroca tha se ajo vazhdon linjën e politikës së tij për marrëdhënie sa më konstruktive me Beogradin dhe për forcimin e bashkëpunimit rajonal, edhe në kuadër të integrimit europian. Sipas tij, kjo është reflektuar edhe në reagimet e Ramës dhe të institucioneve shqiptare ndaj deklaratave të fundit të zyrtarëve serbë, të cilat ai i konsideron dukshëm më të përmbajtura nga sa pritej.

Ai shtoi se edhe Bashkimi Europian ka reaguar butë ndaj deklaratave të presidentit serb Aleksandar Vuçiq. Mungesa e një qëndrimi më të prerë kundër retorikave destabilizuese, sipas Bukurocës, po krijon shqetësim në rajon.

Sa i takon Kosovës, publicisti vlerësoi se institucionet dhe partitë politike duhet të tregohen të matur, por njëkohësisht të qartë në mbrojtjen e interesave të vendit. Ai tha se bashkëpunimi rajonal është i domosdoshëm, por duhet të mbështetet te reciprociteti, respekti i ndërsjellë dhe zgjidhja e çështjeve të hapura ndërmjet Kosovës dhe Serbisë.

Sipas tij, çdo veprim që krijon idenë e një normaliteti të plotë me Serbinë, ndërsa problemet thelbësore mes Kosovës dhe Serbisë vazhdojnë të mbeten të pazgjidhura, mund të përcjellë sinjale të gabuara në rajon dhe në arenën ndërkombëtare.

Në përfundim, Bukuroca paralajmëroi se një qasje e mbështetur në mirëkuptim të njëanshëm ndaj Serbisë mund të ketë pasoja negative. Ai tha se një trajtim i tillë e inkurajon Serbinë, duke e lidhur këtë me faktin se ajo nuk arreston autorët e sulmit terrorist në Banjskë, por i trajton si heronj, si edhe me vazhdimin e provokimeve ndaj Kosovës.

Speaking to “Bota sot,” commentator Lis Bukuroca described the decision to open an Albanian consulate in Bujanoc as positive, although he stressed that its ability to influence the political and legal status of Albanians in the Preševo Valley would be limited.

According to Bukuroca, any change in the situation of Albanians in this area depends on the policies pursued by the Serbian state and cannot be achieved through a consular mission alone. Nevertheless, he believes the consulate could provide institutional and consular assistance, facilitate communication and provide direct information about the systematic discrimination against Albanians.

“The Albanian consulate in Bujanoc is a positive development, but its concrete effects will be quite limited. The political and legal position of Albanians in the Preševo Valley is determined by the Serbian state’s approach, so this mission cannot change the reality on its own. Nevertheless, it could become an important bridge for communication, directly document systematic discrimination and provide Albanians with institutional and consular support,” Bukuroca said.

His assessment was more critical of the Serbian consulate expected to open in Shkodër. The commentator said there is no Serbian community in the city large enough to justify such a mission, meaning the decision appears more like a political move intended to create balance than a response to a consular need.

“There do not appear to be sufficient grounds for opening a Serbian consulate in Shkodër. The absence of a sizable Serbian community in the city makes it difficult to justify in practical terms. Consequently, this move gives the impression of being a politically balancing gesture rather than a consular necessity,” he said.

Bukuroca clarified that cooperation between states is welcome and should not be rejected, but he called for it to be developed on an equal footing and with due consideration for the region’s political realities.

He recalled that Serbia still does not recognize Kosovo’s independence, continues to use threatening rhetoric and exerts pressure on Albanians in the Preševo Valley. Under these circumstances, he said, it is reasonable to ask whether greater political sensitivity should have been shown and greater reciprocity sought before taking such steps.

Analyzing Prime Minister Edi Rama’s stance toward Serbia, the commentator said it is linked to his policy of maintaining constructive relations and promoting regional cooperation, including in support of European integration. However, Bukuroca warned that this approach must not turn into tolerance of actions that harm Albanian interests.

“Edi Rama’s policy aims to maintain the most constructive relations possible with Serbia and to project a spirit of cooperation in the region, including within the European integration process. This approach was also reflected in his response and those of Albanian institutions to the latest statements by Serbian officials, which were noticeably more restrained than expected,” Bukuroca said.

According to him, the European Union also responded mildly to statements made by Serbian President Aleksandar Vuçiq. He said the lack of a firmer position in the face of destabilizing rhetoric is causing concern in the region.

With regard to Kosovo, Bukuroca called on institutions and political parties to be measured in their responses while also maintaining a clear stance when it comes to defending the country’s interests.

The commentator stressed that regional cooperation is essential, but it must be based on reciprocity, mutual respect, the protection of national interests and the resolution of outstanding issues between Kosovo and Serbia.

“Kosovo, through its institutions and political parties, must respond with restraint, but without losing clarity. Cooperation in the region should not be opposed, but it must be founded on reciprocity, mutual respect and the protection of national interests. When actions are taken that create the impression that relations with Serbia have been fully normalized while the fundamental issues between Serbia and Kosovo remain unresolved, there is a risk of sending the wrong messages both internationally and within the region,” he said.

In conclusion, Bukuroca warned that one-sided accommodation of Serbia could have harmful consequences. According to him, relations between countries must be built by applying the same standards to all sides.

“The more Serbia is treated with one-sided tolerance, the more it is encouraged. That is precisely why it does not arrest those responsible for the terrorist attack in Banjska, but instead portrays them as heroes while continuing its provocations against Kosovo. Reciprocity is a fundamental principle in politics. Edi Rama believes that by coddling Serbia he can persuade the European Union, but integration is achieved through a functioning rule-of-law state, strong institutions and democratic standards, not through kowtowing,” Lis Bukuroca concluded for “Bota sot.”

Vlerësimi i tij ishte më kritik për konsullatën serbe që parashikohet të hapet në Shkodër. Publicisti tha se në këtë qytet nuk ka një komunitet serb aq të madh sa të justifikojë një përfaqësi të tillë, ndaj vendimi i ngjan më shumë një lëvizjeje politike për të krijuar balancë sesa përgjigjes ndaj një nevoje konsullore.

“Nuk duket se ka arsye të mjaftueshme për hapjen e një konsullate serbe në Shkodër. Mungesa e një komuniteti të konsiderueshëm serb në këtë qytet e bën të vështirë justifikimin praktik të saj. Për rrjedhojë, ky hap të krijon përshtypjen e një gjesti politik balancues dhe jo të një domosdoshmërie konsullore”, u shpreh ai.

Bukuroca sqaroi se bashkëpunimi mes shteteve është i mirëpritur dhe nuk duhet hedhur poshtë, por kërkoi që ai të zhvillohet mbi baza të barabarta dhe duke marrë parasysh realitetin politik të rajonit.

Ai kujtoi se Serbia ende nuk e njeh pavarësinë e Kosovës, vazhdon retorikën kërcënuese dhe ushtron presion ndaj shqiptarëve në Luginën e Preshevës. Në këto kushte, sipas tij, është e arsyeshme të ngrihet çështja nëse përpara ndërmarrjes së hapave të tillë duhej treguar më shumë ndjeshmëri politike dhe të kërkohej reciprocitet më i madh.

Duke analizuar qëndrimin e kryeministrit Edi Rama ndaj Serbisë, publicisti tha se ai lidhet me politikën e tij për ruajtjen e raporteve konstruktive dhe nxitjen e bashkëpunimit rajonal, përfshirë edhe në funksion të integrimit europian. Megjithatë, Bukuroca paralajmëroi se kjo linjë nuk duhet të kthehet në tolerim të veprimeve që cenojnë interesat shqiptare.

“Politika e Edi Ramës synon të mbajë marrëdhënie sa më konstruktive me Serbinë dhe të paraqesë një frymë bashkëpunuese në rajon, edhe në kuadër të procesit të integrimit europian. Kjo qasje u reflektua gjithashtu te reagimet e tij dhe të institucioneve shqiptare ndaj deklaratave të fundit të zyrtarëve serbë, të cilat ishin dukshëm më të përmbajtura nga sa pritej”, deklaroi Bukuroca.

Sipas tij, edhe Bashkimi Europian reagoi butë ndaj deklaratave të presidentit serb Aleksandar Vuçiq. Ai vlerësoi se mungesa e një pozicioni më të prerë përballë retorikës destabilizuese ngjall shqetësim në rajon.

Në lidhje me Kosovën, Bukuroca kërkoi që institucionet dhe subjektet politike të tregohen të matura në reagimet e tyre, por njëherësh të mbajnë një qëndrim të qartë kur bëhet fjalë për mbrojtjen e interesave të vendit.

Publicisti theksoi se bashkëpunimi rajonal është i domosdoshëm, por duhet të mbështetet te reciprociteti, respekti i dyanshëm, mbrojtja e interesave kombëtare dhe zgjidhja e problemeve të hapura ndërmjet Kosovës dhe Serbisë.

“Kosova, përmes institucioneve dhe partive të saj politike, duhet të përgjigjet me maturi, por pa humbur qartësinë. Bashkëpunimi në rajon nuk duhet kundërshtuar, por themeli i tij duhet të jetë reciprociteti, respekti i ndërsjellë dhe mbrojtja e interesave kombëtare. Kur ndërmerren veprime që krijojnë idenë se raportet me Serbinë janë normalizuar plotësisht, ndërsa çështjet thelbësore mes saj dhe Kosovës vazhdojnë të jenë të pazgjidhura, ekziston rreziku që të përcillen mesazhe të gabuara si ndërkombëtarisht, ashtu edhe brenda rajonit”, tha ai.

Në përfundim, Bukuroca paralajmëroi se mirëkuptimi i njëanshëm ndaj Serbisë mund të sjellë pasoja të dëmshme. Sipas tij, raportet ndërmjet vendeve duhet të ndërtohen duke zbatuar të njëjtat standarde për të gjitha palët.

“Sa më shumë që Serbia trajtohet me tolerancë të njëanshme, aq më shumë ajo inkurajohet. Pikërisht për këtë arsye nuk i arreston personat përgjegjës për sulmin terrorist në Banjskë, por i paraqet ata si heronj, ndërkohë që vijon provokimet ndaj Kosovës. Reciprociteti është parim themelor në politikë. Edi Rama mendon se përmes përkëdheljes së Serbisë mund ta bindë Bashkimin Europian, por integrimi sigurohet me një shtet ligjor funksional, institucione të fuqishme dhe standarde demokratike, jo me zvarritje”, përfundoi Lis Bukuroca për “Bota sot”.
