<p>The parliamentary group of the Democratic Party of Kosovo has sent another letter to Avni Dehari, chairing the constituent session, requesting that it resume on Saturday, August 22, at 11:00 a.m.</p>
<p>According to the PDK, the failure to constitute the Assembly within the prescribed deadline has created a serious situation, characterized by violations of the Constitution and disregard for the decisions of the Constitutional Court.</p>
<p>The letter emphasizes that the situation is further aggravated by the failure to implement the procedures and deadlines set out in the Rules of Procedure of the Assembly.</p>
<p>The PDK recalls that the case law of the Constitutional Court requires the constitution of the Assembly even after the constitutional deadline has elapsed, since violating this deadline does not invalidate the obligation to complete the process. The document bears the signature of the party’s secretary-general and MP Vlora Çitaku.</p>

<p>Kosovo&#8217;s acting Prime Minister, Albin Kurti, wrote again last night to the leaders of the opposition parties, requesting a meeting to reach a political agreement that would avert new elections.</p>
<p>RTK sources within the government said that Kurti contacted the opposition leaders by phone yesterday and invited them to a joint meeting to discuss the country&#8217;s current political situation.</p>
<p>According to the same sources, the meeting is intended to explore the possibility of reaching a political agreement that could overcome the institutional deadlock and avoid a new electoral process.</p>
<p>Kurti has previously approached the leaders of the opposition parties with a request for a meeting and a political agreement.</p>
<p>It is not yet known whether the opposition leaders will accept the invitation or whether the meeting will take place.</p>
<p>Meanwhile, political tensions also emerged in the Assembly today. The session was marked by verbal clashes between opposition and LVV lawmakers over their opposing positions on how to resolve the institutional crisis.</p>
<p>The opposition parties are demanding that the constitutive session be held and that the process of constituting the Assembly be completed, while debates over the next institutional steps have been accompanied by clashes among lawmakers.</p>
<p>The deadlock over the constitution of the Assembly and the establishment of new institutions has continued for weeks, increasing political pressure to find a solution.</p>

										<content:encoded><![CDATA[<html><head></head><body><p>Rifat Latifi, Kosovo’s former health minister, has responded to President Volodymyr Zelensky’s statement in the Serbian capital, where he stressed that Ukraine has not recognized Kosovo’s statehood. He sent an official letter to the Ukrainian leader.</p>
<p>In his letter, Latifi expresses deep disappointment with Kyiv’s position, which he sees as contradictory to the reality and challenges facing Ukraine, adding that this approach undermines those same principles.</p>
<p>“The arguments raised against us have been used word for word against you, by the same force,” he wrote in the letter.</p>
<p>The former minister underscored that Pristina has stood firmly by Kyiv’s side since the beginning of the Russian invasion, recalling its full support for Western sanctions against Moscow, its welcoming of Ukrainian media professionals and families, as well as its recognition of Ukraine’s sovereignty within its internationally recognized borders, including the Crimean Peninsula.</p>
<p>Latifi also highlighted his personal commitment to the Ukrainian cause. “As an Albanian American originally from Kosovo, I went to Ukraine to provide assistance after the initial invasion,” he recalled, adding that he hoped to find the country liberated on his next visit.</p>
<p>In his message, he argued that Ukraine’s position toward Kosovo is particularly discouraging, given the strong parallels between the suffering endured by the people of Kosovo and what the Ukrainian people are going through today under the Russian attack.</p>
<p>“We understand your suffering because we have experienced it ourselves, under the same doctrine and within our own recent memory,” Latifi stressed.</p>
<p>He also did not hold back criticism of Zelensky’s rapprochement with Serbian President Aleksandar Vučić, warning the Ukrainian leader that cooperation with Belgrade and any attempt to move closer to Moscow constitute an entirely wrong course.</p>

<p>The Democratic Party of Kosovo (PDK) reiterated on Friday that it will remain in the opposition, while calling for the completion of the Assembly’s constitution to pave the way for the formation of new institutions.</p>
<p>In a letter sent to Albin Kurti on Friday, PDK leader Bedri Hamza stated that his party’s position had been clarified both during the meeting on July 10 and through the response on August 3.</p>
<p>Hamza noted that due to programmatic and conceptual differences, the PDK will fulfill its opposition role in the Assembly of the Republic of Kosovo. According to the letter, the party will contribute from there to strengthening democracy, defending the national interest, and representing citizens’ interests, Kosovapress reports.</p>
<p>The PDK leader asked Kurti to take the necessary steps to complete the constitution of the Assembly within the deadline set by the Constitutional Court’s ruling.</p>
<p>The letter requests that these steps be taken today, in accordance with the deadline established by the Constitutional Court’s ruling, so that the constitution of the Assembly can be finalized and the formation of new institutions can be enabled.</p>
<p>Hamza also confirmed that the PDK will provide its votes to bring the legislature’s constitution process to completion.</p>
<p>He wrote that the Democratic Party of Kosovo will give its contribution to the constitution of the Assembly of the Republic of Kosovo.</p>
<p>The document, which constitutes a response to Kurti’s letter and invitation for a meeting, is dated August 7, 2026.</p>

										<content:encoded><![CDATA[<p>Acting Minister of Foreign Affairs and Diaspora Glauk Konjufca has sent a letter to the European Union&#8217;s High Representative for Foreign Affairs and Security Policy, Kaja Kallas, calling on the EU to take a stronger stance on a statement by Serbian minister Snezhana Paunoviq.</p><p>Paunoviq had stated that, had she been in Slobodan Milosevic&#8217;s position in 1998, she would have ethnically cleansed Kosovo.</p><p>In his letter to Kallas, Konjufca described the statement as &#8220;deliberate glorification of war crimes,&#8221; incitement to hatred, and a threat to peace and stability in the Western Balkans.</p><p>He said that the words of an acting minister cannot be presented as an ordinary mistake. According to Konjufca, her interview contained revisionist and hostile rhetoric that undermines the dialogue on normalizing relations between Kosovo and Serbia.</p><p>The acting minister also expressed concern over the European Union&#8217;s initial response, which he described as delayed and limited.</p><p>&#8220;A clearer and stronger public response is necessary to uphold the European Union&#8217;s commitment to preventing atrocity crimes, rejecting hate speech and combating historical revisionism,&#8221; the letter states.</p><p>In the document, Konjufca calls on the EU to openly and clearly condemn Minister Paunoviq&#8217;s statement, remind Serbian institutions that such statements are incompatible with European values and the accession process, and address the issue in political dialogue with Serbia and in the process of European integration.</p><p>He also asked Kallas to hold a meeting or telephone conversation on the matter as soon as possible.</p><p>In concluding the letter, Konjufca stressed that Kosovo remains committed to multiethnic democracy, the rule of law and the protection of the rights of all communities. He underlined that ethnic cleansing and collective punishment remain unacceptable in every form.</p>

										<content:encoded><![CDATA[<p>MP Marjana Koçeku has reacted again on social media, where she published an open letter to Prime Minister Edi Rama. In this message, she expresses support for the protesters, accuses the government of a lack of dialogue with citizens, and calls on the head of the executive to listen to their voice, describing resignation as an act in the common good.</p>
<p><strong>Full message:</strong></p>
<p>Mr. Prime Minister,</p>
<p>This afternoon is expected to mark the 24th day of a protest in which tens of thousands of citizens have gathered in the square, angry and exhausted by the indifference, intoxication, and delirium of power of the country’s entire political class.</p>
<p>Citizens have presented you with a series of demands, but instead of the confrontation and accountability that fall to you as the leader of the state, you are unfairly trying to insult them, weigh on them emotionally, and denigrate them, even though they are exercising a fundamental constitutional right: protest.</p>
<p>The Albanian people retain deep gratitude toward the United States, and this protest is not at all against them, but against the internal system built over decades on fear, servility, and the alienation of Albanian identity. It is a system in which, despite the initial illusions I had, I did not find myself, at least not as part of a particular party.</p>
<p>From the moment I physically became part of this protest, I understood even more clearly that Albanians are finally considering their homeland as a homeland; they are seeing the country as a place where one can live and to which one should return, not as a land from which one must leave. I admire their resilience, because this shows that we have people to serve.</p>
<p>The Albanian people are trying to move from subjugation to sovereignty in order to express their obstructed will and, after so many years, to make the transition from personal conscience to collective consciousness, which carries deep and pure within itself all three dimensions of human time.</p>
<p>Mr. Prime Minister, the younger generation, to which I also belong, is not afraid like the generation of our parents, which often accepted humiliation and was blackmailed by the need to survive. This generation is free of complexes and seeks to express its energy and freedom without becoming a tool or a shadow of power.</p>
<p>My entry into politics was a decision for which I needed time to find the courage to take that step, but leaving the formation you have built, which today is in a deep intoxication of power, required even more time until I found the strength to make it a reality.</p>
<p>Albanians are tired and are no longer inspired either by you or by the old political caste. This has led you into a deep crisis of legitimacy, one that can hardly be overcome without consequences or concessions.</p>
<p>The constructions, about which citizens have never been asked, cast a shadow over both the land and the sky. The deniers and repeat deniers of this country have turned it into a mixture without identity, and it seems as though they are elbowing one another aside. Therefore, people no longer rightly believe in the development you proclaim.</p>
<p>Contempt for the revolt of ordinary people and for causes such as those of Rrjoll, Zvërnec, and many others over the years has built up a structure of discontent that is unlikely to collapse anymore.</p>
<p>For those asking why I did not speak earlier, the answer is simple. The leaders of the group I left behind did not accept differing opinions, debate, or moral sensitivity. In fact, by every means, they try to suffocate even the smallest effort to be different or to hold a free opinion.</p>
<p>I am convinced that secure realities for the future cannot be built on alienating worldviews. Therefore, the time has come to move from building 3D projects to building another, more authentic worldview, which this protest is sowing and leading in the best possible way; a worldview in which a stranger is not treated better than your own, a mindset that gives Albanians the right to be masters in their own home.</p>
<p>The enemies of our country have almost never been external, as you are trying to portray them, but mainly internal, well hidden, wearing ties, and possessed by the frenzy of power and detachment from reality.</p>
<p>Mr. Prime Minister, development is good only when it serves its own people and keeps them in well-being, without forcing them to become emigrants in foreign lands and tourists in their own country. Otherwise, this development becomes violent if it forces you to forget who you are and to whom you belong.</p>
<p>Albanians do not necessarily need what is foreign; they need realism and development that respects nature, property, our identity, our values, and above all development that does not deny the principle of solidarity with the generations to come. They need people who represent them with the conscience of tomorrow.</p>
<p>As an MP, I have seen it up close and I am convinced that a large part of the political elite no longer has faith in you either, but the courage to admit it and to act may still require a little more time.</p>
<p>People can embrace a certain ideology only to the extent that it guarantees them an individual perspective and collective security. Today, in Albania, both are seriously faltering.</p>
<p>Day after day, the Albanians in the square and those supporting them from afar are sending the message that they are not a forbidden people and that they no longer accept remaining forgotten. This protest is a raging river flowing across the skin of history and no longer accepts being treated as though it cannot be seen and heard.</p>
<p>The disagreement between the state and the nation brings serious moral violations, alliances without principles, blind hedonism, and in the end a new peak of evil: the mockery of Albania. And this poker game being played with our country is blindly leading us through the night toward a collision with the iceberg.</p>
<p>You still have time to stop this. Repeal the clientelist and preferential laws, think about the Republic and the Albanian people, who have seen and experienced enough and now deserve to be respected and protected.</p>
<p>I know that many bells are ringing inside you, but I also know that the prime minister is not God’s vicar. If the divine never seeks legitimacy, the prime minister seeks it periodically. And if you want legitimacy to return to you, then listen to the square. Listen to the sigh of your people.</p>
<p>It is not the duty of power to make a person happy; its duty is to create the conditions in which that person can be happy. The protesters are neither libertines nor Jacobins; they are conscious Albanians who have decided to return to their country, themselves, and their dignity.</p>
<p>If I truly wished you well, I would wish you less power and more nobility. This can be achieved only if you carry out your final political act: resignation.</p>
<p>I know that this decision requires moral sensitivity, political nobility, and above all patriotism. I hope you find these virtues as soon as possible, so that you may leave with dignity the office that Albanians gave you. For this, there is still time.</p>
<p>The square is calling out with the voice of the Eumenides. It is giving power the opportunity to establish justice. Therefore, as an MP of Parliament and as a citizen of the Republic of Albania, I call on you to act in the name of the common good; in the name of what is, and not of what you think is; to reward Albanians with your resignation.</p>
<p>In the last messages we exchanged, you told me that I would remain alone and without faith, and that not even the people of the mountains would pay any attention to me anymore. But I am not afraid to walk alone; I am and will remain Marjana of the mountains, and now I have crossed the fence, with no return.</p>

										<content:encoded><![CDATA[<p>Kosovo’s Acting President, Albulena Haxhiu, has addressed the chair of the Kosovo Judicial Council, Rrustem Thaçi, with a request that the resignations of judges from the Serb community, submitted during 2022, be handled without delay.</p>
<p>In the letter obtained by Telegrafi, Haxhiu raises concern over the fact that these cases have still not been processed, recalling that the legislation in force stipulates that, following a judge’s resignation, the KJC proposes to the President that the judge be relieved of office.</p>
<p>“Through this letter, allow me to express my concern over the non-approval of the resignations of judges from the Serb community, submitted in 2022,” Haxhiu’s letter states.</p>
<p>According to her, the review and decision-making on these resignations fall under the KJC’s responsibility, but so far this institution has not taken the necessary steps to complete the relevant procedures.</p>
<p>Haxhiu assesses that keeping these positions in suspended status for such a long time is directly affecting the functioning of the justice system.</p>
<p>“Keeping these positions suspended for such a long period undermines legal certainty, hampers the full functioning of the justice system, and affects the efficiency of the responsible institutions,” the letter emphasizes.</p>
<p>In conclusion, Haxhiu asks the KJC, in accordance with the Constitution and the laws in force, to take the necessary legal actions to guarantee the regular, effective and inclusive functioning of Kosovo’s justice system.</p>
