Alliance MP Ramush Haradinaj said that the constitution of the Assembly after the constitutional deadline had expired raises questions about this legislature’s ability to deliver any results.

According to Haradinaj, the ultimate objective of the winning party has been to send the country to elections again.

“I no longer know whether this legislature has the power to produce any effect.

Given the situation, very few options remain, or we are reaching the point that was the goal all along—to send us to elections again,” Haradinaj said.

Acting Minister of Justice, Donika Gërvalla, expressed optimism about the work of the 11th legislature of the Kosovo Assembly, which is expected to be constituted today.

She said the aim is for the country to overcome the current situation, which, according to her, no one likes, especially the citizens of Kosovo.

“On this beautiful day for democracy in our country, after democratic elections, parliamentary elections, we will go today to constitute the assembly and try to emerge from a situation that no one likes, least of all the citizens of Kosovo. I am full of optimism that this legislature will be a legislature of great economic development, deep reform in the field of justice, and good developments for our country, for our citizens, and everyone in general,” stated Gërvalla, reports KosovaPress.

Members of the Kosovo Assembly will convene tomorrow at 10:00 a.m. in the plenary hall to establish the eleventh legislature. The session will take place just one day before the constitutional deadline for completing this process expires.

The first step in the procedure will be the formation of the Temporary Commission for the Verification of Deputies’ Mandates. Once the commission presents its report and it is approved, the deputies will take the oath, after which the election of the Assembly speaker is expected to proceed, Vullnet Bugaqku of KDI announced.

“Only after the Assembly is constituted can the procedure for forming the Government begin, while the constitutional deadlines for the election of the President of the Republic will then also start,” said Vullnet Bugaqku of KDI.

However, in addition to the establishment of the legislature, the situation presents another constitutional issue related to the acting president. Bugaqku stressed that Article 90 of the Constitution clearly stipulates that this duty cannot be exercised for more than six months.

“This deadline expires on October 4, and if the new President is not elected by then, the country could face an unprecedented situation, as the Constitution and the Law on the President do not provide a mechanism for exceeding this time limit,” said Vullnet Bugaqku of KDI.

Political analyst Artan Muhaxhiri links the crisis to the lack of political will to secure the 80 votes needed to elect the president.

“In the absence of a political compromise, the country risks remaining blocked between constitutional deadlines, legal interpretations and challenges before the Constitutional Court, while the most realistic scenario remains that of new elections,” said Artan Muhaxhiri, a political analyst.

The new legislature of the Assembly was formed following the early parliamentary elections of June 7.
