Arben Gashi, an MP from the Democratic League of Kosovo, believes there is a possibility of electing a consensus president. However, he warns that establishing the new institutions after the 30-day deadline for constituting the Assembly has passed could open constitutional disputes.

Speaking on KosovaPress’s “Interview of the Week,” Gashi said that a consensus presidential candidate should be someone capable of representing the entire political spectrum and possessing personal and professional integrity. According to him, no agreement can be reached unless these conditions are met.

The LDK MP said this issue would be addressed immediately after the Assembly is constituted and the government is formed.

He said a candidate could be found, but an agreement might also not be reached, so the outcome should not be prejudged. Gashi recalled that 60 days are available from the constitution of the Assembly to discuss this issue and that, if two meetings were held each day over two months, 120 meetings could take place.

According to him, the LDK has not yet set any criteria, as presenting them now could create obstructive conditions. In principle, however, he called for a person with personal and professional integrity, institutional and state experience, who upholds constitutionality and represents Kosovo at home and abroad.

Gashi said the LDK had believed that at least five or six such figures could be found within its parliamentary group, but Albin Kurti had not shared that view. According to him, Kurti is claiming that outside the 120 members of the Assembly of the Republic, namely the 100 Albanian MPs, there are even better people who could be selected. He called on Kurti to say who these people are, adding that this would then be acceptable.

At the same time, Gashi raised doubts about the constitution of the Assembly after the 30-day deadline had expired. He said the situation could be referred to the Constitutional Court for review and become the basis for establishing a new constitutional precedent.

According to him, a request for constitutional review could be submitted by a political entity or another institution. Gashi explained that once the Assembly makes a decision, the matter could end up in the Constitutional Court at someone’s request. The Court, he said, could find that everything related to the president is unconstitutional or, conversely, determine that all actions are constitutional and that the institutions may proceed.

Referring also to the “29:00” mark, he described the issue as material for the Constitutional Court. Gashi said he did not know whether the request would be submitted by the LDK, PDK, AAK or the Ombudsperson, prompted by a civil society organization. He added that someone might submit it, but it was also possible that no one would.

For Gashi, this remains a strategic issue and approach. He said it was still too early to disclose what strategy the LDK would pursue on this point, noting that there was material to make arguments in both directions.

The MP also explained the reasons that, according to him, led the LDK to break off talks with the LVV on governing together. He claimed that Albin Kurti did not want the coalition, as he offered the LDK only three ministries and the post of deputy prime minister.

Gashi also objected to the way Kurti addressed LDK leader Lumir Abdixhiku, using the phrases “my friend” and “it is no small thing to be my deputy.” According to the MP, these formulations do not demonstrate friendship, but rather a lack of respect for Abdixhiku and the LDK.

He also responded to LVV representatives who welcomed the LDK’s decision to support a consensus president while simultaneously calling for there to be no “trickery” in the process.

Following the LDK’s new position, Gashi called on the LVV to convene the constituent session as soon as possible. He said that any delay in establishing the new institutions would mark the beginning of the end of Albin Kurti’s political career.

The continuation of the constituent session was suspended on August 8 at the request of LVV leader Albin Kurti. The suspension came after the situation in the session escalated when Alliance MP Time Kadrijaj threw eggs at Albin Kurti.

In the June 7 elections, the LVV secured 53 MPs, the PDK 22, the LDK 18 and the Alliance 7.

Jehona Lushaku-Sadriu, an MP from the Democratic League of Kosovo (LDK), has responded to statements by caretaker Prime Minister Albin Kurti. She stressed that no one needs to tell the LDK how to act, while placing responsibility for constituting the Assembly on the Vetëvendosje Movement, Ekonomia Online reports.

According to Lushaku-Sadriu, the LDK’s position has been clearly stated by its leader. She said that, despite attempts to downplay the issue, the party makes its own decisions, guided by the interests of the state and the aim of paving the way for the institutional process. According to her, Kurti has the necessary votes, the citizens’ trust and full responsibility for constituting the institutions.

The MP said that Kurti has been left alone because he did not want cooperation and tried to impose his approach. Noting that new circumstances and positions have now emerged, she called on him to convene the session, constitute the Assembly and then form the government.

Regarding the presidency, Lushaku-Sadriu said the LDK has demonstrated its willingness to engage in talks. According to her, after the Assembly and government are formed, interparty dialogue should be held on a consensus candidate whom the parties can agree upon and who meets the requirements to guarantee constitutionality and civic unity.

She said the LDK considers the issue of governing jointly with VV closed and now expects the Assembly to be constituted immediately. Lushaku-Sadriu warned that exceeding the constitutional deadlines would challenge the entire political and constitutional system, without there being any reason for such an action.

If Kurti has the numbers and the mandate given to him by the citizens, she said, he should constitute the Assembly and form the government. She added that the parties have demonstrated their willingness to attend the session, constitute the Assembly and restore the state’s functionality. Lushaku-Sadriu described any delay as irresponsible and said that one person’s conduct cannot keep the institutions blocked indefinitely.

The LDK MP said that constituting the Assembly should be the main objective of all political parties. According to her, political activities that do not lead to this outcome have no effect. She again called on Kurti to complete the process immediately, regardless of whether this demand is made inside or outside the session.

Lushaku-Sadriu said the LDK is proceeding cautiously and has its own means of exerting pressure and taking political action. Nevertheless, she stressed that the party supports the cause of constituting the Assembly as quickly as possible.

Regarding an invitation to discuss the presidency, she said she was unsure whether the LDK had received one, as the party had not confirmed it by that point. However, according to her, the willingness to discuss the presidency had already been expressed and demonstrated earlier and was reaffirmed a day before.

Referring to the sequence of institutional steps, Lushaku-Sadriu said that, as Kurti himself once stated, the Assembly must be constituted immediately and the government must then be formed. Only after these two stages should the issue of the presidency be addressed, for which, according to her, there is a 60-day period to hold discussions and select a candidate.

She said there was no reason for the process to drag on for another 30 days. Although she acknowledged that there is a constitutional ambiguity currently under discussion, the MP said there is no need for the next 30-day period if no negotiations are being held to form a government or a coalition with another party.

According to Lushaku-Sadriu, VV has the numbers and its partners, with more than 60 votes, and should therefore go to the Assembly, constitute it and form the government. She said there is no reason either for a 30-day delay or for any other constitutional deadlines to be exceeded.

The MP also warned that the LDK would use all available legal means to address constitutional ambiguities. At the same time, she called for issues on which the Constitutional Court has already ruled not to be repeatedly submitted for reconsideration, because, according to her, the court’s decisions cannot be treated as a game and the existing conclusions are clear.

Lushaku-Sadriu cited the June 2025 ruling, saying it clarifies the issue even more precisely than the Constitution. She accused politicians from the largest party of irresponsibility, raising the possibility that they either do not understand the ruling, lack legal experts to interpret it or lack the political will to constitute the institutions. Finally, she called the situation regrettable and expressed hope that citizens would follow the process with particular care and, next time, place their trust in those who deserve it.

LDK MP Vjosa Osmani said that today’s Parliamentary Group meeting is a regular meeting.

Zemaj added that LDK’s position will be made public as soon as the Parliamentary Group reaches a political decision. He noted that today was also an open day for visits by compatriots, while explaining that political participation is linked to the fact that the Assembly is not being contested. Finally, he called on the chair of the session, Avni Dehari, to convene the constitutive session.

Following the tense developments between PDK and LVV MPs in the Assembly building, LDK MP Armend Zemaj responded in a Facebook post.

In conclusion, Armend Zemaj stressed that those who choose to remain silent and accept this way of conducting politics are not acting in the interests of the LDK, much less Kosovo.

Haziri said that LDK representatives had come to take part in the constitutive session. Zemaj warned that exceeding this deadline, or any alternative interpretation, could trigger a constitutional crisis in the country.

“The Kosovo Assembly must be constituted within 30 days, which means electing the speaker and deputy speakers of the Assembly of the Republic of Kosovo. Any other interpretation or delay beyond the 30-day period, which begins on the date the election results are certified, will lead us into a constitutional crisis,” Zemaj said.

Speaking about the deadline, he said that, based on his interpretation and assessment, the constitutional timeframe expires today. Zemaj said he still hoped for a positive development and the achievement of a political agreement.

“According to my interpretation and judgment, the entire constitutional timeframe ends today. If we move into another phase, for which there is no additional interpretation of the Constitutional Court’s decision or any sanction, I hope and believe that there may be a positive development during the course of today,” he said.

Asked whether the LDK was involved in any scenario to suspend the Assembly’s constitutive session, Zemaj denied that the party had been aware of any such action.

“No, we were not notified or informed about this. Everything that happened was also evident during the parliamentary session, where only the announcement of the name was expected, since no debate takes place during the constitutive session,” Zemaj said.
