According to Gjini, Paunović’s actions and statements are concerning, particularly because she holds a position in Serbia’s current government. He said the case should also be handled at the international level and that proceedings should be initiated for an international arrest warrant against the minister, whom he described as irresponsible and chauvinistic.

“Her actions concern us because it must be understood that this minister is part of the current government. This affects us. International actors such as INTERPOL must necessarily be involved, and proceedings for an international arrest warrant must be initiated against this irresponsible and chauvinistic minister. Once she is apprehended, we will also seek assistance from the UN mission and NATO, because given that she speaks of ethnic cleansing against Albanians, it must be understood that NATO liberated us from Milošević’s bloody ethnic cleansing,” Gjini said.

The lawyer believes that the Serbian minister’s statements not only affect Albanians, but also pose a risk to NATO’s mission in Kosovo. He also called for Paunović to be removed from her ministerial post.

“Her statement not only concerns us, but puts us at risk as a population, taking us back to those bad Serbian memories, of those who carried out ethnic cleansing. On the other hand, it also endangers NATO’s mission, because it is here as a peacekeeping force and her very statement should be an alarm bell for the UN mission. NATO should also be concerned, since our security is still in its hands. This minister should resign and there should be European and broader diplomatic pressure. I saw yesterday in her statement that she apologised to President Vučić and her government, but she did not apologise to Albanians,” Gjini said.

He described the Interior Ministry’s decision to declare Paunović persona non grata as ridiculous, saying that such a measure does not correspond to the consequences that, according to him, her statements could have for the people, the constitutional order and public order.

“The Republic of Kosovo has taken a legal initiative to declare her persona non grata; this is ridiculous in relation to the consequences it poses for us as a people and to the fact that it undermines the constitutional and public order… I will demand that the Special Prosecution become active, seek the assistance of the FBI and INTERPOL, and that she be apprehended as soon as possible,” he said.

Paunović herself apologised to Vučić for her scandalous statements, but not to Albanians.

Her statements regarding the ethnic cleansing of Kosovo were made last weekend during a programme on Serbia’s Kurir.

On Thursday, an official request was also submitted for her dismissal from the post of minister in Serbia.

According to the Centre for Strategic Litigation Cases, the issue is not limited to the two environmental permits, but concerns the way institutions make decisions and whether citizens’ voices have been heard in the process.

The organisations are asking the court to annul the environmental permits for HPP Deçani and HPP Belaja and return the procedure to the public consultation stage. They are requesting that the Ministry organise a new public consultation, provide timely access to all relevant documents and information, and explain how it considered the comments and evidence submitted by citizens before making its decision.

The statement says that citizens and civil society organisations have for years sought the public’s right to participate in procedures related to environmental permits. According to them, the demand was raised after permits were issued for hydropower plants on the Lumbardh River in Deçan in 2020 and was supported at the time by the current Environment Minister, initially as an MP and later as chair of the Parliamentary Committee on Environment.

The organisations stress that, under the 2025 Administrative Instruction on Environmental Permits, a public discussion should have been held on the permits for the hydropower plants in Deçan.

According to their response, organisations and activists submitted comments, technical analyses and evidence raising serious concerns about the procedure, relying on this right. They claim that the public was not provided with timely access to important documents and information, making full and informed participation impossible. The organisations say that, although the Ministry was aware that the process was not being conducted in accordance with the law, it proceeded with issuing environmental permits for HPP Deçani and HPP Belaja without responding to or taking into account the comments and evidence submitted by the public.

The Centre for Strategic Litigation Cases operates as a platform established by the Group for Legal and Political Studies (GLPS).

It is asking the Administrative Court to declare invalid the decree by which Dado was appointed prosecutor in 2008. Representatives of the association have stated that the case is of public interest and is linked to the integrity of the justice system, which is one of the main objectives of the association’s activity.

Tirana Mayor Erion Veliaj filed a lawsuit on January 23, 2026, with the Tirana Administrative Court of First Instance against the institution of the President of the Republic of Albania for the 2007-2012 period and Special Prosecutor Olsi Dado. In this filing, Veliaj requested a finding of the absolute invalidity of the decree appointing the latter as a prosecutor from the notary position he held in 2008.

According to the lawsuit, the prosecutor’s appointment was carried out in blatant violation of the law, because at the time the decree was issued he did not meet the mandatory legal criteria to perform the function of prosecutor without having completed the respective School of Magistrates. The mayor also requests that the High Prosecutorial Council be compelled to make a decision on the immediate termination of magistrate status and the unlawful exercise of the duties of the prosecutor in question.

The lawsuit emphasizes that all criminal actions taken against Veliaj are based on an appointment act that was ‘nul ab initio,’ causing serious consequences for the Municipality of Tirana, the Republic of Albania, the constitutional order, institutions, the family, and the individual.

The ruling states that the Ministry of Justice, through the State Advocacy Office as its authorized representative, filed the lawsuit against the Kosovo Bar Association on June 12, 2026, reports “Oath for Justice”.

During the preliminary review, the Supreme Court found that the lawsuit submitted was neither clear nor understandable regarding the act being challenged, which according to the court made any further assessment of its merits impossible. For this reason, the Ministry of Justice had been ordered to correct and supplement the lawsuit.

Later, through a submission dated June 18, 2026, the plaintiff supplemented and clarified the statement of claim, asking the Supreme Court to annul as unlawful the amount of the registration costs set by the Kosovo Bar Association.

However, the Supreme Court found that this matter does not fall within its subject-matter jurisdiction.

“During the preliminary review of the lawsuit, it was established that the act contested by the plaintiff in this administrative matter is not a sub-legal act, specifically not an act issued on the basis of the express authorization of a law adopted by the Assembly, as also defined by the provisions of the LCA,” the decision states.

According to the Supreme Court’s reasoning, the lawsuit seeks the annulment of the amount of the registration costs, but these costs are set out in the “Request for registration in the register of lawyers”, which, according to the court, does not meet the conditions to be considered a normative sub-legal act.

“Under Article 10, paragraph 4 of the LCA, the Supreme Court has jurisdiction to examine only: revisions filed against judgments of the second-instance court, which are submitted to the first-instance court, and lawsuits for the annulment of normative sub-legal acts, which are filed directly with this court. Therefore, from the content of the lawsuit it does not appear that the case concerns any normative sub-legal act, nor any revision,” the decision further states.

As a result, the court concluded that the contested act does not contain the elements of a normative sub-legal act. Consequently, the general and specific conditions for further examination were not met, including this court’s legal jurisdiction, while there is also no judgment or case that could be addressed through an extraordinary legal remedy. In these circumstances, the lawsuit was dismissed as inadmissible.

“The Supreme Court, with reference to Article 10, paragraph 4 of the LCA, assessed that this court adjudicates on revision and, as a court of first and sole instance, on claims for the annulment of a normative sub-legal act, while all other lawsuits are adjudicated by the first-instance court as the competent court,” the decision states.

Following this decision, the Kosovo Bar Association also reacted, stating that the Government’s attempt to call the Bar Association’s acts into question did not pass even the initial stage of procedural admissibility.

“The Kosovo Bar Association will not recognize and will not implement any decision, act, or order issued by bodies acting outside their legal competences. Any such intervention is legally unfounded and produces no legal consequences for the Bar Association,” the reaction states.

Do not even raise your expectations, do not expect to have a budget, which belongs to the citizens of Mitrovica, who are in a poor economic and social condition. Every day there are 20, 50 or 500 stories; in fact, some so-called media in Mitrovica cannot seem to go without insulting me. So I encourage you to fulfill the quota that also existed during the campaign, 50 articles against me, because you apparently cannot go without insulting me. We will respond to such fake news. I know that the police system exists, as it does for many other issues, but I will respond to them. Still, I think we live in a democracy. These so-called local media have the freedom to say whatever they want about us. Even the school principal has the courage and the freedom to come out and slander. Slander is part of democracy, but then it must be sanctioned by the court. So yes, there is fake news on a daily basis. For example, yesterday there was a report about the evaporation or disappearance of around 34 thousand euros somewhere, and this is fake news and a major falsehood. So there is nothing else we can do; it may take us a little time just to sit down and write the defamation lawsuit,” said Peci.

He also stressed that for every story he considers false, his response will be made through legal mechanisms.
