Interior Minister Besfort Lamallari and State Police Director General Skënder Hita inspected Himara to assess the implementation of measures introduced to maintain public order and safety during the summer tourist season.

During a meeting with Himara Mayor Vangjel Tavo, Minister Lamallari said that security is a fundamental prerequisite for tourism development. According to him, cooperation between the State Police and local government is essential to providing high-quality services to citizens and tourists.

“Security is not simply an obligation of the state, but our promise to every citizen and every visitor who chooses Albania. Together with local government, every agency is on duty to guarantee public order, safety, immediate assistance and dignified services for domestic and foreign holidaymakers,” Minister Lamallari said.

Lamallari said that over the past four months, the State Police had intervened in 67 cases to assist tourists. More than 200 visitors were rescued in these operations, mainly in the mountainous areas of Çika, Gjipe and southern Albania.

The minister also praised the positive impact of the revised guidelines on permitted noise levels, which he said had been well received by both tourists and businesses. At the same time, he announced that checks along the coastline had been stepped up.

“In the past four months alone, 4,220 vessels have been inspected, 21% more than during the same period last year. Penalties have been imposed in 166 cases involving violations at sea, including the impoundment of vessels and administrative measures against operators who endangered holidaymakers’ safety or violated navigation rules,” Lamallari said.

He stressed that the authorities would remain committed to maintaining high safety standards throughout the summer season.

“We are coordinating our work to ensure the highest standards, a rapid response in situations where assistance is required, and zero tolerance for any violation that undermines safety or the country’s image,” the minister said.

Meanwhile, State Police Director General Skënder Hita presented a significant change in the way maritime border checks are being conducted this season.

“For the first time this year, maritime border checks are being carried out directly at sea. Yachts and other vessels no longer need to report to border crossing points, as the Border Police approach them and conduct checks through the TIMS system. This is an important development that improves service quality and facilitates the movement of vessels,” Hita said.

Himara Mayor Vangjel Tavo praised the coordination with the State Police, describing it as one of the key factors in the successful management of the tourist season.

“Thanks to close cooperation with the State Police, we have managed to ensure a safe tourist season. The police have provided continuous support, both in managing traffic and public order and in tourist rescue operations, as well as in addressing issues related to noise and traffic during the summer season,” Tavo said.

During the inspection, it was announced that State Police units, in coordination with local government and other responsible institutions, would continue intensive checks on land and at sea. The focus will be on protecting holidaymakers’ safety, enforcing the law and maintaining standards that help strengthen Albania’s image as a safe tourist destination.

Gjatë takimit me kryetarin e Bashkisë Himarë, Vangjel Tavo, ministri Lamallari deklaroi se siguria përbën një kusht themelor për zhvillimin e turizmit. Sipas tij, bashkëpunimi ndërmjet Policisë së Shtetit dhe pushtetit vendor është thelbësor për t’u ofruar qytetarëve dhe turistëve shërbime cilësore.

“Siguria nuk është thjesht një detyrim i shtetit, por premtimi ynë për çdo qytetar dhe çdo vizitor që zgjedh Shqipërinë. Bashkë me pushtetin lokal, çdo strukturë është në detyrë për të garantuar rend, siguri, ndihmë të menjëhershme dhe shërbime dinjitoze për pushuesit vendas e të huaj”, u shpreh ministri Lamallari.

Lamallari bëri të ditur se, gjatë 4 muajve të fundit, Policia e Shtetit ka ndërhyrë në 67 raste për të ndihmuar turistët. Në këto operacione janë shpëtuar mbi 200 vizitorë, kryesisht në zonat malore të Çikës, Gjipesë dhe jugut të vendit.

Ministri vlerësoi edhe ndikimin pozitiv të udhëzimit të rishikuar për nivelin e lejuar të zhurmës, i cili, sipas tij, është pritur mirë si nga turistët, ashtu edhe nga bizneset. Në të njëjtën kohë, ai njoftoi se kontrollet përgjatë vijës bregdetare janë shtuar.

“Vetëm gjatë katër muajve të fundit janë kontrolluar 4 220 mjete lundruese, 21% më shumë se në të njëjtën periudhë të vitit të kaluar. Janë sanksionuar 166 raste të shkeljeve në det, me bllokim mjetesh dhe masa administrative ndaj drejtuesve që kanë rrezikuar sigurinë e pushuesve ose kanë shkelur rregullat e lundrimit”, deklaroi Lamallari.

Ai theksoi se institucionet do të vijojnë angazhimin e tyre për të ruajtur standarde të larta sigurie gjatë gjithë sezonit veror.

“Bashkërendojmë punën për standarde maksimale, reagim të shpejtë në rast situatash kur kërkohet ndihmë dhe tolerancë zero ndaj çdo shkeljeje që cenon sigurinë apo imazhin e vendit”, tha ministri.

Ndërsa Drejtori i Përgjithshëm i Policisë së Shtetit, Skënder Hita, prezantoi një ndryshim të rëndësishëm në mënyrën e kontrollit kufitar detar të aplikuar këtë sezon.

“Për herë të parë këtë vit, kontrolli kufitar detar kryhet drejtpërdrejt në det. Jahtet dhe mjetet lundruese nuk kanë më nevojë të paraqiten në pikat e kalimit kufitar, pasi Policia Kufitare shkon pranë tyre dhe kryen verifikimet në sistemin TIMS. Ky është një zhvillim i rëndësishëm që rrit cilësinë e shërbimit dhe lehtëson lëvizjen e mjeteve lundruese”, u shpreh Hita.

Kryetari i Bashkisë Himarë, Vangjel Tavo, vlerësoi koordinimin me Policinë e Shtetit dhe e cilësoi atë një nga faktorët kryesorë për mbarëvajtjen e sezonit turistik.

“Falë bashkëpunimit të ngushtë me Policinë e Shtetit kemi arritur të kemi një sezon të sigurt turistik. Policia ka qenë një mbështetje e vazhdueshme, si në menaxhimin e trafikut dhe rendit publik, ashtu edhe në operacionet e shpëtimit të turistëve dhe në administrimin e problematikave që lidhen me zhurmat dhe qarkullimin gjatë sezonit veror”, tha Tavo.

Gjatë inspektimit u bë e ditur se strukturat e Policisë së Shtetit, në koordinim me pushtetin vendor dhe institucionet e tjera përgjegjëse, do të vijojnë kontrollet intensive në tokë dhe në det. Fokusi do të jetë te mbrojtja e sigurisë së pushuesve, zbatimi i ligjit dhe ruajtja e standardeve që kontribuojnë në forcimin e imazhit të Shqipërisë si destinacion i sigurt turistik.

The State Police have stepped up monitoring across the country to ensure compliance with permitted noise levels, particularly during the tourist season.

Interior Minister Besfort Lamallari said noise pollution would not be tolerated and that peace and quiet must be guaranteed for residents, families and tourists in every tourist area.

In a social media post, Lamallari stressed that the checks are being carried out in accordance with the revised guidelines on permitted noise levels and warned that action would be taken against businesses exceeding the established limits.

“The State Police are conducting monitoring across the country to ensure a peaceful and safe tourist season for every holidaymaker, family and visitor. Anyone playing music above the newly permitted limits will face the consequences,” Lamallari said.

According to the guidelines, between 20:00 and 24:00, the permitted noise level measured in public spaces is up to 45 decibels (dB).

Minister Lamallari emphasized that compliance with these limits is intended to preserve public peace and create the most suitable possible environment for residents and tourists during the summer season.

Ministri i Punëve të Brendshme, Besfort Lamallari, deklaroi se ndotja akustike nuk do të tolerohet dhe se qetësia e qytetarëve, familjeve dhe turistëve duhet të garantohet në çdo zonë turistike.

Përmes një reagimi në rrjetet sociale, Lamallari theksoi se kontrollet po kryhen në zbatim të udhëzimit të rishikuar për nivelin e lejuar të zhurmave, ndërsa paralajmëroi masa ndaj subjekteve që tejkalojnë normat e përcaktuara.

“Policia e Shtetit po kryen monitorime në të gjithë vendin për të garantuar një sezon turistik të qetë dhe të sigurt për çdo pushues, familje e vizitorë. Kush lëshon muzikën mbi normat e reja të lejuara, do të përballet me pasojat”, u shpreh Lamallari.

Sipas udhëzimit, në intervalin kohor 20:00-24:00, niveli i lejuar i zhurmës i matur në mjediset publike është deri në 45 decibel (dB).

Ministri Lamallari nënvizoi se respektimi i këtyre kufijve synon të ruajë qetësinë publike dhe të krijojë një mjedis sa më të përshtatshëm për qytetarët dhe turistët gjatë sezonit veror.

“Caution! Arson is not carelessness, but a crime punishable by imprisonment. Every fire caused by human hands is a threat to life, property, forests and the common good. Greater civic responsibility and readiness are needed to protect every citizen and avoid disasters,” Minister Lamallari said.

He also recalled that the latest changes to the Penal Code have brought a clear tightening of punitive measures for arson, depending on the circumstances and the consequences it causes.

When arson is intentional, the sentence ranges from 5 to 8 years in prison if it is committed during the hot season, in conditions that favor the spread of flames, or near inhabited areas; from 4 to 10 years in prison if it affects protected areas, cultural heritage sites, places of worship, cultural monuments, or critical infrastructure; while it ranges from 7 to 15 years in prison when it is committed with the aim of changing the category or designated use of the land.

In his message, Lamallari pointed out that behind every fire lies a heavy human and material burden. “An act of carelessness or a deliberate action mobilizes hundreds of people, dozens of vehicles and helicopters to protect lives, homes and nature. Every fire leaves losses for nature, the community and the generations to come. Protecting Albania from fires begins with the responsibility of each of us,” the Interior Minister stressed. His appeal was for citizens’ cooperation in respecting fire prevention rules, while every case of arson will be treated with zero tolerance.

Në mesazhin e tij, Lamallari vuri në dukje se pas çdo zjarri fshihet një barrë e rëndë njerëzore dhe materiale. “Një pakujdesi ose një veprim i qëllimshëm mobilizon qindra njerëz, dhjetëra mjete dhe helikopterë për të mbrojtur jetën, banesat dhe natyrën. Çdo zjarr lë pas humbje për natyrën, komunitetin dhe brezat që vijnë. Mbrojtja e Shqipërisë nga zjarret fillon me përgjegjësinë e secilit prej nesh,” theksoi ministri i Punëve të Brendshme. Apeli i tij ishte për bashkëpunim të qytetarëve në respektimin e rregullave të parandalimit të zjarreve, ndërsa çdo rast zjarrvënieje do të trajtohet me tolerancë zero.

Lamallari also expressed gratitude for the Netherlands’ continued support for reform processes in Albania and the country’s path toward membership in the European Union. According to him, progress in the negotiations is evident and the goal of completing the technical phase by 2027 remains achievable.

Sipas Lamallarit, në këtë takim u diskutua një marrëveshje mes dy qeverive që synon të forcojë bashkëpunimin institucional dhe operacional ndërmjet të dy vendeve.

Ministri shqiptar paraqiti edhe rezultatet e arritura nga Shqipëria në luftën kundër krimit të organizuar. Ai vuri në dukje ngritjen e Zyrës së Rikuperimit të Aseteve pranë Policisë së Shtetit, si edhe menaxhimin e pasurive të sekuestruara dhe të konfiskuara.

“Rikonfirmova vullnetin e palëkundur të qeverisë shqiptare dhe ndava me të rezultatet konkrete të Shqipërisë në luftë kundër krimit të organizuar, përfshi ngritjen e Zyrës së Rikuperimit të Aseteve pranë Policisë së Shtetit dhe menaxhimin efektiv të pasurive të sekuestruara dhe konfiskuara nga Agjencia e Administrimit te Pasurive te Sekuestruara dhe te Konfiskuara duke evidentuar potencialin e bashkëpunimit në drejtim të forcimit të mekanizmave të hetimit financiar dhe rritjen e kapaciteteve të institucioneve ligjzbatuese”, thotë ministri Lamallari.

Sipas tij, progresi në negociata është i dukshëm dhe synimi për mbylljen e fazës teknike brenda vitit 2027 mbetet i realizueshëm.
