Following the conclusion of the General Assembly of the Democratic League of Kosovo, the party’s reconfirmed leader, Lumir Abdixhiku, announced that LDK would resume discussions on forming the country’s new institutions.

Abdixhiku said the suspension of talks would no longer remain in effect and that his party was now ready to discuss the institutions. According to him, the initial phase of talks with the Vetëvendosje Movement will seek common ground on shared principles, while the issue of posts and the division of responsibilities will be addressed later.

LDK MP Lutfi Haziri expressed a similar position, saying that any potential cooperation with the Vetëvendosje Movement should be based on three main pillars.

Haziri said that a comprehensive agreement based on the “all or nothing” formula was needed first. As a second principle, he listed the state agenda, the governing program and policies for specific sectors, stressing that the interests of the Republic must take priority.

According to the LDK MP, the third pillar concerns clearly defining the responsibilities and roles of the potential coalition partners. He stressed that this division should be formalized through a proper cooperation agreement, as otherwise LDK “sets processes in motion.”

Political analyst Labinot Balaj told “Bota sot” that Abdixhiku’s renewed mandate may have been necessary for LDK’s political repositioning, but that it is not sufficient in itself to establish the institutions.

According to Balaj, developments will not depend on the outcome of the vote at the Assembly, but on the political choice made afterward. He raised the question of whether an exclusionary approach or responsibility toward institutional functioning would prevail.

Balaj said several factions operate within LDK, but two are the most prominent. One is associated with the leadership of Lumir Abdixhiku, who was reconfirmed last night, while the other is represented by influential figures within the party, including Abdulla Hoti, Arben Gashi and Hykmete Bajrami.

He recalled that these figures have spoken out against governing jointly with Vetëvendosje. For this reason, he said, completing the formation of the institutions, particularly the election of the president, faces a real risk.

If opposition to a coalition with LVV also prevails in LDK’s decision-making after the Assembly, Balaj believes Abdixhiku’s reconfirmation will not necessarily ensure that the institutional crisis is overcome. In the most optimistic scenario, he told “Bota sot” that Abdixhiku’s new term as party leader could serve as the beginning of a new political phase for LDK.

Meanwhile, Guxo member Agim Rexhepi said Abdixhiku’s reconfirmation as head of LDK strengthens his political legitimacy and places him in the role of the main interlocutor in any negotiating process for the formation of the institutions.

Rexhepi told “Bota sot” that the renewed mandate from the party gives Abdixhiku greater room to make strategic decisions and reduces the internal pressure he had previously faced.

However, he clarified that this development does not automatically guarantee a coalition between LDK and LVV. According to him, an agreement will depend on the governing program, how institutional responsibilities are allocated and the willingness of both parties to compromise.

Rexhepi noted that recent reports have mentioned contacts between the parties and even an agreement in principle, but stressed that no official confirmation has been provided so far.

Referring to the political deadlock, the Guxo member described an LDK-LVV coalition as one of the strongest options for forming stable institutions. He argued that cooperation between the two parties with the greatest electoral support could create a more functional majority and avert new elections.

In conclusion, Rexhepi told “Bota sot” that the longevity and success of such a coalition would not be determined solely by the numbers in Parliament. According to him, building political trust and reaching agreement on the main issues facing the state would be decisive.

Pas përmbylljes së Kuvendit të Përgjithshëm të Lidhjes Demokratike të Kosovës, kryetari i rikonfirmuar i kësaj partie, Lumir Abdixhiku, njoftoi se LDK-ja do të rifillojë diskutimet për krijimin e institucioneve të reja të vendit.

Abdixhiku bëri të ditur se pezullimi i bisedimeve nuk do të jetë më në fuqi dhe se partia e tij tashmë është e gatshme të diskutojë për institucionet. Sipas tij, në një fazë të parë me Lëvizjen Vetëvendosje do të synohet përafrimi rreth parimeve të përbashkëta, ndërsa çështja e posteve dhe e ndarjes së përgjegjësive do të trajtohet më vonë.

Qëndrim të ngjashëm paraqiti edhe deputeti i LDK-së, Lutfi Haziri, sipas të cilit një bashkëpunim i mundshëm me Lëvizjen Vetëvendosje duhet të mbështetet në tri shtylla kryesore.

Haziri tha se fillimisht nevojitet një marrëveshje e plotë, e ndërtuar mbi formulën “ose për të gjitha, ose për asnjërën”. Si parim të dytë ai renditi agjendën shtetërore, programin qeverisës dhe politikat për sektorë të veçantë, duke nënvizuar se përparësi duhet të ketë interesi i Republikës.

Shtylla e tretë, sipas deputetit të LDK-së, ka të bëjë me përcaktimin e qartë të përgjegjësive dhe roleve ndërmjet partnerëve të mundshëm të koalicionit. Ai theksoi se kjo ndarje duhet të formalizohet përmes një marrëveshjeje të mirëfilltë bashkëpunimi, pasi në të kundërtën LDK-ja “shkakton procese”.

Analisti politik Labinot Balaj, duke folur për “Bota sot”, vlerësoi se rimarrja e mandatit nga Abdixhiku mund të ketë qenë e domosdoshme për ripozicionimin politik të LDK-së, por nuk mjafton vetvetiu për ngritjen e institucioneve.

Sipas Balajt, zhvillimet nuk do të varen nga rezultati i votimit në Kuvend, por nga zgjedhja politike që do të bëhet pas tij. Ai shtroi dilemën nëse do të dominojë qasja përjashtuese apo përgjegjësia ndaj funksionimit institucional.

Balaj tha se brenda LDK-së veprojnë disa fraksione, por dy prej tyre janë më të dallueshmet. Njëra rrymë lidhet me udhëheqjen e Lumir Abdixhikut, të rikonfirmuar mbrëmë, ndërsa tjetra përfaqësohet nga figura me ndikim në parti, përfshirë Abdulla Hotin, Arben Gashin dhe Hykmete Bajramin.

Ai kujtoi se këto figura janë deklaruar kundër një bashkëqeverisjeje me Vetëvendosjen. Për këtë arsye, sipas tij, kompletimi i institucioneve, veçanërisht zgjedhja e presidentes, përballet me një rrezik real.

Nëse kundërshtimi ndaj koalicionit me LVV-në mbizotëron edhe në vendimmarrjen e LDK-së pas Kuvendit, Balaj konsideron se rikonfirmimi i Abdixhikut nuk siguron domosdoshmërisht kapërcimin e krizës institucionale. Në variantin më optimist, ai tha për “Bota sot” se mandati i ri i Abdixhikut në drejtimin e partisë mund të shërbejë si hyrje në një etapë të re politike për LDK-në.

Ndërkaq, anëtari i Guxo, Agim Rexhepi, deklaroi se rikonfirmimi në krye të LDK-së ia fuqizon Abdixhikut legjitimitetin politik dhe e vendos atë në rolin e bashkëbiseduesit kryesor në çdo proces negociues për krijimin e institucioneve.

Rexhepi tha për “Bota sot” se mandati i ripërtërirë nga partia i jep Abdixhikut më shumë hapësirë për vendime strategjike dhe e zvogëlon trysninë e brendshme me të cilën ishte përballur më parë.

Megjithatë, ai sqaroi se ky zhvillim nuk e bën automatikisht të sigurt një koalicion ndërmjet LDK-së dhe LVV-së. Sipas tij, marrëveshja do të varet nga programi i qeverisjes, mënyra e shpërndarjes së përgjegjësive institucionale dhe gatishmëria e të dyja subjekteve për kompromis.

Rexhepi përmendi se raportimet e fundit kanë folur për kontakte ndërmjet palëve, madje edhe për një pajtim në parim, por theksoi se deri më tani nuk është dhënë asnjë konfirmim zyrtar.

Duke iu referuar ngërçit politik, anëtari i Guxo e cilësoi një koalicion LDK-LVV si një nga alternativat më të fuqishme për formimin e institucioneve stabile. Ai argumentoi se bashkëpunimi mes dy subjekteve me mbështetjen më të madhe elektorale mund të krijonte një shumicë më funksionale dhe të shmangte mbajtjen e zgjedhjeve të reja.

Në përfundim, Rexhepi theksoi për “Bota sot” se jetëgjatësia dhe suksesi i një koalicioni të tillë nuk do të përcaktoheshin vetëm nga numrat në Parlament. Sipas tij, vendimtare do të ishin krijimi i besimit politik dhe arritja e pajtimit për çështjet kryesore shtetërore.

Pas rikonfirmimit në krye të Lidhjes Demokratike të Kosovës, Lumir Abdixhiku njoftoi se partia e tij do të rifillojë diskutimet për krijimin e institucioneve të reja sapo të përfundojë Kuvendi i Përgjithshëm i LDK-së.

Abdixhiku deklaroi se pezullimi i bisedimeve hiqet nga ky moment dhe se LDK-ja është e gatshme të diskutojë për institucionet. Sipas tij, me Lëvizjen Vetëvendosje fillimisht duhet të përafrohen parimet e përbashkëta, ndërsa çështja e pozitave dhe e shpërndarjes së përgjegjësive do të trajtohet në një fazë të mëvonshme.

Edhe deputeti i LDK-së, Lutfi Haziri, foli për mundësinë e bashkëpunimit me Lëvizjen Vetëvendosje, duke renditur tri parime bazë mbi të cilat, sipas tij, mund të ndërtohet një marrëveshje.

Haziri tha se parimi i parë kërkon një marrëveshje të plotë, sipas formulës “ose për të gjitha, ose për asnjërën”. Si parim të dytë ai përmendi agjendën shtetërore, programin qeverisës dhe politikat sektoriale, me interesin e Republikës si përparësi.

Parimi i tretë, sipas tij, ka të bëjë me përcaktimin e qartë të përgjegjësive dhe roleve të partnerëve të mundshëm të koalicionit, të formalizuar nëpërmjet një marrëveshjeje të mirëfilltë bashkëpunimi.

Haziri theksoi se përgjegjësitë duhet të ndahen përmes një marrëveshjeje bashkëpunimi, pasi, në të kundërtën, LDK-ja shkakton procese.

Balaj: Vendimtare do të jetë nëse do të dominojë përjashtimi apo përgjegjësia institucionale

Në një prononcim për “Bota sot”, analisti politik Labinot Balaj vlerësoi se rimarrja e mandatit nga Abdixhiku mund të ketë qenë e domosdoshme për ripozicionimin politik të LDK-së, por nuk mjafton për formimin e institucioneve.

Sipas Balajt, rezultati i votimit në Kuvend nuk do të jetë faktori përcaktues. Ai tha se rëndësi do të ketë vendimi politik që do të pasojë dhe nëse në të do të triumfojë qasja përjashtuese apo logjika e përgjegjësisë institucionale.

Balaj konsideron se brenda LDK-së vazhdojnë të bashkëjetojnë disa fraksione, ndonëse dy prej tyre dallohen më qartë. Njëra rrymë lidhet me udhëheqjen e rikonfirmuar të Lumir Abdixhikut, ndërsa tjetra përfaqësohet nga figura me ndikim në parti, mes të cilave Abdulla Hoti, Arben Gashi dhe Hykmete Bajrami.

Ai rikujtoi se këto figura janë shprehur kundër bashkëqeverisjes me Vetëvendosjen. Për këtë arsye, sipas tij, kompletimi i institucioneve, përkatësisht zgjedhja e presidentes, përballet me një rrezik real.

Analisti paralajmëroi se, nëse ky pozicion mbizotëron në vendimmarrjen e LDK-së pas Kuvendit, rikonfirmimi i Abdixhikut nuk do të sjellë medoemos zhbllokimin e krizës institucionale. Megjithatë, ai tha për “Bota sot” se, në variantin më optimist, mandati i ri i Abdixhikut në drejtimin e partisë mund të shërbejë si hyrje në një etapë të re politike për LDK-në.

Rexhepi: Bashkëqeverisja LDK-LVV është ndër mundësitë më të forta për institucione stabile

Anëtari i Guxo, Agim Rexhepi, deklaroi se rikonfirmimi i Lumir Abdixhikut ia fuqizon legjitimitetin politik dhe e vendos në një pozitë më të fortë gjatë negociatave për ngritjen e institucioneve.

Në vlerësimin e Rexhepit, Abdixhiku tashmë hyn në bisedime me një mandat të rinovuar nga partia dhe bëhet bashkëbiseduesi kryesor në çdo proces të tillë. Kjo, sipas tij, i krijon më shumë hapësirë për vendime strategjike, pa u përballur me të njëjtin nivel presioni të brendshëm që kishte më parë.

Megjithatë, Rexhepi sqaroi për “Bota sot” se një koalicion ndërmjet LDK-së dhe LVV-së nuk bëhet automatikisht i sigurt nga rikonfirmimi i Abdixhikut. Ai tha se një marrëveshje e tillë kushtëzohet nga programi qeverisës, mënyra e ndarjes së përgjegjësive institucionale dhe gatishmëria e të dyja palëve për kompromis.

Rexhepi përmendi se raportimet e fundit kanë bërë fjalë për kontakte, madje edhe për dakordim në parim, por deri tani asnjëra palë nuk ka dhënë konfirmim zyrtar.

Duke folur për ngërçin politik, ai vlerësoi se koalicioni LDK-LVV do të përbënte një nga alternativat më të fuqishme për krijimin e institucioneve stabile, nëse dy subjektet arrijnë të krijojnë besim dhe të bien dakord rreth temave kryesore shtetërore.

Sipas Rexhepit, bashkëpunimi mes dy partive me mbështetjen më të madhe elektorale mund të prodhonte një shumicë më funksionale dhe të evitonte zgjedhjet e reja. Ai përfundoi për “Bota sot” se fati i një koalicioni të tillë nuk do të varej vetëm nga numrat në Kuvend, por nga aftësia për të ndërtuar besim politik dhe për të arritur pajtim mbi çështjet kyçe të shtetit.
