The killing of a Portuguese tourist at a luxury club in Ksamil has brought to light a problem that has remained in the shadow of Albania’s rapid coastal development for years—the penetration of criminal capital into tourism and the weakness of the institutions responsible for monitoring it.

In mid-August, Ksamil is one of the most overcrowded places in Albania. The village streets fill with cars bearing foreign license plates, music from the bars continues into the early hours of the morning, and the small beaches facing the islands—surrounded by hotels, restaurants and clubs—compete for tourists arriving from across Europe.

Luis Miguel Varela Mendes was one of them.

The 20-year-old Portuguese man had come to Albania on holiday as part of a group of friends. In the early hours of August 18, he was at “Tortuga Bay,” also known as “Principotes,” a luxury tourist facility facing Ksamil’s three islands.

At around 5:15 a.m., following a conflict with several people, Mendes was fatally stabbed.

Online, the Principotes complex describes itself with the slogan “Hospitality as art.” But after the killing, another reality began to emerge about the hotel and its owner.

According to data from the National Business Center, the facility and its operations are owned by Kade Bulica, a 76-year-old woman. She is the mother of 36-year-old Bekim Bulica, who was declared wanted after the incident for “failure to report a crime.” The company extract shows that Bulica registered the business in January 2022, with initial capital of 100,000 lekë.

Her son was known to police

Edvin Ndreu, director of the Vlora Police, told BIRN that Bekim Bulica had been prosecuted for crimes against individuals after previously being involved in the assault of a police officer and his brother in Tirana. He is also reported to have had other problems with the law.

For the security of “Principote,” Bulica’s mother had hired an employee of the Gjirokastër Border Police, an employee of the Fier Prison Police and an employee of the Gjirokastër Municipal Police, while a fourth person worked as a bodyguard.

When the conflict that ended with Mendes’s killing broke out, they were there.

According to police, they did not intervene or notify the authorities. All four were detained for failing to report a crime and failing to take measures to prevent illegal activity.

Security and tourism experts say the Ksamil case raises broader questions about checks on individuals and the source of the funds behind the tourism investments transforming the Albanian coast.

A threat to public order and security

For years, Albania’s coastline has been a vast construction site. New hotels, resorts, apartments, beach bars and restaurants have sprung up from Velipojë to Ksamil.

Experts consider the management of resorts or tourist facilities by people with criminal records or members of organized crime to be a threat to public order and security.

“These venues often become logistical operational bases, where illegal weapons possession, the concealment of wanted individuals and clashes between rival groups are transferred into public and tourist spaces,” says former prosecutor Eugen Beçi, describing these places as “legally unprotected zones.”

According to him, serious incidents at accommodation facilities are not simply isolated crimes, but a direct exposure of citizens and tourists to risks to their lives, carrying a heavy cost for the country’s public order and economy.

Redion Qirjazi, executive director of the Mary Ward Loreto Foundation, a nonprofit organization working to combat human trafficking and protect victims of this criminal activity, observes that large tourism businesses have created “lawless zones” in the country.

“According to reports and the findings of SPAK itself, these structures operate not only as businesses but also as territories under the control of structured criminal groups,” Qirjazi said.

According to him, the tragic incident in Ksamil, in which the Portuguese tourist was killed, shows that staff are unqualified and, in some cases, act as a violent “private police force” that replaces the state.

“These units can acquire this ‘boldness’ only if they believe they can act above the law,” he said.

Qirjazi notes that these incidents also involve the compromising of state structures.

“The involvement of police or prison employees who work as private security at these hotels and clubs—for financial or other reasons—compromises the professionalism and integrity of state employees, seriously calling into question their ability to enforce the law when that ability directly affects the business of their private employer,” he stressed, adding that these circumstances demonstrate the State Police’s inability to monitor its ranks when officers take second jobs in positions that are not permitted.

According to Qirjazi, such incidents seriously damage the image of security and tourism, drive away serious foreign investors and risk prompting travel warnings from EU countries.

“Ordinary crime happens everywhere, but serious crime leaves an irreversible impact on a country’s image,” he said.

Organized crime in tourism

In SPAK’s accounts of assets seized from members of organized crime and people linked to them, hotels—located mainly along Albania’s coast—make up a considerable number. In the first seven months of 2026 alone, SPAK reported that preventive seizure orders had been placed on assets worth 440 million euros, which are suspected of having been created with financial resources obtained through illegal activities, mainly international drug trafficking.

According to former prosecutor Eugen Beçi, the tourism and construction sectors provide ideal grounds for laundering the proceeds of crime.

He says the reasons are entirely practical and relate to the high circulation of physical money—cash—as well as the large seasonal volume that allows undeclared income to be justified through fictitious invoices or artificially inflated daily turnover.

“The construction of resorts and hotels enables dirty money to enter the legitimate economic cycle, moving from informal cash into high-value real estate assets,” Beçi said.

He added that another reason organized crime invests in this sector is the ease with which such businesses can be established and managed by associates or under fictitious names, creating legal barriers to tracing the real beneficial owner.

Eva Rama, chairwoman of the Albanian Association of Tour Operators, ATOA, said that although isolated incidents such as the one in Ksamil affect the tourism sector, they should not be used to generalize about an entire sector.

According to her, what is concerning for tourism is when tourist facilities turn out to be owned or controlled by people linked to criminal activity.

“At this point, we are no longer dealing only with a public-order issue or a criminal incident that occurred at a hotel, but with a problem that also affects the credibility and image of the sector,” she said, emphasizing that tourism is particularly sensitive to perceptions of safety.

“When a destination begins to be associated with serious criminal incidents and facilities linked to people with criminal pasts, this clearly does not serve the image Albania is seeking to build as a tourist destination,” Rama said, listing several problems that arise when organized crime owns tourism assets.

According to Rama, such a reality distorts competition, because businesses operating with legitimate capital do not compete on equal terms with structures where capital of criminal origin may be circulating.

She said this undermines confidence in the market and in tourism investment itself.

“When such cases become recurrent and attract public or international attention, they also affect perceptions of safety and Albania’s image as a destination,” Rama observed.

Nevertheless, Rezart Shehu, a consultant on the management of tourism facilities, described the August 18 incident as isolated.

“This was a very serious incident, but in my view it should be treated as an isolated event, not as an indication that Albanian tourism as a whole is unsafe,” Shehu said.

“Criminal incidents also occur in other tourist destinations in the region and Europe, and this does not automatically mean that the entire tourism sector of that country is problematic,” he added.

Shehu blames state institutions for allowing funds of illegal origin to be invested in the tourism sector.

“If there are indications or information relating to the source of wealth, criminal activity or the use of a business for illegal purposes, institutions must have the capacity and mechanisms to identify and control the situation,” he said.

“Otherwise, a space is created in which capital of questionable origin can be invested and laundered through rapidly growing sectors, including tourism,” Shehu stressed.

Measures that are lacking

Experts say state institutions should verify the sources of the financial assets invested in tourism, as well as in every other sector.

“The Ministry of Tourism and the State Police must cooperate with SPAK to conduct strict checks on the origin of capital before granting any license for hotels or beaches,” Qirjazi said, adding that measures should be taken to prevent State Police employees from working as physical security in private businesses, while private security structures should also be reformed.

According to him, measures must be strengthened in cases involving illegality, including the freezing of accounts and the revocation of licenses on grounds of endangering public safety.

Former prosecutor Eugen Beçi also believes that confronting this phenomenon requires coordinated intervention between financial investigations and on-site administrative oversight.

“Financial investigations should not begin only after incidents involving weapons, but should be conducted proactively and in parallel for every major investment where the investor’s financial profile does not correspond to their declared legitimate income,” he observed.

According to Beçi, there must be thorough verification by the Directorate for the Prevention of Money Laundering and the tax authorities; a legal filter for tourism licenses through an administrative decision with strong integrity criteria; and increased police oversight of the security of the premises.

Tourism-sector experts also blame state institutions for the situation that has emerged.

“Oversight must begin with transparency regarding the real ownership and source of financing, particularly for major investments, and must continue with tax controls and the actual enforcement of anti-money-laundering legislation,” said ATOA Chairwoman Eva Rama.

“The state has the instruments to do this; the issue is ensuring that they function and are applied equally to everyone,” she added.

Shehu also believes Albanian tourism needs greater institutional professionalism, equal enforcement of the law, transparency and infrastructure support.

Në mes të gushtit, Ksamili është një nga vendet më të mbipopulluara të Shqipërisë. Rrugët e fshatit mbushen me makina me targa të huaja, muzika nga baret vazhdon deri në orët e para të mëngjesit dhe plazhet e vogla përballë ishujve – të rrethuara nga hotele, restorante dhe klube, konkurrojnë për turistët e ardhur nga e gjithë Europa.

Luis Miguel Varela Mendes ishte një prej tyre.

Portugezi 20-vjeçar kishte ardhur në Shqipëri për pushime, si pjesë e një grupi miqsh. Në orët e para të 18 gushtit, ai ndodhej në “Tortuga Bay”, e njohur edhe si “Principotes”, një strukturë turistike luksoze përballë tre ishujve të Ksamilit.

Rreth orës 05:15, pas një konflikti me disa persona, Mendes u qëllua me thikë për vdekje.

Në internet, kompleksi Principotes e përshkruan veten me shprehjen “Mikpritja si art”. Por pas vrasjes, një tjetër realitet filloi të dalë në sipërfaqe për hotelin dhe pronarin e tij.

Sipas të dhënave në Qendrën Kombëtare të Biznesit, struktura dhe aktiviteti zotërohen nga Kade Bulica, një grua 76-vjeçare. Ajo është nëna e Bekim Bulicës, 36 vjeç, i cili pas ngjarjes u shpall në kërkim për “moskallëzim krimi”. Ekstrakti i kompanisë tregon se Bulica e kishte regjistruar aktivitetin në janar të vitit 2022, me një kapital fillestar prej 100 mijë lekësh.

Djali i saj ishte i njohur për policinë

Drejtori i Policisë së Vlorës, Edvin Ndreu, i tha BIRN se Bekim Bulica ishte proceduar për krime ndaj personit, pasi ishte përfshirë më parë në dhunimin e një punonjësi policie dhe vëllait të tij në Tiranë. Ai rezulton të ketë pasur edhe probleme të tjera me drejtësinë.

Për sigurinë e “Principote”, e ëma e Bulicës kishte punësuar një punonjës të Policisë Kufitare të Gjirokastrës, një punonjës të Policisë së Burgjeve Fier dhe një punonjës të Policisë Bashkiake Gjirokastër, ndërsa një person i katërt punonte si truprojë.

Kur shpërtheu konflikti që përfundoi me vrasjen e Mendes, ata ishin aty.

Sipas policisë, nuk ndërhynë dhe nuk njoftuan autoritetet. Të katërt u ndaluan për moskallëzim krimi dhe mosmarrjen e masave për ndalimin e paligjshmërisë.

Ekspertë të sigurisë dhe turizmit thonë se rasti i Ksamilit ngre pikëpyetje më të gjera mbi kontrollin e personave dhe burimin e parave që qëndrojnë pas investimeve turistike që po transformojnë bregdetin shqiptar.

Kërcënim për rendin e sigurinë

Për vite me radhë, bregdeti shqiptar ka qenë një kantier i madh ndërtimi. Hotele të rinj, resorte, apartamente, beach bare dhe restorante janë ngritur nga Velipoja në Ksamil.

Administrimi i resorteve apo strukturave turistike nga persona me precedentë penalë apo nga anëtarë të krimit të organizuar vlerësohet nga ekspertët si një kërcënim për rendin dhe sigurinë publike.

“Këto ambiente shpesh kthehen në baza operacionale logjistike, ku mbajtja pa leje e armëve, fshehja e personave në kërkim dhe përplasjet mes grupeve rivale transferohen brenda hapësirave publike e turistike”, shprehet ish-prokurori Eugen Beçi, duke i cilësuar këto ambiente si ‘zona të pambrojtura juridikisht’.

Sipas tij, ngjarjet e rënda në ambiente akomoduese nuk janë thjesht krime të izoluara, por ekspozim i drejtpërdrejtë i qytetarëve dhe turistëve ndaj rrezikut për jetën, me kosto të rëndë për rendin dhe ekonominë e vendit.

Redion Qirjazi, drejtori ekzekutiv i fondacionit “Mary Ward Loreto”, një organizatë jofitimprurëse me veprimtari në luftën kundër trafikimit të qenieve njerëzore dhe mbrojtjen e viktimave të këtij aktiviteti kriminal, konstaton se biznese të mëdha turistike kanë krijuar “zona jashtëligjshmërie” në vendin tonë.

“Këto struktura, sipas raportimeve dhe evidentimit të vetë SPAK, funksionojnë jo vetëm si biznese por edhe si territore nën kontrollin e grupeve të strukturuara kriminale”, tha Qirjazi.

Sipas tij, ngjarja tragjike e Ksamilit ku u vra turisti portugez, tregon se personeli është i pakualifikuar dhe në disa raste sillet si një ‘polici private’ e dhunshme që zëvendëson shtetin.

“Këtë ‘guxim’ këto njësi mund ta përftojnë vetëm nëse besojnë se mund të veprojnë mbi ligjin”, shprehet ai.

Qirjazi vëren se në këto ngjarje ka edhe komprometim të strukturave shtetërore.

“Përfshirja e punonjësve të policisë apo burgjeve që punojnë si sigurim privat në këto hotele dhe klube (për arsye financiare apo të tjera), komprometon profesionalizmin dhe integritetin e punonjësve të shtetit, duke vënë në pikëpyetje serioze aftësinë e tyre për të zbatuar ligjin, kur kjo e fundit ndikon drejtpërsëdrejti në biznesin e punëdhënësit të tyre privat”, thekson ai dhe shton se këto rrethana tregojnë paaftësinë e Policisë së Shtetit për të monitoruar radhët e saj në ushtrimin e punëve të dyta në pozicione që nuk janë të lejuara.

Sipas Qirjazit, ngjarje të tilla cenojnë rëndë imazhin e sigurisë dhe turizmit, largojnë investitorët e huaj seriozë dhe rrezikojnë të sjellin paralajmërime udhëtimi nga vendet e BE-së.

“Krimi i zakonshëm ndodh kudo, por krimi i rëndë lë impakt të pakthyeshëm në imazhin e vendit”, pohoi ai.

Krimi i organizuar në turizëm

Në bilancet e SPAK për pasuritë e sekuestruara anëtarëve të krimit të organizuar dhe personave të lidhur me ta, një numër të konsiderueshëm e zënë hotelet, që gjenden kryesisht në bregdetin shqiptar. Vetëm për shtatë muajt e vitit 2026, u raportua nga SPAK se janë vendosur sekuestro preventive mbi pasuri me vlerë 440 milionë euro, që dyshohet se janë krijuar me burime financiare të përfituara nga veprimtari të paligjshme, kryesisht nga trafiku ndërkombëtar i lëndëve narkotike.

Sipas ish-prokurorit Eugen Beçi, sektori i turizmit dhe ndërtimit ofron terrenin ideal për pastrimin e produkteve të veprës penale.

Sipas tij, arsyet janë krejtësisht praktike dhe kanë të bëjnë me qarkullimin e lartë të parasë fizike (cash), si dhe me volumin e madh sezonal që lejon justifikimin e të ardhurave të padeklaruara përmes faturimeve fiktive ose rritjes artificiale të xhiros ditore.

“Ndërtimi i resorteve dhe hoteleve mundëson futjen e parave të pista në ciklin ligjor ekonomik, duke kaluar nga paraja informale në asete të paluajtshme me vlerë të lartë tregtare”, shprehet Beçi.

Ai shton se shkaku tjetër pse krimi i organizuar investon në këtë sektor janë edhe avantazhet për ngritjen dhe administrimin e tyre lehtësisht nga persona të lidhur apo me emra fiktivë, duke krijuar barriera ligjore për gjurmimin e pronarit përfitues real.

Eva Rama, kryetarja e Shoqatës Shqiptare të Operatorëve Turistikë, ATOA, shprehet se, megjithëse ngjarje të veçuara si ajo në Ksamil ndikojnë në sektorin e turizmit, ato nuk duhet të përdoren për të përgjithësuar një sektor të tërë.

Sipas saj, shqetësuese për turizmin është kur strukturat turistike rezultojnë të zotërohen apo kontrollohen nga persona të lidhur me veprimtari kriminale.

“Në këtë pikë nuk kemi më vetëm një çështje të rendit apo një ngjarje kriminale të ndodhur në një hotel, por një problem që prek edhe besueshmërinë dhe imazhin e sektorit”, shprehet ajo dhe nënvizon se turizmi është veçanërisht i ndjeshëm ndaj perceptimit të sigurisë.

“Kur një destinacion fillon të shoqërohet me ngjarje të rënda kriminale dhe me struktura të lidhura me persona me të kaluar kriminale, kjo padyshim nuk i shërben imazhit që Shqipëria kërkon të ndërtojë si destinacion turistik”, pohon Rama dhe rendit disa probleme që shfaqen si pasojë e zotërimit të aseteve turistike nga ana e krimit të organizuar.

Sipas Ramës, një realitet i tillë deformon konkurrencën, pasi bizneset që punojnë me kapital të ligjshëm nuk konkurrojnë në të njëjtat kushte me struktura ku mund të qarkullojë kapital me origjinë kriminale.

Ajo vlerëson se kjo cenon besimin te tregu dhe te vetë investimet në turizëm.

“Kur raste të tilla bëhen të përsëritura dhe marrin vëmendje publike apo ndërkombëtare, ndikojnë edhe në perceptimin e sigurisë dhe në imazhin e Shqipërisë si destinacion”, konstaton Rama.

Mejgithatë, Rezart Shehu, konsulent për menaxhimin e strukturave turistike, e cilëson ngjarjen e 18 gushtit si të izoluar.

“Bëhet fjalë për një ngjarje shumë të rëndë, por në këndvështrimin tim duhet trajtuar si një ngjarje e izoluar, dhe jo si një tregues se turizmi shqiptar në tërësi është i pasigurt”, tha Sheu.

“Ngjarje kriminale ndodhin edhe në destinacione të tjera turistike të rajonit dhe të Europës dhe kjo nuk do të thotë automatikisht se i gjithë sektori turistik i atij vendi është problematik”, shtoi ai.

Shehu fajëson institucionet shtetërore për investimet e fondeve me prejardhje të paligjshme në sektorin e turizmit.

“Nëse ekzistojnë indicie apo të dhëna që lidhen me burimin e pasurisë, aktivitetin kriminal ose përdorimin e biznesit për qëllime të paligjshme, institucionet duhet të kenë kapacitetin dhe mekanizmat për ta evidentuar dhe kontrolluar këtë situatë”, tha ai.

“Përndryshe krijohet një hapësirë ku kapitali me origjinë të dyshimtë mund të investohet dhe të pastrohet përmes sektorëve me rritje të shpejtë, përfshirë edhe turizmin”, nënvizon Shehu.

Masat e munguara

Sipas ekspertëve, institucionet shtetërore duhet të verifikojnë burimet e vlerave financiare që investohen në sektorin e turizmit, si dhe në çdo sektor tjetër.

“Ministria e Turizmit dhe Policia e Shtetit duhet të bashkëpunojnë me SPAK për të kryer një kontroll të rreptë të origjinës së kapitalit përpara dhënies së çdo licence për hotele apo plazhe”, thotë Qirjazi dhe vlerëson se duhet të merren masa për të mos lejuar që punonjësit e Policisë së Shtetit të punojnë për sigurinë fizike në biznese private, si dhe të reformohen strukturat e policive private.

Sipas tij, është e nevojshme që të forcohen masat në rastet kur ka paligjshmëri, deri në bllokimin e llogarive dhe heqjen e licencës për arsye të cenimit të sigurisë publike.

Edhe ish-prokurori Eugen Beçi vlerëson se përballja me këtë fenomen kërkon ndërhyrje të koordinuar ndërmjet hetimit pasuror dhe kontrollit administrativ në terren.

“Hetimet pasurore nuk duhet të nisin vetëm pas ngjarjeve me armë, por si hetim proaktiv paralel për çdo investim madhor ku profili financiar i investitorit nuk përputhet me të ardhurat e ligjshme të deklaruara”, vëren ai.

Sipas Beçit, është e nevojshme të ketë verifikim të thelluar nga Drejtoria e Parandalimit të Pastrimit të Parave dhe tatimet; filtër ligjor për licencat turistike përmes një vendimi administrativ me kritere të forta integriteti; si dhe një kontroll të shtuar policor mbi sigurinë e mjediseve.

Institucionet shtetërore fajësohen si përgjegjëse për situatën e krijuar edhe prej ekspertëve të sektorit të turizmit.

“Kontrolli duhet të fillojë që te transparenca e pronësisë reale dhe burimi i financimit, veçanërisht për investimet e mëdha dhe të vazhdojë me kontrollin fiskal dhe zbatimin real të legjislacionit kundër pastrimit të parave”, pohon kryetarja e ATOA, Eva Rama.

“Shteti i ka instrumentet për ta bërë këtë; çështja është që ato të funksionojnë dhe të zbatohen njësoj për të gjithë”, shtoi ajo.

Edhe sipas Shehut, turizmi shqiptar ka nevojë për më shumë profesionalizëm institucional, zbatim të barabartë të ligjit, transparencë dhe mbështetje në infrastrukturë.

Sipas tij, kjo do të mbronte jo vetëm turistët, por edhe operatorët korrektë që investojnë dhe punojnë çdo ditë për të zhvilluar imazhin e Shqipërisë si një destinacion turistik./BIRN

Saranda police have found and seized the knife used to kill 21-year-old Portuguese national Luis Miguel Varela Mendes at the Principotes hotel.

The murder weapon, which is suspected to have been used by Sokrat Vata, has now been seized by officers as material evidence.

Two days ago, the Saranda Court ordered 29-year-old Vata to remain in custody.

The August 18 Incident

The fight in Ksamil that claimed the life of Portuguese tourist Luis Miguel Varela Mendez lasted just six minutes. Security cameras recorded the entire sequence of events on August 18. Initially, several tourists are seen leaving the Principotes establishment, while Sokrat Lipan, alias Vata, and David Heurtevent approach shortly afterward.

The altercation begins with a shove and escalates into physical violence. Sokrat Vata is seen chasing and striking one of the people, while Luis Mendes then becomes involved in the confrontation and pushes 29-year-old Vata. The fight continues among several people, while Mendes hurriedly moves away and enters the sea.

Shortly afterward, he emerges from the water with his shirt covered in blood and heads toward the sun loungers. The footage also shows other clashes and people leaving the scene.

At 05:20:28, Sokrat leaves toward Principotes, accompanied by a waiter. According to the camera timeline, the entire incident unfolded within just six minutes, while investigations continue to determine responsibility for the Portuguese tourist’s death.

Timeline

At 05:14:24 on 18.08.2026, several people are seen leaving the Principodes establishment and standing by the entrance to the outdoor area of the Paradise venue. Among them are Ibrahim Lemoie, Sudae Akmahmat, Florian Cetina and Luis Mendes, who is wearing a white T-shirt with black writing on the back.

At 05:15:22 on 18.08.2026, two people are seen approaching from the parking area on the southern side of Principotes: Davit Heuertvent in front and Sokrat Lipan (Vata), who is wearing a white shirt. They approach the area where the foreign nationals are standing.

At 05:16:39, Sokrat Lipan (Vata) is seen shoving a person wearing a white T-shirt. Sokrat then moves away and heads toward the sun loungers.

At 05:16:47, Sokrat Lipan follows one of the people, who is dressed in white, toward the parking area.

At 05:16:54, Sokrat Lipan (Vata) is seen running toward Ibrahim Lemoie, who crashes into the sun loungers and falls to the ground, after which Sokrat strikes him.

At 05:17:14, Luis Mendes approaches and body-checks Sokrat Lipan, causing him to fall to the ground. Sokrat Lipan (Vata) gets back up, approaches Luis Mendes and begins striking him.

At 05:17:20, Davit Heuertvent, wearing shorts and what appears to be a dark-colored shirt, and Sokrat Lipan (Vata) strike Luis Mendes. During this time, Sudae Akhmat arrives to help his friend Luis Mendes and strikes Sokrat Lipan.

Vata claimed that during the confrontation, one of the tourists had a knife, which he took from him after subduing him. At that point, according to his testimony, one of the tourists kicked him in the jaw, knocking him to the ground.

He said that as the tourists attempted to hit him again, he moved his hand instinctively to protect himself, but does not remember how he struck the victim.

“I don’t remember how I struck him. I was in shock. I didn’t know whether any of them had been injured, because there were so many of them. I left because of the shock,” Vata said.

Meanwhile, Turkish national Nuh Mahmutoglu, who knew Vata through their work escorting tourists, said that Vata called him at around 06:30 and asked him to accompany him to Tirana, telling him that he had fallen off his motorcycle.

The other detainees also denied the allegations before the court, saying that they had not seen the moment of the altercation.

At the end of the hearing, the Sarandë court imposed detention in prison on Vata.

The same measure, “detention in prison,” was also imposed on Ezgi Parlak and Nuh Mahmutoglu, the two Turkish nationals who attempted to drive him away by car.

Ildi Cekani and Ardit Kasemi were remanded in custody for a period of 45 days, reports Top Channel correspondent Entjola Budo.

Ai ka deklaruar se, ndërsa turistët kanë tentuar ta godasin sërish, ka lëvizur dorën instinktivisht për t’u mbrojtur, por nuk kujton se si e ka goditur viktimën.

“Nuk e kujtoj si e kam goditur. Isha në ‘shock’. Nuk e dija nëse ndonjëri prej tyre ishte plagosur, pasi ishin shumë. Nga ‘shock’-u jam larguar”, ka deklaruar Vata.

Ndërkohë, shtetasi turk Nuh Mahmutoglu, i njohur me Vatën për shkak të bashkëpunimit në shoqërimin e turistëve, ka deklaruar se Vata e ka telefonuar rreth orës 06:30 dhe i ka kërkuar ta shoqëronte drejt Tiranës, duke i thënë se ishte rrëzuar nga motori.

Edhe të ndaluarit e tjerë kanë mbajtur qëndrim mohues para gjykatës, duke deklaruar se nuk e kanë parë momentin e përleshjes.

Në përfundim të seancës, trupa gjykuese e Sarandës ka vendosur masën arrest me burg për Vatën.

Po ashtu, për Ezgi Parlak dhe Nuh Mahmutoglu është vendosur masa “arrest në burg”, dy shtetasit turq që tentuan ta largonin me makinë.

Për Ildi Cekanin dhe Ardit Kasemin është vendosur arresti në burg për një afat 45-ditor, raporton korrespondentja e Top Channel Entjola Budo.

Before the stabbing, four waiters at “Principote”—Serxhi Selimi, Ervis Bunci, Ildi Cekani, and Murat Zhabina—were also involved in the altercation. According to police, they punched the 20-year-old and then left the scene.
