The caretaker Government of the Republic of Kosovo held an electronic meeting, during which it made several decisions.

Among the approved decisions was the Six-Month Financial Report on the Budget of the Republic of Kosovo for 2026. The document presents key data on the performance of budget revenues and expenditures during the first six months of the year.

According to the report, receipts during this period reached 1 billion and €816.52 million, while expenditures stood at 1 billion and €777.50 million.

The government also allocated €21,000.00, or twenty-one thousand euros, for the staging of “The Tavern of Kindness – Mario, Bella, Anastasia,” directed by Mario Banushi.

In addition, €1,400,000.00, amounting to one million four hundred thousand euros, was allocated for the implementation of Measure 3.8 of the Economic Revival Package.

The meeting also approved a decision to amend and supplement Government Decision No. 08/20, dated May 22, 2026, concerning the approval of the Package for Coping with Inflation 2.0.

Meanwhile, this week too is closing without an agreement among political parties on the formation of new state bodies, plunging Kosovo into a period of uncertainty with paralyzed mechanisms. This prolonged deadlock is being perceived as a powerful brake on the country’s journey toward the European family and securing additional recognitions. Although the Foreign Ministry insists that diplomatic work has not been interrupted, analysts warn that without internal consolidation, any progress on the global stage is blocked.

“This ongoing absence is stalling progress on the international agenda. It serves as a tool through which we, as a state, can demonstrate to the EU our seriousness on the integration path and our ability to be equal partners,” said Arbëresha Loxha, executive director of GLPS.

Despite this, the Ministry of Foreign Affairs and Diaspora stands by its line of action. In a written statement, the institution underlines that the diplomatic apparatus is in constant motion and operates in several directions simultaneously.

The ministry clarifies that diplomatic initiatives are passing through various stages of coordination and that communication with international allies remains continuous to secure support and new recognitions.

Regarding membership in international forums, the ministry is continuing efforts in organizations and mechanisms in the political, economic, and security fields, as well as in the spheres of culture, education, and health. According to this department, these procedures are at different stages of consultation, and every move is made depending on the circumstances and external support.

The swift establishment of the new legislature and executive, according to experts on European affairs, is essential to avoid losing more than 100 million euros coming from the European Union’s Growth Plan. Any delay in forming the government risks blocking these vital financial resources, which are closely tied to strict timelines and reforms imposed by Brussels.

After the first deadline in June passed without being fully respected, with only half of the required reforms implemented, Kosovo now has time only until the end of the year to make its institutions functional. Without an immediate agreement, the country faces the concrete risk of permanently losing the sum of over 100 million euros from the European Union’s coffers.

In a statement to Radio Free Europe, government spokesperson Arlind Manxhuka said that “Vucic’s statement shows that he controls the justice system and that attacks on Kosovo police officers do not constitute crimes for Serbia and are therefore encouraged by the head of state there himself.”

Earlier this week, Vucic said that Radoicic, who has admitted responsibility for the 2023 attack on the Kosovo Police in Banjska and for whom an Interpol red notice has been issued, is not facing criminal prosecution for any criminal offense.

“You did not say why Milan Radoicic is on a red notice. It is not because of a crime, but because of Kosovo,” the Serbian leader said.

Although he has claimed responsibility for the September 24 attack in Banjska, in which a Kosovo police officer was killed, Radoicic remains free in Serbia and is listed with a registered address in Belgrade. Serbian authorities have not filed any indictment against him.

Meanwhile, there is an international arrest warrant against him issued by Interpol, at Kosovo’s request through the United Nations Mission in Kosovo (UNMIK).

Manxhuka said Kosovo’s caretaker government expects the international community to condemn “this further degradation in the behavior of the Serbian state.”

He added that “Such statements prove that Serbia has not changed its stance toward the Republic of Kosovo and that this mindset poses a danger to peace in the region and beyond.”

According to the spokesperson, it has been clear to Kosovo that the sabotage and opposition to the rule of law in the Serb-majority north “is organized and directed by Serbia.”

“The fact that this group [which carried out the attack in Banjska, Zvecan] was organized, trained, prepared and ultimately sent from Serbia into Kosovo, and was also armed with official weapons of the Serbian state, as demonstrated and documented in the evidence found at the scene, clearly shows that Serbia was behind it and above it,” he said.

Kosovo describes the Banjska attack as terrorist and attributes responsibility to Serbia. Belgrade, however, denies any involvement.

Kosovo’s Special Prosecution has filed an indictment over the Banjska attack, and among the 45 defendants is Radoicic, described as the “leader of the terrorist group.”

Earlier this year, in this case, the Basic Court in Prishtina sentenced three people: two of them to life imprisonment and one to 30 years in prison.

The other defendants are on the run, and Kosovo has issued arrest warrants for them through Interpol. Kosovo continuously calls on Serbia to hand over Radoicic to face justice. At the time the Banjska attack took place, Radoicic held the post of vice president of the Serb List, the largest party of Kosovo Serbs backed by Belgrade.

The United States and the European Union, on the other hand, have called on Belgrade to prosecute those responsible for the Banjska attack.

On the other hand, acting Finance Minister Hekuran Murati announced that these funds will be secured from the Unforeseen Expenditures Program, specifically from the reserves.
