Anyone may authorize a customs representative to represent them during customs procedures and act in their name and on their behalf, Kosovo Customs has announced.

According to Kosovo Customs, customs representation is divided into two forms: direct and indirect.

In the case of direct representation, the representative acts in the name and on behalf of another person. In indirect representation, the representative acts in their own name, but on behalf of another person.

The customs representative must have their registered office in the customs territory of the Republic of Kosovo, except in special cases defined through a bylaw.

To obtain authorization, the representative must be registered to conduct business activity, have no outstanding customs or tax debts, and demonstrate professional integrity.

Kosovo Customs has stated that it will continue informing citizens and businesses about customs procedures and requirements, with the aim of strengthening transparency and implementing the legislation in force.

Kosovo Customs has collected €1.347 billion in revenue so far, marking a 6 percent increase compared with the same period last year.

Acting Prime Minister Albin Kurti, during a visit to Kosovo Customs, said the latest results show a continued improvement in the institution’s performance.

The data presented show that from 2021 to 2025, the average growth in customs revenue was nearly three times higher than the economic growth rate. A total of €8.380 billion was collected during this period.

The increase in collections has also been accompanied by changes aimed at making it easier for businesses to operate. These measures include the completion of the nationalization of customs terminals and the option of declaring goods before their arrival.

The implementation of advance declarations has reduced goods processing times by around 70 percent.

At the same time, Customs has intensified checks at border crossings and expanded the use of technology to combat illegal activities. The scanner put into operation in Merdar has increased the capacity to detect and prevent smuggling.

The modernization process is also continuing through strategic projects, including the national single window, common transit, further automation of procedures, and the expansion of Kosovo Customs’ technological capabilities.

According to the published announcement, Kosovo Customs is maintaining a consistent and significant trend of improved performance, with €1.347 billion in revenue collected so far, or 6 percent more than last year.

During the customs clearance process at the Airport’s Inland Customs Clearance Office, Kosovo Customs identified a case in which goods had been incorrectly declared.

Customs officials became suspicious while verifying the documents, as the shipment had been described as “Polycarboxylate Superplasticizer.”

A physical inspection was carried out to determine whether the information matched the contents of the package. The inspection showed that the declared goods were not those contained in the shipment.

The inspected package contained medicinal weight-loss products that are not approved for sale on the Kosovo market. Their import requires a permit from the Kosovo Agency for Medicinal Products (AKPPM).

The value of the goods was calculated at 1,775.90 euros, excluding duties and taxes.

According to the case information, the party sought to evade customs controls and mandatory procedures by changing the description of the goods and providing inaccurate information. The aim was to avoid duties as well as the permits required to place the products into free circulation.

Customs has initiated the relevant procedural measures in accordance with the legislation in force. The party’s actions have been classified as a customs offense under the Customs and Excise Code.

During the inspection of vehicles entering through the Kulla border crossing, customs officers selected for inspection a car with foreign license plates, driven by a citizen of the Republic of Kosovo.

According to a statement released to the media, the traveler was interviewed and asked whether he was transporting goods or equipment requiring declaration, but he declared nothing.

Suspicions raised during the inspection prompted customs officials to conduct a detailed search of the vehicle. Inside, they discovered a scope intended for use with a sniper rifle, without the relevant documents or authorizations.

Customs detained the goods, while the appropriate measures were taken against the individual. A misdemeanour procedure has also been initiated, along with other administrative procedures, in accordance with the legislation in force.

Customs and Excise Code No. 08/L-247 stipulates that goods entering the customs territory of the Republic of Kosovo are subject to supervision and inspection by Customs. Where applicable, prohibitions and restrictions related, among other things, to public security are also imposed on them.

According to Kosovo Customs officials, after the installation and activation of the scanner at Merdare, the goal remains to gradually cover all major border crossings with modern equipment for inspecting goods and vehicles.

The mobile X-Ray scanner at Merdare was secured as a donation from the Government of the United States of America through the EXBS program and has been described as one of the most modern devices for inspecting cargo and identifying risks at the border. After installation, Kosovo Customs trained staff and tested the equipment before it was put into use.

This technology allows trucks and cargo to be inspected without the need to physically open them, reducing the time required for customs procedures and increasing the ability to detect smuggling, weapons, drugs, and undeclared goods.

The issue of installing scanners at Kosovo’s borders has been addressed for several years. In 2024, Prime Minister Albin Kurti had stated that the full opening of border crossings for the circulation of goods from Serbia would be conditional on securing modern scanners for cargo inspection. During that period, Kosovo Customs had launched procedures to purchase mobile scanners, while international partners had offered the possibility of donations for these devices.

Also, in October 2024, the authorities had announced that the other border crossings would be opened and equipped with scanners as soon as the necessary technological infrastructure was secured.

According to Kosovo Customs, expanding the scanner network at border crossings with Albania, North Macedonia, and other international crossings is expected to strengthen border security, speed up customs procedures, and facilitate the movement of goods entering and leaving the country.
