<p>First Deputy Prime Minister and Acting Minister of Foreign Affairs and Diaspora Glauk Konjufca today welcomed Eva Palatova, Acting Head of the European Union Office in Kosovo, for a farewell meeting.</p>
<p>During the meeting, Konjufca expressed his gratitude for the commitment, partnership and role Palatova has played in deepening dialogue between Kosovo’s institutions and the European Union.</p>
<p>The two interlocutors highlighted the need to accelerate Kosovo’s path toward European integration and to continue close coordination with the EU in sectors of mutual interest.</p>
<p>At the end, Deputy Prime Minister Konjufca wished Palatova success in her future professional challenges.</p>

<p>Acting Prime Minister Albin Kurti and LDK leader Lumir Abdixhiku are expected to meet today as part of efforts to establish the new institutions.</p>
<p>This will be their second meeting since the certification of the results of the June 7 elections, as well as their first since Abdixhiku survived a no-confidence motion put to a vote by delegates from his own party.</p>
<p>Acting Foreign Minister and Vetëvendosje Movement Deputy Leader Glauk Konjufca has also spoken about the possibility of more advanced talks between the LVV and the LDK.</p>
<p>On Monday, Konjufca said that further meetings on forming the institutions could take place before the Assembly’s constitutive session, scheduled for Thursday.</p>
<p>“I expect further political meetings between the parties to take place in the coming days, even before the session, with the aim of resolving the current situation and paving the way for the establishment of the new institutions,” he said.</p>
<p>The LVV deputy leader also said he expects the Vetëvendosje Movement to send the Democratic League of Kosovo an invitation for talks in the coming days.</p>
<p>“That is precisely why August 6 was set, and I expect an invitation to be sent to the Democratic League of Kosovo in the coming days so that we can discuss this possibility,” Konjufca said.</p>
<p>Asked whether the establishment of the other institutions would be completed quickly after the Assembly is constituted, he said he was very optimistic that an agreement with the LDK could be reached on all senior positions.</p>
<p>“There is also hope regarding the position of president. We will enter into more in-depth negotiations with the Democratic League of Kosovo, as the prime minister has also explained, and then we will see what the outcome of this process will be,” he said.</p>
<p>Konjufca added that the LDK, through its leadership, had also made clear that it was willing to hold talks with the LVV.</p>
<p>“Once that happens, I am very optimistic that we will reach an agreement on all senior positions in the Republic of Kosovo. I believe a solution will be found,” he said.</p>
<p>Meanwhile, LDK Deputy Leader Lutfi Haziri said a few days after the publication of the June 7 election results that his party’s MPs—all 18 elected to the Kosovo Assembly—could vote as a unified bloc if the LVV, as the winner of the June 7 early parliamentary elections, offered the LDK the position of president through a potential agreement.</p>
<p>According to Haziri, the votes of the LDK’s MPs could be united only if the presidential candidate came from within the party and not from outside it.</p>
<p>“If the name were Lumir Abdixhiku, the party leader, or my name, then we could unite. Because of his official position, Lumir would be first, since he is the party leader. After him, I have the greatest consensus within the LDK,” Haziri said.</p>

<p>Will the New President Be Chosen from the LDK?</p>
<p>Analyst Nexhmedin Spahiu interprets Glauk Konjufca’s statement as part of a normal phase of negotiations between the two parties, in which each side is seeking to strengthen its position ahead of an agreement.</p>
<p>“Now they are trying to drive down each other’s asking price,” Spahiu told “Bota sot,” assessing that the LVV and the LDK have entered a more concrete stage of talks in which their willingness to compromise is being tested.</p>
<p>Spahiu stressed that Lutfi Haziri’s statement that LDK MPs would vote together only for a candidate from their own party does not necessarily mean that the next president will come from the LDK. According to him, it demonstrates the party’s effort to leverage its parliamentary weight and secure as much influence as possible in the process.</p>
<p>He believes the LDK is trying to use the position of president as a political tool to strengthen its post-election standing, while the LVV aims to keep the process under control without making significant concessions.</p>
<p>Comparing Haziri’s harsher statements after the elections with Konjufca’s more conciliatory approach, the analyst sees a noticeable change in the parties’ political conduct.</p>
<p>According to Spahiu, both parties needed to consolidate their electorates after the elections and therefore used stronger language. Now, as constitutional deadlines approach and pressure mounts to break the institutional deadlock, the rhetoric has softened and more room has emerged for in-depth negotiations.</p>
<p>Regarding potential LDK candidates, Spahiu believes that a figure with institutional experience and a less divisive profile within the political landscape would have a greater chance of securing consensus.</p>
<p>He mentioned Lutfi Haziri and other well-known LDK figures as names that could be discussed, but emphasized that the final decision would depend on the LVV’s willingness to accept such a candidate, as well as the LDK’s ability to keep its parliamentary group united.</p>
<p>According to Spahiu, an LVV-LDK agreement on the presidency would also have a major impact on the other opposition parties.</p>
<p>He believes such a pact would signal the creation of a new axis of cooperation between the two largest Albanian parties and would leave the PDK and the AAK playing a more peripheral role in decision-making processes.</p>
<p>At the same time, the agreement could be seen as a sign of institutional stability and political responsibility, particularly at a time when the country needs functioning institutions and international partners expect greater political consensus.</p>

<p>Potential Offers, the Presidency and New Elections</p>
<p>In comments to “Bota sot,” analyst Nexhat Haziri discussed the offers Albin Kurti might make to Lumir Abdixhiku.</p>
<p>Citing his sources, Haziri said Kurti has taken a firm position on the election of the president.</p>
<p>“Regardless of the statements by Mr. Konjufca or Mr. Haziri, Kurti will offer the LDK only three or four ministries and, possibly, the position of Assembly speaker, so that the party joins the governing coalition. For Kurti, it would be a partner without political power that would not create difficulties for him during his term in government.</p>
<p>“Considering the internal situation within the LDK, where Mr. Abdixhiku controls only nine MPs, he could be removed from the coalition at any moment Kurti deemed necessary without jeopardizing the parliamentary majority.</p>
<p>“However, the main issue remains the election of the country’s president. According to my sources, Kurti is determined that the position should go to him and that even a coalition agreement with the LDK would not guarantee the election of the president.</p>
<p>“So far, we have not seen, nor has Mr. Kurti expressed, any willingness for the position of president to go to another party or to a potential coalition partner, which could be the LDK.</p>
<p>“Therefore, in this regard, several ministries and participation on boards would be enough for Mr. Abdixhiku, primarily to appease his supporters and continue his internal battle in the LDK against his party rivals,” Haziri said.</p>
<p>Haziri said the LDK does not have sufficient power to resolve the presidential election on its own, while warning that the country could be heading toward new elections.</p>
<p>“Mr. Kurti is also aware that the LDK alone is not enough to bring the process of electing the president to a conclusion. If he wants to establish new institutions in the country and pull it out of the political and institutional crisis, there is only one path: a compromise agreement with all political parties so that the president is nominated by the opposition parties.</p>
<p>“Any other effort will produce no result, just as today’s meeting between Albin Kurti and Lumir Abdixhiku will not produce a solution.</p>
<p>“The country is likely heading toward new elections with a fragmented LDK, which would benefit the LVV. I do not believe Kurti will fail to take advantage of this momentum, which could increase his share of the vote,” Haziri concluded.</p>

<p>Albin Kurti, the acting prime minister, and Lumir Abdixhiku, chairman of the Democratic League of Kosovo, are expected to meet today to continue discussions on forming the new institutions.</p>
<p>This will be their second meeting since the certification of the June 7 election results. It will also be their first meeting since Abdixhiku survived a no-confidence motion before his party’s delegates.</p>
<p>Shortly before the Vetëvendosje Movement sent an invitation to LDK, Glauk Konjufca, the acting foreign minister and deputy chairman of LVV, spoke about the possibility of more in-depth talks.</p>
<p>On Monday, Konjufca said that further political meetings between the parties could take place before the Assembly’s constitutive session, scheduled for Thursday.</p>
<p>According to him, these contacts would aim to resolve the current situation and create the conditions needed to form the new institutions.</p>
<p>Konjufca said he expects LVV to send an official invitation to the Democratic League of Kosovo in the coming days to begin talks.</p>
<p>He explained that August 6 had been set specifically with the aim of holding additional meetings by then and inviting LDK to discuss a possible agreement.</p>
<p>The LVV deputy chairman expressed optimism that, once the Assembly is constituted, the formation of the other institutions could proceed quickly. He said he expects an agreement with LDK on all senior positions in the Republic of Kosovo.</p>
<p>Konjufca said these positions also include the presidency. He said there is hope regarding this issue and that negotiations with LDK will be conducted at a deeper level to determine the outcome of the process.</p>
<p>Konjufca added that LDK has also expressed a willingness to engage in dialogue with the Vetëvendosje Movement. For this reason, he believes the parties can reach a solution on all senior state positions.</p>
<p>However, his remarks about the presidency come after LDK deputy chairman Lutfi Haziri said, a few days after the June 7 election results, that the party’s MPs could vote as a unified bloc in exchange for the presidency.</p>
<p>Haziri said LDK’s 18 elected MPs could support LVV, the leading party in the June 7 snap parliamentary elections, if the latter included the presidency in the agreement.</p>
<p>According to him, LDK’s parliamentary group could unite only if the presidential candidate came from within the party rather than from outside it.</p>
<p>Haziri mentioned Lumir Abdixhiku, in his capacity as party chairman, or himself as possible candidates. He said Abdixhiku would be the first choice because of the position he holds, while Lutfi Haziri himself would command the greatest consensus within LDK after him.</p>

<p>Haziri explains that this would bring LDK into the governing coalition as a partner without significant political power and one that would not create difficulties for Kurti while governing. He also links this to LDK’s internal situation, saying that Abdixhiku controls only nine MPs.</p>
<p>Under this scenario, he says, Kurti could remove Abdixhiku from the coalition whenever he deemed it necessary without putting the parliamentary majority at risk.</p>
<p>However, Haziri considers the presidency to be the central issue in the negotiations. He says that, according to his sources, Kurti is determined that the position should belong to LVV and that a coalition agreement with LDK would not automatically mean support for electing the president.</p>
<p>The analyst adds that Kurti has so far neither demonstrated nor expressed any willingness to allow the presidency to go to another party or a potential coalition partner, including LDK.</p>
<p>Haziri believes that, under these circumstances, a few ministries and participation on boards would be enough for Abdixhiku, mainly to appease his supporters and continue his internal confrontation with rivals within LDK.</p>
<p>Regarding the election of the president, Haziri believes LDK does not have enough votes to complete the process on its own.</p>
<p>He says that if Kurti wants to form the new institutions and overcome the political and institutional crisis, he must seek a compromise agreement with all political parties so that the presidential candidate is nominated by the opposition parties.</p>
<p>According to Haziri, no other attempt would produce a result, including today’s meeting between Albin Kurti and Lumir Abdixhiku.</p>
<p>He concludes that the country may be heading toward new elections, while LDK would face a fragmented situation. Such a development, he says, would benefit LVV, as Kurti could use the opportunity to increase his share of the vote.</p>

<p>Acting Prime Minister Albin Kurti and LDK leader Lumir Abdixhiku are expected to meet today as part of efforts to establish the new institutions.</p>
<p>This will be their second meeting since the certification of the June 7 election results. It will also be their first meeting since Abdixhiku survived the no-confidence motion initiated by delegates from his own party.</p>
<p>Before the LVV sent its invitation to the LDK, acting Foreign Minister and Vetëvendosje Movement deputy leader Glauk Konjufca signaled that more in-depth negotiations would take place.</p>
<p>On Monday, Konjufca said that further meetings on forming the institutions were expected before the constitutive session of the Assembly, scheduled for Thursday.</p>
<p>He said he expected additional meetings at the political level between the parties to take place in the coming days, even before the session. According to him, the aim is to overcome the current situation and pave the way for the establishment of the new institutions.</p>
<p>Konjufca also said he expected the LVV to invite the LDK for talks in the coming days.</p>
<p>According to him, this was precisely why August 6 had been set. He expressed the expectation that the Democratic League of Kosovo would receive an invitation and that this possibility would be discussed.</p>
<p>Asked whether the other institutions could be formed quickly after the Assembly is constituted, Konjufca said he was very optimistic that an agreement could be reached with the LDK on all senior positions.</p>
<p>He said there was also hope regarding the presidency. Konjufca explained that the LVV would hold more in-depth negotiations with the LDK, as the prime minister had also explained, while the outcome of this process remains to be seen.</p>
<p>The LVV deputy leader recalled that the LDK leadership had also expressed readiness to hold talks with the Vetëvendosje Movement. For this reason, he believes a solution can be found and an agreement reached on all senior positions in the Republic of Kosovo.</p>
<p>While Konjufca has expressed optimism about resolving the issue of the presidency, LDK deputy leader Lutfi Haziri had spoken about his party’s conditions just days after the June 7 election results. He said that the LDK could come together and provide the votes of its 18 elected members of the Kosovo Assembly if the Vetëvendosje Movement, as the winner of the June 7 early parliamentary elections, gave it the presidency as part of a potential agreement.</p>
<p>Haziri had emphasized that the LDK’s votes could be unified only if the presidential candidate came from that party and not from another political group.</p>

<p>He mentioned LDK leader Lumir Abdixhiku or himself as possibilities. According to Haziri, because of his official position as party leader, Abdixhiku would be the first choice, while after him, the candidate with the broadest consensus within the LDK would be Haziri himself.</p>
<p>Could Kosovo’s New President Be Elected from the LDK?</p>
<p>Analyst Nexhmedin Spahiu interprets Glauk Konjufca’s position as part of normal negotiations between two political parties, with both sides seeking to secure a more favorable position ahead of an agreement.</p>
<p>In comments to “Bota sot,” Spahiu said that each side is now trying to persuade the other to lower its demands. According to him, this means that the LVV and the LDK have moved to a more concrete stage of discussions, during which their willingness to compromise is being tested.</p>
<p>He believes Lutfi Haziri’s statement that LDK lawmakers could vote as a bloc only for their party’s candidate does not necessarily mean that the next president will be an LDK figure. According to Spahiu, this position reflects the party’s efforts to convert its weight in the Assembly into as much influence as possible during the process.</p>
<p>In his assessment, the LDK aims to use the presidency as a political tool to strengthen its position following the elections. The LVV, meanwhile, is trying to keep the process under control without making major compromises.</p>
<p>Spahiu sees a significant political shift when comparing the harsh language Haziri used after the elections with Konjufca’s more conciliatory approach. He says that immediately after the elections, the parties needed to consolidate their voter bases and therefore used stronger rhetoric.</p>
<p>Now, according to him, the approaching constitutional deadlines and growing pressure to break the institutional deadlock have helped soften the political language, creating more room for in-depth talks.</p>
<p>Asked which LDK figures could be candidates, Spahiu says that a figure with institutional experience and a less divisive political profile would have the best chance of securing consensus.</p>
<p>He does not rule out Lutfi Haziri or other prominent LDK figures being mentioned in the discussions. However, Spahiu emphasizes that the final decision will be determined by the LVV’s willingness to accept such a candidate, as well as the LDK’s ability to maintain unity within its parliamentary group.</p>
<p>According to Spahiu, an agreement between the LVV and the LDK on the president would send an important political message to the other opposition parties. In his assessment, such an agreement would create a new axis of cooperation between the two largest Albanian parties, relegating the PDK and the AAK to a more peripheral role in decision-making.</p>
<p>At the same time, this agreement could be seen as evidence of political responsibility and a commitment to institutional stability. Spahiu considers this particularly important at a time when the country needs to make its institutions operational and when international partners expect broader political consensus.</p>

<p>Potential Offers, the Presidency and the Prospect of New Elections</p>
<p>Speaking to “Bota sot,” analyst Nexhat Haziri outlined the offers that he believes Kurti may make to Abdixhiku.</p>
<p>Citing his own sources, Haziri claims that Kurti has taken a firm position on the election of the president.</p>
<p>According to him, despite statements by Glauk Konjufca and Lutfi Haziri, Kurti is expected to offer the LDK only three or four ministries and, potentially, the position of speaker of the Assembly in order for the party to join the governing coalition.</p>
<p>Nexhat Haziri believes that, for Kurti, the LDK would be a partner without significant political power and would not create problems for him while governing. He links this to the internal situation within the LDK, claiming that Abdixhiku controls only nine lawmakers and that Kurti could remove him from the coalition whenever he deemed it necessary without jeopardizing the parliamentary majority.</p>
<p>The analyst says the main issue remains the election of the president. According to his sources, Kurti insists that the position should go to him, while even a coalition agreement with the LDK would not guarantee the election of the head of state.</p>
<p>Haziri adds that Kurti has so far given no indication or expressed any willingness for the presidency to go to another party, including the LDK as a potential coalition partner. In this situation, according to him, several ministries and greater representation on boards would be enough for Abdixhiku to place his supporters in positions and continue his internal struggle against his party rivals within the LDK.</p>
<p>Nexhat Haziri believes that the LDK’s votes alone are not enough to complete the process of electing the president, warning that Kosovo may be heading toward new elections.</p>
<p>He says Kurti also knows that the LDK is not enough to bring the presidential election process to a conclusion. According to the analyst, if Kurti genuinely wants the country to establish new institutions and emerge from its political and institutional crisis, the only solution is a compromise agreement with all political parties under which the presidential candidate would be proposed by the opposition parties.</p>
<p>Any other attempt, according to Haziri, will produce no result, including today’s meeting between Albin Kurti and Lumir Abdixhiku. He concludes that the country is likely to head to new elections with a fragmented LDK, a circumstance that would benefit the LVV. Haziri does not believe Kurti would let this opportunity pass, as it could increase his share of the vote.</p>

<p>Foreign Minister Glauk Konjufca announced that he had held a telephone conversation with Croatian Minister of Foreign and European Affairs Gordan Grlić Radman over the long waits experienced by Kosovo citizens and compatriots from the diaspora at Croatia’s border crossings.</p>
<p>In a Facebook post, Konjufca said he had conveyed to his Croatian counterpart his concern about the difficulties these delays are causing travelers, especially at the height of the summer season.</p>
<p>He said Grlić Radman had informed him that the issue would be discussed with the relevant Croatian authorities to assess options for facilitating traffic and reducing waiting times.</p>
<p>“Today, I held a telephone conversation with the Minister of Foreign and European Affairs of the Republic of Croatia, Mr. Gordan Grlić Radman, regarding the long waits our citizens and compatriots from the diaspora are experiencing at Croatian border crossings.</p>
<p>During the conversation, I expressed concern about the difficulties these waits are causing our citizens at the height of the summer season. Minister Grlić Radman informed me that he would raise this issue with Croatia’s competent authorities so that options for facilitating traffic and reducing waiting times can be considered,” Konjufca wrote.</p>

<p>Ai tha se Grlić Radman e ka informuar se çështja do të diskutohet me autoritetet përgjegjëse kroate, për të vlerësuar mundësitë e lehtësimit të qarkullimit dhe shkurtimit të kohës së pritjes.</p>

										<content:encoded><![CDATA[<p>Acting Minister of Foreign Affairs and Diaspora Glauk Konjufca has sent a letter to the European Union&#8217;s High Representative for Foreign Affairs and Security Policy, Kaja Kallas, calling on the EU to take a stronger stance on a statement by Serbian minister Snezhana Paunoviq.</p><p>Paunoviq had stated that, had she been in Slobodan Milosevic&#8217;s position in 1998, she would have ethnically cleansed Kosovo.</p><p>In his letter to Kallas, Konjufca described the statement as &#8220;deliberate glorification of war crimes,&#8221; incitement to hatred, and a threat to peace and stability in the Western Balkans.</p><p>He said that the words of an acting minister cannot be presented as an ordinary mistake. According to Konjufca, her interview contained revisionist and hostile rhetoric that undermines the dialogue on normalizing relations between Kosovo and Serbia.</p><p>The acting minister also expressed concern over the European Union&#8217;s initial response, which he described as delayed and limited.</p><p>&#8220;A clearer and stronger public response is necessary to uphold the European Union&#8217;s commitment to preventing atrocity crimes, rejecting hate speech and combating historical revisionism,&#8221; the letter states.</p><p>In the document, Konjufca calls on the EU to openly and clearly condemn Minister Paunoviq&#8217;s statement, remind Serbian institutions that such statements are incompatible with European values and the accession process, and address the issue in political dialogue with Serbia and in the process of European integration.</p><p>He also asked Kallas to hold a meeting or telephone conversation on the matter as soon as possible.</p><p>In concluding the letter, Konjufca stressed that Kosovo remains committed to multiethnic democracy, the rule of law and the protection of the rights of all communities. He underlined that ethnic cleansing and collective punishment remain unacceptable in every form.</p>

										<content:encoded><![CDATA[<html><head></head><body><p>Ministri në detyrë i Punëve të Jashtme dhe Diasporës, Glauk Konjufca, i ka dërguar letër Përfaqësueses së Lartë të Bashkimit Evropian për Politikë të Jashtme dhe Siguri, Kaja Kallas, ku kërkon që BE-ja të mbajë qëndrim më të fortë ndaj deklaratës së ministres serbe Snezhana Paunoviq.</p><p>Paunoviq kishte deklaruar se, po të gjendej në vend të Sllobodan Millosheviqit në vitin 1998, do ta kishte spastruar etnikisht Kosovën.</p><p>Në letrën drejtuar Kallasit, Konjufca e konsideron këtë deklaratë si “lavdërim të qëllimshëm të krimeve të luftës”, nxitje të urrejtjes dhe rrezik për paqen e stabilitetin në Ballkanin Perëndimor.</p><p>Ai vlerëson se fjalët e një ministreje në detyrë nuk mund të paraqiten si një gabim i zakonshëm. Sipas Konjufcës, intervista e saj përmbante retorikë revizioniste dhe armiqësore, e cila cenon dialogun për normalizimin e raporteve ndërmjet Kosovës dhe Serbisë.</p>

<p>Ministri në detyrë ka shprehur po ashtu shqetësim për reagimin e parë të Bashkimit Evropian, të cilin e ka cilësuar si të vonuar dhe të kufizuar.</p><p>“Një reagim publik më i qartë dhe më i fuqishëm është i domosdoshëm për të mbështetur angazhimin e Bashkimit Evropian për parandalimin e krimeve mizore, refuzimin e gjuhës së urrejtjes dhe luftimin e revizionizmit historik”, thuhet në letër.</p><p>Në dokument, Konjufca kërkon që BE-ja ta dënojë hapur dhe qartë deklaratën e ministres Paunoviq, t’u rikujtojë institucioneve serbe se deklarata të tilla nuk përputhen me vlerat evropiane dhe procesin e anëtarësimit, si dhe ta trajtojë këtë çështje në dialogun politik me Serbinë dhe në procesin e integrimit evropian.</p><p>Ai i ka kërkuar gjithashtu Kallasit që sa më shpejt të zhvillojnë një takim ose një bisedë telefonike për këtë çështje.</p><p>Në përmbyllje të letrës, Konjufca thekson se Kosova vazhdon të jetë e angazhuar për demokracinë shumetnike, sundimin e ligjit dhe mbrojtjen e të drejtave të të gjitha komuniteteve. 										<content:encoded><![CDATA[<p>Deputy Prime Minister and acting Minister of Foreign Affairs and Diaspora, Glauk Konjufca, held a meeting with Italy’s Deputy Minister of Foreign Affairs and International Cooperation, Edmondo Cirielli, with relations between the two countries and the latest political developments at the center of the talks.</p>
<p>According to a statement from the Ministry of Foreign Affairs and Diaspora, the meeting discussed Kosovo’s path toward the European Union, its goal of joining NATO, as well as the political situation in the country, including the process of forming the new government.</p>
<p>The talks also addressed economic cooperation between Kosovo and Italy, focusing on expanding trade exchanges, strengthening economic cooperation and advancing joint projects.</p>
<p>Konjufca expressed gratitude to the Italian deputy minister for the continuous support Italy has provided to Kosovo at all stages of state-building, underlining that Italy continues to be one of the country’s most important international partners.</p>
<p>According to the Ministry of Foreign Affairs and Diaspora, the meeting was held in a friendly and constructive atmosphere, reaffirming the commitment of both states to deepen cooperation in all areas of mutual interest.</p>
