According to him, frequent rotations at the head of key ministries are not simply administrative changes, but evidence of structural problems in the way the government is run.

Kikia stressed that within one year, Lamallari had headed two ministries: he served as Minister of Justice for six months and then took charge of the Ministry of the Interior.

“I do not believe Lamallari performed well, and I do not believe this was entirely his responsibility. Ministries cannot be changed every three weeks as if they were parking attendants. Rapid and frequent moves within institutions indicate either instability or a lack of vision,” he said.

During the discussion, the journalist also highlighted the widespread notion that the Ministry of the Interior is merely a “police ministry,” primarily concerned with public order and the fight against crime. He recalled that, since the government of Fatos Nano, when the separation between public order and local government began, the structure of these ministries has undergone several rounds of mergers and divisions.

Assessing the latest change, Kikia said it was also linked to territorial reform and the demands of local government.

Gjatë diskutimit, gazetari solli në vëmendje edhe idenë e përhapur se Ministria e Brendshme është vetëm një “ministri policie”, e lidhur kryesisht me rendin dhe luftën ndaj krimit. Ai rikujtoi se, që prej kohës së qeverisjes së Fatos Nanos, kur nisi ndarja mes rendit publik dhe pushtetit vendor, struktura e këtyre dikastereve ka kaluar disa herë në procese bashkimi dhe ndarjeje.

Në vlerësimin për ndryshimin e fundit, Kikia tha se ai lidhet edhe me reformën territoriale dhe kërkesat e pushtetit vendor.
