The licenses for “Kosovo A” and “Kosovo B,” the two power plants that account for most of the country’s domestic electricity production, expire on October 4.

If the Board of the Energy Regulatory Office (ERO) is not established by that date, there will be no functioning body able to decide on extending the licenses of the two power plants.

The ERO told Radio Free Europe that, in the absence of extended licenses, the Kosovo Energy Corporation (KEK) will have no legal basis to continue production.

However, the responsible institutions have not provided a specific explanation of what could happen after October 4 if no solution to the deadlock is found by then.

Radio Free Europe asked the ERO and KEK whether the expiration of the licenses would lead to a halt in production, and whether there was any legal solution for the temporary continuation of operations.

Neither institution answered these questions.

A possible halt to KEK’s production would significantly increase Kosovo’s dependence on imports, while experts warn of risks to the security of supply and high financial costs.

The obstacle is the lack of a quorum at the ERO

Decision-making on licensing energy producers falls under the authority of the ERO Board, which currently cannot make decisions because two members and the chairperson are missing.

The process of filling the vacant positions has begun. The Ministry of Economy has published the list of candidates selected for the two member positions and for the post of chairperson of the Board.

However, the procedure remains dependent on the Assembly. After being selected, the candidates must be sent to the Government, which then forwards them to the Assembly for a vote.

The final decision on appointing the Board members is made by lawmakers.

“The list of candidates will be sent once the legal conditions have been met, including the constitution of the Assembly, since the appointment of the ERO Board is ultimately the responsibility of the Assembly of Kosovo,” the Ministry of Economy said in a response to Radio Free Europe.

Meanwhile, KEK has submitted requests to the ERO to extend the licenses for “Kosovo A” and “Kosovo B.” According to the ERO, its professional staff have already reviewed the applications, but a final decision cannot be made.

“Without establishing the legal quorum, a final decision cannot be made regarding KEK’s applications,” the ERO said.

Possible consequences after October 4

According to the regulator, once the licenses expire, production may continue only if there is a valid decision by the Board.

However, the ERO has not clarified whether this would mean an immediate halt to KEK’s operations after the licenses expire.

KEK also did not answer whether it has an alternative plan in the event that October 5 finds the company without extended licenses.

The issue is particularly important because of the role KEK’s power plants play in Kosovo’s energy system.

ERO data for last year show that domestic energy production, including renewable sources, stood at 5.298 gigawatt-hours (GWh), while total demand reached 6.944 GWh.

KEK’s power plants produced 4.687 GWh, or more than 88 percent of the energy produced domestically.

Meanwhile, hydropower plants and other renewable sources generated around 611.5 GWh.

Domestic production covered more than 76 percent of consumer demand in total, while the remainder was supplied through imports.

Consequently, a possible shutdown of “Kosovo A” and “Kosovo B” would significantly increase the need for supplies from abroad.

Njazi Thaçi: An unprecedented situation

Former KEK director Njazi Thaçi describes the situation as unusual and unacceptable.

“It is unimaginable for the units to be shut down because their licenses are not extended. This is an unprecedented case. Kosovo cannot be left relying solely on energy production from renewable sources,” Thaçi told Radio Free Europe.

He stressed that alternative sources do not have sufficient capacity to replace the output of KEK’s power plants.

“Kosovo does not have sufficient production from alternative sources. This is an urgent matter that requires a solution, and political entities must bear in mind the need to find a way to constitute the Assembly,” he added.

The Assembly of Kosovo has not yet completed the constitution process that began on August 6, and no date has been set for the continuation of the session.

Before the session was called to continue, Vetëvendosje, the winner of the latest elections, and the Democratic League of Kosovo, now in opposition, held negotiations on a political agreement that also included the issue of the future president.

On the afternoon of August 31, the two parties announced that they had reached an agreement on Bekim Sejdiu as a presidential candidate, but it remains unknown how the constitution of the institutions will proceed from here.

Risk of higher import costs

Energy expert Ethem Çeku says that, even in the face of the complicated institutional situation, with a caretaker government and no functioning Assembly, a legal solution must be found to prevent the licenses from expiring without the possibility of extension.

Without such a solution, Çeku says, Kosovo would become far more dependent on electricity imports.

“This would create a cost of hundreds of millions of euros, which would initially fall on the state budget and would then be reflected directly on citizens through energy tariffs,” he told Radio Free Europe.

Çeku estimates that if imports were to increase significantly, the supplier could ask the Government for compensation or a subsidy to cover the additional costs.

Supplying consumers is the responsibility of the Kosovo Electricity Supply Company (KESCO).

KESCO obtains most of its energy from KEK, while it covers the gap between domestic production and demand through imports.

“In the event of changes in the supply and demand balance, KESCO takes the necessary measures to secure energy, in accordance with the legal and regulatory framework and market conditions,” the company told Radio Free Europe.

Radio Free Europe asked KESCO how much energy would need to be imported if KEK’s production were halted and what the cost of such a scenario would be.

The company did not provide figures, arguing that it could not make estimates for hypothetical scenarios. According to KESCO, the amount and cost of imports depend on the specific circumstances and market conditions at that time.

Nevertheless, energy imports already cost Kosovo hundreds of millions of euros.

During 2025, the country spent around 240 million euros purchasing electricity from abroad, at an average price of 146 euros per megawatt-hour (MWh).

Less than five weeks before the licenses expire, there is still no clarity about the fate of production at “Kosovo A” and “Kosovo B” if the ERO Board is not made functional by October 4. / RFE

ZRRE-ja i ka thënë Radios Evropa e Lirë se, në mungesë të licencave të zgjatura, Korporata Energjetike e Kosovës (KEK) nuk do të ketë bazë ligjore për ta vijuar prodhimin.

Megjithatë, institucionet përgjegjëse nuk kanë dhënë një sqarim konkret për atë që mund të ndodhë pas 4 tetorit, nëse deri atëherë nuk gjendet zgjidhje për bllokadën.

Radio Evropa e Lirë kërkoi të dijë nga ZRRE-ja dhe KEK-u nëse skadimi i licencave do të sillte ndërprerjen e prodhimit, si dhe nëse ekziston ndonjë zgjidhje ligjore për vijimin e përkohshëm të aktivitetit.

Asnjëri prej dy institucioneve nuk iu përgjigj këtyre pyetjeve.

Një ndalim i mundshëm i prodhimit të KEK-ut do ta shtonte ndjeshëm varësinë e Kosovës nga importi, ndërsa ekspertët paralajmërojnë rrezik për sigurinë e furnizimit dhe shpenzime të larta financiare.

Pengesë është mungesa e kuorumit në ZRRE

Vendimmarrja për licencimin e prodhuesve të energjisë i takon Bordit të ZRRE-së, i cili aktualisht nuk mund të marrë vendime për shkak të mungesës së dy anëtarëve dhe kryesuesit.

Procesi për plotësimin e vendeve vakante ka nisur. Ministria e Ekonomisë ka bërë publike listën e kandidatëve të përzgjedhur për dy pozitat e anëtarëve dhe për postin e kryesuesit të Bordit.

Megjithatë, procedura mbetet e varur nga Kuvendi. Pas përzgjedhjes, kandidatët duhet t’i dërgohen Qeverisë, e cila më pas i përcjell në Kuvend për votim.

Vendimi për emërimin e anëtarëve të Bordit merret përfundimisht nga deputetët.

“Lista e kandidatëve do të dërgohet pasi të plotësohen kushtet ligjore, duke përfshirë konstituimin e Kuvendit, pasi emërimi i Bordit të ZRRE-së është përfundimisht kompetencë e Kuvendit të Kosovës”, thuhet në përgjigjen e Ministrisë së Ekonomisë për Radion Evropa e Lirë.

Ndërkohë, KEK-u i ka paraqitur ZRRE-së kërkesat për zgjatjen e licencave të “Kosovës A” dhe “Kosovës B”. Sipas ZRRE-së, stafi profesional i ka shqyrtuar tashmë aplikacionet, por vendimi përfundimtar nuk mund të merret.

“Pa krijimin e kuorumit ligjor, nuk mund të merret vendim përfundimtar lidhur me aplikacionet e KEK-ut”, deklaron ZRRE-ja.

Pasojat e mundshme pas 4 tetorit

Sipas rregullatorit, pas përfundimit të vlefshmërisë së licencave, prodhimi mund të vazhdojë vetëm nëse ekziston një vendim i vlefshëm i Bordit.

ZRRE-ja nuk ka sqaruar, megjithatë, nëse kjo do të nënkuptojë ndalimin e menjëhershëm të punës së KEK-ut pas skadimit të licencave.

As KEK-u nuk iu përgjigj pyetjes nëse ka një plan alternativ për rastin kur 5 tetori e gjen kompaninë pa licenca të vazhduara.

Çështja është veçanërisht e rëndësishme për shkak të rolit që kanë termocentralet e KEK-ut në sistemin energjetik të Kosovës.

Të dhënat e ZRRE-së për vitin e kaluar tregojnë se prodhimi i brendshëm i energjisë, duke përfshirë edhe burimet e ripërtëritshme, ishte 5.298 gigavat-orë (GWh), ndërsa kërkesa totale arriti në 6.944 GWh.

Termocentralet e KEK-ut prodhuan 4.687 GWh, ose më shumë se 88 për qind të energjisë së prodhuar në vend.

Ndërkaq, hidrocentralet dhe burimet e tjera të ripërtëritshme gjeneruan rreth 611.5 GWh.

Prodhimi vendor mbuloi në total mbi 76 për qind të kërkesës së konsumatorëve, ndërsa diferenca u sigurua nga importi.

Për rrjedhojë, ndërprerja e mundshme e “Kosovës A” dhe “Kosovës B” do ta rriste ndjeshëm nevojën për furnizim nga jashtë.

Njazi Thaçi: Situatë e paprecedent

Ish-drejtori i KEK-ut, Njazi Thaçi, e vlerëson situatën si të pazakontë dhe të papranueshme.

“Është e paimagjinueshme që blloqet të ndalen për shkak se nuk vazhdohet licenca. Ky është një rast i paprecedent. Kosova nuk mund të mbetet vetëm me prodhimin e energjisë nga burimet e ripërtëritshme”, thotë Thaçi për Radion Evropa e Lirë.

Ai thekson se burimet alternative nuk kanë kapacitet të mjaftueshëm për ta zëvendësuar prodhimin e termocentraleve të KEK-ut.

“Kosova nuk ka prodhim të mjaftueshëm nga burimet alternative. Kjo është kërkesë urgjente, e cila kërkon zgjidhje, dhe subjektet politike duhet ta kenë parasysh që të gjejnë mënyrën për konstituimin e Kuvendit”, shton ai.

Kuvendi i Kosovës nuk e ka përfunduar ende konstituimin e nisur më 6 gusht, ndërsa nuk është caktuar një datë për vazhdimin e seancës.

Para thirrjes së vazhdimit të seancës, Lëvizja Vetëvendosje, fituese e zgjedhjeve të fundit, dhe Lidhja Demokratike e Kosovës, tashmë në opozitë, zhvilluan negociata për një marrëveshje politike ku përfshihej edhe çështja e presidentit të ardhshëm.

Më 31 gusht, pasditen, të dyja partitë njoftuan se kishin arritur pajtim për Bekim Sejdiun si kandidat për president, por ende nuk dihet se si do të procedohet më tej me konstituimin e institucioneve.

Rreziku për koston e importeve

Eksperti i çështjeve energjetike, Ethem Çeku, thotë se edhe përballë situatës së ndërlikuar institucionale, me një Qeveri në detyrë dhe pa Kuvend funksional, duhet të gjendet një zgjidhje ligjore për të shmangur skadimin e licencave pa mundësi vazhdimi.

Pa një zgjidhje të tillë, sipas Çekut, Kosova do të varej shumë më tepër nga importi i energjisë elektrike.

“Kjo do të krijonte një kosto prej qindra miliona eurosh, e cila fillimisht do të binte mbi buxhetin e shtetit dhe më pas do të reflektohej drejtpërdrejt te qytetarët përmes tarifave të energjisë”, deklaron ai për Radion Evropa e Lirë.

Çeku vlerëson se, nëse importet do të rriteshin ndjeshëm, furnizuesi mund t’i kërkonte Qeverisë kompensim ose subvencionim për shpenzimet shtesë.

Furnizimi i konsumatorëve është përgjegjësi e Kompanisë Kosovare për Furnizim me Energji Elektrike (KESCO).

KESCO e siguron pjesën kryesore të energjisë nga KEK-u, ndërsa hendekun mes prodhimit në vend dhe kërkesës e mbulon me importe.

“Në rast të ndryshimeve në bilancin e furnizimit dhe kërkesës, KESCO ndërmerr masat e nevojshme për sigurimin e energjisë, në përputhje me kuadrin ligjor dhe rregullativ dhe kushtet e tregut”, thanë për Radion Evropa e Lirë nga kjo kompani.

Radio Evropa e Lirë e pyeti KESCO-n se çfarë sasie energjie do të duhej të importohej në rast të ndalimit të prodhimit të KEK-ut dhe sa do të ishte kostoja e këtij skenari.

Kompania nuk dha shifra, duke argumentuar se nuk mund të bëjë vlerësime për skenarë hipotetikë. Sipas saj, sasia dhe kostoja e importeve varen nga rrethanat konkrete dhe kushtet e tregut në atë periudhë.

Megjithatë, importi i energjisë i kushton tashmë Kosovës qindra miliona euro.

Gjatë vitit 2025, vendi shpenzoi rreth 240 milionë euro për blerjen e energjisë elektrike nga jashtë, me çmim mesatar prej 146 eurosh për megavat-orë (MWh).

The Independent Trade Union Federation of Kosovo (BSPK) has reacted following the deaths of four workers of the Kosovo Energy Corporation (KEK), expressing its condolences to their families, colleagues and all the workers of the corporation.

In a statement to the media, BSPK called for the tragedy not to be turned into a means of conflict between trade unions or into attacks against particular individuals.

The union rejected statements by officials of the New KEK Trade Union who, according to BSPK, have attempted to portray the federation and its president as indifferent to workers’ safety and rights.

BSPK considers that the division and fragmentation of trade unions weaken workers’ representative power. According to the federation, trade union engagement must be demonstrated through the continuous identification of risks, the improvement of working conditions and the implementation of measures to prevent accidents.

In its reaction, BSPK said that the trade union organization from which the latest statements originated has not been part of it for more than two years. For this reason, according to BSPK, its representatives are not authorized to speak on behalf of the Independent Trade Union Federation of Kosovo.

BSPK also rejected the characterization of its president as “self-appointed,” emphasizing that he was elected through the unanimous vote of delegates at the BSPK’s IX Congress.

The Independent Trade Union Federation of Kosovo announced that it would continue its cooperation with the Independent KEK Trade Union, the Board of Directors and the corporation’s management, with the aim of improving safety and working conditions, as well as fulfilling workers’ demands.

“A worker is not protected by one trade unionist fighting another. A worker is protected when organized trade union power is directed against danger, injustice and any condition that undermines the right to safe work, dignity and life,” BSPK said in its reaction.

Bashkimi i Sindikatave të Pavarura të Kosovës (BSPK) ka reaguar pas humbjes së jetës së katër punëtorëve të Korporatës Energjetike të Kosovës (KEK), duke u shprehur ngushëllime familjarëve, bashkëpunëtorëve dhe të gjithë punëtorëve të kësaj korporate.

Përmes një komunikate për media, BSPK-ja ka kërkuar që tragjedia të mos shndërrohet në mjet për konflikte mes organizatave sindikale dhe as për sulme ndaj personave të caktuar.

Sindikata ka kundërshtuar deklaratat e zyrtarëve të Sindikatës së Re të KEK-ut, të cilët, sipas BSPK-së, janë përpjekur ta portretizojnë atë dhe kryetarin e saj si indiferentë ndaj sigurisë dhe të drejtave të punëtorëve.

BSPK-ja vlerëson se ndarja dhe fragmentarizimi i sindikatave e zbehin fuqinë përfaqësuese të punëtorëve. Sipas saj, angazhimi sindikal duhet të dëshmohet përmes identifikimit të vazhdueshëm të rreziqeve, avancimit të kushteve të punës dhe marrjes së masave për parandalimin e aksidenteve.

Në reagimin e saj, BSPK ka bërë të ditur se organizata sindikale prej së cilës kanë ardhur deklaratat e fundit nuk është pjesë e saj prej më shumë se dy vjetësh. Për këtë arsye, përfaqësuesit e saj, sipas BSPK-së, nuk kanë autorizim të flasin në emër të Bashkimit të Sindikatave të Pavarura të Kosovës.

Gjithashtu, BSPK-ja ka hedhur poshtë përkufizimin e kryetarit të saj si “i vetëquajtur”, duke theksuar se ai është zgjedhur përmes votës unanime të delegatëve të Kongresit IX të BSPK-së.

“Today, working conditions and the level of safety for workers were reviewed. It was assessed that the situation is extremely serious, while the Kosovo Energy Corporation is largely lacking protective equipment and safety measures. The leadership decided to organise protests. Tomorrow we will hold a symbolic protest, while on Wednesday gatherings will be held in all three divisions, starting at 8:00 a.m. Through them, we will express our opposition to the lack of protective equipment and show solidarity with the families of workers who have lost their lives,” Jashari said.

He expressed concern over the recent incidents in which their colleagues lost their lives.

“They came to work to give their contribution, their sweat and their best, so that Kosovo could have light,” he said.

Sindikata e Re e Korporatës Energjetike të Kosovës ka zhvilluar një mbledhje të jashtëzakonshme të kryesisë, ku në fokus ishin aksidentet dhe humbjet e jetëve të punëtorëve në vendet e punës.

U vlerësua se gjendja është jashtëzakonisht e rëndë, ndërsa në Korporatën Energjetike të Kosovës mungojnë në masë të madhe pajisjet mbrojtëse dhe masat e sigurisë. Kryesia vendosi të organizojë protesta. Nesër do të zhvillojmë një protestë simbolike, ndërsa të mërkurën tubimet do të mbahen në të tri divizionet, duke nisur nga ora 8:00 e mëngjesit. Përmes tyre do të shprehim kundërshtimin ndaj mungesës së pajisjeve mbrojtëse dhe do të solidarizohemi me familjet e punëtorëve që kanë humbur jetën”, deklaroi Jashari.

Ai shprehu shqetësim për incidentet e fundit, në të cilat jetën e humbën kolegët e tyre.

“Ata erdhën në punë për të dhënë kontributin, djersën dhe maksimumin e tyre, që Kosova të ketë dritë”, u shpreh ai.

Protestat do të zhvillohen në Divizionin e Prodhimit të Qymyrit, si dhe në divizionet e Termocentralit “Kosova A” dhe “Kosova B”.
