Kosovo’s institutions have announced the completion of excavation work at three sites in the Kalludër and Jabukë areas of Zubin Potok. Human remains were discovered at these locations and are suspected of being connected to the 23 people who went missing during the war in Kosovo, known as the “Group of Intellectuals.”

Ten bone remains have so far been sent to the DNA laboratory in The Hague. A conclusion on whether they belong to missing persons will be reached only after all forensic examinations and genetic analyses have been completed.

Acting Minister for Labour, Family and the Values of the Liberation War, Andin Hoti, said the families of the missing are now closer to uncovering the truth and achieving justice. He called on them to wait until the procedures are completed.

Hoti said the families of the 23 missing people, also known as the group of intellectuals or the Ademi Ademi group, were going through a difficult day. Speaking also as a family member of a missing person, he stressed that they were closer to the truth and justice than ever before. According to him, four potentially criminal Serbian suspects have so far been arrested for allegedly participating in the crimes committed.

The minister added that more than 1,500 families continue to await information about the fate of their relatives, including his own family.

He explained that the samples taken in recent days from the remains found would be sent to The Hague, to the laboratory of the International Commission on Missing Persons. There, they will be compared with blood samples provided by family members over more than 20 years, before final identification is carried out.

Hoti stressed that DNA analyses are essential to establish whether the remains belong to the 23 missing people. He criticized Serbia for its lack of cooperation and said Serbian authorities continued to withhold information in their possession that could help clarify the fate of the missing.

According to him, Serbia still maintains a “criminal mindset,” which was not present only during the 1990s but continues today. Hoti mentioned attempts to organize state honors for Serbian war criminal Ratko Mladić, who committed crimes in Bosnia and Herzegovina, as well as the fact that the Serbian state does not acknowledge the guilt, crimes and genocide committed against Kosovo, Bosnia and Croatia.

He recalled that the issue of missing persons had also been discussed in talks held over the years in Brussels. According to Hoti, Serbia’s classified archives remain closed despite requests for them to be made available.

Prosecutor Florije Shamolli said the case of the 23 missing people had been under investigation for seven years. She said the evidence and suspicions gathered had directed the investigation toward this group, but identification could not be confirmed without the results of DNA testing and other expert examinations.

Shamolli announced that three people are currently in pretrial detention as suspects, while additional evidence is needed for the proceedings to continue. She explained that the DNA, cause of death and other details concerning the human remains must be established.

The prosecutor urged family members not to trust unconfirmed information and to contact her office for any official updates. She said she would remain available until the case was concluded and that, if an indictment was filed, the trial would be public.

Agron Limani, head of the Government Commission on Missing Persons, described the discovery of the mass graves as the result of several years of work by Kosovo’s institutions, rather than an operation that began only during the past month.

Limani said the victims had not only been deprived of their right to live, but also of the possibility of having a grave where their families could remember them. According to him, for the families of the 23 people, the discovery of the remains could remove this second obstacle—the inability to commemorate them.

Florim Elshani, head of the Sector for the Investigation of Persons Missing During the War at the Directorate for the Investigation of War Crimes, said investigative work on the case had been conducted over a long period but had intensified particularly since 2024.

He explained that on November 27, the exact location of the first grave was determined. Only after the work began did teams of anthropologists, forensic doctors, archaeologists and forensic experts determine that the size and conditions of the grave could not correspond to such a large group of people.

According to Elshani, this finding led to an intensification of investigative efforts and the locating of the second grave. After two or three days, the third mass grave was also identified, from which at least 23 bodies or individual remains have so far been recovered.

Valon Hyseni of the Institute of Forensic Medicine said the completion of the excavations did not mark the end of the process. According to him, the main work was continuing in the laboratory, where the human remains were being examined, samples were being taken and sent for DNA analysis.

Hyseni confirmed that at least 10 bone remains had so far been transported to the DNA laboratory in The Hague. The first results are expected soon, and only afterward will it be possible to determine whom the remains belong to.

Kushtrim Gara, a member of the Government Commission on Missing Persons, said the site where the work was being carried out was the first mass-grave location. The other two sites are in the same area, while the third location is about 300 meters away and the second about 1 kilometer away as the crow flies, in the village of Jabukë.

Gara said the remains of 13 people, or at least 13 individuals, had been found and exhumed at the site. He explained that the official number would be determined by the Institute of Forensic Medicine after the forensic examinations and DNA identification had been completed.

Excavations in the two villages of Zubin Potok began on July 28, 2026.

Three people are being investigated in connection with the case: J.R., M.J. and M.B. They are suspected of the criminal offense of “War crimes against the civilian population” and are in pretrial detention.

About 1,560 people from the last war continue to be considered missing in Kosovo.

Institucionet e Kosovës kanë njoftuar për përfundimin e punimeve të gërmimit në tri pika të zonës së Kalludrës dhe Jabukës, në Zubin Potok. Në këto lokacione janë zbuluar mbetje mortore, të cilat dyshohet se mund të lidhen me 23 personat e zhdukur gjatë luftës në Kosovë, të njohur si “Grupi i intelektualëve”.

Dhjetë mbetje kockore janë dërguar deri tani në laboratorin e ADN-së në Hagë. Përfundimi nëse ato u përkasin personave të zhdukur pritet vetëm pasi të mbyllen të gjitha ekzaminimet mjekoligjore dhe analizat gjenetike.

Ministri në detyrë për Punë, Familje dhe Vlerat e Luftës Çlirimtare, Andin Hoti, deklaroi se familjarët e të zhdukurve janë tashmë më pranë zbardhjes së së vërtetës dhe vendosjes së drejtësisë. Ai u bëri thirrje atyre të presin deri në përfundimin e procedurave.

Hoti tha se familjet e 23 personave të zhdukur, të cilët njihen edhe si grupi i intelektualëve ose grupi Ademi Ademit, po kalojnë një ditë të rëndë. Duke folur edhe si familjar i një personi të zhdukur, ai theksoi se ata ndodhen më afër së vërtetës dhe drejtësisë se më parë. Ai sqaroi se mostrat e marra gjatë ditëve të fundit nga mbetjet e gjetura do të dërgohen në Hagë, në laboratorin e Komisionit Ndërkombëtar për Personat e Zhdukur. Atje ato do të krahasohen me mostrat e gjakut të dhëna nga familjarët gjatë më shumë se 20 viteve, përpara se të bëhet identifikimi përfundimtar.

Hoti theksoi se analizat e ADN-së janë të domosdoshme për të vërtetuar nëse mbetjet i përkasin 23 personave të zhdukur. Ai kritikoi Serbinë për mungesën e bashkëpunimit dhe tha se autoritetet serbe vazhdojnë të mos japin informacionet që posedojnë për zbardhjen e fatit të të zhdukurve.

Sipas tij, Serbia ruan ende një “mendësi kriminale”, e cila nuk ka qenë e pranishme vetëm gjatë viteve ’90, por vazhdon edhe sot. Hoti përmendi përpjekjet për nderime shtetërore ndaj kryekriminelit serb Ratko Mlladiq, i cili ka kryer krime në Bosnje Hercegovina, si dhe faktin që shteti serb nuk pranon fajin, krimet dhe gjenocidin e kryer ndaj Kosovës, Bosnjës e Kroacisë.

Ai kujtoi se çështja e personave të zhdukur është diskutuar edhe në bisedimet e zhvilluara ndër vite në Bruksel. Sipas Hotit, arkivat e klasifikuara serbe vazhdojnë të mbahen të mbyllura, pavarësisht kërkesave për vënien e tyre në dispozicion.

Prokurorja Florije Shamolli deklaroi se rasti i 23 personave të zhdukur po hetohet prej shtatë vitesh. Ajo tha se provat dhe dyshimet e mbledhura i drejtojnë hetimet te ky grup, por identifikimi nuk mund të konfirmohet pa rezultatet e ADN-së dhe ekspertizave të tjera.

Shamolli bëri të ditur se aktualisht tre persona ndodhen në paraburgim si të dyshuar, ndërsa për vijimin e procedurës nevojiten prova shtesë. Ajo sqaroi se duhet të përcaktohen ADN-ja, shkaku i vdekjes dhe të kryhen ekzaminime të tjera mbi mbetjet mortore.

Prokurorja u kërkoi familjarëve të mos u besojnë informacioneve të pakonfirmuara dhe të drejtohen në zyrën e saj për çdo të dhënë zyrtare. Ajo tha se do të jetë në dispozicion deri në përfundimin e rastit dhe se, nëse ngrihet aktakuzë, gjykimi do të jetë publik.

Kryesuesi i Komisionit Qeveritar për Persona të Zhdukur, Agron Limani, e cilësoi zbulimin e varrezave masive si rezultat të një angazhimi disavjeçar të institucioneve të Kosovës, dhe jo si një punë të nisur vetëm gjatë muajit të fundit.

Limani tha se viktimave jo vetëm që iu mor e drejta për të jetuar, por edhe mundësia për të pasur një varr ku familjarët do t’i përkujtonin. Sipas tij, për familjet e 23 personave, zbulimi i mbetjeve mund të heqë këtë pengesë të dytë të pamundësisë për përkujtim.

Florim Elshani, shef i Sektorit për Hetimin e Personave të Zhdukur gjatë Luftës pranë Drejtorisë për Hetimin e Krimeve të Luftës, tha se puna hetimore për këtë rast është zhvilluar për një periudhë të gjatë, por është intensifikuar veçanërisht nga viti 2024.

Ai shpjegoi se më 27 nëntor u bë përcaktimi i saktë i vendndodhjes së varrit të parë. Vetëm pas nisjes së punimeve, ekipet e antropologëve, mjekoligjorëve, arkeologëve dhe ekspertëve të forenzikës konstatuan se hapësira dhe kushtet e varrit nuk mund të përputheshin me një grup kaq të madh personash.

Kjo gjetje, sipas Elshanit, çoi në intensifikimin e veprimeve hetimore dhe në lokalizimin e varrit të dytë. Pas dy-tri ditësh u identifikua edhe varri i tretë masiv, nga ku deri tani janë nxjerrë të paktën 23 trupa ose mbetje individësh.

Valon Hyseni nga Instituti i Mjekësisë Ligjore tha se përfundimi i gërmimeve nuk shënon mbylljen e procesit. Sipas tij, puna kryesore vijon në laborator, ku po kryhen ekzaminimet e mbetjeve mortore, po merren mostrat dhe po dërgohen për analiza të ADN-së.

Hyseni konfirmoi se të paktën 10 mbetje kockore janë transportuar deri tani në laboratorin e ADN-së në Hagë. Rezultatet e para priten së shpejti dhe vetëm pas tyre mund të përcaktohet se kujt u përkasin mbetjet.

Anëtari i Komisionit Qeveritar për Persona të Zhdukur, Kushtrim Gara, bëri të ditur se pika ku po zhvilloheshin punimet është lokacioni i parë i varrit masiv. Dy lokacionet e tjera ndodhen në të njëjtën zonë, ndërsa lokacioni i tretë është rreth 300 metra larg dhe i dyti rreth 1 kilometër larg në vijë ajrore, në fshatin Jabukë.

Gara tha se nga lokacioni janë gjetur dhe zhvarrosur mbetje mortore të 13 personave, ose të paktën të 13 individëve. Ai sqaroi se numri zyrtar do të përcaktohet nga Instituti i Mjekësisë Ligjore, pasi të përfundojnë ekzaminimet mjekoligjore dhe identifikimi përmes ADN-së.

Gërmimet në dy fshatrat e Zubin Potokut nisën më 28 korrik 2026.

Për këtë rast po hetohen tre persona: J.R., M.J dhe M.B. Ata dyshohen për veprën penale “Krime lufte kundër popullsisë civile” dhe ndodhen në paraburgim.

Në Kosovë vijojnë të konsiderohen të zhdukur rreth 1 mijë e 560 persona nga lufta e fundit.

Excavations are underway in Kalludër, Zubin Potok, as part of efforts to determine the fate of people who remain listed as missing from the last war in Kosovo.

The site was visited today by Mitrovica Mayor Faton Peci and Deputy Mayor Enis Osmani. The remains of people who went missing during the war are being sought in the area.

In a statement following the visit, Peci described the issue of missing persons and war crimes as one of the deepest wounds that continues to weigh on Kosovar society.

He wrote that, even after more than two decades, Kosovo continues to have open graves, while the wounds inflicted by the war are still bleeding.

Peci criticized Serbia, saying it has not apologized for the crimes committed during the war in Kosovo. According to him, Mitrovica paid the highest price for freedom.

Speaking about northern Kosovo, the Mitrovica mayor said that cemeteries also bear witness to the traces of history and the Albanian presence in these lands.

According to Peci, nothing can conceal the truth, because blood does not disappear and the soil does not allow crime to remain buried.

He also drew attention to the suffering of the relatives of missing persons, who for nearly three decades have lived with waiting, pain, and the search for their loved ones.

Peci stressed that these families still keep alive the hope that one day they will be able to lay flowers on the graves of their relatives.

Në Kalludër të Zubin Potokut po kryhen gërmime në kuadër të përpjekjeve për të sqaruar fatin e personave që vazhdojnë të figurojnë të zhdukur nga lufta e fundit në Kosovë.

Punimet janë vizituar sot nga kryetari i Komunës së Mitrovicës, Faton Peci, dhe nënkryetari Enis Osmani. Në këtë zonë po kërkohen trupat e personave të pagjetur gjatë luftës.

Në reagimin e tij pas vizitës, Peci e ka cilësuar çështjen e të pagjeturve dhe të krimeve të luftës si një prej plagëve më të rënda që vazhdon të rëndojë mbi shoqërinë kosovare.

Ai ka shkruar se, edhe pas më shumë se dy dekadash, Kosova vazhdon të ketë varre të hapura, ndërsa plagët e shkaktuara nga lufta ende kullojnë.

Peci ka drejtuar kritika ndaj Serbisë, duke thënë se ajo nuk ka kërkuar falje për krimet e kryera gjatë luftës në Kosovë. Sipas tij, Mitrovica ka paguar çmimin më të lartë për lirinë.

Duke folur për veriun e Kosovës, kryetari i Mitrovicës ka deklaruar se varrezat janë gjithashtu dëshmi të gjurmëve të historisë dhe të pranisë shqiptare në këto troje.

Sipas Pecit, asgjë nuk mund ta fshehë të vërtetën, pasi gjaku nuk humbet dhe dheu nuk e lejon krimin të mbetet i mbuluar.

Ai ka sjellë në vëmendje edhe vuajtjen e familjarëve të personave të pagjetur, të cilët prej afër tri dekadash jetojnë mes pritjes, dhimbjes dhe kërkimit për më të dashurit e tyre.

Peci ka theksuar se këto familje ende mbajnë gjallë shpresën se një ditë do të kenë mundësi të vendosin lule mbi varret e familjarëve të tyre.
