Acting President of Kosovo Albulena Haxhiu presented former U.S. Congressman Joe DioGuardi and his wife, Shirley Cloyes DioGuardi, with their decrees granting them Kosovo citizenship during a special ceremony on Monday.

Joe DioGuardi and Shirley Cloyes DioGuardi are among the American figures who have strongly supported the Kosovo Albanians and the process of its independence.

After the ceremony, DioGuardi addressed Kosovo’s politicians and citizens with a message on overcoming the institutional crisis, calling for the country’s president to be elected as soon as possible. He also urged Albanians to remain attentive and vigilant, saying that Kosovo faces well-prepared opponents seeking to disrupt the balance and destabilize the Balkans.

While DioGuardi appealed for the president to be elected, ideas and calls for him to take the post himself also began circulating in the public sphere.

Albanian-American activist Ramazan Bekteshi has proposed that Joe DioGuardi be elected president of Kosovo, while also raising the question of whether being born outside Kosovo’s territory would constitute a legal obstacle.

Bekteshi explained that DioGuardi officially became a citizen of the Republic of Kosovo on August 24, 2026, but pointed out that his candidacy would face the legal requirement of permanent residence in Kosovo for at least 10 years.

According to Bekteshi, the idea should be viewed more as a hypothetical and satirical scenario in political terms, while he praised DioGuardi’s many years of support for Kosovo.

“I want Joseph DioGuardi to become President of Kosovo! To be President of Kosovo, do you have to have been born in Kosovo? Under Article 85 of the Constitution of the Republic of Kosovo, any citizen of the Republic of Kosovo who is at least 35 years old may be elected president. The Constitution does not require the person to have been born in Kosovo,” Bekteshi wrote.

Albanian publicist Adriatik Riza Dosti considers it possible for DioGuardi to hold an honorary role at the head of state.

Dosti said that several U.S. congressmen and senators, including DioGuardi, could hold the status of president of Kosovo or special adviser to the president. He described the granting of Kosovo citizenship to DioGuardi as long overdue.

“For what they have done for Albania and, especially, for Kosovo, DioGuardi in particular, as well as two or three other American congressmen and senators—including Dole and Engel, who unfortunately are no longer alive—could have held and could hold the status of President of Kosovo or special adviser to the President of Kosovo.

“The way Kosovo citizenship was granted to DioGuardi is completely normal in my view—indeed, overdue. Everyone who has contributed and continues to contribute to Kosovo over the years should be honored and respected in various ways,” Dosti told Bota sot.

According to him, DioGuardi could be declared honorary president, while the president of the Republic should be a Kosovo Albanian, an intellectual figure and someone who serves the national interest and unity.

“I am absolutely of the opinion that Kosovo’s president should be a Kosovo Albanian, an intellectual figure who strongly serves the national interest and unity, rather than political parties or their leaders. In a way, he should be a national symbol in his own right. Therefore, he should also be national and consensual, above everyone else, for the good of the country and its people—a factor of unity, not division.

“In DioGuardi’s particular case, considering his age and health, I would agree that he should be Honorary President of Kosovo for as long as he lives. DioGuardi is something of an exception because he is of Albanian family origin. His father was an Arbëresh, was born in the Arbër lands and has purely Albanian blood—something DioGuardi and his family themselves have made public several times and many years ago,” the publicist said.

Analyst Gani Qarri believes that DioGuardi, even if elected president, would receive the full support of the United States.

In comments to the newspaper Bota sot, Qarri described him as the best advocate for Kosovo and the Albanian people in the United States.

“His Excellency, Mr. Joseph DioGuardi, is the number one and only prestigious Albanian candidate of international renown who, even as president of the Republic of Kosovo, would consistently enjoy the unwavering support of the United States. He would also have the U.S. Congress itself as a secure shield and permanent vanguard for advancing Kosovo’s cause—the Congress being the decision-making ‘home’ of the United States, where Mr. DioGuardi’s political engagement has continued successfully for more than 40 years.

“Joseph DioGuardi is very well known to everyone in the U.S. Congress and state politics for his tireless contribution and continued commitment to Kosovo, from the meetings organized in Congress on Kosovo to the discussions of prominent senators such as Tom Lantos, Bob Dole, Alfonse D’Amato and Dana Rohrabacher, among others, as well as the resolutions passed almost unanimously by the United States in support of Kosovo and the Albanian national cause.

“DioGuardi was the first Albanian-American voting member of the U.S. Congress. In 1989, he also founded the Albanian American Civil League, the first organization of its kind in the United States. Shirley Cloyes DioGuardi, Joseph DioGuardi’s wife and ‘Adviser on Balkan Affairs,’ has consistently assisted Mr. DioGuardi in the successful leadership of this renowned Albanian organization.”

Qarri also recalled DioGuardi’s visits to Kosovo and his efforts to raise awareness among U.S. institutions about the situation of the Albanians.

“Joseph DioGuardi was and remains the best advocate for Kosovo and the Albanian people in the United States. In May 1990, together with Senator Tom Lantos, who was also a Holocaust survivor, he visited Kosovo, becoming—along with Lantos—the first senior U.S. officials to experience firsthand the terrifying political situation and learn the tragic truth on the ground, seeing with their own eyes the suffering of Albanians under the state terror of the Serbian occupiers.

“Only about three months later, in August 1990, Mr. DioGuardi visited Kosovo together with Mr. Bob Dole, who on August 29, 1990, brought six other U.S. senators with him. This is also considered a historic visit to Kosovo. In 1998, Joseph DioGuardi visited Kosovo again, this time with Dana Rohrabacher, to learn in as much detail as possible about the sorrowful wartime crisis and the humanitarian catastrophe caused by Serbia against Kosovo’s Albanians,” Qarri said.

The analyst believes DioGuardi could serve as a unifying figure for Albanian political entities and as a further bridge between Kosovo and the United States.

Qarri linked the proposal to the current institutional situation, which he described as a turbulent period of political uncertainty that, in his view, has been continuing for nearly two years.

He criticized the clashes and blockades between the parties, warning that they were damaging the functioning of the state and making it more difficult to form a stable government.

In such circumstances, Qarri considers DioGuardi a potentially acceptable name for all Albanian political entities.

“There are more than sufficient arguments for Mr. Joseph DioGuardi, after receiving citizenship, to be unanimously appointed and elected by acclamation, in the highest ceremonial form, by all Albanian parties in the Assembly as President of the Republic of Kosovo,” Qarri emphasized.

According to him, DioGuardi is a “patriotic Albanian-Arbëresh with more than half a century of political and diplomatic experience,” and could therefore be a “unique and unrefusable candidate for all parliamentary entities.”

Qarri said DioGuardi enjoys broad respect among Albanians because, for more than four decades, he has contributed, in his view, to the cause of Albanians in Kosovo, Illyrida, Çamëria, Eastern Kosovo and the Albanian lands in Montenegro.

“The CEREMONIAL appointment of Joseph DioGuardi as president is made virtually insurmountable by his long and sincere contribution, which was all the more successful and carried out at the most critical moments in unwavering support of Kosovo, our national cause, and the human, educational and national rights of members of the Albanian people throughout all our ethnic lands,” the analyst said.

Referring to the August 26 meeting between acting Prime Minister Albin Kurti and LDK leader Lumir Abdixhiku, Qarri expressed hope that DioGuardi’s name had been among the candidates discussed for president.

“I hope that at the August 26 meeting between Prime Minister Kurti and Mr. Abdixhiku, among the names proposed by the two parties in discussions, Mr. DioGuardi’s name was honored by being among the first,” he wrote.

According to Qarri, the citizenship granted to DioGuardi and his wife could be the first step toward his broader involvement in Kosovo’s political life.

He stressed that DioGuardi has special merits for Kosovo’s liberation, independence, survival and state-building.

“Mr. Joseph DioGuardi has special merits and has contributed for several decades—substantially and tirelessly—without ever stopping, right up to the present day,” Qarri emphasized.

The analyst also proposed changing the way the president is elected, arguing that the current institutional crisis could push the political class to amend the Constitution.

Qarri believes that the president should not be elected solely by the Assembly, but directly by the citizens of Kosovo.

“The deadlock over electing the head of state will sooner or later force the political establishment to amend the Constitution and revise its provisions on the election of the president in a more solid manner—not by the Assembly, but by the people of Kosovo,” Qarri wrote.

He called for the change to be implemented urgently in order to avoid a repetition of crises that, according to him, have been linked for nearly two years to the inability to secure a quorum of 80 lawmakers in session.

Qarri also called for the removal of the criterion requiring a presidential candidate to have lived in Kosovo during the previous 10 years.

“It is enough for him to be an Albanian, an intellectual and a proven patriot,” he wrote, noting that figures such as DioGuardi or Faton Bislimi could contribute to Kosovo from the United States as well.

According to him, the importance of the United States as a center of global politics makes the involvement of influential Albanian figures in that country essential. He also mentioned the headquarters of the Security Council and the United Nations, where Kosovo seeks to join as an independent state with full rights.

Qarri believes that such an objective can be achieved only with the support of the United States and figures who command respect and influence in American politics, among them Joseph DioGuardi.

Another advantage DioGuardi has, according to Qarri, is his many years of experience in the U.S. Congress and the relationships he has built with important political figures in the United States.

“DioGuardi as President of Kosovo, at a time like this and amid the turbulent moments in global politics, is the only Albanian candidate who would consistently enjoy U.S. support and would have the U.S. Congress itself as a secure shield and permanent guardian of Kosovo’s cause,” Qarri further emphasized.

He recalled that the U.S. Congress had been the center of DioGuardi’s political activity, through which he had worked for more than 40 years on behalf of Kosovo and the Albanian national cause.

In this context, Qarri mentioned the meetings held on Kosovo, discussions by prominent congressmen and resolutions adopted almost unanimously in support of Kosovo and the Albanian national issue.

The analyst also discussed DioGuardi’s role in supporting Albanians in what was then Macedonia, particularly efforts to open the University of Tetovo.

According to Qarri, the establishment of the first Albanian-language university for Albanians in Illyrida was more than a human-rights issue, as it represented a vital national interest.

He also recalled a statement DioGuardi made during a ceremony at which he was awarded the title of “Honoris Causa” by the University of Kosovo. On that occasion, DioGuardi stated that he had not been motivated by money or financial benefits during his activities.

“DioGuardi was never deceived by money or by even the greatest temptations of financial gain. Instead, always and every time, he gave priority solely to the national cause, which for him was and remained number one,” Qarri said.

Qarri added that DioGuardi had devoted his entire life to the cause of Kosovo and the Albanians in Illyrida, linking this commitment also to efforts to establish the University of Tetovo.

In conclusion, he described DioGuardi as a multifaceted figure with extensive political experience and broad knowledge of international diplomacy.

Qarri considers it an honor and a source of pride for Kosovo if DioGuardi were to receive the support of all Albanian lawmakers, regardless of their party affiliation.

“Therefore, it would be a special honor and source of pride for the state and people of Kosovo if a multifaceted figure such as Mr. DioGuardi, with extensive political experience and broad knowledge of international diplomacy, secured the votes of all Albanian lawmakers, regardless of party,” Qarri concluded.

He urged institutions and political parties not to squander this opportunity, saying that such a figure could serve as a factor of unity, help consolidate Kosovo’s institutions, strengthen relations with the United States, advance its Euro-Atlantic path and support its goal of membership in the United Nations.

Joe DioGuardi dhe Shirley Cloyes DioGuardi janë ndër figurat amerikane që kanë mbështetur fuqishëm shqiptarët e Kosovës dhe procesin e pavarësisë së saj.

Pas ceremonisë, DioGuardi iu drejtua politikës dhe qytetarëve të Kosovës me një mesazh për tejkalimin e krizës institucionale, duke kërkuar që presidenti i vendit të zgjidhet sa më shpejt. Bekteshi ka sqaruar se DioGuardi u bë zyrtarisht shtetas i Republikës së Kosovës më 24 gusht 2026, por ka vënë në dukje se kandidatura e tij do të përballej me kërkesën ligjore për banim të përhershëm në Kosovë për së paku 10 vjet.

Sipas Bekteshit, kjo ide duhet parë më tepër si një skenar hipotetik dhe satirik në planin politik, ndërsa ai ka vlerësuar kontributin shumëvjeçar të DioGuardit në mbështetje të Kosovës.

“Dua Joseph DioGuardi të bëhet President i Kosovës! Për të qenë President i Kosovës a duhet të kesh lindur në Kosovë? Sipas Nenit 85 të Kushtetutës së Republikës së Kosovës, President mund të zgjidhet çdo shtetas i Republikës së Kosovës që ka mbushur 35 vjeç. Kushtetuta nuk kërkon që personi të ketë lindur në Kosovë”, ka shkruar Bekteshi.

Publicisti shqiptar Adriatik Riza Dosti e sheh të mundshme që DioGuardi të ketë një rol nderi në krye të shtetit.

Dosti ka deklaruar se disa kongresmenë dhe senatorë amerikanë, përfshirë DioGuardin, do të mund të mbanin statusin e presidentit të Kosovës ose të këshilltarit special të presidentit. Ai e cilëson të vonuar dhënien e shtetësisë së Kosovës për DioGuardin.

Për momentin e rastin e DiGuardit, mendoj këtu edhe moshën e gjendjen shëndetësore të tij, do të isha dakord që ai të ishte President Nderi i Kosovës përderisa të jetë gjallë. Sepse DiGuardi bën një lloj përjashtimi, pasi është me origjinë familjare shqiptare. Babai i tij është arbëresh, ka lindur në trojet arbërore dhe ka gjak puro shqiptar, çka e ka bërë publike disa herë dhe shumë kohë më parë vetë DiGuardi dhe familja e tij”, shprehet publicisti.

Analisti Gani Qarri beson se DioGuardi, edhe nëse do të zgjidhej president, do të kishte mbështetje të plotë nga Shtetet e Bashkuara të Amerikës.

Qarri ka rikujtuar edhe vizitat e DioGuardit në Kosovë dhe angazhimin e tij në sensibilizimin e institucioneve amerikane për situatën e shqiptarëve.

“Josepch DioGuardi ishte dhe mbetet edhe sot, avokati më i mirë i Kosovës dhe popullit shqiptare në SHBA, i cili në maj të vitit 1990 bashkë me senatorin Tom Lantos (që ishte edhe i mbijetuar i holokaustit) vizitoi Kosovën duke u bërë-dy zyrtarët e parë të lartë amerikanë që përjetuan nga afër situatën tmerruese politike dhe mësuan të vërtetën e rëndë tragjike në vend të ngjarjes, duke e parë me sytë e vet, vuajtjet e shqiptarëve nga terrori shtetëror i okupatorëve serb.

Vetëm rreth tre muaj më vonë, pra në gusht të vitit1990, z. DioGuardi vizitoi Kosovën bashkë me z. Bob Doll i cili më 29 gusht 1990 kishte marrë me vete edhe 6 senatorë të tjerë amerikanë, që konsiderohet edhe si vizitë historike në Kosovë, ndërsa më 1998, Josepch DioGuardi vizitoi sërish Kosovën, tani me DANA ROCHBACHER për t’u informuar sa më në detaje mbi krizën e trishtueshme të luftës dhe katastrofën humanitare të shkaktuar nga Serbia ndaj shqiptarëve në Kosovë”, thekson Qarri.

Analisti mendon se DioGuardi mund të shërbejë si figurë unifikuese për subjektet politike shqiptare dhe si urë lidhëse e mëtejshme mes Kosovës dhe SHBA-së.

Qarri e lidh këtë propozim me situatën e tanishme institucionale, të cilën e përshkruan si një periudhë të trazuar politike dhe pasiguri që, sipas tij, po vazhdon prej gati dy vitesh.

Ai ka kritikuar përplasjet dhe bllokadat ndërmjet partive, duke paralajmëruar se ato po dëmtojnë funksionimin e shtetit dhe po e vështirësojnë formimin e një qeverie të qëndrueshme.

Në një rrethanë të tillë, Qarri e konsideron DioGuardin një emër potencialisht të pranueshëm për të gjitha subjektet politike shqiptare.

“Janë argumente më tepër se të mjaftueshme, që z. Joseph DioGuardi, pas marrjes së shtetësisë të emërohet në mënyrë unanime dhe votohet me aklamacion në formën më të lartë ceremoniale në Kuvend nga të gjitha partitë shqiptare edhe për president të Republikës së Kosovës”, potencon Qarri.

Qarri vlerëson se DioGuardi gëzon respekt të gjerë te shqiptarët, pasi për më shumë se katër dekada ka kontribuar, sipas tij, për shqiptarët në Kosovë, Iliridë, Çamëri, Kosovën Lindore dhe në trojet shqiptare nën Mal të Zi.

“Emërimin CEREMONIAL të Joseph DioGuardit për president e bën pothuajse të patejkalueshëm vetë kontributi i tij i gjatë dhe i sinqertë, e për aq më tepër edhe shumë i suksesshëm dhe i realizuar gjithmonë në momentet më kritike për mbështetjen e pakursyer të Kosovës, çështjes tonë kombëtare dhe të drejtat njerëzore, arsimore e kombëtare të pjesëtarëve të popullit shqiptar në të gjitha trojet tona etnike”, shprehet analisti.

Duke iu referuar takimit të 26 gushtit mes kryeministrit në detyrë Albin Kurti dhe kryetarit të LDK-së, Lumir Abdixhiku, Qarri shpreson që emri i DioGuardit të ketë qenë pjesë e kandidatëve të diskutuar për president.

“Shpresojë që edhe në takimin e 26 gushtit të kryeministrit Kurti me z. Abdixhiku në kuadër të emrave të propozuar nga të dy subjektet bashkëbiseduese, ndër vendet e para, të jetë nderuar emri i z. DioGuardi”, shkruan ai.

Sipas Qarrit, shtetësia e dhënë DioGuardit dhe bashkëshortes së tij mund të jetë hapi i parë i një angazhimi më të gjerë të tij në jetën politike të Kosovës.

Ai thekson se DioGuardi ka merita të veçanta për çlirimin, pavarësinë, mbijetesën dhe shtetndërtimin e Kosovës.

“Z. Joseph DioGuardi ka merita të veçanta dhe ka kontribuuar për disa dekada, shumë dhe pareshtur, pa u ndaluar asnjëherë deri në ditët e sotme”, thekson Qarri.

Analisti propozon gjithashtu ndryshimin e mënyrës së zgjedhjes së presidentit, duke argumentuar se kriza aktuale institucionale mund ta shtyjë klasën politike të ndërhyjë në Kushtetutë.

Qarri mendon se presidenti nuk duhet të zgjidhet vetëm nga Kuvendi, por drejtpërdrejt nga qytetarët e Kosovës.

“Ngërçi për zgjedhjen e të parit të shtetit, herët a vonë do ta detyrojë kastën politike për ndryshimin e Kushtetutës dhe përshtatjen në mënyrë më solide, të neneve të saj për zgjedhjen e presidentit, jo më nga Kuvendi por nga populli i Kosovës”, shkruan Qarri.

Ai kërkon që ky ndryshim të realizohet me urgjencë, për të shmangur përsëritjen e krizave që, sipas tij, prej gati dy vitesh lidhen me pamundësinë për të siguruar kuorumin prej 80 deputetësh në seancë.

Qarri kërkon edhe largimin e kriterit që kandidati për president duhet të ketë jetuar në Kosovë gjatë 10 viteve të fundit.

“Mjafton të jetë shqiptar dhe intelektual e atdhetar i dëshmuar”, shkruan ai, duke përmendur se personalitete si DioGuardi apo Faton Bislimi mund të japin kontribut për Kosovën edhe nga Shtetet e Bashkuara.

Sipas tij, rëndësia e SHBA-së si qendër e politikës botërore e bën të domosdoshëm angazhimin e figurave shqiptare me ndikim në këtë vend. Ai përmend edhe selinë e Këshillit të Sigurimit dhe Organizatën e Kombeve të Bashkuara, ku Kosova synon të anëtarësohet si shtet i pavarur me të drejta të plota.

Qarri beson se një objektiv i tillë mund të arrihet vetëm me mbështetjen e SHBA-ve dhe të personaliteteve që kanë respekt e ndikim në politikën amerikane, mes të cilëve ai rendit edhe Joseph DioGuardin.

Një tjetër avantazh i DioGuardit, sipas Qarrit, është përvoja e tij shumëvjeçare në Kongresin Amerikan dhe marrëdhëniet e krijuara me figura të rëndësishme politike në SHBA.

“DioGuardi President i Kosovës, aktualisht dhe në këto momente të trazuara të politikës globale, është i vetmi kandidat shqiptar, i cili do ta gëzonte në vijimësi mbështetjen e SHBA-ve dhe do ta kishte mburojë të sigurt e gardian të përhershëm të çështjes së Kosovës vet Kongresin Amerikan”, thekson mes tjerash Qarri.

Ai kujton se Kongresi Amerikan ka qenë qendra e veprimtarisë politike të DioGuardit, i cili për më shumë se 40 vite është angazhuar për Kosovën dhe kauzën kombëtare shqiptare.

Në këtë kuadër, Qarri përmend mbledhjet e zhvilluara për Kosovën, diskutimet e kongresistëve të njohur dhe rezolutat që janë miratuar pothuajse unanimisht në mbështetje të Kosovës dhe çështjes kombëtare shqiptare.

Analisti ndalet edhe te roli i DioGuardit në mbështetjen e shqiptarëve në Maqedoninë e atëhershme, veçanërisht në përpjekjet për hapjen e Universitetit të Tetovës.

Sipas Qarrit, krijimi i universitetit të parë në gjuhën shqipe për shqiptarët në Iliridë ishte më shumë se një çështje e të drejtave njerëzore, pasi përbënte një interes jetik kombëtar.

Ai rikthen në vëmendje edhe një deklaratë të DioGuardit gjatë ceremonisë ku u nderua me titullin “Honoris Causa” nga Universiteti i Kosovës. Në atë rast, DioGuardi kishte deklaruar se nuk ishte joshur nga paratë apo përfitimet financiare gjatë veprimtarisë së tij.

“DioGuardi asnjëherë nuk është mashtruar nga paratë as joshjet sado të mëdha për përfitime monetare, por gjithmonë e çdo herë, i ka dhënë përparësi vetëm çështjes kombëtare, që për të ishte e mbeti numër 1”, thotë Qarri.

Qarri shton se DioGuardi e ka përkushtuar gjithë jetën ndaj çështjes së Kosovës dhe shqiptarëve në Iliridë, duke e lidhur këtë angazhim edhe me përpjekjet për themelimin e Universitetit të Tetovës.

Në përfundim, ai e përshkruan DioGuardin si një figurë poliedrike, me përvojë të gjatë politike dhe njohuri të gjera në diplomacinë ndërkombëtare.

Qarri e konsideron nder dhe krenari për Kosovën nëse DioGuardi do të merrte mbështetjen e të gjithë deputetëve shqiptarë, pavarësisht përkatësisë partiake.

“Prandaj do të ishte nder dhe krenari e veçantë për shtetin dhe popullin e Kosovës, nëse një figurë poliedrike si z. DioGuardi me përvojë të gjatë politike e njohuri të gjera diplomatike ndërkombëtare, siguron votat e të gjithë deputetëve shqiptarë, pa dallim partie”, përfundon Qarri.

Ai u kërkon institucioneve dhe partive politike të mos e shpërdorojnë këtë mundësi, pasi një figurë e tillë, sipas tij, do të mund të shërbente si faktor bashkimi, të ndihmonte në konsolidimin institucional të Kosovës, në forcimin e marrëdhënieve me SHBA-në, në avancimin e rrugëtimit euroatlantik dhe në synimin për anëtarësim në Organizatën e Kombeve të Bashkuara.

Kosovo Prime Minister Albin Kurti held a meeting at the Office of the Prime Minister with Joe DioGuardi and Shirley Cloyes DioGuardi, who are now officially citizens of the Republic of Kosovo.

During the meeting, Kurti described them as longtime friends of Kosovo and expressed his gratitude for their decades-long commitment to supporting the Albanian cause and Kosovo, particularly in the United States of America, reports “Bota sot”.

According to the prime minister, in addition to being American citizens, Joe and Shirley DioGuardi now also belong to the Republic of Kosovo. He stressed that they have always stood firmly alongside the Albanian nation and people, while continuing to take an interest in developments in Kosovo and offer valuable ideas and contributions.

Kurti said that during the meeting he thanked them for their immeasurable contribution over nearly four decades, from the United States Congress to the Albanian American Civic League. Members of the League’s Board also took part in the discussion, which focused on their valuable engagement, unwavering dedication to their homeland, as well as current affairs and the future.

Joe DioGuardi, the first American congressman of Albanian origin, together with Tom Lantos, Bob Dole and Eliot Engel, was among the earliest and most powerful voices to support Kosovo at a time when the Albanian people most needed their voice to be heard around the world.

Kurti said that Kosovo was fortunate and blessed to have such ambassadors even at a time when the Republic of Kosovo did not have an embassy in the United States of America. For this reason, he emphasized that the state and people of Kosovo will always be grateful to them.

Kryeministri i Kosovës, Albin Kurti, ka zhvilluar një takim në Zyrën e Kryeministrit me Joe DioGuardin dhe Shirley Cloyes DioGuardin, të cilët tashmë janë zyrtarisht shtetas të Republikës së Kosovës.

Gjatë takimit, Kurti i cilësoi ata si miq të vjetër të Kosovës dhe shprehu mirënjohjen për angazhimin e tyre shumëvjeçar në mbështetje të çështjes shqiptare dhe të Kosovës, veçanërisht në Shtetet e Bashkuara të Amerikës, përcjell “Bota sot”.

Sipas kryeministrit, Joe dhe Shirley DioGuardi, përveç shtetësisë amerikane, tashmë i përkasin edhe Republikës së Kosovës. Ai theksoi se ata kanë qëndruar gjithmonë të palëkundur në krah të kombit dhe popullit shqiptar, ndërsa vijojnë të interesohen për zhvillimet në Kosovë dhe të ofrojnë ide e kontribut të çmuar.

Kurti bëri të ditur se gjatë takimit i falënderoi për kontributin e pamatshëm të dhënë përgjatë rreth katër dekadave, nga Kongresi i Shteteve të Bashkuara deri te Liga Qytetare Shqiptaro-Amerikane. The 37th anniversary of the founding of the Albanian American Civic League was marked with a seminar in Pristina on Tuesday. At the event, its founder, Joe DioGuardi, spoke about the challenges of advocating for the Albanian cause, particularly in the United States.

He said his decision to run for Congress was directly linked to the need for Albanians to have a voice in Washington.

DioGuardi said his Catholic upbringing and concern over the community’s inability to speak for itself prompted him to run for Congress. He added that today, he and Shirley are regarded as the father and mother of Kosovo.

“One of the reasons I ran for Congress was that, because of my Catholic upbringing, I was becoming increasingly concerned that this group of innocent people could not speak for themselves. So I had to speak for them in Washington. Today, together with Shirley, they call me the father and her the mother of Kosovo. If I had not run for Congress, perhaps there would be no Kosovo today. Do you understand that, or am I exaggerating?” he said, KosovaPress reports.

The friend of Kosovo warned that he may not return to the country if the political class fails to elect Kosovo’s president.

He urged politicians to show a willingness to compromise, stressing that the Serbs are mobilizing. DioGuardi also said he intends to convey this message to acting Prime Minister Albin Kurti during a meeting expected to take place today.

“I am here because, God forbid, if I return to the United States and we do not have a president for Kosovo… God forbid! You will never see me come back here if the political establishment—and I am talking about the political establishment now, not the people, not the justice system—I am talking about the people who are politically in charge here in Kosovo. If you do not see what is knocking at the door now, the Serbs are mobilizing… I never thought they would come back in this way, but they are coming back. I came here to make sure Kosovo does not come to an end. But if we do not have a president tomorrow, Kosovo is finished! The Serbs are dealing with this issue right now. And I call on all politicians to make the necessary compromises. And I hope we convey these words to the prime minister tomorrow, or today—I do not know when; I no longer even know my schedule,” DioGuardi said, KosovaPress reports.

The issue of the Specialist Chambers was also raised during the seminar. Steven Poëles, a lawyer specializing in criminal law and former defense counsel for Isak Musliu, a former KLA soldier accused of war crimes and crimes against humanity before the Tribunal for the former Yugoslavia, described it as scandalous that only one side in the conflict, Kosovo, is currently being prosecuted, while Serbia is not.

“And in just these last few moments, I will say a few words about the proceedings currently underway at the Kosovo Specialist Chambers, which are conducting trials in The Hague against KLA members over alleged conduct during the 1998–2000 period. It is, as far as I know, the only so-called international criminal tribunal—and it is international because it has international judges and international prosecutors—but it is the only international tribunal in the history of these tribunals, to my knowledge, that has prosecuted only one side in the conflict. That is scandalous when you think about it.”

Agim Aliçkaj, a member of the Albanian American Civic League and a prominent activist, highlighted one of the organization’s most important achievements.

According to him, the League helped organize the meeting between President Ibrahim Rugova and President Clinton in February 1994 through the efforts of Congressman Benjamin Gilman and Joe DioGuardi.

“One of the League’s most important achievements was helping to organize President Ibrahim Rugova’s meeting with President Clinton in February 1994 through the efforts of Congressman Benjamin Gilman and Joe DioGuardi. Although the meeting was brief, it was of extraordinary political importance. It sent a clear message to the world that Kosovo had become an issue of strategic importance to the United States,” Aliçkaj said.

The seminar, titled “A Promise Kept: AACL and Kosovo’s Path to Freedom and Independence,” was organized today by the Albanian American Foundation and the Kosovo-Israel Friendship Association. The event was held to mark the 37th anniversary of the Albanian American Civic League and the Albanian American Civic Foundation.

37-vjetori i themelimit të Ligës Qytetare Shqiptaro-Amerikane u shënua këtë të martë në Prishtinë me një seminar. Në aktivitet, themeluesi i saj, Joe DioGuardi, foli për vështirësitë e angazhimit në mbështetje të çështjes shqiptare, veçanërisht në Shtetet e Bashkuara të Amerikës.

Ai deklaroi se kandidimi i tij për postin e kongresistit lidhej drejtpërdrejt me nevojën që shqiptarët të kishin një zë në Uashington.

DioGuardi tha se edukimi i tij katolik dhe shqetësimi për pamundësinë e këtij komuniteti për të folur në emër të vet e shtynë të kandidonte për Kongres. Ai shtoi se sot, së bashku me Shirley-n, cilësohen si babai dhe nëna e Kosovës.

“Një nga arsyet pse kandidova për Kongres ishte se po shqetësohesha gjithnjë e më shumë, nisur nga edukimi im katolik, që ky grup njerëzish të pafajshëm nuk mund të fliste për veten. Prandaj duhej të flisja unë për ta në Uashington. Sot më quajnë, së bashku me Shirley-n, babai dhe nëna e Kosovës. Nëse nuk do të kisha kandiduar për Kongres, ndoshta sot nuk do të kishte Kosovë. A e kuptoni këtë, apo po e ekzagjeroj?”, tha ai, raporton KosovaPress.

Miku i Kosovës paralajmëroi se mund të mos rikthehet më në vend nëse klasa politike nuk arrin të zgjedhë presidentin e Kosovës.

Ai u bëri thirrje politikanëve të tregojnë gatishmëri për kompromis, duke theksuar se serbët po mobilizohen. DioGuardi tregoi gjithashtu se këtë mesazh synon t’ia përcjellë kryeministrit në detyrë, Albin Kurti, gjatë takimit që pritet të zhvillojë sot.

“Jam këtu sepse, Zoti na ruajt, nëse kthehem në Shtetet e Bashkuara dhe ne nuk kemi një president për Kosovën… Zoti na ruajt! Nuk do të më shihni kurrë të kthehem këtu nëse establishmenti politik – po flas për establishmentin politik tani, jo për njerëzit, jo për sistemin e drejtësisë – po flas për njerëzit që janë në krye politikisht këtu në Kosovë. Nëse nuk e shihni se çfarë po troket në derë tani, serbët po mobilizohen… Nuk e kisha menduar kurrë se do të riktheheshin në këtë mënyrë, por po rikthehen. Erdha këtu për t’u siguruar që Kosova të mos marrë fund. Por nëse nuk kemi një president nesër, Kosova ka marrë fund! Serbët po merren me këtë çështje pikërisht tani. Dhe u bëj thirrje të gjithë politikanëve të bëjnë kompromiset e nevojshme. Dhe shpresoj që t’ia përcjellim këto fjalë kryeministrit nesër, ose sot – nuk e di kur, nuk e di më as orarin tim”, tha DioGuardi, raporton KosovaPress.

Gjatë seminarit u ngrit edhe çështja e Gjykatës Speciale. Steven Poëles, avokati i specializuar në të drejtën penale dhe ish-mbrojtësi i Isak Musliut, ish-ushtar i UÇK-së i akuzuar për krime lufte kundër njerëzimit në Tribunalin për Ish-Jugosllavi, e cilësoi si skandaloze faktin që aktualisht ndiqet penalisht vetëm njëra palë e konfliktit, Kosova, dhe jo Serbia.

“Dhe vetëm në këto pak çaste të fundit, do të them disa fjalë për procedurat që vazhdojnë aktualisht në Dhomat e Specializuara të Kosovës, të cilat po zhvillojnë gjykime në Hagë ndaj anëtarëve të UÇK-së për sjellje të pretenduar gjatë periudhës 1998–2000. Është i vetmi, me sa di unë, i ashtuquajtur tribunal penal ndërkombëtar dhe është ndërkombëtar sepse ka gjyqtarë ndërkombëtarë dhe prokurorë ndërkombëtarë por është i vetmi tribunal ndërkombëtar në historinë e këtyre tribunaleve, me sa jam në dijeni, që ka ndjekur penalisht vetëm njërën palë të konfliktit. Kjo është skandaloze, kur mendon për të.”

Agim Aliçkaj, anëtar i Lidhjes Qytetare Shqiptaro-Amerikane dhe veprimtar i njohur, përmendi një prej arritjeve më të rëndësishme të kësaj organizate.

Sipas tij, Lidhja ndihmoi në organizimin e takimit mes presidentit Ibrahim Rugova dhe presidentit Clinton në shkurt të vitit 1994, me angazhimin e kongresmenit Benjamin Gilman dhe Joe DioGuardi-t.

“Një nga arritjet më të rëndësishme të Lidhjes ishte ndihma për organizimin e takimit të Presidentit Ibrahim Rugova me Presidentin Clinton në shkurt të vitit 1994, përmes përpjekjeve të kongresmenit Benjamin Gilman dhe Joe DioGuardi-t. Megjithëse takimi ishte i shkurtër, ai kishte një rëndësi të jashtëzakonshme politike. Ai i dërgoi një mesazh të qartë botës se Kosova ishte bërë një çështje me rëndësi strategjike për Shtetet e Bashkuara”, tha Aliçkaj.

Seminari me temën “Një Premtim i Mbajtur: AACL dhe Rruga e Kosovës Drejt Lirisë dhe Pavarësisë” u organizua sot nga Fondacioni Shqiptaro-Amerikan dhe Shoqata e Miqësisë Kosovë-Izrael. Aktiviteti u mbajt për të nderuar 37-vjetorin e Ligës Qytetare Shqiptaro-Amerikane dhe Fondacionit Qytetar Shqiptaro-Amerikan.

Former U.S. Congressman Joe DioGuardi and his wife, activist Shirley Cloyes DioGuardi, have officially been granted citizenship of the Republic of Kosovo. At a special ceremony, the citizenship decrees were presented to them by Kosovo’s acting president, Albulena Haxhiu.

Speaking after the ceremony, Haxhiu said she considered it a particular honor to grant citizenship to two figures who, she said, had supported Kosovo’s cause for decades. She said that, in her capacity as acting president, she was pleased to grant them citizenship of the Republic of Kosovo and welcomed them to their second country, thanking them both.

In her address, Shirley Cloyes DioGuardi highlighted her and Joe DioGuardi’s many years of work for Kosovo, as well as the activities of the Albanian American Civic League.

She singled out Joe DioGuardi’s trip to Belgrade in 1989, when he denounced in the United States the oppression and repression endured by Kosovo Albanians under Slobodan Milosevic’s regime.

According to her, DioGuardi raised the alarm over the risks of the situation in Kosovo as early as 1989. U.S. congressional records also show that he was among the voices warning about Kosovo after Milosevic had curtailed its autonomy.

Shirley Cloyes DioGuardi said their commitment continued for many years, until Kosovo declared independence on February 17, 2008.

She also mentioned their work in The Hague, where they advocated in support of Kosovo Albanians who, after the war, had faced imprisonment and persecution.

She stressed that their joint presence at this moment served as an opportunity to look back at history and remember the efforts required to bring down Slobodan Milosevic. According to her, in 2026, decisions can now be made about how to move forward.

Cloyes DioGuardi described the ceremony as a continuation of work begun decades earlier, emphasizing that Kosovo and its Albanians had been at the center of their political and diplomatic engagement.

Meanwhile, Joe DioGuardi spoke about the long journey that led to the creation of the state of Kosovo, as well as the challenges the country faces today, in his view.

He said that Kosovo’s formation as a state had been an extremely complex process. DioGuardi said that after the new state called Kosovo had been created, the nation called Kosovo now needed to be built, because a state alone is not enough; a nation is also needed.

DioGuardi expressed concern over current political and institutional developments, saying Kosovo must exercise caution during this period.

He stated that this nation is under attack from the enemies of the Albanian people.

Referring to the situation created after the elections, DioGuardi said that institutional developments could open the way for legal arguments that call into question the functioning of the state of Kosovo. He added that, although he did not wish to put it in those terms, caution must be exercised.

In his speech, he also recalled his engagement in The Hague and efforts to secure the release of Kosovo Albanians who, he said, had been imprisoned because of their resistance to Milosevic’s regime.

He also mentioned a book published in 1992, during the period when he had left the U.S. Congress. According to DioGuardi, the publication documents his activities and was prepared on the basis of his archives.

Joe DioGuardi was a U.S. congressman from 1985 to 1989. He later became directly involved in lobbying for the Albanian cause, with a particular focus on Kosovo. U.S. congressional documents identify him as the founder and president of the Albanian American Civic League, and show that he had raised the Kosovo issue in Congress since the late 1980s.

Shirley Cloyes DioGuardi has also testified before the U.S. Congress on the Kosovo issue and has served as an adviser on Balkan affairs at the Albanian American Civic League. In her testimony before Congress, she has argued for years for Kosovo’s rights and status.

Ish-përfaqësuesi në Kongresin amerikan, Joe DioGuardi, dhe bashkëshortja e tij, aktivistja Shirley Cloyes DioGuardi, kanë marrë zyrtarisht shtetësinë e Republikës së Kosovës. Në një ceremoni të posaçme, dekretet për shtetësi ua dorëzoi ushtruesja e detyrës së presidentes së Kosovës, Albulena Haxhiu.

Haxhiu u shpreh pas ceremonisë se e konsideronte nder të veçantë dhënien e shtetësisë për dy figura që, sipas saj, e kanë mbështetur çështjen e Kosovës për dekada. Ajo tha se, në cilësinë e u.d. Presidente, kishte kënaqësinë t’ua jepte shtetësinë e Republikës së Kosovës dhe u uroi mirëseardhje në shtetin e tyre të dytë, duke i falënderuar të dy.

Shirley Cloyes DioGuardi, në adresimin e saj, solli në vëmendje punën shumëvjeçare të saj dhe të Joe DioGuardit për Kosovën, si edhe veprimtarinë e Albanian American Civic League.

Ajo veçoi udhëtimin e Joe DioGuardit në Beograd më 1989, kur ai kishte denoncuar në Shtetet e Bashkuara shtypjen dhe represionin që shqiptarët e Kosovës përjetonin nën regjimin e Slobodan Millosheviqit.

Sipas saj, DioGuardi e kishte ngritur alarmin për rrezikun e situatës në Kosovë që në vitin 1989. Dokumentacioni i Kongresit amerikan dëshmon gjithashtu se ai ishte një nga zërat që paralajmëronin për Kosovën pasi Millosheviqi i kishte kufizuar autonominë.

Shirley Cloyes DioGuardi tha se angazhimi i tyre vijoi për shumë vite, deri në shpalljen e pavarësisë së Kosovës, më 17 shkurt 2008.

Ajo përmendi edhe punën e tyre në Hagë, ku u angazhuan për mbështetjen e shqiptarëve të Kosovës të cilët, pas luftës, ishin përballur me burgosje dhe ndjekje.

Ajo theksoi se prania e përbashkët në këtë moment shërben për t’iu kthyer historisë dhe për të kujtuar përpjekjet që u deshën për rrëzimin e Slobodan Millosheviqit. Sipas saj, në vitin 2026 tashmë mund të merren vendime për mënyrën se si duhet ecur përpara.

Cloyes DioGuardi e përshkroi ceremoninë si vijimësi të punës së nisur dekada më herët, duke nënvizuar se Kosova dhe shqiptarët e saj kanë qenë në qendër të angazhimit të tyre politik e diplomatik.

Ndërkohë, Joe DioGuardi u ndal te rrugëtimi i gjatë që çoi në krijimin e shtetit të Kosovës, si edhe te sfidat me të cilat, sipas tij, përballet sot vendi.

Ai vlerësoi se formimi i Kosovës si shtet kishte qenë një proces tejet i ndërlikuar. DioGuardi tha se, pasi ishte krijuar shteti i ri i quajtur Kosovë, tani duhej ndërtuar kombi i quajtur Kosovë, pasi nuk mjafton vetëm shteti, por nevojitet edhe kombi.

DioGuardi shfaqi shqetësim për zhvillimet aktuale në rrafshin politik dhe institucional, duke vlerësuar se Kosova duhet të tregojë kujdes gjatë kësaj periudhe.

Ai deklaroi se ky komb po sulmohet nga armiqtë e popullit shqiptar.

Duke iu referuar situatës së krijuar pas zgjedhjeve, DioGuardi tha se zhvillimet institucionale mund të hapin rrugë për argumente juridike që e vënë në diskutim funksionimin e shtetit të Kosovës. Ai shtoi se, edhe pse nuk dëshironte ta shprehte në këtë formë, duhet treguar kujdes.

Në fjalimin e tij, ai rikujtoi edhe angazhimin në Hagë dhe përpjekjet për lirimin e shqiptarëve të Kosovës, të cilët, sipas tij, ishin burgosur për shkak të rezistencës kundër regjimit të Millosheviqit.

Ai përmendi po ashtu një libër të botuar më 1992, në periudhën kur ishte larguar nga Kongresi amerikan. Sipas DioGuardit, botimi dokumenton veprimtarinë e tij dhe është përgatitur mbi bazën e arkivave të tij.

Joe DioGuardi ishte kongresmen amerikan nga viti 1985 deri më 1989. Më pas ai u përfshi drejtpërdrejt në lobimin për çështjen shqiptare, me theks të veçantë për Kosovën. Dokumentet e Kongresit amerikan e identifikojnë atë si themelues dhe president të Albanian American Civic League, si dhe tregojnë se ai e kishte ngritur çështjen e Kosovës në Kongres që nga fundi i viteve ’80.

Edhe Shirley Cloyes DioGuardi ka dëshmuar në Kongresin amerikan për çështjen e Kosovës dhe ka shërbyer si këshilltare për çështjet e Ballkanit në Albanian American Civic League. Në dëshmitë e saj para Kongresit, ajo ka argumentuar prej vitesh për të drejtat dhe statusin e Kosovës.

On 24 August 2026, at 11:17 a.m., the acting president of the Republic of Kosovo, Albulena Haxhiu, officially presented Kosovo citizenship decrees to two American figures, Joe DioGuardi and Shirley Cloyes DioGuardi.

The special ceremony was held at the Presidency.

Earlier, in an announcement published on 24 August 2026 at 8:15 a.m., the Office of the President had announced that the presentation of the decrees would take place at 11:00 a.m.

“At 11:00 a.m., the Acting President of the Republic of Kosovo, Albulena Haxhiu, will present the Kosovo citizenship decrees to Joe DioGuardi and Shirley Cloyes DioGuardi in a special ceremony,” the announcement said.

Joe DioGuardi, a former U.S. congressman and former head of the Albanian American Civic League, has lobbied in the United States for decades in support of Kosovo’s cause.

Shirley Cloyes DioGuardi has also worked to promote the rights of Albanians and Kosovo’s cause in American political circles.

Both are considered among the most dedicated Albanian-American lobbyists for Kosovo, particularly in Washington. Through their work, Joe and Shirley DioGuardi have become an important part of the history of Albanian-American lobbying in support of Kosovo.

Më 24.08.2026, në orën 11:17, ushtruesja e detyrës së presidentes së Republikës së Kosovës, Albulena Haxhiu, ua dorëzoi zyrtarisht dekretet e shtetësisë së Kosovës dy personaliteteve amerikane, Joe DioGuardit dhe Shirley Cloyes DioGuardit.

Më herët, në njoftimin e publikuar më 24.08.2026, në orën 08:15, Zyra e Presidentes kishte bërë të ditur se dorëzimi i dekretit do të mbahej në orën 11:00.

“Në orën 11:00, Ushtruesja e Detyrës së Presidentes së Republikës së Kosovës, Albulena Haxhiu, në një ceremoni të veçantë ua dorëzon dekretin e shtetësisë së Kosovës, Joe DioGuardit dhe Shirley Cloyes DioGuardit”, thuhej në njoftim.

Joe DioGuardi, ish-kongresist amerikan dhe ish-drejtues i Ligës Qytetare Shqiptaro-Amerikane, për dekada ka lobuar në Shtetet e Bashkuara në mbështetje të çështjes së Kosovës.

Shirley Cloyes DioGuardi është angazhuar gjithashtu për promovimin e të drejtave të shqiptarëve dhe të çështjes së Kosovës në qarqet politike amerikane.

Të dy konsiderohen ndër lobuesit më të përkushtuar shqiptaro-amerikanë për Kosovën, veçanërisht në Uashington. Përmes veprimtarisë së tyre, Joe dhe Shirley DioGuardi janë bërë pjesë e rëndësishme e historisë së lobimit shqiptaro-amerikan në mbështetje të Kosovës.
