Jeton Zulfaj, Kosovo’s chief negotiator for talks with the European Union, stressed that the path to EU membership is a collective effort involving all institutions, although the main coordinating responsibility rests with the dedicated integration mechanisms.

In a social media post, he explained that the daily activity of integration officials remains largely invisible to the public and consists of exchanging hundreds of electronic messages, processing dozens of documents, as well as phone calls and meetings to internationalize the work between institutions.

Zulfaj said that during a meeting with these professionals, he expressed gratitude for their contribution and discussed the obstacles and potential that the European journey presents.

According to him, human resources simultaneously determine difficulties and opportunities. He sees as a challenge the fact that implementing reforms requires qualified teams covering each sector within the 33 negotiating chapters with the EU, which touch every dimension of existence.

He pointed out that real transformation comes precisely from continuous reforms, legislation, and secondary regulations harmonized with the EU acquis, which consolidate democracy, drive national progress, and raise the quality of life for citizens.

In conclusion, Zulfaj praised the dedication of the integration staff, noting that most of them are scholarship recipients for studies in disciplines directly related to the European agenda.

He stressed that the parliamentary blockade has harmed not only the pace of reform implementation, but also access to EU funds intended for Kosovo’s development and integration.

“If the Assembly had been functional, all the steps would have been completed on time. Had we not faced the blockade in the Assembly, Kosovo would lead the region in fulfilling reforms,” Zulfaj wrote.

According to him, the outstanding steps will be submitted to the new legislature as soon as it is constituted.

Zulfaj announced that Kosovo’s next request for the release of funds is expected to be submitted on January 15, 2027. By the end of this year, institutions must complete dozens of other reform steps.

The EU Reform and Growth Facility was created to assist Western Balkan countries by financing reforms linked to economic development and European integration.

Kosova ka paraqitur kërkesën e saj të parë zyrtare për disbursimin e fondeve nga Instrumenti i Bashkimit Evropian për Reforma dhe Rritje. Në këtë kërkesë janë përfshirë reformat e përmbyllura deri më 30 qershor.

Lajmin e ka bërë publik Jeton Zulfaj, kryenegociator i Kosovës me BE-në dhe njëherësh Koordinator Kombëtar për Instrumentin për Reforma dhe Rritje. Ai njoftoi se dokumentacioni është dorëzuar brenda afatit të përcaktuar.

Sipas Zulfajt, kërkesa përfshin të gjitha masat e realizuara të parapara në Agjendën e Reformave, përfshirë edhe ato që janë finalizuar para kohës së caktuar.

Bashkimi Evropian do të ketë në dispozicion tre muaj për të shqyrtuar provat e paraqitura nga Kosova, ndërsa më pas do të vendoset për lirimin e mjeteve financiare.

“Nëse Kuvendi do të ishte funksional, të gjithë hapat do të arriheshin në kohë. Nëse nuk do të kishim bllokadën në Kuvend, Kosova do t’i printe rajonit në përmbushjen e reformave”, ka shkruar Zulfaj.

Hapat që kanë mbetur pa u realizuar do t’i dërgohen legjislaturës së re sapo ajo të konstituohet, sipas tij.

Zulfaj njoftoi se kërkesa e ardhshme e Kosovës për lirimin e fondeve pritet të paraqitet më 15 janar 2027. Deri në fund të këtij viti, institucionet duhet të përmbushin dhjetëra hapa të tjerë reformues.

Instrumenti i BE-së për Reforma dhe Rritje është krijuar për të ndihmuar shtetet e Ballkanit Perëndimor, duke financuar reforma që ndërlidhen me zhvillimin ekonomik dhe integrimin evropian.

In my capacity as National Coordinator for the Reform and Growth Facility, yesterday I submitted to the European Union, within the official deadline, the request for the release of funds for reforms completed by the June 30 deadline under the Reform Agenda.

This marks the first time that an official request has been submitted for the release of funds under the Reform and Growth Facility for completed reforms. Meanwhile, the request for pre-financing had already been submitted in 2024, and the pre-financing funds have already been released.

The document includes all completed reforms that had been planned for implementation by the end of June this year, as well as those completed ahead of schedule.

As I announced at the press conference on July 1, this request excludes six steps that could not be completed by June 30, within the additional deadline, due to the blockade in parliament. Five of them involved laws that had to pass through parliament, while one was a step that the caretaker government could not approve.

Had parliament been functional, all the steps would have been completed on time.

The consequences of the blockade in parliament are felt not only in the pace of reforms that facilitate and improve citizens’ lives, but also in European Union funds earmarked for investments in Kosovo’s development and integration into the EU.

Reforms remain a government priority. For this reason, all laws that did not pass in time will be submitted to the 11th legislature immediately after it is constituted.

The European Union has three months to assess the evidence of Kosovo’s reforms, while the release of funds is based on this assessment.

Kosovo will submit its next request for the release of funds on January 15, 2027. By December 31 of this year, dozens of reform steps must be completed, some of which have deadlines at the end of this year.

The reforms include laws, new strategies and the accompanying secondary legislation. For this reason, the role and responsibility of parliament are vital for their timely completion.

Although the reforms are demanding, as is the European Union accession process itself, Kosovo’s institutions have the willingness and capacity to ensure that every reform is implemented on time.

Indeed, without the blockade in parliament, Kosovo would be at the forefront of the region in fulfilling reforms.

I thank all institutions and officials who have taken part in implementing the reforms for their cooperation, as well as the coordinating structure for the European integration process at the Office of the Prime Minister for coordinating this process.

Kryenegociatori i Kosovës me Bashkimin Evropian, Jeton Zulfaj, ka njoftuar se vendi ka paraqitur brenda afatit zyrtar kërkesën e parë për disbursimin e fondeve nga Instrumenti i BE-së për Reforma dhe Rritje.

Kërkesa përfshin reformat e realizuara deri më 30 qershor, në kuadër të Agjendës së Reformave. Sipas Zulfajt, Bashkimi Evropian do të shqyrtojë dokumentacionin dhe dëshmitë e dorëzuara brenda tre muajve, para se të marrë vendim për lirimin e mjeteve.

Në kërkesë nuk janë përfshirë gjashtë masa reformuese që nuk u përmbyllën deri në afatin e caktuar për shkak të bllokadës në Kuvend. Pesë prej tyre lidhen me ligje që duhej të miratoheshin nga deputetët, ndërsa njëra nuk mund të aprovohej nga Qeveria në detyrë.

Zulfaj vlerësoi se mosfunksionimi i Kuvendit ka ndikuar në ngadalësimin e reformave dhe ka vënë në rrezik fondet e BE-së, të destinuara për zhvillimin dhe integrimin e Kosovës. Ai tha se ligjet që nuk u miratuan me kohë do t’i dërgohen legjislaturës së XI-të sapo të konstituohet.

Sikurse kam njoftuar në konferencën për media më 1 korrik, nga kjo kërkesë janë lënë jashtë 6 hapa që nuk arritën të përfundoheshin deri më 30 qershor, brenda afatit shtesë, për shkak të bllokadës në Kuvend. Pesë prej tyre përfshinin ligje që duhej të kalonin në Kuvend, ndërsa njëri ishte një hap që Qeveria në detyrë nuk mund ta aprovonte.

Po të ishte Kuvendi funksional, të gjithë hapat do të ishin përmbushur me kohë.

Pasojat e bllokadës në Kuvend ndihen jo vetëm në ritmin e reformave që e lehtësojnë dhe e përmirësojnë jetën e qytetarëve, por edhe te fondet e Bashkimit Evropian të parashikuara për investime në zhvillimin dhe integrimin e Kosovës në BE.

Reformat mbeten prioritet i qeverisë. Për këtë arsye, të gjitha ligjet që nuk kaluan brenda kohës do t’i procedohen legjislaturës së XI-të, menjëherë pas konstituimit të saj.

Bashkimi Evropian ka afat prej tre muajsh për të vlerësuar evidencën e reformave të Kosovës, ndërsa lirimi i fondeve bëhet mbi bazën e këtij vlerësimi.

Kosova do të paraqesë kërkesën e ardhshme për lirimin e fondeve më 15 janar 2027. Deri më 31 dhjetor të këtij viti duhet të realizohen dhjetëra hapa reformues, ku një pjesë e tyre kanë afat në fund të këtij viti.

Reformat përfshijnë ligje, strategji të reja dhe akte nënligjore që i shoqërojnë ato. Për këtë arsye, roli dhe përgjegjësia e Kuvendit janë jetike për përfundimin e tyre në kohë.

Në të vërtetë, pa bllokadën në Kuvend, Kosova do të ishte në krye të rajonit për përmbushjen e reformave.

Zulfaj said that discussions are taking place within LVV on various alternatives, but stressed that how they will take shape will also depend on the behavior and approach of other political parties toward the establishment of new institutions.

LVV has begun discussions on options for forming institutions

“The prime minister, the president of LVV, will first wait for the certification of the results. That is then the starting point for officially knowing how many mandates you have won, so that you can then speak on that basis. It is known, but as prime minister and president of the largest party, you have to wait for their certification in order to speak with certainty about who has how many seats, to do the arithmetic for constituting the institutions. I believe the prime minister, together with the LVV leadership, will review these scenarios based on the result… Certainly there are discussions (within LVV), but how these discussions will materialize. Last time we had the result and the proposal. Now we also have to see how the political spectrum approaches the creation of institutions,” he said.

He accused the former opposition parties of having obstructed the establishment of institutions in the past as well, mentioning the months-long delay in electing the speaker of the Assembly, even though, according to him, that position belonged to the largest parliamentary group.

Zulfaj added that the opposition at the time not only refused the offer of a governing coalition, but also did not accept LVV’s proposal for a consensual president, mentioning the name of Feride Rushiti.

Zulfaj: The former opposition is becoming an obstacle to the formation of new institutions

“Here I would mention two moments. First, the whole of last year went by, as you know, in drama in the Assembly over the speaker of the Assembly. In other words, the speaker of the Assembly belonged to the largest parliamentary group, and that is how it ended up, right? Why did they waste all that time to prove that the speaker of the Assembly again belonged to the largest parliamentary group? A waste of time, a complete waste of time. Meanwhile, there was also an offer for a governing coalition. They did not want a governing coalition either, so we went to elections. So, the speaker of the Assembly, which belonged to the Vetëvendosje Movement, they delayed for months, only for it to end up again belonging to the Vetëvendosje Movement. They refused a governing coalition for joint governance. And in the elections we won much more than on December 28, we won much more than in February. So not only did they waste our time with maneuvers in the Assembly, but in the end they also lost the elections. What is the result of this? In February, if I am not mistaken, it was February 14 when the new government was then formed. Only two days later, we ratified the Growth Plan, only two days later. We had the Assembly, we had the Government. After the loss of December 28, in the next moment they did not even accept the proposal for a consensual president… They did not accept either our proposal, or their proposal for president. In other words, they did not accept the proposal for a consensual president, the respected Ms. Feride Rushiti, nor did they accept our proposal regarding their proposals for president,” he declared.

The Central Election Commission published the final results of the June 7 elections on June 27.

According to these results, the Vetëvendosje Movement, in a pre-election coalition with Guxo and Alternativa, came first with 47.13% and secured 53 seats. The Democratic Party of Kosovo won 19.44% and 22 seats, the Democratic League of Kosovo 16.69% and 18 seats, while the Alliance won 6.74% and seven seats.

In addition to constituting the Assembly and forming the government, deputies of the eleventh legislature will also be tasked with electing the new president, for which the deadline is 60 days from the moment the Assembly is constituted.

Lëvizja Vetëvendosje ka hyrë tashmë në biseda të brendshme për mundësitë e formimit të institucioneve, por vendimet zyrtare do të pasojnë vetëm pas certifikimit të rezultateve të zgjedhjeve të 7 qershorit. Kështu u shpreh kryenegociatori i Kosovës me Bashkimin Evropian, Jeton Zulfaj.

Në “Intervista e Javës” në KosovaPress, Zulfaj theksoi se ky certifikim do të shërbejë si baza formale për të përcaktuar numrin e mandateve dhe për të analizuar skenarët për konstituimin e Kuvendit, formimin e institucioneve të reja dhe zgjedhjen e presidentit.

Sipas tij, Albin Kurti, si kryeministër dhe njëherësh kryetar i subjektit më të madh politik, duhet të presë përmbylljen e procesit zgjedhor para se të ecet më tej, në mënyrë që çdo llogaritje dhe qëndrim të mbështetet mbi rezultatet zyrtare.

Zulfaj tha se në kuadër të LVV-së po zhvillohen diskutime për alternativa të ndryshme, por theksoi se mënyra se si ato do të marrin formë do të varet edhe nga sjellja dhe qasja e partive të tjera politike ndaj ngritjes së institucioneve të reja.

LVV ka nisur diskutimet për opsionet e formimit të institucioneve

“Kryeministri, presidenti i LVV-së do të presë certifikimin e rezultateve së pari. Ajo pastaj është pikënisja që zyrtarisht sa mandate i ke fituar, në mënyrë që të flasësh pastaj mbi bazën. Dihet, por si kryeministër dhe president i subjektit më të madh duhet të presësh certifikimin e tyre që të flasësh sigurt se kush sa vende i ka për të bërë aritmetikat për konstituimin e institucioneve. Këta skenarë do t’i shqyrtojë mbi bazën e rezultatit, besoj, kryeministri bashkë me kryesinë e LVV-së… Sigurisht se ka diskutime (brenda LVV-së), por sesi do të materializohen këto diskutime. Në herën e kaluar kishim rezultatin dhe propozimin. Tash duhet të shohim edhe spektrin politik sesi e kanë qasjen karshi krijimit të institucioneve”, tha ai.

Ai akuzoi partitë e ish-opozitës se kanë penguar edhe më herët ngritjen e institucioneve, duke përmendur zvarritjen për muaj të tërë të zgjedhjes së kryetarit të Kuvendit, ndonëse, sipas tij, ajo pozitë i takonte grupit më të madh parlamentar.

Zulfaj shtoi se opozita e atëhershme jo vetëm që refuzoi ofertën për koalicion qeverisës, por nuk pranoi as propozimin e LVV-së për një president konsensual, duke përmendur emrin e Feride Rushitit.

Zulfaj: Ish-opozita po bëhet pengesë e formimit të institucioneve të reja

“Këtu kisha përmendur dy momente. Një, i gjithë viti i kaluar shkoi, ju e dini, nga drama në Kuvend për kryetarin e Kuvendit. Domethënë, kryetari i Kuvendit i takonte grupit më të madh parlamentar, kështu edhe u bë në fund, apo? Pse na humbën gjithë atë kohë për të dëshmuar që kryetari i Kuvendit prapë i takon grupit më të madh parlamentar? Humbje kohe, humbje kohe komplet. Ndërkohë që kishte ofertë edhe për koalicion qeverisës. Nuk donin as në koalicion qeverisës, shkuam në zgjedhje. Pra, kryetari i Kuvendit, që i takonte Lëvizjes Vetëvendosje, e vonuan me muaj, në fund për t’i takuar prapë Lëvizjes Vetëvendosje. Koalicion qeverisës për qeverisje të përbashkët refuzuan. Dhe në zgjedhje fituam shumë më shumë se sa më 28 dhjetor, fituam shumë më shumë se sa në shkurt. Pra, le që na humbën kohën me manovra në Kuvend, po humbën edhe zgjedhjet pastaj në fund. Domethënë, as nuk e pranuan propozimin për president konsensual, zonjën e nderuar Feride Rushiti, por as nuk pranuan propozimin tonë për propozimet e tyre për president”, deklaroi ai.

Komisioni Qendror i Zgjedhjeve i publikoi rezultatet përfundimtare të zgjedhjeve të 7 qershorit më 27 qershor.

Sipas këtyre rezultateve, Lëvizja Vetëvendosje, në koalicion parazgjedhor me Guxo dhe Alternativa, doli e para me 47.13% dhe siguroi 53 ulëse. Partia Demokratike e Kosovës mori 19.44% dhe 22 ulëse, Lidhja Demokratike e Kosovës 16.69% dhe 18 ulëse, ndërsa Aleanca 6.74% dhe shtatë ulëse.

Përveç konstituimit të Kuvendit dhe formimit të qeverisë, deputetët e legjislaturës së njëmbëdhjetë do të kenë për detyrë edhe zgjedhjen e presidentit të ri, për të cilin afati është 60 ditë nga momenti i konstituimit të Kuvendit.

“Kosova është e interesuar dhe e investuar plotësisht në këtë proces, ndërsa mbështetja e Gjermanisë është e rëndësishme për ta çuar atë përpara”, u shpreh Zulfaj.

Ai falënderoi ambasadorin Rudolph për përkrahjen e vazhdueshme që Gjermania i ka dhënë Kosovës, duke theksuar se raportet mes dy shteteve mbështeten në vlera të përbashkëta dhe forcohen më tej edhe nga roli i mërgatës kosovare në Gjermani.

Zulfaj çmoi po ashtu kontributin e Gjermanisë në procesin e zgjerimit të Bashkimit Evropian, si edhe në integrimin ekonomik të rajonit nëpërmjet Procesit të Berlinit.

Pjesë e diskutimeve ishte edhe ecuria e reformave që Kosova është duke i zbatuar në kuadër të Planit të Rritjes.
