<p>The leader of the Vetëvendosje Movement and current acting prime minister, Albin Kurti, announced that he has reached out to LDK leader Lumir Abdixhiku and PDK leader Bedri Hamza to organize a meeting aimed at finding an agreement on the deputy speakers of the Assembly of Kosovo.</p>
<p>He stressed that the full formation of the legislature stalls without the election of these positions, which necessarily requires an understanding among political forces.</p>
<p>Speaking about the issue, Kurti said that he has already started communication with both opposition leaders. “To successfully conclude this process, the deputy speakers must also be voted on. For this we need agreement. I have contacted the LDK leader and also written to the PDK leader to meet, so that we can reach an agreement. Let us be positive and constructive,” he declared.</p>
<p>Kurti also commented on the stance of Serbian List MP Igor Simić, who, while proposing Slavko Simić for the deputy speaker position, stated that he was doing so “on behalf of the Serbian people”. The acting prime minister judged this expression as a violation of Kosovo&#8217;s constitutional order and the oath that the MP himself took.</p>

<p>“As the Speaker of the Assembly also pointed out, that statement by the Serbian List representative contradicts the country’s constitutionality and his oath. For me it was incomprehensible why he did not read the proposal exactly as he had submitted it in writing for Slavko Simić,” Kurti added.</p>
<p>Further, he recalled that only the proposal submitted in written form can be put to a vote in the Assembly, and mentioned the reactions of MPs to Simić’s words. “One MP from the parliamentary group said this might be his euphoria from the funeral of Ratko Mladić, the commander who massacred Bosniaks. In the Assembly, that kind of proposal expressed orally cannot be voted on, only the written one,” Kurti said.</p>
<p>Kurti&#8217;s initiative to sit at a table with PDK and LDK is being perceived as a signal for the start of a political dialogue and to end the institutional deadlock. This is assessed by political analyst Zejnullah Jakupi, who sees in his readiness an important indicator of the necessity of an institutional compromise.</p>
<p>According to Jakupi, the fact that the leader of LVV seeks a meeting with the leaders of the two largest opposition parties demonstrates that the functioning of the Assembly passes through an agreement between the parties. He explains that such a pact should not necessarily be seen as a governing coalition or power-sharing, but as a basic compromise that would pave the way for institutions to work normally.</p>
<p>Commenting on the invitation, Jakupi stated: “The invitation from LVV leader and acting prime minister Albin Kurti to PDK and LDK leaders Bedri Hamza and Lumir Abdixhiku to discuss the voting of the Assembly’s deputy speakers should be seen as an important political signal for the need for dialogue and overcoming the institutional blockade. The fact that Kurti is seeking a meeting with the leaders of the two opposition parties shows that an agreement among political entities is necessary to make the Assembly functional. At this stage, this should not necessarily imply any coalition agreement or co-governance, but a minimal institutional compromise that would pave the way for the normal functioning of institutions.”</p>
<p>Although he sees room for agreement, Jakupi acknowledges that it remains limited due to deep political mistrust between LVV, PDK, and LDK. According to him, the failure to vote on the deputy speaker candidates proved that political conflicts are still acute, but they should not become an obstacle to putting institutions to work.</p>
<p>“The space for compromise between LVV, PDK, and LDK exists, but it is limited. The non-voting of the candidates for Assembly deputy speakers has shown that deep political mistrust continues between the parties. However, party interests should not be placed above the need for making institutions functional. A reasonable solution would be for the parties to separate the issue of making the Assembly functional from their clashes over power. The voting of the presidency and deputy speakers can be treated as an institutional matter, while programmatic and political differences remain the subject of further parliamentary debate,” he added.</p>
<p>The analyst underscores that the will to find common ground must be proven with actions, not just words. If Kurti sincerely aims to break the impasse, then he must put forward specific proposals and be open to measured concessions. On the other hand, PDK and LDK should not limit themselves merely to political opposition but show institutional responsibility.</p>
<p>Jakupi clarified: “If chairman Kurti shows real readiness for compromise, this readiness must be accompanied by concrete proposals and reasonable concessions. At the same time, PDK and LDK must also prove that they are ready to contribute to unblocking the institutions and not just oppose LVV politically. In the event that an agreement is not reached, political responsibility cannot be automatically attributed to just one side. It should be assessed based on the concrete behavior of each entity: who offers solutions, who accepts compromise, and who refuses a reasonable agreement.”</p>
<p>He adds that if the head of the executive brings a concrete formula, while the opposition rejects it without offering any alternative, the burden of the blockade falls on everyone, but especially on those who refuse the solution. But Jakupi warns that the same logic applies to the Vetëvendosje Movement, if the call for talks remains merely a political maneuver without genuine compromise offers.</p>
<p>Speaking about the consequences of the deadlock, Jakupi says they are not just a problem of inter-party relations, but strike at the foundation of the state’s functioning and citizens’ lives. A blocked parliament, according to him, makes lawmaking, parliamentary oversight, and decision-making on vital issues difficult.</p>
<p>Finally, he concluded with an appeal for public reason: “The continuation of the blockade is not only a problem of political parties. It directly affects the functioning of the institutions of the Republic of Kosovo. A non-functional Assembly makes it difficult to pass laws, exercise parliamentary oversight, make important decisions, and form a fully functional government. For this reason, at this moment Kosovo needs more political responsibility than party rhetoric. The parties must use this opportunity for dialogue and find a compromise that ends the blockade. No one wins politically if institutions remain paralyzed, while the ultimate cost is borne by the citizen and the state. Making institutions functional must be the first priority. Political differences can continue to be debated, but Kosovo’s institutions cannot be held hostage by the lack of political compromise.”</p>

<p>Arian Tahiri, a PDK MP, publicly addressed presiding chair Avni Dehari and the Vetëvendosje Movement, calling on them to create the conditions for the session to resume and for the Assembly of Kosovo to be constituted.</p>
<p>He accused VV of blocking the constitution of the Assembly through the presiding chair and his failure to convene the session, even though, according to Tahiri, convening it is a legal obligation.</p>
<p>During a press conference, Tahiri said: “Today, we submitted an official request for him to fulfill his duty, act in accordance with the law and the Constitution, and convene the session.”</p>
<p>According to the PDK MP, the session must be convened every 48 hours, with the aim of making the Assembly functional. He announced that political parties had been invited to attend a session tomorrow at 11:00.</p>
<p>“The Alliance has responded positively to the invitation, while we expect the same response from the other parties so that we can meet in session and constitute the Assembly,” Tahiri said.</p>
<p>He warned that PDK would escalate its response if, as he claimed, the obstacles to making the Assembly functional continued.</p>
<p>“Our response will become increasingly forceful, because no one tolerates authoritarian rule,” the MP said.</p>
<p>Tahiri described the situation as a violation of the constitutional order, stressing that keeping the Assembly non-functional was harming the country’s institutional functioning.</p>

<p>The chairman of the Democratic Party of Kosovo, Bedri Hamza, said that caretaker Prime Minister Albin Kurti was showing no willingness to form new institutions.</p>
<p>Speaking after a meeting of the PDK Presidency, Hamza described the situation as extremely serious. According to him, Kurti is disregarding the Constitutional Court’s ruling, which clearly stipulates that the Assembly of the Republic of Kosovo must be constituted within 30 days of the certification of the election results.</p>
<p>Hamza said there had been no reason for Kurti to invite him for talks on the formation of new institutions, since, in his view, the PDK’s position had already been made clear.</p>
<p>“No, I have not received an invitation. But an invitation for what, and what would we talk about? We have made our position clear. There is neither a serious position nor the will to provide the country with institutions. Kurti is not respecting the Constitutional Court’s ruling, which requires the Assembly of the Republic of Kosovo to be constituted within 30 days after the certification of the election results. He is not putting forward a name and is not respecting the Constitution. This is more than a serious situation: the country’s Constitution is not being respected, the highest legal act is being suspended, and democracy is being undermined. The country is entering previously uncharted territory,” Hamza said.</p>
<p>He added that the PDK was analyzing the situation and taking the steps it deemed necessary.</p>
<p>Hamza said there was no obstacle to proposing a candidate for president of the Assembly of Kosovo. “Our actions will be legal, constitutional and democratic, with the aim of protecting the constitutional order and democracy in the Republic of Kosovo. Such a situation has never occurred before and should not have happened now either. There is no reason or obstacle to making a proposal for president of the Assembly. These are purely political calculations on his part, to the detriment of the state of Kosovo and democracy, and in violation of the Constitution and the laws,” he said.</p>
<p>Asked whether PDK lawmakers would attend if the continuation of the constituent session were scheduled in the coming days, Hamza said the party would act in accordance with the country’s interests. He also referred to the throwing of eggs, saying that such an act had been presented as an act of defending the Republic of Kosovo.</p>
<p>“We are deputies of the Assembly of the Republic of Kosovo and act in accordance with the interests of the Republic of Kosovo. It is interesting that when these people throw eggs, throw stones or cause other incidents, they say they are defending the Republic of Kosovo. Yet when someone throws eggs at them, they again claim that they are defending the Republic of Kosovo. For this reason, we are treating the situation with the utmost seriousness. We are being very careful and, naturally, responsible for protecting the Constitution, the constitutional order and the institutions of the state of Kosovo,” Hamza said.</p>

<p>Albin Kurti, leader of the Vetëvendosje Movement, sent a letter to Alliance leader Ardian Gjini, inviting him to a meeting on the establishment of the institutions of the 11th legislature.</p>
<p>Kurti congratulated the Alliance’s lawmakers after they took their oath, while stressing that coordination among political entities is needed for the election of the Speaker and Presidency of the Assembly, as well as the government and president.</p>
<p>The meeting was proposed for Friday at 4 p.m. at the Prime Minister’s Office. Kurti also said he was willing to travel to Gjakova in the evening to meet with Gjini.</p>
<p>However, the invitation was not accepted by the Alliance leader. Gjini argued that his and his party’s positions on the constitution of the Assembly and the election of the president had been clearly expressed more than once, and therefore he did not consider a meeting on these issues necessary.</p>
<p>In his response, he said that although democracy requires cooperation, the political course pursued by Kurti was “wrong and harmful to Kosovo.” According to Gjini, the message could be part of an effort to compile invitations to meetings and then create room for the opposition to be blamed for a lack of cooperation.</p>
<p>In his letter to Ardian Gjini, Kurti congratulated the Alliance’s group of lawmakers on taking their oath the previous day, wishing them to represent citizens with dignity, respect the Constitution and the law, and protect the public interest and human rights.</p>
<p>The leader of Vetëvendosje wished them success in their parliamentary commitments and an easier overcoming of political challenges. He assured them that they could rely on continued communication and collegial cooperation for the good of the Republic of Kosovo and its citizens.</p>
<p>According to Kurti, establishing the institutions of the 11th legislature requires interaction and coordination from all sides. He described political pluralism in a democracy as competition accompanied by cooperation and, on this basis, proposed a meeting at 4 p.m. at the Prime Minister’s Office, while also leaving open the possibility of traveling to Gjakova himself in the evening.</p>
<p>At the end of the letter, Kurti expressed hope that he would receive a positive response and extended his regards to Gjini.</p>
<p>For his part, Ardian Gjini responded to Kurti that the Alliance’s views and his personal positions on the constitution of the Assembly and the election of the president had been made public several times.</p>
<p>Gjini said he was convinced that Kurti was aware of these positions and, for that reason, saw no reason to hold a meeting on the matter.</p>
<p>He added that he agreed with the principle that democracy requires cooperation, but remained deeply convinced that the course chosen by Kurti was wrong and harmful to Kosovo. Gjini expressed hope that the leader of Vetëvendosje would also understand this.</p>
<p>Finally, the Alliance leader explained that he interpreted the message as an attempt to accumulate invitations to meetings and later use the situation to make accusations concerning a lack of cooperation.</p>

<p>Acting Prime Minister Albin Kurti has extended a hand of cooperation to the leaders of the opposition parties, inviting them to a meeting ahead of the constitutive session of the Assembly of Kosovo, scheduled for August 6.</p>

<p>The official invitation was sent to the chairman of the Democratic Party of Kosovo, Bedri Hamza; the chairman of the Democratic League of Kosovo, Lumir Abdixhiku; and the leader of the Alliance for the Future of Kosovo, Ardian Gjini.</p>
<p>However, the PDK has responded negatively to the call. In a letter signed by Hamza himself, which is in the possession of the editorial office, the political entity refers to the July 10 discussion and its previous public statements, emphasizing that its position remains unchanged.</p>

<p>“In the current situation, we have decided to remain in opposition,” the PDK said in its response. At the same time, the party expressed confidence that Kurti, based on the mandate resulting from the June 7, 2026 elections, would find common ground with the other parliamentary forces to establish the new state institutions.</p>
<p>The Alliance, for its part, will also not participate in the meeting. Sources close to the political entity said the refusal was due to their insistence on a six-point document, which they had presented as an offer.</p>

<p>In the letter addressed to Mr. Gjini, the acting head of government proposed a one-on-one meeting on Tuesday at 18:00 or 19:00, or on Wednesday afternoon at 14:00, 15:00, 16:00 or 17:00. “I hope for a positive response,” Kurti’s message concluded.</p>
<p>The agenda for the proposed meeting includes finding a solution to overcome the deadlock over the constitution of the Assembly and concrete steps toward forming the next government, in pursuit of broad political consensus.</p>

<p>Acting Prime Minister Albin Kurti has invited the leaders of the political parties to a meeting ahead of the constitutive session of the Kosovo Assembly, which is scheduled to take place on August 6.</p>
<p>The meeting is expected to focus on finding a solution to the deadlock over the constitution of the Assembly and on steps toward establishing the country’s new institutions.</p>
<p>Invitations to the meeting scheduled for Tuesday have so far been sent to PDK leader Bedri Hamza, LDK leader Lumir Abdixhiku, and Alliance leader Ardian Gjini.</p>
<p>Sources say the discussions are also expected to include the formation of the new government and the possibility of reaching a political agreement.</p>

										<content:encoded><![CDATA[<p>PDK leader Bedri Hamza has reacted to the invitation from acting Prime Minister Albin Kurti for a meeting with the heads of political parties, saying he is ready to take part in talks on forming the country’s institutions.</p>
<p>After the PDK meeting, Hamza said the current situation requires political responsibility because, according to him, Kosovo is facing an institutional vacuum and the lack of stability is harming the country.</p>
<p><em>“We are talking about the creation of the country’s institutions. Kosovo is facing an institutional vacuum and this lack of stability is harming the country. Therefore, knowing the seriousness of the situation, I think each of us should behave accordingly. The invitation should be sent as procedure requires, by the leader who has the most seats in the Assembly. The invitation for the meeting is for today at 17:00.</em></p>
<p><em>I will behave responsibly. I am not against meetings. Before we talk about positions, priorities and addressing the challenges Kosovo has are more important. If we do not agree on these, I replied to the letter that the PDK should meet at 09:00 tomorrow,”</em> Hamza said.</p>

										<content:encoded><![CDATA[<p>LDK Vice President Lutfi Haziri spoke to the media after the party leadership held a meeting with branch chairpersons.</p>
<p>He stressed that so far, no meeting has been held with the leader of VV and at the same time acting prime minister, Albin Kurti.</p>
<p>“Allow me to confirm it once again. We have neither received an invitation nor offered one to anyone. The inclusive principles based on the latest result recognize the right of the first party and recognize our rights in relation to the weight given to us by the citizens. There have been no meetings up to the moment we are speaking because there has been no invitation,” Haziri said.</p>
<p>Haziri also spoke about the topics reviewed at the LDK meeting.</p>
<p>“LDK’s internal debate in the post-election situation began today. Naturally, some of our branches and colleagues have taken post-election actions that have also triggered processes. But today, in the college of branches, we discussed the issues, analyzed the numbers, and the initial assessments emerging from the election result. The numbers are what have given LDK this political weight; we are in a parliamentary group of 18 deputies. More or less in a post-election situation in which we strongly believe we will be able to conclude this process after the certification of the election results,” Haziri said.</p>
