The Tax Administration of Kosovo and Kosovo Customs are expected to soon begin implementing a Joint Action Plan aimed at combating the informal economy.

The initiative provides for closer cooperation between the institutions and coordinated on-site inspections. The focus will be on sectors presenting shared risks and interests, enabling economic activity to be tracked from the import and circulation of goods through to their sale and consumption in the domestic market.

The results of cooperation during 2025 include 19 joint on-site inspections. These inspections identified €1.6 million in unpaid tax and customs liabilities.

The new plan was drafted in light of these results and the challenges identified, with the aim of further improving the effectiveness of inspections and strengthening measures to prevent and combat the informal economy.

Through its implementation, inspections are expected to be better targeted at high-risk cases, while the exchange of information between TAK and Kosovo Customs will be intensified. Greater coordination is intended to enable swift intervention where irregularities are identified, protect public revenues from losses, and ensure that rules are applied equally to all economic operators.

The Central Market Surveillance Inspectorate, operating under the Ministry of Industry, Entrepreneurship and Trade, carried out a series of inspections today in several locations across Kosovo to verify the sale of traditional and electronic cigarettes near educational institutions.

The operation covered seven urban centers—Pristina, Prizren, Mitrovica, Gjakova, Podujevo, Ferizaj and Peja—where a total of 20 on-site inspections were conducted.

Of these inspections, three cases proceeded to further administrative action, one fine was issued, while in another case cigarettes, electronic smoking devices and other items related to this category were confiscated.

According to the official communication from the Central Market Surveillance Inspectorate, the main aim of these inspections is to ensure compliance with the legal framework and prevent the sale of tobacco products and electronic cigarettes in areas surrounding schools, with particular emphasis on protecting younger age groups.

The supervisory authority warned that these inspections will be expanded to all regions of Kosovo, with the aim of ensuring compliance with legal regulations, consumer safety and the establishment of a more controlled commercial environment.

At the Hani i Elezit Border Crossing Point, customs officials carry out uninterrupted checks around the clock. Their work is aimed at protecting the border and enforcing the customs legislation in force.

Vehicles and travelers are subject to regular and detailed checks. The inspections focus on detecting and preventing attempts to smuggle goods, as well as identifying products that are prohibited or pose a danger to citizens.

Special attention is also paid to buses. On these vehicles, customs officers inspect luggage and the goods being transported, while checking whether there are monetary instruments or goods that must be declared or are prohibited under the legislation in force.

Trucks entering and leaving the territory of the Republic of Kosovo are also subject to physical and documentary checks. Through these verifications, officials examine the documentation, compare the goods with the customs declarations and check compliance with the legal requirements governing their movement.

Kosovo Customs, through uninterrupted inspections and institutional cooperation, helps prevent unlawful activities, protect citizens and ensure the regular and lawful movement of people and goods at border crossing points.

Alongside protecting the border and enforcing the law, customs officials continue to safeguard citizens’ rights by informing them about the obligations and rights established by customs legislation.

The Ministry of Industry, Entrepreneurship, Trade and Innovation (MINTI) says it has advanced measures to monitor the market and guarantee consumer rights during 2026.

In the first half of 2026, the Central Market Surveillance Inspectorate (IQMT) carried out more than 3,000 inspections across various sectors. The inspections covered the petroleum products market, general product safety, market surveillance and consumer protection.

Meanwhile, more than 250 additional inspections were conducted to verify whether economic operators meet minimum technical requirements.

According to the Ministry of Industry, Entrepreneurship and Trade, fines of approximately €600,000 were imposed for violations identified during these inspections.

The penalties relate to discrepancies between shelf and checkout prices, the sale of products without declarations, conducting business without registration with the Kosovo Business Registration Agency (ARBK), the use of measuring instruments with expired validity periods, failure to comply with deadlines set in inspection reports, the sale of expired products and placing products on the market that do not comply with legislation in force.

To increase transparency and provide citizens with faster services, MINTI has also made available a Viber platform for submitting consumer complaints, at +383 (46) 311-000.

As part of inter-institutional coordination, the Consumer Protection Council has also been made operational.

By July, four meetings had been held with representatives of relevant institutions, during which the main issues and problems faced by consumers in the country were reviewed.

The Central Market Surveillance Inspectorate (IQMT), in cooperation with the Food and Veterinary Agency (AUV), today launched a wide-ranging inspection campaign covering every link in the commercial chain for milk and dairy products. The Ministry of Industry, Entrepreneurship, Trade and Innovation (MINTI) announced that the operation will extend to producers, importers, distributors, warehouses, wholesalers and retail outlets.

The inspections were initiated based on findings submitted by the Food and Veterinary Agency. The authorities stress that the use of powdered milk and palm fat when these ingredients are not listed on the label, or when they are used in quantities greater than those declared, constitutes a violation of consumer protection and information rules.

The inspections will focus on whether the product’s actual composition matches the information on its packaging, including the presence of milk powder, palm oil and other components. The accuracy of the product name, product presentation, as well as the documentation and traceability of raw materials, will also be verified. Particular attention will be paid to goods held for commercial purposes or displayed for sale.

According to the official announcement, products whose actual contents, based on analyses and verifications, do not correspond to what is stated on their labels will be removed from the market in accordance with legal procedures. Administrative measures and sanctions will be imposed on economic operators found to be in violation, ranging from fines to other measures permitted under the applicable legal framework.

Two young people were injured yesterday when a crane collapsed in the Hospital Neighborhood. One of them, a 26-year-old, succumbed to his injuries and died at the University Clinical Center of Kosovo.

Acting Minister of Labor, Family and Liberation War Values Andin Hoti spoke about the incident. He said the case is being reviewed and investigated by the Central Labor Inspectorate, the Pristina Municipal Inspectorate and other justice authorities.

In a statement to KP, Hoti described the incident as tragic and extremely serious, perhaps the most serious one they have been informed about. According to him, it is deplorable that the case is being used for attacks between parties at the central and municipal levels.

He said the Central Labor Inspectorate had issued a statement or response regarding the case. According to the preliminary information obtained so far, the equipment, or crane, was in the process of being assembled when the incident occurred.

Hoti stressed that the conclusions and other details will be made public after the prosecution presents its version and the Central Labor Inspectorate completes its full report. He called for such incidents not to be used irresponsibly, causing further distress to the families.

According to him, full accountability must be sought, and anyone found responsible must be held to account. Hoti added that responsibilities are divided and clearly defined by law, while the prosecution, relying on the legislation in force, will make the final decision.

The acting minister also announced that a decision had been made today which, according to him, is expected to be published tomorrow. Under this decision, from September 1 the Central Labor Inspectorate will switch exclusively to digital inspections, including the use of drones at worksites.

Hoti explained that inspectors will carry out their work using laptops, phones or other forms of technology. Once an inspector begins recording data, the information will automatically be sent to the system and the relevant servers.

He said this method of working would provide greater transparency as well as oversight of inspectors. According to Hoti, digitalization is expected to increase their oversight and efficiency, while drones will also be deployed for inspections from September 1.

Today, the Special Prosecution against Corruption and Organized Crime (SPAK) carried out inspections and seizures at the premises of Tirana Municipality.

The inspections were conducted by order of SPAK, while various documents and materials were seized.

According to News24, investigators took documentation related to all official trips of Mayor Erion Veliaj, and also seized documents concerning per diem allowances.
