In a Facebook reaction, he said he had not gotten the impression that any representative of the Republic of Kosovo had intended to damage relations with Montenegro.

“As a representative of the Albanian Alliance, I did not have the impression that anyone from the Republic of Kosovo wanted to damage relations in Montenegro. On the contrary, my understanding is that Kosovo’s competent authorities assessed that there were security reasons for preventive action regarding the specific individuals,” he wrote.

According to Capuni, there can be debate over whether the assessment by Kosovo’s institutions was right or not, but this, in his view, remains in the hands of the authorities of a sovereign state.

He added that Kosovo had acted through its institutions and within its proper jurisdiction.

“While we expect everyone to respect the decisions of Montenegro’s institutions, so too should the right of other countries to make decisions in accordance with their own laws be respected,” Capuni concluded.

Meanwhile, the Speaker of the Parliament of Montenegro, Andrija Mandiq, said that behind the decision to ban the mayor of the Municipality of Niksic, Marko Kovaceviq, and the president of the Berane Municipal Assembly, Vidi Ivanoviq, from entering Kosovo is Kosovo Prime Minister Albin Kurti.

According to a statement from the Nova Srpska Demokratija (NSD) party, led by Mandiq, he claimed that MPs from Albanian parties in Montenegro had also understood that “someone wants to damage relations between Serbian and Albanian politicians in Montenegro.”

Në një reagim në Facebook, ai u shpreh se nuk kishte krijuar përshtypjen se ndonjë përfaqësues nga Republika e Kosovës kishte synuar të dëmtonte marrëdhëniet me Malin e Zi.

“Si përfaqësues i Aleancës Shqiptare, nuk e kisha përshtypjen se dikush nga Republika e Kosovës donte t’i prishte marrëdhëniet në Mal të Zi. Në të kundërtën, mirëkuptimi im është se organet kompetente të Kosovës kanë vlerësuar se ekzistojnë arsye sigurie për veprim parandalues në raport me personat konkret”, ka shkruar ai.

Sipas Capunit, mund të ketë debat nëse vlerësimi i institucioneve të Kosovës ka qenë i drejtë apo jo, por kjo, sipas tij, mbetet në dorën e autoriteteve të një shteti sovran.

Ai shtoi se Kosova ka vepruar përmes institucioneve të saj dhe brenda juridiksionit që i takon.

“Ndërsa presim që të gjithë të respektojnë vendimet e institucioneve të Malit të Zi, kështu duhet respektuar edhe e drejta e vendeve të tjera për të marrë vendime në përputhje me ligjet e tyre”, ka përfunduar Capuni.

Ndërkohë, kryetari i Kuvendit të Malit të Zi, Andrija Mandiq, ka thënë se pas vendimit për t’ia ndaluar hyrjen në Kosovë kryetarit të Komunës së Nikshiqit, Marko Kovaçeviq, dhe kryetares së Kuvendit Komunal të Beranës, Vidi Ivanoviq, qëndron kryeministri i Kosovës, Albin Kurti.

Sipas një njoftimi të partisë Nova Srpska Demokratija (NSD), që drejtohet nga Mandiq, ai ka pohuar se edhe deputetët e partive shqiptare në Mal të Zi e kanë kuptuar se “dikush dëshiron të prishë marrëdhëniet ndërmjet politikanëve serbë dhe shqiptarë në Mal të Zi”.
