The latest meeting between Vetëvendosje Movement leader Albin Kurti and LDK chairman Lumir Abdixhiku has sparked debate over the possibility of a political deal that could help Kosovo emerge from its institutional crisis. The two leaders discussed the profile and criteria that the next president should meet, signaling a willingness to reach an agreement.

Following this development, questions have arisen as to whether the discussion was purely procedural and related to the election of the head of state, or whether it could foreshadow a broader agreement between the two parties.

Speaking to “Bota sot,” Germany-based activist Idriz Zeqiraj said the requirements for electing the president are clearly defined in the Constitution and the law. According to him, the candidate should possess stature, integrity, political knowledge and institutional experience in order to fully meet the standards required for the role.

Zeqiraj stressed that the president must respect the Constitution and state laws, serve as a unifying figure and cooperate with all citizens of the country, regardless of their political affiliations.

He believes the debate over the criteria for the presidency has generated more noise than necessary, as the powers of the head of state are already regulated by the Constitution and the law. Nevertheless, Zeqiraj believes the Kurti-Abdixhiku meeting carries greater political significance and that the election of the president, beyond the procedure itself, could signal a concrete agreement between LVV and LDK.

Regarding the possibility of political parties finding a consensus candidate for president, Zeqiraj expressed reservations. He does not believe there is a realistic chance of such an agreement and views a political solution through the pooling of votes by existing political parties in a coalition involving LVV and LDK as more likely.

According to him, such a formula would make it possible to overcome the next deadlock and avoid the elections that have been discussed.

Zeqiraj believes the latest meeting between Kurti and Abdixhiku could become the starting point for a broader political agreement to overcome the current crisis in Kosovo. He called on LVV to properly understand LDK’s goodwill, emphasizing that such a rapprochement should take place in the country’s interest.

In his analysis, Zeqiraj also addressed LDK’s commitment to establishing state institutions. He described it as a veteran party that contributed in both peace and war and as a founder of the State of Kosovo.

According to him, LDK’s persistent efforts to establish the institutions have been misinterpreted by the destructive PAN-aligned opposition, which has portrayed them as serving the party interests of LDK or those of certain individuals within it.

Zeqiraj also mentioned claims circulating on the political scene about possible coordination against LDK. Referring to the saying of “our southern brothers,” “Where there is talk, there is something behind it,” he said there had been reports of a “secret alliance” between the governing side and the PAN-aligned opposition, primarily PDK, coordinated with the Mustafa clan as well, with the aim of destroying LDK completely.

In this context, he described the campaign against Lumir Abdixhiku as a direct attack on LDK itself. Zeqiraj claimed that PDK, together with its people within LDK’s structures, had worked for a long time toward a coup against the legitimate chairman, Abdixhiku, and his leadership.

Despite political differences and obstacles, Zeqiraj insisted that LDK has been and remains an institution-oriented party. For this reason, he said, it should continue talks with LVV on electing the governing bodies of the state of Kosovo.

Takimi i fundit ndërmjet kreut të Lëvizjes Vetëvendosje, Albin Kurti, dhe kryetarit të LDK-së, Lumir Abdixhiku, ka nxitur debate për mundësinë e një ujdie politike që do ta ndihmonte Kosovën të dilte nga kriza institucionale. Dy liderët kanë biseduar për profilin dhe kriteret që duhet t’i plotësojë presidenti i ardhshëm, duke treguar gatishmëri për të arritur pajtim.

Pas këtij zhvillimi është shtruar pyetja nëse biseda ka pasur vetëm karakter procedural lidhur me zgjedhjen e kreut të shtetit, apo mund të paralajmërojë një marrëveshje më të gjerë mes dy partive.

Duke folur për “Bota sot”, veprimtari nga Gjermania, Idriz Zeqiraj, thotë se kushtet për zgjedhjen e presidentit janë përcaktuar qartë në Kushtetutë dhe në ligje. Sipas tij, kandidati duhet të ketë personalitet, integritet, njohuri politike dhe përvojë institucionale, në mënyrë që ta përmbushë plotësisht standardin e kësaj detyre.

Zeqiraj nënvizon se presidenti duhet t’i respektojë Kushtetutën dhe ligjet shtetërore, të luajë rolin e faktorit të unitetit dhe të bashkëpunojë me të gjithë qytetarët e vendit, pa marrë parasysh përkatësitë e tyre politike.

Ai vlerëson se debatit për kriteret e presidentit i është dhënë më shumë zhurmë sesa duhet, pasi kompetencat e kreut të shtetit janë tashmë të rregulluara nga Kushtetuta dhe ligjet. Megjithatë, Zeqiraj beson se takimi Kurti-Abdixhiku ka rëndësi më të madhe politike dhe se zgjedhja e presidentit, përtej procedurës, mund të jetë shenjë e një marrëveshjeje konkrete ndërmjet LVV-së dhe LDK-së.

Sa i përket mundësisë që subjektet politike të gjejnë një emër konsensual për president, Zeqiraj shfaq rezerva. Sipas tij, një formulë e tillë do të mundësonte kapërcimin e ngërçit të radhës dhe shmangien e zgjedhjeve për të cilat është folur.

Zeqiraj konsideron se takimi i fundit mes Kurtit dhe Abdixhikut mund të shndërrohet në pikënisje të një marrëveshjeje më të gjerë politike për tejkalimin e krizës aktuale në Kosovë. Ai kërkon që vullneti i mirë i LDK-së të kuptohet drejt edhe nga LVV-ja, duke theksuar se një afrim i tillë duhet të ndodhë në interes të vendit.

Në analizën e tij, Zeqiraj ndalet edhe te angazhimi i LDK-së për ngritjen e institucioneve shtetërore. Ai e përshkruan këtë subjekt si parti veterane, kontribuuese në paqe dhe luftë, si dhe themeluese të Shtetit të Kosovës.

Sipas tij, përpjekjet këmbëngulëse të LDK-së për krijimin e institucioneve janë keqinterpretuar nga opozita destruktive PAN-iste, e cila i ka paraqitur ato si interesa partiake të LDK-së apo të individëve të caktuar brenda saj.

Zeqiraj përmend gjithashtu pretendimet që kanë qarkulluar në skenën politike për një koordinim të mundshëm kundër LDK-së. Duke iu referuar thënies së vëllezërve tanë jugorë, “Atje ku ka zë, nuk është pa gjë”, ai thotë se është përfolur një “aleancë e fshehtë” mes pozitës dhe opozitës PAN-iste, kryesisht PDK-së, në bashkërendim edhe me klanin Mustafa, me synimin që LDK-ja të rrënohej deri në fund.

Në këtë kuadër, ai e cilëson fushatën kundër Lumir Abdixhikut si një goditje të drejtpërdrejtë ndaj vetë LDK-së. Zeqiraj pretendon se PDK-ja, së bashku me njerëzit e saj brenda strukturave të LDK-së, kishte punuar për një kohë të gjatë për një puç kundër kryetarit të ligjshëm Abdixhiku dhe lidershipit të tij.

“Currently, Vetëvendosje has over 30,000 members and within it there are individuals who deserve key positions in government and state institutions, even that of the President. But LVV has a particular organizational model, with rare public appearances, due to a centralized system, therefore its cadres are not very visible on the public scene,” Zeqiraj said.

He points out that, although the basic law does not prevent the winning party from controlling the three most important state posts, such a scenario would be contrary to democratic principles.

“When discussing which LVV official could take the presidency, I believe this political force should be content with leading the government and the Assembly, as a result of the mandate won. The post of President, on the other hand, should be entrusted to the opposition. Although the Constitution does not prohibit it, logic and democratic health require that one of the three main functions be led by the opposition,” he added.

Zeqiraj also believes that acting Prime Minister Albin Kurti is using the advantage of numbers in the Assembly to dictate the process of electing the next president.

“LVV, together with its partners Guxo, Alternativa and non-Serb minorities, has secured 65 votes. In this situation, the opposition has practically no chance to realistically compete, as the outcome is predetermined,” he assesses.

Speaking about scenarios that would avoid a new electoral cycle, Zeqiraj states that opposition lawmakers may be put in a position to support the process even without their will.

“If the goal is to spare the country from repeated elections, the MPs, although not obliged, may stay in the hall to enable the election of the president, accepting the prime minister’s proposal,” he declared.

Nevertheless, in case the presidential candidate would come from within Vetëvendosje, Zeqiraj mentions a figure who, according to him, meets all standards for this duty.

“If the president were from the ranks of LVV, I think university professor Mazllum Baraliu would be a deserved choice. He has served as a senior cadre in the Constitutional Court and is a respected figure in the academic, legal and political spheres of Kosovo. He is distinguished for in-depth constitutional analyses and is known as a measured, balanced personality, open to citizens and officials, without party distinctions,” Zeqiraj concluded.

Megjithatë, ai thekson se për shkak të strukturës së brendshme të partisë, shumica e këtyre figurave mbeten jashtë vëmendjes publike.

“Aktualisht, Vetëvendosja numëron mbi 30 mijë anëtarë dhe brenda saj ka individë që meritojnë pozita kyçe në pushtet dhe në institucionet shtetërore, madje edhe atë të Presidentit. Por LVV-ja ka një model organizimi të veçantë, me dalje të rralla në publik, për shkak të një sistemi të centralizuar, prandaj kuadrot e saj nuk janë fort të dukshëm në skenën publike”, u shpreh Zeqiraj.

Ai nënvizon se, edhe pse ligji themelor nuk e pengon partinë fituese të kontrollojë tre postet më të rëndësishme shtetërore, një skenar i tillë do të ishte në kundërshtim me parimet demokratike.

“Kur diskutohet se cili nga zyrtarët e LVV-së mund të marrë presidencën, unë besoj se kjo forcë politike duhet të kënaqet me drejtimin e qeverisë dhe të Kuvendit, si rrjedhojë e mandatit të fituar. Posti i Presidentit, nga ana tjetër, duhet t’i besohet opozitës. Edhe pse Kushtetuta nuk e ndalon, logjika dhe shëndeti demokratik kërkojnë që një nga tri funksionet kryesore të udhëhiqet nga opozita”, shtoi ai.

Zeqiraj gjithashtu mendon se kryeministri në detyrë Albin Kurti po përdor avantazhin e numrave në Kuvend për të diktuar procesin e zgjedhjes së presidentit të ardhshëm.

“LVV-ja, së bashku me partnerët Guxo, Alternativa dhe minoritetet joserbe, ka të siguruara 65 vota. Në këtë situatë, opozita praktikisht nuk ka asnjë shans për të konkurruar realisht, pasi epilogu është i paracaktuar”, vlerëson ai.

Duke folur për skenarët që do të shmangnin një cikël të ri zgjedhor, Zeqiraj shprehet se ligjvënësit e opozitës mund të vihen në pozitë që ta mbështesin procesin edhe pa dëshirën e tyre.

“Nëse qëllimi është që vendi të kursehet nga zgjedhjet e përsëritura, deputetët, ndonëse nuk janë të detyruar, mund të qëndrojnë në sallë për të mundësuar zgjedhjen e presidentit, duke e pranuar propozimin e kryeministrit”, deklaroi ai.

Sidoqoftë, në rast se kandidati për president do të dilte nga gjiri i Vetëvendosjes, Zeqiraj përmend një figurë që, sipas tij, i përmbush të gjitha standardet për këtë detyrë.

“Nëse presidenti do të ishte nga radhët e LVV-së, unë mendoj se profesori universitar Mazllum Baraliu do të ishte një zgjedhje e merituar. Ai ka shërbyer si kuadër i lartë në Gjykatën Kushtetuese dhe është një figurë e respektuar në sferën akademike, juridike dhe politike të Kosovës. Dallohet për analizat e thelluara kushtetuese dhe njihet si personalitet i matur, i ekuilibruar dhe i hapur ndaj qytetarëve e zyrtarëve, pa dallime partiake”, përfundoi Zeqiraj.
