On 27.07.2026, at 10:42, Dragisha Viqentijeviq, Jovan Viqentijeviq and Igor Dimoviq were brought under tight security to the Basic Court in Pristina. All three are accused in connection with the terrorist attack on the “Ibër-Lepenc” canal in Zubin Potok.

The hearing at the Palace of Justice began at 10:00 on Monday. At the previous hearing, held on July 9, the defendants pleaded not guilty and refused to read the indictment.

Proceedings continued on Monday with testimony from Ernest Kërçeli, director of Infrastructure at the “Ibër-Lepenc” company, who appeared as a witness and representative of the injured party. Kërçeli is also director of the company’s Water and Generation Department.

In his testimony before the trial panel, he said the explosion on November 29, 2024, in Varagë, Zubin Potok, had caused the company more than €376,000 in damage. As a result, the supply of water to water utilities was interrupted for a period of three to five days.

According to Kërçeli, as soon as information about the explosion was received, “Ibër-Lepenc” teams were immediately mobilized to assess the extent of the damage and ensure the continuation of the water supply, with particular emphasis on the “Kosova B” Power Plant.

He said that when they arrived at the scene, they found extremely extensive damage on a scale the company had never encountered before.

After receiving authorization from the Kosovo Police, the teams carried out a temporary intervention by installing six pipes with a diameter of more than 900 millimeters so that the flow of water could continue.

According to Kërçeli, approximately 75 percent of the supply capacity was restored during the night of the attack. However, water utilities continued to face restrictions for several days.

He explained that water utilities had gone without supplies for three to five days and, even after supplies resumed, they had not operated at full capacity.

Kërçeli described the “Ibër-Lepenc” canal as vital infrastructure for Kosovo, as it provides water both for electricity generation and for more than half of the country’s population.

According to him, Kosovo’s energy system cannot function without the canal because the water is needed to cool the turbines at the “Kosova B” Power Plant. He added that the canal supplies water to more than 500,000 residents.

Referring to the financial cost, the witness said the damage had been repaired as part of a rehabilitation project financed through a World Bank loan. He said the report prepared by the supervising company assessed the damage at more than €376,000.

When asked by the defense whether he knew or had previously met the defendants, Kërçeli replied that he did not know them.

According to the Special Prosecution’s indictment, on 29.11.24, in the section of the “Ibër-Lepenc” canal in the village of Varagë, in the Municipality of Zubin Potok, the Viqentijeviq brothers, acting together with several individuals who have yet to be identified and following a prior agreement, placed around 20 kilograms of Trinitrotoluene, “TNT,” explosives inside the canal.

The prosecution alleges that Dragisha and Jovan Viqentijeviq detonated the explosives using a bag they had tied with rope to a concrete pillar. The explosion severely damaged the canal’s concrete structure, interrupted the drinking water supply, put electricity generation at risk and caused €376,774.70 in damage to the “Ibër-Lepenc” company.

For these actions, the Viqentijeviq brothers are charged with the criminal offense of “Endangering the constitutional order by destroying or damaging public installations,” under Article 122, in conjunction with “Commission of a terrorist offense.” They are also charged with espionage.

All three defendants, Dragisha Viqentijeviq, Jovan Viqentijeviq and Igor Dimoviq, also face charges of unlawful possession of weapons.

The prosecution’s case file states that Jovan Viqentijeviq said during the investigation that, in September 2023, he had trained alongside around 120 other people at the Serbian military training ground “Pasulanske Livade.”

According to the prosecution, members of the group led by Milan Radoiçiq, who is accused over the armed attack in Banjska, also trained at the same training ground during the same period.

The indictment also includes Viqentijeviq’s statement that another attack in Kosovo had been planned for October last year, but that the plan, according to him, had been canceled by Radoiçiq.

The evidence also includes an expert analysis by the US Federal Bureau of Investigation, FBI. According to the analysis, soil found on the defendants’ boots had the same composition as samples collected from the site of the explosion at the “Ibër-Lepenc” canal.

Seanca në Pallatin e Drejtësisë nisi të hënën në orën 10:00. Në seancën e mëparshme, të mbajtur më 9 korrik, të pandehurit ishin deklaruar të pafajshëm dhe kishin refuzuar ta lexonin aktakuzën.

Procesi vazhdoi të hënën me dëshminë e Ernest Kërçelit, drejtor i Infrastrukturës në ndërmarrjen “Ibër-Lepenc”, i cili u paraqit si dëshmitar dhe përfaqësues i palës së dëmtuar. Kërçeli është gjithashtu drejtor i Departamentit të Ujit dhe Gjenerimit në këtë ndërmarrje.

Në dëshminë e tij para trupit gjykues, ai bëri të ditur se shpërthimi i 29 nëntorit 2024, në Varagë të Zubin Potokut, i kishte shkaktuar ndërmarrjes dëme që kalojnë shumën prej 376 mijë eurosh. Si pasojë, furnizimi i ujësjellësve me ujë ishte ndërprerë për një periudhë prej tri deri në pesë ditësh.

Sipas Kërçelit, sapo ishte marrë informacioni për shpërthimin, ekipet e “Ibër-Lepencit” ishin vënë menjëherë në lëvizje për të konstatuar përmasat e dëmit dhe për të garantuar vijimin e furnizimit me ujë, me theks të veçantë për Termocentralin “Kosova B”.

Ai tha se, kur kishin arritur në vendin e ngjarjes, kishin konstatuar dëme jashtëzakonisht të mëdha, të një niveli me të cilin ndërmarrja nuk ishte përballur asnjëherë më parë.

Pasi morën autorizimin nga Policia e Kosovës, ekipet realizuan një ndërhyrje të përkohshme duke vendosur gjashtë gypa me diametër mbi 900 milimetra, me qëllim që rrjedha e ujit të mund të vazhdonte.

Gjatë natës kur ndodhi sulmi, sipas Kërçelit, u rikthye afërsisht 75 për qind e kapacitetit furnizues. Megjithatë, ujësjellësit vijuan të kishin kufizime për disa ditë.

Ai sqaroi se furnizimi për ujësjellësit kishte munguar nga tri deri në pesë ditë, ndërsa edhe pas rifillimit të tij ato nuk kishin operuar me kapacitet të plotë.

Kërçeli e cilësoi kanalin e “Ibër-Lepencit” si infrastrukturë jetike për Kosovën, pasi prej tij sigurohet ujë si për prodhimin e energjisë elektrike, ashtu edhe për më shumë se gjysmën e popullsisë së vendit.

Sipas tij, sistemi energjetik i Kosovës nuk mund të funksionojë pa këtë kanal, sepse uji nevojitet për ftohjen e turbinave të Termocentralit “Kosova B”. Ai shtoi se nga kanali furnizohen me ujë mbi 500 mijë banorë.

Duke iu referuar kostos financiare, dëshmitari tregoi se dëmtimet ishin riparuar në kuadër të një projekti rehabilitues, të financuar përmes një kredie të Bankës Botërore. Raporti i hartuar nga kompania mbikëqyrëse, siç deklaroi ai, e përcakton dëmin në mbi 376 mijë euro.

Kur u pyet nga mbrojtja nëse i njihte apo i kishte takuar më parë të pandehurit, Kërçeli u përgjigj se nuk kishte njohje me ta.

Sipas aktakuzës së Prokurorisë Speciale, më 29.11.24, në pjesën e kanalit “Ibër-Lepenc” në fshatin Varagë të Komunës së Zubin Potokut, vëllezërit Viqentijeviq, në bashkëveprim me disa persona ende të paidentifikuar dhe pas një marrëveshjeje paraprake, vendosën brenda kanalit rreth 20 kilogramë eksploziv të llojit Trinitrotoluene, “TNT”.

Prokuroria pretendon se Dragisha dhe Jovan Viqentijeviqi e aktivizuan lëndën shpërthyese përmes një çante, të cilën e kishin lidhur me litar në një shtyllë betoni. Shpërthimi dëmtoi rëndë strukturën prej betoni të kanalit, ndërpreu furnizimin me ujë të pijshëm, vuri në rrezik prodhimin e energjisë elektrike dhe i shkaktoi ndërmarrjes “Ibër-Lepenc” një dëm prej 376,774.70 eurosh.

Për këto veprime, vëllezërit Viqentijeviq akuzohen për veprën penale “Rrezikimi i rendit kushtetues me shkatërrimin apo dëmtimin e instalimeve publike”, nga neni 122, në lidhje me “Kryerjen e veprës terroriste”. Ata ngarkohen gjithashtu për spiunazh.

Të tre të pandehurit, Dragisha Viqentijeviq, Jovan Viqentijeviq dhe Igor Dimoviq, përballen edhe me akuzën për armëmbajtje pa leje.

Në dosjen e Prokurorisë thuhet se Jovan Viqentijeviqi kishte deklaruar gjatë fazës së hetimeve se, në shtator të vitit 2023, ishte trajnuar së bashku me rreth 120 persona të tjerë në poligonin ushtarak serb “Pasulanske Livade”.

Sipas pretendimit të organit të akuzës, në të njëjtën periudhë dhe në të njëjtin poligon ishin stërvitur edhe pjesëtarët e grupit të drejtuar nga Milan Radoiçiq, i cili akuzohet për sulmin e armatosur në Banjskë.

Aktakuza përmban edhe deklaratën e Viqentijeviqit se gjatë tetorit të vitit të kaluar ishte parashikuar të kryhej një sulm tjetër në Kosovë, por se ai plan, sipas tij, ishte anuluar nga Radoiçiqi.

Pjesë e provave është edhe një ekspertizë e Byrosë Federale të Hetimit të SHBA-së, FBI. Sipas saj, në çizmet e të akuzuarve u gjet material dheu me përbërje të njëjtë me mostrat e siguruara në vendin ku ndodhi shpërthimi në kanalin e “Ibër-Lepencit”.

Në përditësimin e orës 11:11 të datës 27.07.2026 u raportua se gjykimi kishte vazhduar me dëshminë e Kërçelit. Procesi pritet të vijojë me marrjen në pyetje të dëshmitarëve dhe administrimin e provave të tjera të propozuara nga palët.

Shpërthimi shkaktoi dëmtime të rënda në strukturën prej betoni të kanalit “Ibër Lepenc”, ndërpreu furnizimin me ujë të pijshëm dhe vuri në rrezik prodhimin e energjisë elektrike. Dëmi që iu shkaktua ndërmarrjes “Ibër Lepenc” llogaritet në 376,774.70 euro.

Sipas Prokurorisë Speciale, përmes këtyre veprimeve të pandehurit Viqentijeviq kanë konsumuar veprën penale “Rrezikimi i rendit kushtetues me shkatërrimin apo dëmtimin e instalimeve publike”, të parashikuar nga neni 122, në lidhje me “Kryerjen e veprës terroriste”.

The Special Prosecution Office of the Republic of Kosovo claims that evidence obtained during the investigation proves the defendants’ involvement in the criminal offenses with which they are charged.

According to the prosecution, the investigation also identified the role of the Serbian government in preparing the attack.

Weapons, ammunition, military equipment, communication devices and other physical evidence were seized during the investigation. The prosecution says forensic analyses, including DNA tests and other expert examinations, also establish links between the defendants and the scene of the incident.

The defense, meanwhile, has challenged the prosecution’s claims. The lawyers have asked the court to assess the case objectively, arguing that the indictment does not clearly specify the actions allegedly taken by their clients.

Jovan and Dragisha Viqentijeviq, together with Igor Dimoviq, are charged with endangering the constitutional order, committing a terrorist offense and unlawful possession of weapons. In addition to these charges, Jovan Viqentijeviq is also charged with espionage.

Gjykata Themelore në Prishtinë do të zhvillojë sot seancën gjyqësore ndaj Jovan dhe Dragisha Viqentijeviq, të cilët akuzohen se ishin të përfshirë në sulmin terrorist të nëntorit 2023 kundër kanalit të Ibër-Lepencit.

Sikurse në seancën fillestare, të dy të pandehurit janë deklaruar të pafajshëm për akuzat e ngritura ndaj tyre.

Prokuroria Speciale e Republikës së Kosovës pretendon se materialet e siguruara gjatë procesit hetimor vërtetojnë përfshirjen e të akuzuarve në veprat penale që u ngarkohen.

Sipas Prokurorisë, nga hetimet është evidentuar gjithashtu roli i Qeverisë së Serbisë në përgatitjen e sulmit.

Gjatë hetimeve janë konfiskuar armë, municion, pajisje ushtarake, mjete komunikimi dhe prova të tjera materiale. Prokuroria thotë se edhe analizat forenzike, mes tyre ekzaminimet e ADN-së dhe ekspertizat e tjera, krijojnë lidhje ndërmjet të akuzuarve dhe vendit ku ndodhi ngjarja.

Mbrojtja, ndërkohë, i ka kundërshtuar pretendimet e organit të akuzës. Avokatët kanë kërkuar që çështja të vlerësohet në mënyrë objektive nga gjykata, duke argumentuar se në aktakuzë nuk përcaktohen qartë veprimet konkrete të klientëve të tyre.

Jovan dhe Dragisha Viqentijeviq, bashkë me Igor Dimoviqin, ngarkohen me rrezikim të rendit kushtetues, kryerje të veprës terroriste dhe armëmbajtje pa leje. Përveç këtyre akuzave, Jovan Viqentijeviq akuzohet edhe për spiunazh.

Shpërthimi në kanalin e Ibër-Lepencit u krye në nëntor 2023, në fshatin Varagë të Zubin-Potokut, duke dëmtuar një prej infrastrukturave kryesore për furnizimin e Kosovës me ujë dhe energji elektrike. Kosovo’s Special Prosecution had filed an indictment in December 2025 against brothers Dragisha and Jovan Viqentijeviq, as well as against Igor Dimoviq, on the criminal offenses of “endangering the constitutional order through the destruction or damage of public installations and equipment” and “committing a terrorist act.” Once again, all three defendants pleaded not guilty to the charges attributed to them.

Since their arrest following the November 29, 2024 explosion, Dragisha and Jovan Viqentijeviq have remained in detention, while Igor Dimoviq is being tried while free.

According to reporting by the portal “Betimi për Drejtësi,” which follows judicial proceedings in Kosovo, prosecutor Bekim Kodraliu said in his opening statement that experts from the American Federal Bureau of Investigation (FBI) examined soil found on the defendants’ boots and compared it with soil taken from the attack site.

As the prosecutor said, the forensic results show that the soil samples taken from the boots of Dragisha and Jovan Viqentijeviq match the characteristics of the soil from the crime scene.

“It will be proven before you that the accused were direct participants in the terrorist attack on the Ibër-Lepenc canal,” he declared.

Prosecutor Kodraliu also said that the Government of Serbia “played a key role in the preparation of this attack.”

“We will present concrete evidence regarding the specific training and preparations, which, according to the evidence, took place at the military training ground called ‘Pasulanske Livade’ in the Republic of Serbia… All of this was part of the preparations for illegal activities against the state of the Republic of Kosovo,” Kodraliu said.

What did the defense say?

At the July 9 hearing, defense lawyers Nebojsha Vllajiq, Millosh Delleviq and Jellena Krivokapiq presented a series of objections to the indictment, which they described as “one-sided and unlawful.”

Lawyer Vllajiq stressed that the Criminal Procedure Code obliges the prosecutor to treat with equal care both the facts that favor the defendant and those that incriminate him. He added that the defense has proposed ten pieces of evidence.

After the hearing ended, Vllajiq told reporters that the Special Prosecution’s evidence is “suspect and one-sided,” arguing that the prosecutor had dismissed all of the evidence proposed by the defense.

Meanwhile, lawyer Millosh Delleviq said the indictment does not clearly specify exactly what the defendants are accused of, but instead uses, according to him, “collective formulations,” alleging that the Viqentijeviq brothers “together with other unknown persons placed the explosive substance, lit the fuse and activated the explosive.”

“We have to do something that is not our duty – prove his innocence. We will prove this by presenting at least four witnesses who will confirm his alibi and at least two video recordings that will show where he was at the time of the explosion,” said Delleviq, who is defending Dragisha Viqentijeviq.

Lawyer Jellena Krivokapiq, counsel for Igor Dimoviq, told reporters that the weapons found in her client’s apartment constitute “an old and nonfunctional collection.”

“We have informed them what evidence we will present, and I expect that the court, after evaluating all the evidence, will decide that the only fair and lawful verdict is an acquittal,” she said.

What does the indictment contain?

According to the Prosecution, Jovan and Dragisha Viqentijeviq are accused of, on November 29, 2024, at around 18:50, together with several other persons still unidentified, placing about 20 kilograms of explosive material for military use (TNT) inside the Ibër-Lepenc canal, “through a bag tied with rope to a concrete pillar, positioned in such a way as to cause serious damage to infrastructure critical for water and electricity supply.”

The damage caused by this explosion is estimated at around 400,000 euros.

The indictment says that during searches carried out by Kosovo Police at their homes, one in Zubin Potok and the other in the village of Prevlak in the same municipality, large quantities of combat weapons were found and confiscated.

The same document also states that Jovan Viqentijeviq, as a recruited member of Serbia’s Military Intelligence Service, “acted and assisted this service by collecting confidential information and documents, with the aim of using them as part of his illegal activities in the territory of Kosovo and handing them over to this service during meetings in Serbia.”

After the attack, at the home of the third accused, Igor Dimoviq, Kosovo Police found and seized three magazines, one bullet, one knife and several military uniforms. / REL

Kodraliu also announced that before the trial panel, the Prosecution will present evidence secured in cooperation with the FBI from the United States, as well as scientific evidence from the Italian police, which, according to him, proves the guilt of the defendants for terrorist attack.

Likewise, the special prosecutor said that part of the evidentiary materials concerns the training and preparations suspected to have taken place in Serbia.

“Among the evidence to be presented will also be evidence showing the training and preparations that took place at the military training ground called ‘Livadhet e Pasulit’ in Serbia, which is now also suspected of containing a mass grave, all of this as part of unlawful preparations against the state of Kosovo,” he said.

He added that both brothers of the accused are also suspected of serious murder in the territory of Istog, while he requested punishment under Kosovo’s criminal code.

Në seancën e fjalëve hyrëse për rastin e sulmit terrorist në kanalin e Ibër-Lepencit, prokurori special Bekim Kodraliu deklaroi se ngjarja e 29 nëntorit 2024 nuk ka qenë akt i rastësishëm, por pjesë e një zinxhiri sulmesh të rënda të organizuara kundër rendit juridik dhe sigurisë kombëtare të Kosovës.

Sipas tij, sulmi në Ibër-Lepenc, në vlerësimin e Prokurorisë, përfaqëson rastin e katërt të kësaj natyre, pas sulmit ndaj zyrave të KQZ-së në Mitrovicë në vitin 2022, sulmit ndaj ushtarëve të KFOR-it në vitin 2023, barrikadave dhe sulmit në Banjskë po atë vit.

Ai theksoi se ky sulm bën pjesë në një varg veprimesh të rënda të drejtuara kundër institucioneve dhe sigurisë së vendit.

“Sulmi në këtë kanal përbën vazhdimësi të një serie sulmesh të rënda, që në tre vitet kanë pasur për objektiv cenimin e rendit juridik dhe sigurisë kombëtare. Sipas provave që kemi siguruar dhe që do të paraqiten para jush, ky sulm paraqet sulmin e katërt të natyrës së tillë, pas ngjarjeve të mëhershme që kanë cenuar institucionet dhe sigurinë e vendit. Më duhet të veçoj sulmin e zyrave të KQZ-së në Mitrovicë, në dhjetor 2022, duke vazhduar me sulmin ndaj ushtarëve të KFOR-it në maj 2023, vendosjen e barrikadave dhe sulmin në Banjskë në shtator të vitit 2023 e duke u finalizuar me sulmin terrorist në kanalin Ibër-Lepenc”, tha ai.

Kodraliu bëri të ditur gjithashtu se para trupit gjykues Prokuroria do të paraqesë prova të siguruara në bashkëpunim me FBI nga ShBA, si edhe prova shkencore të policisë italiane, të cilat, sipas tij, dëshmojnë fajësinë e të pandehurve për sulm terrorist.

Po ashtu, prokurori special tha se një pjesë e materialeve provuese kanë të bëjnë me trajnimet dhe përgatitjet që dyshohet se janë zhvilluar në Serbi.

“Nga provat që do të paraqiten do të jenë edhe provat që paraqesin trajnimet dhe përgatitjet që janë zhvilluar në poligonin ushtarak të quajtur ‘Livadhet e Pasulit’, në Serbi, që tashmë po dyshohet që ka edhe varrezë masive, krejt kjo si pjesë e përgatitjeve të kundërligjshme ndaj shtetit të Kosovës”, tha ai.
