Following the conclusion of the process of constituting the Kosovo Assembly, acting Finance Minister Hekuran Murati said the procedure ended without the election of one of the deputy speakers because the PDK did not put forward a candidate and did not attend the session.

According to Murati, the Democratic Party of Kosovo had spent weeks calling for the Assembly to be constituted, but on the day the conditions for the process to take place were created, it chose to boycott it.

“Today’s Assembly session is closing successfully. The main issue was not the constitution of the Assembly itself, but the election of the president, which in the previous term led the country toward elections. To resolve this problem, we believed there needed to be an agreement before the constitution of the Assembly,” Murati declared.

He described the absence of the PDK parliamentary group from the chamber as irresponsible.

“The Assembly was constituted, but it remained without one deputy speaker because the PDK parliamentary group refused to nominate its candidate. It is regrettable that this group, after protesting outside the government for many weeks and repeatedly calling for the constitution of the Assembly, decided on the day this became possible not to fulfill its responsibility and to boycott the constitutive session,” he said.

Murati said the Vetëvendosje Movement was prepared to vote for the opposition’s candidates for deputy speakers, with the aim of overcoming the institutional deadlock.

“To unblock the situation and move forward, we agreed to vote for their candidates, even if we did not agree with them and had not previously reached a political agreement, as required by the Constitutional Court. This shows how seriously they treated this issue,” Murati said.

He recalled that the Constitutional Court had previously interpreted the right of parliamentary groups to nominate members of the Assembly’s presidency.

“Last year, when we nominated Albulena Haxhiu for speaker of the Assembly, the Constitutional Court clarified that parliamentary groups cannot be denied their constitutional right to nominate members of the presidency. However, their election requires parliamentary groups to secure political agreement and 61 votes,” he said.

According to Murati, the other parliamentary parties failed to reach an agreement with LVV, despite Prime Minister Albin Kurti’s invitation to meet.

“The other parliamentary groups did not reach an agreement with the Vetëvendosje Movement. Prime Minister Kurti invited them to discuss and find a solution, but the invitation was not accepted and no agreement was reached. Despite this, we decided to proceed so that the Assembly could be constituted and the institutions could be formed,” Murati concluded.

Regarding the vote by the deputy from the Serb List and LVV’s position toward the party, Murati said Vetëvendosje’s main objective had been to prevent new elections and reach an agreement on the election of the president.

“For us, it has always been essential to secure the election of the country’s president. In the previous term, the Assembly and the government were formed in record time, and there was no problem in this regard. The crisis emerged over the election of the president, after the opposition did not remain in the chamber, sending the country to elections,” Konjufca said.

He added that, precisely to prevent this development from being repeated, LVV had sought a political agreement before the constitution of the Assembly and the start of the deadlines.

“To avoid another electoral process at all costs, the Vetëvendosje Movement insisted that an agreement be reached before the constitution of the Assembly and before the constitutional deadlines began to run,” he said.

Murati said that LVV had reached an agreement with the Democratic League of Kosovo, but it was not supported by all of that party’s deputies.

“We reached an agreement with the Democratic League of Kosovo, but it cannot be considered complete because the LDK and some of its deputies expressed reservations about the agreement and the consensus candidate, Professor Doctor Bekim Sejdiu,” he said.

According to him, LVV had decided to support the candidates of the other parties for deputy speakers, on the condition that they attend the session and create the possibility for the president to be elected.

“As part of the political agreement, we would use our 53 votes for their candidates for deputy speakers. In return, they had to agree to attend the session, at least by voting against, so that the election of the president could take place. This was the purpose of this formula,” he declared.

When the opposition refused to take part in the process, LVV, according to Murati, decided to stop holding up the constitution of the Assembly.

“When it became clear that they intended to continue the blockade and had no interest in constituting the Assembly, we decided to act rationally. The Assembly was constituted, and now we hope that this goodwill on the part of the Vetëvendosje Movement will be understood as such. The other opposition deputies must reflect and, at the session for the election of the president, remain in the chamber and vote so that the country does not go to elections again,” he said.

Asked about the vote by the deputy from the Serb List, Konjufca said that the position of deputy speaker representing the Serb community, as a non-majority community, is determined by the Constitution. He said the Constitutional Court’s decision recognizes this right of the Serb List.

“The Constitution clearly defines the issue of the deputy speaker who comes from the Serb community, which is a non-majority community. During the previous year, in the 2015 legislature, we objected and continued the procedure for voting on Mr. Nenad Rašić,” he said.

Konjufca explained that, according to the Constitutional Court, the position of deputy speaker belongs to the Serb List as long as this party constitutes the majority of Serb deputies in the Assembly.

“At the beginning of 2026, the Constitutional Court ruled that if the Serb List has the majority of deputies from the Serb community, no other candidate may be nominated. Therefore, the Constitutional Court, not us, granted the Serb List the right to this position,” he declared.

He stressed that in previous legislatures, LVV had voted against candidates from the Serb List, aiming to have another representative of the non-majority Serb community elected to the presidency.

“In previous legislatures, we voted against all candidates from the Serb List, with the aim of securing the election of the only candidate who did not belong to this list. But the Constitutional Court’s decision at the beginning of this year established that this position belongs to the Serb List for as long as it has the majority of deputies from the non-majority Serb community in the Assembly of the Republic of Kosovo,” he added.

Pas konstituimit të Kuvendit të Kosovës, në një seancë ku munguan deputetët e PDK-së, ka reaguar ministri në detyrë i Financave, Hekuran Murati.

Pas përfundimit të procesit të konstituimit të Kuvendit të Kosovës, ministri në detyrë i Financave, Hekuran Murati, tha se procedura përfundoi pa zgjedhjen e njërit prej nënkryetarëve, pasi PDK-ja nuk paraqiti kandidat dhe nuk mori pjesë në seancë.

Sipas Muratit, Partia Demokratike e Kosovës kishte kërkuar për javë me radhë që Kuvendi të konstituohej, por në ditën kur u krijuan kushtet për zhvillimin e procesit zgjodhi ta bojkotojë atë.

“Seanca e sotme e Kuvendit po mbyllet me sukses. Çështja kryesore nuk ishte vetë konstituimi i Kuvendit, por zgjedhja e presidentit, e cila në mandatin e kaluar e çoi vendin drejt zgjedhjeve. Për ta zgjidhur këtë problem, ne kemi vlerësuar se duhej të kishte një marrëveshje përpara konstituimit”, deklaroi Murati.

Ai e cilësoi si të papërgjegjshme mungesën e grupit parlamentar të PDK-së në sallë.

“Kuvendi u konstituua, por mbeti pa një nënkryetar, sepse grupi parlamentar i PDK-së nuk pranoi të propozonte kandidatin ose kandidaten e vet. Është për keqardhje që ky grup, pasi për shumë javë protestoi para qeverisë dhe kërkoi vazhdimisht konstituimin e Kuvendit, në ditën kur kjo u bë e mundur vendosi të mos e përmbushte përgjegjësinë e tij dhe të bojkotojë seancën konstituive”, u shpreh ai.

Murati tha se Lëvizja Vetëvendosje ishte e gatshme të votonte kandidatët e opozitës për nënkryetarë, me synimin që të kapërcehej bllokada institucionale.

“Për të zhbllokuar situatën dhe për të vazhduar përpara, ne pranuam të votonim kandidatët e tyre, edhe nëse nuk ishim dakord me ta dhe nuk kishim arritur më herët një pajtim politik, siç kërkohet nga Gjykata Kushtetuese. Kjo tregon se sa seriozisht e kanë trajtuar ata këtë çështje”, tha Murati.

Ai rikujtoi se Gjykata Kushtetuese kishte interpretuar më herët të drejtën e grupeve parlamentare për të propozuar anëtarë të kryesisë së Kuvendit.

“Vitin e kaluar, kur ne propozuam Albulena Haxhiun për kryetare të Kuvendit, Gjykata Kushtetuese sqaroi se grupeve parlamentare nuk mund t’u mohohet e drejta kushtetuese për të propozuar anëtarët e kryesisë. Megjithatë, për zgjedhjen e tyre kërkohet që grupet parlamentare të sigurojnë dakordësi politike dhe 61 vota”, tha ai.

Sipas Muratit, partitë e tjera parlamentare nuk arritën marrëveshje me LVV-në, pavarësisht ftesës së kryeministrit Albin Kurti për takim.

“Grupet e tjera parlamentare nuk arritën një dakordësi me Lëvizjen Vetëvendosje. Kryeministri Kurti i ftoi për të diskutuar dhe për të gjetur një zgjidhje, por kjo ftesë nuk u pranua dhe marrëveshja nuk u arrit. Pavarësisht kësaj, ne vendosëm të vazhdonim, në mënyrë që Kuvendi të konstituohej dhe institucionet të mund të formoheshin”, përfundoi Murati.

Sa i përket votës së deputetit nga Lista Serbe dhe qëndrimit të LVV-së ndaj kësaj partie, Murati tha se qëllimi kryesor i Vetëvendosjes kishte qenë parandalimi i zgjedhjeve të reja dhe arritja e një marrëveshjeje për zgjedhjen e presidentit.

“Për ne, gjithmonë ka qenë thelbësore që të sigurohej zgjedhja e presidentit të vendit. Në mandatin e kaluar, Kuvendi dhe Qeveria u formuan në një kohë rekord dhe nuk pati problem në këtë drejtim. Kriza u shfaq te zgjedhja e presidentit, pasi opozita nuk qëndroi në sallë, duke e çuar vendin në zgjedhje”, tha Konjufca.

Ai shtoi se pikërisht për të mos lejuar përsëritjen e këtij zhvillimi, LVV-ja kishte kërkuar një marrëveshje politike para konstituimit të Kuvendit dhe nisjes së afateve.

“Për ta shmangur me çdo kusht një tjetër proces zgjedhor, Lëvizja Vetëvendosje këmbënguli që dakordësia të arrihej përpara konstituimit të Kuvendit dhe para se të fillonin të rridhnin afatet kushtetuese”, u shpreh ai.

Murati bëri të ditur se LVV-ja kishte lidhur një marrëveshje me Lidhjen Demokratike të Kosovës, por ajo nuk ishte mbështetur nga të gjithë deputetët e kësaj partie.

“Ne arritëm një marrëveshje me Lidhjen Demokratike të Kosovës, por ajo nuk mund të konsiderohet e plotë, pasi LDK-ja dhe disa prej deputetëve të saj shprehën rezerva për marrëveshjen dhe për kandidatin konsensual, profesor doktor Bekim Sejdiun”, tha ai.

Sipas tij, LVV-ja kishte vendosur t’i mbështeste kandidatët e partive të tjera për nënkryetarë, me kushtin që ato të merrnin pjesë në seancë dhe të krijonin mundësinë për zgjedhjen e presidentit.

“Në kuadër të marrëveshjes politike, ne do t’i përdornim 53 votat tona për kandidatët e tyre për nënkryetarë. Në këmbim, ata duhej të pajtoheshin të merrnin pjesë në seancë, të paktën duke votuar kundër, në mënyrë që të mundësohej zgjedhja e presidentit. Ky ishte qëllimi i kësaj formule”, deklaroi ai.

Kur opozita refuzoi të përfshihej në proces, LVV-ja, sipas Muratit, vendosi të mos e mbante më peng konstituimin e Kuvendit.

“Kur u bë e qartë se ata synonin ta vazhdonin bllokadën dhe nuk kishin interes ta konstituonin Kuvendin, ne vendosëm të vepronim në mënyrë racionale. Kuvendi u konstituua dhe tani shpresojmë që ky vullnet i mirë i Lëvizjes Vetëvendosje të kuptohet si i tillë. Deputetët e tjerë të opozitës duhet të reflektojnë dhe, në seancën për zgjedhjen e presidentit, të qëndrojnë në sallë e të votojnë, në mënyrë që vendi të mos shkojë sërish në zgjedhje”, tha ai.

I pyetur për votën e deputetit nga Lista Serbe, Konjufca deklaroi se posti i nënkryetarit që përfaqëson komunitetin serb, si komunitet jo shumicë, përcaktohet nga Kushtetuta. Ai tha se vendimi i Gjykatës Kushtetuese ia njeh këtë të drejtë Listës Serbe.

“Kushtetuta përcakton qartë çështjen e nënkryetarit që vjen nga komuniteti serb, i cili është komunitet jo shumicë. Gjatë vitit të kaluar, në legjislaturën e vitit 2015, ne kundërshtuam dhe vazhduam procedurën për votimin e zotëri Nenad Rašić”, tha ai.

Konjufca sqaroi se, sipas Gjykatës Kushtetuese, posti i nënkryetarit i takon Listës Serbe për sa kohë që kjo parti përbën shumicën e deputetëve serbë në Kuvend.

“Në fillim të vitit 2026, Gjykata Kushtetuese vendosi se, nëse Lista Serbe ka shumicën e deputetëve të komunitetit serb, nuk mund të propozohet kandidat tjetër. Pra, të drejtën për këtë post ia ka dhënë Listës Serbe Gjykata Kushtetuese dhe jo ne”, deklaroi ai.

Ai theksoi se LVV-ja në legjislaturat e mëparshme kishte votuar kundër kandidatëve të Listës Serbe, duke synuar që në kryesi të zgjidhej një përfaqësues tjetër i komunitetit serb jo shumicë.

“Në legjislaturat e kaluara kemi votuar kundër të gjithë kandidatëve të Listës Serbe, me synimin që të arrihej zgjedhja e kandidatit të vetëm që nuk i përkiste kësaj liste. Kosovo’s Prime Minister Albin Kurti, together with Finance Minister Hekuran Murati, visited the Kosovo Tax Administration today, where they were briefed on the institution’s performance.

Kurti thanked the leadership and employees of the Tax Administration, saying that the results achieved were the product of their work and had not come about by chance.

According to him, tax revenues have increased by around 14%, while operational activities have risen by more than 35% compared with the same period last year. He stressed that, in addition to these figures, an even more significant indicator is the expansion of the economy, with around 5,700 more businesses and more than 17,000 additional workers declared compared with last year. Kurti said this meant more economic activity, new jobs and a broader foundation for the country’s development.

The head of government said that the Tax Administration was also working to change the way it communicates and cooperates with businesses and citizens.

He cited increased transparency—including the publication of decisions by the Appeals Department—as steps toward a more professional and trusted administration, along with the goal of ensuring that 100% of inspections are based on risk assessment. According to Kurti, the 46% increase in reports demonstrates greater trust in the institution, while the decline in the number of fines is consistent with the approach that businesses should first be advised and guided. He added that penalties should be used only as a last resort when the law is violated deliberately or repeatedly.

Kurti assured the Tax Administration of the government’s support and called on it to continue its work with professionalism, transparency and equal treatment for all taxpayers.

He also underscored the importance of digitalization, highlighting the certification of nine software companies as part of the fiscalization process, which, he said, would bring greater competition and create opportunities for higher-quality, more affordable services for businesses. Kurti also described investment in human resources as essential, while he said the hiring of new inspectors and debt collectors demonstrated the development of the capacities needed for the future of the Tax Administration.
