Asked about why the new prosecutor in the case had been mentioned only during the closing argument, Gashi disputed that assessment.

“I do not agree with that,” she said.

Meanwhile, the Basic Court in Peja decided today to reopen the judicial review in the case of the triple killing in Gllogjan, in which Halil, Kreshnik and Kastriot Mehmetaj are accused.

The decision came after the Prosecution, only in its closing argument, referred to a video recording of Kreshnik Mehmetaj firing a weapon and to ballistic evidence, which had not previously been presented and admitted during the trial process, making it impossible for the defense to challenge them.

Halil, Kastriot and Kreshnik Mehmetaj are accused of having, on November 26, 2021, out of revenge, fired a Kalashnikov at a bus in Gllogjan, where two 17-year-old students and the bus driver were killed.

At the initial hearing held on June 21, 2023, all three defendants pleaded not guilty.

At the end of the hearing, the judicial panel led by Judge Izet Gërguri decided not to accept the defense request of Hisni Ibishi for a supplementary psychiatric evaluation. However, the court ordered that the head of the team of experts who prepared the evaluation be summoned to provide additional clarifications. On the other hand, the court approved the request of Bujar Ibishi’s defense that he undergo a psychiatric evaluation by the Kosovo Institute of Forensic Psychiatry.

“The proposal of the defense counsel for defendant Hisni Ibishi, Kada Bunjaku-Përçuku, for the IFPK to be ordered to supplement the psychiatric evaluation for defendant Hisni Ibishi is rejected. Meanwhile, the proposal to summon the head of the team of experts who carried out the evaluation of defendant Hisni Ibishi, so that he may provide the necessary clarifications in line with the parties’ requests, is approved. The proposal of the defense counsel for defendant Bujar Ibishi, lawyer Naim Rudari, for a psychiatric evaluation to be carried out on defendant Bujar Ibishi is approved. By a separate order, the court will instruct the IFPK to carry out this evaluation and determine the tasks,” said presiding judge Gërguri.

Hisni Ibishi’s defense lawyer, Kada Bunjaku-Përçuku, challenged the content of the evaluation by the Kosovo Institute of Forensic Psychiatry, saying it did not address whether her client had acted in a state of severe mental shock.

“Yes, I have remarks regarding the evaluation of the Kosovo Institute of Forensic Psychiatry, because at the previous hearing I proposed that this direct psychiatric examination be conducted on my client, with the aim of establishing the circumstances of whether my client carried out the shooting with a weapon in a state of severe mental shock or not. I do not have the court’s separate ruling by which the experts were assigned their specific duties, but based on the written evaluation and the final conclusion they provided, it is evident that they did not examine or give an opinion on this circumstance, which is precisely why the evaluation was proposed,” said Përçuku.

Meanwhile, Bujar Ibishi’s lawyer, Naim Rudari, requested that his client undergo a psychiatric evaluation, referring to medical reports which, according to him, point to emotional problems and personality disorders.

“As for the health report for detainee Bujar Ibishi, we received it on May 22, 2026, via email and, despite the fact that the report states that the patient’s medical file is attached, we received only the two-page health report. From the content of this report, it is evident that detainee Bujar Ibishi was treated at the detention center and monitored for the diagnoses of ‘personality disorder with schizoid traits’ and ‘borderline personality disorder.’ Among other things, the report describes that the patient manifested increased emotional burden, anxiety, emotional lability, as well as the presence of suicidal ideation,” Rudari said.

These requests were opposed by prosecutor Sahit Tmava, who said that accepting them would only delay the judicial process.

“We have the experts’ decision and findings regarding the mental health condition of defendant Hisni Ibishi, and for this reason I oppose the proposal of Hisni’s defense counsel. As for the proposal of the defense of defendant Bujar Ibishi, in the latest hearings there has been no documentation whatsoever concerning defendant Bujar Ibishi, from the time the criminal offense was committed up to these hearings, showing that he suffers from any psychiatric disorder, either before or after the commission of the criminal offense. Therefore, I also oppose the proposal of Bujar’s defense because, in one respect, it is only delaying the proceedings,” Tmava said.

The representative of the injured party, Fisnik Sogojeva, also opposed the requests for additional evaluations, stressing that the existing evaluation shows that Hisni Ibishi was not in a state of shock at the time of the incident.

“We oppose it because from the evaluation prepared by three experts, dated 06.07.2025, on the last page, the penultimate point, the experts clarified that ‘as regards the critical day, the ability to judge the act, as well as the ability to control one’s actions and the consequences of one’s actions or omissions, was not affected.’ So, it was clarified that at the time of undertaking the act, he was not in a state of shock of any kind and, moreover, in the direct examination in the expert report it is clarified that even now he feels no remorse.” As for Bujar Ibishi, from the minutes of the previous hearing, the proposal of his defense was that his health condition at the detention center be examined, and not any possible examination related to the critical day. Moreover, from the report and evidence submitted on 22.05.2026 by the Prison Health Department, it is sufficiently clarified and understood from that evidence that he did not display any circumstance that could suggest that on the critical day he was affected in such a way as not to be aware of the action he undertook,” said Sogojeva.

According to the prosecution, Hisni and Bujar Ibishi are suspected that on February 12, 2025, in a venue in Adem Jashari Square in Skenderaj, “aware of their actions and intentionally deprived Ismet Ibishi I.I. of life, in that while the victim was drinking coffee in the venue, the defendants, as soon as they entered, pulled out their weapons and fired in his direction, with the shots proving fatal.”

The next hearing has been scheduled for September 3, 2026, starting at 09:00.

According to the indictment of the Special Prosecution of the Republic of Kosovo, filed on September 15, 2023, Ekrem Bajroviq is charged with having committed war crimes against the civilian population in the Municipality of Istog and the surrounding villages during 1998-1999.

The indictment states that Bajroviq, in his capacity as a member of the Serbian police and military forces, both individually and in co-perpetration with other persons, participated in and contributed to the implementation of repressive measures, including the killing, raiding, beating, mistreatment, arrest, torture, cruel and inhuman treatment, keeping people in conditions of slavery, expulsion and deportation of the civilian population, as well as the looting, burning, and destruction of the homes of civilians of Albanian nationality.

Meanwhile, on July 19, 2024, the Basic Court in Prishtina had sentenced the accused, Ekrem Bajroviq, to 12 years in prison for war crimes committed during 1998-1999 in the Municipality of Istog and the surrounding villages.

However, the case has been returned for retrial by the Supreme Court, which in its decision drafted on December 4, 2025, approved the request for the protection of legality submitted by Bajroviq’s defense, namely lawyers Ljubomir Pantoviq and Milosh Deleviq.

Klinaku asked that the Municipality compensate material damage for the wheelchair in the amount of 150 euros, as well as for an assistant from 2015 until 14.09.2022, based on the minimum wage of that time in the amount of 250 euros net, which according to him reaches a total of 21,000 euros. He also requested 300,000 euros for non-material damage, linking this to the emotional suffering and fear experienced by the plaintiff for the period from the beginning of 2015 until 14.09.2022.

According to him, for both categories of damage, material and non-material, for the period from the beginning of 2015 until 14.09.2022, the total amount is 321,150 euros, due to what he described as severe discrimination caused by the violation of rights protected by the anti-discrimination law.

On the other hand, the lawyer for the Municipality of Prishtina, Kaltrina Velegu, requested that Faruk Kukaj’s claim be dismissed as unfounded, arguing that the plaintiff had failed to prove the existence of discrimination or unequal treatment.

Velegu stated that they stand by all positions presented earlier, including the response to the lawsuit and the closing statement dated 14.09.2022. According to her, the plaintiff proved neither discrimination, nor unequal treatment, nor any other violation of his rights by the defendant, and she therefore requested that the lawsuit be rejected as unfounded.

She also reiterated that, even after the administration of evidence and the review of the case, the party representing the Municipality stands by all the claims presented during the proceedings. According to Velegu, the plaintiff failed to prove any discriminatory act by the Municipality of Prishtina, and they therefore proposed that the court reject the claim as unfounded.

At the conclusion of the hearing, judge Blerand Rrmoku announced that the main hearing in this case had ended and that the judgment would be drafted within the deadlines set by the provisions of the Law on Contested Procedure. He added that the decision would be communicated to the parties in due time.

The same proposal was also made by the defense counsel for the accused, lawyer Mirvete Hashani, for the same reasons, but this request was opposed by Millaku herself.

“I want them to be public, so that others know everything I suffered in that house as well. From my side, I accept the journalists; I am the victim here, not them. I endured for 30 years,” the accused Millaku declared.

Despite this, the presiding judge of the Appeals panel, Xhevdet Abazi, announced that the hearing would be held behind closed doors in order to protect the interests of Millaku’s children.

In this case, the judicial panel consists of Xhevdet Abazi as presiding judge, Kadrije Goga-Lubishtani as reporting judge, and Skender Çoçaj as member.

Present at the hearing were the accused Nazmije Millaku together with her defense counsel, lawyer Mirvete Hashani, as well as the injured party S.M. Meanwhile, no one from the Appellate Prosecution was present.

Otherwise, on March 9, 2026, the Basic Court in Prishtina found Millaku guilty of the criminal offense of “Aggravated Murder” and sentenced her to 20 years in prison. At the same time, she was acquitted of the charge of the criminal offense of “Unauthorized Possession of Weapons,” reports “Oath for Justice.”

According to the indictment of the Basic Prosecution in Prishtina, Nazmije Millaku was charged that on August 20, 2024, in the shared corridor of their houses in Prishtina, in a treacherous manner and for base motives of jealousy, she intentionally deprived her brother-in-law Xh.M. of life. The indictment describes that the defendant had felt disrespected and abandoned by family members, believing that the now deceased had influence.

The indictment also states that the accused had prepared in advance to commit this criminal offense by completing a training course in the use of short firearms, then becoming certified and purchasing a firearm and ammunition. According to the description, she had taken advantage of the moment when other family members were not there and, after seeing the now deceased Xh.M. passing through the house corridor to go to the shared yard, had gone out into the corridor and, in a treacherous manner, fired several times with the aforementioned weapon in his direction, striking him in different parts of the body. As a result of the injuries, the victim died.

The autopsy found that Xh.M.’s death was violent and had occurred as a result of brain destruction and massive internal and external bleeding. It also found 18 wounds caused by 11 shots.

With these actions, she was charged with the criminal offense of “Aggravated Murder” under Article 173, paragraph 1, subparagraph 1.4 of the Criminal Code.

Millaku was also charged that, from December 21, 2023 until August 20, 2024, contrary to the applicable weapons law, she had possessed a firearm, three magazines, and 39 bullets, while, although she had completed the course for using the weapon, she had still not been issued a permit to carry it. According to the indictment, the weapon was found during a search in her bag when she went to the police station, while part of the ammunition was found in her room.

Under these circumstances, she was also charged with the criminal offense of “Unauthorized ownership, control or possession of weapons” under Article 366, paragraph 1 of the Criminal Code.
