Sources within the Presidency confirmed the decision to “Betimi për Drejtësi”.

The decree was issued one day after the Kosovo Prosecutorial Council, at its 298th meeting on Monday, nominated Gashi for Chief State Prosecutor and proposed his name to Haxhiu for appointment by decree, “Betimi për Drejtësi” reports.

Five candidates took part in the process for the position: Atdhe Dema, Naim Abazi, Rafet Halimi, Shqipdon Fazliu and Zejnullah Gashi.

The Evaluation Panel published the results following interviews held on July 1, 2026. Zejnullah Gashi was awarded 91.6 points, Atdhe Dema 89.3 points, Naim Abazi 89 points, Rafet Halimi 87 points, and Shqipdon Fazliu 86.3 points.

The KPC also made public the interviews of all five candidates.

Candidate Atdhe Dema had filed a complaint regarding his evaluation in the selection process for Chief State Prosecutor. However, the Council rejected the complaint at its meeting on July 10, 2026.

On June 19, 2026, the Kosovo Prosecutorial Council (KPC) approved the candidacies of the five contenders for the post, with six votes in favour and one against.

The decision to open the competition for Chief State Prosecutor was made at a meeting of the Kosovo Prosecutorial Council on May 18, 2026.

After the competition was announced, Blerim Isufaj, the Chief Prosecutor of the Special Prosecution Office of the Republic of Kosovo, filed a lawsuit with the Administrative Court, seeking an interim security measure to suspend the competition announced by the KPC. His request was rejected by the Administrative Court, a decision also upheld by the Court of Appeals.

Burime të “Betimi për Drejtësi” brenda Presidencës e kanë konfirmuar këtë vendim.

Dekreti është nxjerrë një ditë pasi Këshilli Prokurorial i Kosovës, në mbledhjen e tij të 298-të të hënën, e nominoi Gashin për Kryeprokuror të Shtetit dhe emrin e tij ia propozoi Haxhiut për dekretim, raporton “Betimi për Drejtësi“.

Në procedurën për këtë pozitë morën pjesë pesë kandidatë: Atdhe Dema, Naim Abazi, Rafet Halimi, Shqipdon Fazliu dhe Zejnullah Gashi.

Paneli Vlerësues i publikoi rezultatet pas intervistimeve të mbajtura më 1 korrik 2026. Zejnullah Gashi u vlerësua me 91.6 pikë, Atdhe Dema me 89.3 pikë, Naim Abazi me 89 pikë, Rafet Halimi me 87 pikë, ndërsa Shqipdon Fazliu me 86.3 pikë.

Më 19 qershor 2026, Këshilli Prokurorial i Kosovës (KPK) i kishte miratuar kandidaturat e pesë garuesve për këtë post, me 6 vota për dhe 1 kundër.

Vendimi për hapjen e konkursit për Kryeprokuror të Shtetit ishte marrë në mbledhjen e Këshillit Prokurorial të Kosovës më 18 maj 2026.

Pas publikimit të konkursit, kryeprokurori i Prokurorisë Speciale të Republikës së Kosovës, Blerim Isufaj, kishte ngritur padi në Gjykatën Administrative, duke kërkuar masë të sigurisë për pezullimin e konkursit të shpallur nga KPK-ja. Kërkesa e tij u refuzua nga Gjykata Administrative, vendim që u konfirmua edhe nga Gjykata e Apelit.

During the meeting, Haxhiu stressed that Kosovo’s request for membership in the European Union should not be delayed any further.

“Kosovo’s application for membership in the European Union must be handled without further delays, and the country’s progress should be assessed on the basis of merit,” she said.

She underlined that Kosovo is not seeking favorable treatment, but an equal and fair procedure.

“Kosovo is not asking for an exemption from the criteria, but for a fair process that would pave the way for obtaining candidate country status and the start of membership negotiations,” Haxhiu said.

Haxhiu also presented Kosovo’s achievements in reforms related to European integration, the rule of law and economic development, emphasizing that the country’s Euro-Atlantic course remains unchanged.

“Kosovo’s Euro-Atlantic orientation is clear, stable and enjoys broad public support,” the acting president said.

The meeting also addressed the dialogue with Serbia, security issues, as well as the lack of accountability for the terrorist attack in Banjska.

“The European process must be based on the implementation of agreements and on equal accountability for all parties,” Haxhiu stressed.

Ushtruesja e detyrës së Presidentes së Kosovës, Albulena Haxhiu, zhvilloi një takim me raportuesin e përhershëm të Parlamentit Evropian për Kosovën, eurodeputetin Riho Terras, ku në qendër të bisedës ishte e ardhmja evropiane e vendit.

Gjatë takimit, Haxhiu theksoi se kërkesa e Kosovës për anëtarësim në Bashkimin Evropian nuk duhet të zvarritet më tej.

“Aplikimi i Kosovës për anëtarësim në Bashkimin Evropian duhet të trajtohet pa vonesa të mëtejshme dhe përparimi i vendit duhet të vlerësohet mbi bazën e meritave”, deklaroi ajo.

Ajo nënvizoi se Kosova nuk po kërkon trajtim të favorshëm, por një procedurë të barabartë dhe të drejtë.

“Kosova nuk kërkon përjashtim nga kriteret, por një proces të drejtë, i cili do t’i hapte rrugën marrjes së statusit të vendit kandidat dhe fillimit të negociatave për anëtarësim”, u shpreh Haxhiu.

Haxhiu paraqiti gjithashtu arritjet e Kosovës në reformat që lidhen me integrimin evropian, sundimin e ligjit dhe zhvillimin ekonomik, duke theksuar se kursi euroatlantik i vendit mbetet i pandryshuar.

It belongs to the academy that prepared you and to the Kosovo Security Force, which today welcomes into its ranks young officers prepared for the greatest responsibilities of their lives,” she said.

According to Haxhiu, graduation completes an important stage of their formation and opens a new phase of responsibility for the young officers, who over the past four years have gone through a full academic and military process.

“Dear cadets, and from today, young officers. With your graduation, an important chapter of your formation comes to an end and an extraordinary responsibility begins as officers of the Republic. Four years ago, you began this journey with dreams, ambitions, and an unwavering will to serve the homeland. During these years, through the integrated academic and military program, you have gained university-level knowledge and at the same time undergone military education, training, and formation at the Defense Academy of the Kosovo Security Force. The formation you have received has instilled discipline and a clear understanding of the responsibility an officer bears. Modern equipment, technology, and new standards have raised expectations for people who know how to think clearly, remain calm, and act quickly and with integrity,” she said.

She added that military rank is not simply a decoration on a uniform, but a burden of responsibility that must be proven through professionalism and integrity.

“The ranks you will wear on your shoulders from today are not merely decoration on your uniform. An officer earns trust through conduct, honesty, care for the people entrusted to them, and a willingness to take responsibility even when decisions may be difficult,” she said.

Speaking at the ceremony as well, Acting Prime Minister Albin Kurti said that in the next mandate the aim is to invest 1 billion euros in defense, build an ammunition factory, and increase the participation of girls in the army.

He said that alongside investments and modern equipment, the most important foundation of the army remains soldiers who are trained and devoted to the homeland.

“From today, you are not only young officers, but also the future leaders of our army. During these four years, you have experienced difficulties, challenged yourselves, and been compelled to achieve results. During this period, you have been imbued with high values, values that will accompany you in every duty you will have as officers of the Republic. The Government of Kosovo during these years has placed defense among its main priorities,” Kurti said.

According to him, building a modern army cannot be achieved only through the purchase of military equipment.

“This is the essential component of the Security Force. To have an army that is prepared, trained, and equipped with modern equipment is not enough if our army is not distinguished by devoted people who love the homeland more than themselves,” he said.

Kurti announced major investments in defense during the next mandate.

“In the next mandate, we will invest 1 billion euros, we will have 1,000 girls as part of our army. We will have our own factory for the production of ammunition, we will have our own ammunition, but most importantly, we will continue to have soldiers who are more prepared and more educated than ever before, because these girls are precisely part of our army,” he said.

Also addressing the ceremony was the commander of the Center for University Studies, Major Mimoza Buteci, who gave the cadets messages on how they should carry out their profession.

She said that officers must place the interests of the state and the institution above personal interests.

Në ceremoninë e diplomimit të gjeneratës 2026 të kadetëve të Forcës së Sigurisë së Kosovës morën pjesë udhëheqësit më të lartë të vendit, përfaqësues të Ministrisë së Mbrojtjes, të FSK-së, partnerë ndërkombëtarë dhe familjarë të kadetëve.

Para nisjes së aktivitetit, presidentja në detyrë, Albulena Haxhiu, së bashku me Komandantin e Forcës së Sigurisë së Kosovës, Gjenerallejtënant Bashkim Jashari, pritën Kryeministrin Albin Kurti.

Kadetët me këtë ceremoni po shënojnë përmbylljen e shkollimit ushtarak dhe fillimin e rrugëtimit të tyre profesional në shërbim të vendit. Gjatë aktivitetit ishte paraparë që të mbaheshin adresime nga krerët institucionalë dhe drejtuesit e FSK-së, ndërsa kadetët të pajiseshin me diplomat dhe të bënin betimin për t’i shërbyer Republikës së Kosovës.

“Kjo ditë u përket në radhë të parë sigurisht juve, kadetë. U përket familjeve tuaja, të cilat i falënderoj nga zemra për mundin, disiplinën dhe edukimin që ju kanë dhënë. I përket akademisë që ju ka përgatitur dhe Forcës së Sigurisë së Kosovës, që sot merr në radhët e saj oficerë të rinj, të përgatitur për përgjegjësi më të mëdha të jetës së tyre”, tha ajo.

Sipas Haxhiut, diplomimi përmbyll një etapë të rëndësishme të formimit të tyre dhe hap një fazë të re përgjegjësie për oficerët e rinj, të cilët gjatë katër viteve kanë kaluar një proces të plotë akademik dhe ushtarak.

“Të dashur kadetë dhe nga sot oficerë të rinj. Me diplomimin tuaj përmbyllet një kapitull i rëndësishëm i formimit tuaj dhe nis një përgjegjësi e jashtëzakonshme si oficerë të Republikës. Katër vite më parë, ju e nisët këtë rrugëtim me ëndrra, ambicie dhe me vullnet të palëkundur për t’i shërbyer atdheut. Gjatë këtyre viteve, përmes programit të integruar akademik dhe ushtarak, keni përfituar njohuri universitare dhe njëkohësisht keni kaluar përmes edukimit, stërvitjes dhe formimit ushtarak në Akademinë e Mbrojtjes të Forcës së Sigurisë së Kosovës. Formimi që keni marrë ka ngulitur disiplinë dhe një kuptim të qartë të përgjegjësisë që mban oficeri. Pajisjet moderne, teknologjia dhe standardet e reja kanë rritur pritshmëritë ndaj njerëzve që dinë të mendojnë drejt, të qëndrojnë të qetë dhe të veprojnë shpejt e me integritet”, tha ajo.

Ajo shtoi se grada ushtarake nuk është thjesht një zbukurim mbi uniformë, por një barrë përgjegjësie që duhet dëshmuar me profesionalizëm dhe integritet.

“Gradat që do të mbani në supet tuaja nga sot nuk janë thjesht dekorim në uniformën tuaj. Një oficer fiton besim me sjellje, me ndershmëri, me kujdesin ndaj njerëzve që i besohen dhe me gatishmëri për të marrë përgjegjësi edhe atëherë kur vendimet mund të jenë të vështira”, tha ajo.

Në këtë ceremoni foli edhe kryeministri në detyrë, Albin Kurti, i cili tha se në mandatin e ardhshëm synohet të investohen 1 miliard euro në mbrojtje, të ndërtohet fabrika e municioneve dhe të rritet pjesëmarrja e vajzave në ushtri.

Ai vlerësoi se, krahas investimeve dhe pajisjeve moderne, baza më e rëndësishme e ushtrisë mbeten ushtarakët e përgatitur dhe të përkushtuar ndaj atdheut.

“Nga sot nuk jeni vetëm oficerë të rinj, por edhe udhëheqësit e së ardhmes të ushtrisë sonë. Gjatë këtyre katër viteve keni përjetuar vështirësi, keni sfiduar veten dhe jeni detyruar të arrini rezultate. Gjatë kësaj periudhe jeni ngarkuar me vlera të larta, vlera këto të cilat do t’ju shoqërojnë në çdo detyrë që do ta keni si oficerë të Republikës. Qeveria e Kosovës gjatë këtyre viteve mbrojtjen e ka vendosur si njërën ndër prioritetet kryesore”, tha Kurti.

Sipas tij, ngritja e një ushtrie moderne nuk arrihet vetëm përmes blerjes së pajisjeve ushtarake.

“Kjo është komponenta thelbësore e Forcës së Sigurisë. Për të pasur një ushtri të përgatitur, të trajnuar dhe të pajisur me pajisje moderne nuk është e mjaftueshme nëse ushtria jonë nuk shquhet me njerëz të devotshëm që e duan atdheun më shumë se veten”, tha ai.

Kurti paralajmëroi investime të mëdha në mbrojtje gjatë mandatit të ardhshëm.

“Në mandatin e ardhshëm do të investojmë 1 miliard euro, do t’i kemi 1 mijë vajza pjesë të ushtrisë sonë. Do ta kemi fabrikën tonë për prodhimin e municioneve, do t’i kemi municionet tona, por më e rëndësishmja, do të vazhdojmë të kemi ushtarakë më të përgatitur e më të shkolluar se asnjëherë më parë, sepse pjesë e ushtrisë sonë janë pikërisht këto vajza”, tha ai.

Në ceremoni u adresua edhe komandantja e Qendrës për Studime Universitare, majorja Mimoza Buteci, e cila u dha kadetëve mesazhe për mënyrën se si duhet ta ushtrojnë profesionin e tyre.

Ajo tha se oficerët duhet ta vendosin interesin e shtetit dhe të institucionit mbi interesat personale.

“Ju zgjodhët t’i vendosni interesat e të tjerëve, nevojat e institucionit dhe të tjerëve para nevojave dhe interesave tuaja personale. Prandaj mos harroni se detyra, nderi dhe atdheu duhet të jenë udhërrëfyesit tuaj para çdo vendimi që do ta merrni si drejtues të ushtrisë”, tha Buteci.

Ajo u shpreh se lufta e Ushtrisë Çlirimtare të Kosovës dhe sakrifica e familjes së komandantit legjendar Adem Jashari mbeten bazat e lirisë së Kosovës, duke u bërë thirrje oficerëve të rinj që detyrën ta kryejnë me ndershmëri, integritet dhe përgjegjësi.

“Kjo ditë u përket në radhë të parë sigurisht juve, kadetë. U përket familjeve tuaja, të cilat i falënderoj nga zemra për mundin, disiplinën dhe edukimin që ju kanë dhënë. I përket akademisë që ju ka përgatitur dhe Forcës së Sigurisë së Kosovës, që sot merr në radhët e saj oficerë të rinj, të përgatitur për përgjegjësi më të mëdha të jetës së tyre”, tha ajo.

Sipas Haxhiut, diplomimi përmbyll një etapë të rëndësishme të formimit të kadetëve dhe hap një fazë të re përgjegjësie për ta, pasi gjatë katër viteve ata kanë kaluar një proces të plotë akademik dhe ushtarak.

“Të dashur kadetë dhe nga sot oficerë të rinj. Me diplomimin tuaj përmbyllet një kapitull i rëndësishëm i formimit tuaj dhe nis një përgjegjësi e jashtëzakonshme si oficerë të Republikës. Katër vite më parë, ju e nisët këtë rrugëtim me ëndrra, ambicie dhe me vullnet të palëkundur për t’i shërbyer atdheut. Gjatë këtyre viteve, përmes programit të integruar akademik dhe ushtarak, keni përfituar njohuri universitare dhe njëkohësisht keni kaluar përmes edukimit, stërvitjes dhe formimit ushtarak në Akademinë e Mbrojtjes të Forcës së Sigurisë së Kosovës. Formimi që keni marrë ka ngulitur disiplinë dhe një kuptim të qartë të përgjegjësisë që mban oficeri. Pajisjet moderne, teknologjia dhe standardet e reja kanë rritur pritshmëritë ndaj njerëzve që dinë të mendojnë drejt, të qëndrojnë të qetë dhe të veprojnë shpejt e me integritet”, tha ajo.

Haxhiu nënvizoi gjithashtu se grada ushtarake nuk është thjesht një zbukurim në uniformë, por një barrë përgjegjësie që duhet të dëshmohet me profesionalizëm dhe integritet.

“Gradat që do të mbani në supet tuaja nga sot nuk janë thjesht dekorim në uniformën tuaj. Një oficer fiton besim me sjellje, me ndershmëri, me kujdesin ndaj njerëzve që i besohen dhe me gatishmëri për të marrë përgjegjësi edhe atëherë kur vendimet mund të jenë të vështira”, tha ajo.

Në të njëjtën ceremoni, kryeministri në detyrë Albin Kurti tha se diplomimi i gjeneratës 2026 po shoqërohet me angazhime për investime të reja në mbrojtje dhe me thirrje për përkushtim ndaj shtetit.

Ai bëri të ditur se në mandatin e ardhshëm synohet të investohen 1 miliard euro në mbrojtje, të ndërtohet fabrika e municioneve dhe të rritet numri i vajzave në përbërje të ushtrisë.

Kurti theksoi se, krahas pajisjeve moderne dhe investimeve, shtylla më e rëndësishme e ushtrisë mbeten ushtarakët e përgatitur dhe besnikë ndaj atdheut.

“Nga sot nuk jeni vetëm oficerë të rinj, por edhe udhëheqësit e së ardhmes të ushtrisë sonë. Gjatë këtyre katër viteve keni përjetuar vështirësi, keni sfiduar veten dhe jeni detyruar të arrini rezultate. Gjatë kësaj periudhe jeni ngarkuar me vlera të larta, vlera këto të cilat do t’ju shoqërojnë në çdo detyrë që do ta keni si oficerë të Republikës. Qeveria e Kosovës gjatë këtyre viteve mbrojtjen e ka vendosur si njërën ndër prioritetet kryesore”, tha Kurti.

Ai shtoi se një forcë moderne ushtarake nuk ndërtohet vetëm mbi bazën e investimeve në pajisje ushtarake.

“Kjo është komponenta thelbësore e Forcës së Sigurisë. Për të pasur një ushtri të përgatitur, të trajnuar dhe të pajisur me pajisje moderne nuk është e mjaftueshme nëse ushtria jonë nuk shquhet me njerëz të devotshëm që e duan atdheun më shumë se veten”, tha ai.

Duke folur për planet e mandatit të ardhshëm, Kurti paralajmëroi investime të mëdha në fushën e mbrojtjes.

“Në mandatin e ardhshëm do të investojmë 1 miliard euro, do t’i kemi 1 mijë vajza pjesë të ushtrisë sonë. Do ta kemi fabrikën tonë për prodhimin e municioneve, do t’i kemi municionet tona, por më e rëndësishmja, do të vazhdojmë të kemi ushtarakë më të përgatitur e më të shkolluar se asnjëherë më parë, sepse pjesë e ushtrisë sonë janë pikërisht këto vajza”, tha ai.

Në ceremoni foli edhe komandantja e Qendrës për Studime Universitare, majorja Mimoza Buteci, e cila u dha kadetëve mesazhe lidhur me mënyrën se si duhet ta ushtrojnë profesionin e tyre.

Ajo theksoi se oficerët duhet ta vendosin interesin e shtetit dhe të institucionit mbi interesat personale.

“Ju zgjodhët t’i vendosni interesat e të tjerëve, nevojat e institucionit dhe të tjerëve para nevojave dhe interesave tuaja personale. Prandaj mos harroni se detyra, nderi dhe atdheu duhet të jenë udhërrëfyesit tuaj para çdo vendimi që do ta merrni si drejtues të ushtrisë”, tha Buteci.
