As the clash between PDK and Vetëvendosje MPs continues in the Assembly, Bedri Hamza has responded in a Facebook post. He stated that the Assembly does not belong to Albin Kurti and the Vetëvendosje Movement.

According to Hamza, the government must convene the session to constitute the Assembly without delay. He stressed that fulfilling this constitutional obligation cannot depend on political agreements, electoral calculations, or anyone’s personal interests.

Hamza accused Albin Kurti of delaying the process because constituting the Assembly at this time would undermine his political calculations. According to him, prolonging the institutional vacuum is creating increasing room for other political and electoral scenarios.

He described the situation as a brutal capture of the state, a violation of the Constitution, and a degradation of the institution representing officials elected by the people. Hamza emphasized that Constitutional Court rulings are not recommendations that the government may implement only when convenient.

In his response, Hamza called for the session to be convened, the Constitution to be respected, and the Assembly to be constituted.

He warned that anyone who thinks they can leave Kosovo in constitutional and legal anarchy to serve their own electoral calculations is gravely mistaken.

Hamza concluded his response by demanding that the Assembly be constituted now, immediately.

Sipas Hamzës, pushteti duhet ta thërrasë pa vonesë seancën për konstituimin e Kuvendit. Ai theksoi se përmbushja e këtij detyrimi kushtetues nuk mund të varet nga marrëveshjet politike, përllogaritjet elektorale apo interesat personale të cilitdo.

Hamza akuzoi Albin Kurtin se po e vonon procesin, pasi konstituimi i Kuvendit në këtë moment do t’ia cenonte kalkulimet politike. Sipas tij, zgjatja e vakumit institucional krijon gjithnjë e më shumë hapësirë për skenarë të tjerë politikë dhe zgjedhorë.

Ai e cilësoi këtë situatë si kapje brutale të shtetit, shkelje të Kushtetutës dhe degradim të institucionit të përfaqësuesve të zgjedhur nga populli. Hamza nënvizoi se vendimet e Gjykatës Kushtetuese nuk janë këshilla që pushteti mund t’i zbatojë vetëm kur i përshtaten.

Në reagimin e tij, Hamza kërkoi thirrjen e seancës, respektimin e Kushtetutës dhe konstituimin e Kuvendit.

The Democratic Party of Kosovo (PDK) reiterated on Friday that it will remain in the opposition, while calling for the completion of the Assembly’s constitution to pave the way for the formation of new institutions.

In a letter sent to Albin Kurti on Friday, PDK leader Bedri Hamza stated that his party’s position had been clarified both during the meeting on July 10 and through the response on August 3.

Hamza noted that due to programmatic and conceptual differences, the PDK will fulfill its opposition role in the Assembly of the Republic of Kosovo. According to the letter, the party will contribute from there to strengthening democracy, defending the national interest, and representing citizens’ interests, Kosovapress reports.

The PDK leader asked Kurti to take the necessary steps to complete the constitution of the Assembly within the deadline set by the Constitutional Court’s ruling.

The letter requests that these steps be taken today, in accordance with the deadline established by the Constitutional Court’s ruling, so that the constitution of the Assembly can be finalized and the formation of new institutions can be enabled.

Hamza also confirmed that the PDK will provide its votes to bring the legislature’s constitution process to completion.

He wrote that the Democratic Party of Kosovo will give its contribution to the constitution of the Assembly of the Republic of Kosovo.

Partia Demokratike e Kosovës (PDK) ritheksoi të premten se do të qëndrojë në opozitë, ndërsa kërkoi përmbylljen e konstituimit të Kuvendit për t’i hapur rrugën krijimit të institucioneve të reja.

Në një letër dërguar Albin Kurtit të premten, kryetari i PDK-së, Bedri Hamza, deklaroi se pozicioni i partisë së tij ishte sqaruar si gjatë takimit të 10 korrikut, ashtu edhe përmes përgjigjes së 3 gushtit.

Hamza bëri të ditur se, për shkak të dallimeve programore dhe konceptuale, PDK-ja do ta përmbushë rolin e saj opozitar në Kuvendin e Republikës së Kosovës. Sipas letrës, partia do të kontribuojë nga aty në forcimin e demokracisë, mbrojtjen e interesit shtetëror dhe përfaqësimin e interesave të qytetarëve, transmeton Kosovapress.

Kryetari i PDK-së i kërkoi Kurtit që, brenda afatit të vendosur me aktgjykimin e Gjykatës Kushtetuese, të ndërmarrë veprimet e domosdoshme për përfundimin e konstituimit të Kuvendit.

Hamza e falënderoi ambasadorin për përkrahjen e vazhdueshme që Irlanda i ka dhënë Kosovës. He emphasized that the party does not set red lines in achieving its priorities in economy, energy, education and justice. However, after correct consultations, PDK remains in opposition and wishes success to Mr. Kurti and other political forces.

The head of PDK added that cooperation with all political entities will continue for the interest of citizens and that PDK’s vote will be in favor of any issue of national interest, including international financial agreements.

He explains that the official line, represented by Bedri Hamza, deputy chairman Uran Ismaili and Vlora Çitaku, is in principle in favor of a coalition with Vetëvendosje. Opposite them stands a powerful wing, led by Sami Lushtaku and Elmi Reçica, which strongly opposes such an alliance.

Mehmeti assesses that Hamza is acting more as a situation manager than simply as chairman, trying to keep clashes between factions under control. According to him, the future of Hashim Thaçi and Kadri Veseli from the Hague Tribunal will be decisive for internal balances. If they are acquitted, they could maintain stability; if convicted, PDK could enter deep conflicts and Hamza would lose influence, opening a fight for party leadership.

Partia Demokratike e Kosovës ka vendosur të qëndrojë në opozitë gjatë formimit të institucioneve të reja. Kryetari i saj, Bedri Hamza, e bëri të qartë këtë orientim pas bisedimeve me kryeministrin në detyrë Albin Kurti, zhvilluar më 10 korrik 2026.

Hamza njoftoi se PDK-ja do të luajë rolin e një opozite konstruktive në Kuvend. Ai theksoi se partia nuk vendos vija të kuqe në realizimin e prioriteteve të saj në ekonomi, energji, arsim dhe drejtësi. Megjithatë, pas konsultimeve korrekte, PDK-ja mbetet në opozitë dhe i uron suksese zotit Kurti dhe forcave të tjera politike.

Kjo peshë mund të përdoret si faktor stabilizues përmes një marrëveshjeje institucionale, ose si faktor bllokues në mungesë kompromisi. Ai paralajmëron dy skenarë të mundshëm: një marrëveshje politike për ndarjen e përgjegjësive, ose vazhdimi i përplasjeve që mund të çojë në vonesa institucionale dhe në një krizë të re, madje edhe në zgjedhje të parakohshme nëse dështon zgjedhja e Presidentit sipas afateve kushtetuese.

Sipas Jakupit, PDK-ja përballet me një dilemë strategjike: të mbajë një opozitarizëm të fortë apo të marrë rolin e partisë shtetformuese që ndihmon në zgjidhjen e bllokadave institucionale. Zgjedhja e saj do të ndikojë në pozicionimin afatgjatë në skenën politike të Kosovës.

Ndërsa analisti Faton Mehmeti vë në dukje përçarjet e brendshme të PDK-së. Ai shpjegon se linja zyrtare, e përfaqësuar nga Bedri Hamza, nënkryetari Uran Ismaili dhe Vlora Çitaku, është në parim pro një koalicioni me Vetëvendosjen. Përballë tyre qëndron një krah i fuqishëm, i udhëhequr nga Sami Lushtaku dhe Elmi Reçica, i cili e kundërshton ashpër një aleancë të tillë.

Mehmeti vlerëson se Hamza po vepron më shumë si menaxher i situatës sesa thjesht si kryetar, duke u përpjekur të mbajë nën kontroll përplasjet midis grupacioneve. Sipas tij, e ardhmja e Hashim Thaçit dhe Kadri Veselit nga Tribunali i Hagës do të jetë përcaktuese për ekuilibrat e brendshëm. Nëse ata lirohen, do të mund të ruajnë stabilitetin; nëse dënohen, PDK-ja mund të hyjë në konflikte të thella dhe Hamza do të humbasë ndikimin, duke hapur një luftë për drejtimin e partisë.

Pikërisht për këtë arsye, sipas Mehmetit, Hamza e mban PDK-në në opozitë, pasi avancimi i negociatave me Vetëvendosjen rrezikon ta përçajë atë. Ai e përshkruan gjendjen aktuale si një vullkan nën kontroll që mund të shpërthejë në çdo moment për shkak të tri grupacioneve. Megjithatë, nëse krijohen rrethana të favorshme dhe sigurohen numrat e nevojshëm, PDK-ja mund të ndryshojë qëndrim.

After the talks with Hamza, Kurti said the meeting had been constructive, but clarified that there was still no concrete agreement.

He stressed that no specific deal had yet emerged from the meeting, though he considered it an important step in the ongoing consultations.

“At the moment I cannot say that we have any concrete result or any achievement, but I hope that this spirit of constructiveness will prevail and that, in accordance with the constitutional deadlines, we will manage to constitute the institutions and give the country the speaker of parliament, the prime minister and the new president,” he said.

Kurti said the consultations would also extend to other political parties and announced that later in the afternoon he would meet Democratic League of Kosovo (LDK) leader Lumir Abdixhiku.

“We must be optimistic about the road ahead. This afternoon I will also meet LDK chairman Lumir Abdixhiku, and I hope that the three parties will gather their MPs and constitute all the institutions of the 11th legislature,” he said.

According to Kurti, the Constitutional Court’s 2011 ruling provides for the support of 80 MPs for the election of the president, and he assessed that LVV, PDK and LDK together have the necessary numbers for this.

He also expressed regret that Alliance chairman Ardian Gjini had not agreed to hold a consultative meeting.

“When I added up the number of MPs, I did not say plus seven, because the chairman of the Alliance did not see it as necessary and important to meet with me. I think he should have met with me. It is not right for a respected party such as AAK not to meet with me. Therefore I have to say 93 instead of 100 MPs,” Kurti declared.

The LVV leader said the burden of forming the government falls on the winning party, while the election of the president requires broader agreement among political forces.

“If I, as the winner of the elections, have responsibility for forming the government, the election of the president is not the responsibility only of the winning party, but is intended to happen in cooperation with others. Therefore, as a starting point, we would have a consensual figure, someone who is not part of any political party and who has proven national and institutional values. For governing, the responsibility falls on us, while for the president, the responsibility falls on all of us,” he stressed.

For his part, Democratic Party of Kosovo (PDK) chairman Bedri Hamza said after the meeting with Albin Kurti that the party he leads will remain in opposition during this mandate.

Speaking to the media, Hamza said the conversation took place in a proper atmosphere and recalled that during the election campaign PDK had entered with a program focused on economic development, social welfare, energy and infrastructure.

“We just finished the meeting with Kurti. In these elections, PDK competed with a program and priorities related to the economy, social welfare, as well as projects in energy and infrastructure. To implement these priorities, PDK has no red lines and is open to discussing comprehensive political agreements,” Hamza said.

However, he clarified that after the discussions, PDK’s position has not changed.

“Based on the talks we had, naturally proper ones, our position is that PDK in this mandate is ready to be in opposition and we wish Kurti success,” he said.

Hamza also stressed that the constitution of the institutions requires cooperation among political parties, including on the issue of electing the president.

“All the other parties cannot elect the president without LVV. LVV must find partners according to their needs and criteria in order to give the country institutions,” he declared.

Later on Friday afternoon, the second meeting was also held between LVV leader Albin Kurti and LDK chairman Lumir Abdixhiku.

After that meeting, Democratic League of Kosovo (LDK) chairman Lumir Abdixhiku said the talks had focused on institutional stability and the need to avoid new elections.

He said the sides had agreed that the dialogue would continue in the coming days.

“We talked about institutional stability and the necessary avoidance of elections. At this stage we agreed to continue the talks,” he declared.

According to Abdixhiku, the discussions did not focus on names, but on principles.

“We talked about principles and, for the LDK, these principles require democratic balance in the country. All sides must contribute to this balance. We were not able to talk about specific names,” Abdixhiku said.

He called the meeting a positive step and added that not all issues could be addressed in a single meeting.

“At this meeting it was impossible to talk about all topics, but it was a good step to continue further in talks. We have 30 days to constitute the Assembly and 60 days to elect the president. What matters is that we are talking before unilateral steps are taken. This gives hope,” he said.

Abdixhiku added that consensus on the principles has still not been reached, but stressed that communication between the sides is continuing.

“We still have not reached consensus on the principles, but we are talking,” the LDK chairman declared.

After the meeting with Abdixhiku and presidential candidate Vjosa Osmani, Albin Kurti said it is still too early to assess whether this meeting can be considered successful or not.

He said that all the main political topics were addressed during the talks, but that so far there is no concrete conclusion.

“We still have four weeks ahead until the start of the constitutive session. There is no topic we have not discussed, but we still do not have any conclusion to share with you,” he said.

Kurti said he remains optimistic about the course of the dialogue among the political parties.

“I am optimistic about the rationality that is prevailing in these meetings. It is an undertaking that requires trust and time for results. We also have the confidentiality of these talks. We have discussed the government and the Assembly, but also the president, while the focus has been on current political developments,” he declared.

The LVV leader underlined that his party’s goal remains reaching a political agreement that would avoid new elections.

“We are interested in an agreement so that we do not have elections. The common goal is to avoid elections. We aim for political agreements, because we are political entities,” Kurti said.

Të premten, lideri i Lëvizjes Vetëvendosje (LVV), Albin Kurti, mbajti takime konsultative me kryetarin e Partisë Demokratike të Kosovës (PDK), Bedri Hamza, si dhe me kreun e Lidhjes Demokratike të Kosovës (LDK), Lumir Abdixhiku, në kuadër të përpjekjeve për krijimin e institucioneve të reja pas zgjedhjeve parlamentare.

Pas bisedës me Hamzën, Kurti tha se takimi kishte qenë konstruktiv, por sqaroi se ende nuk kishte ndonjë dakordim konkret.

Ai nënvizoi se nga ky takim nuk kishte dalë ende ndonjë marrëveshje e përcaktuar, megjithatë e konsideroi atë si një hap me rëndësi në vazhdën e konsultimeve.

“Aktualisht nuk mund të them që kemi ndonjë rezultat konkret apo ndonjë të arritur, por uroj që kjo frymë konstruktiviteti të mbizotërojë dhe, në përputhje me afatet kushtetuese, të arrijmë t’i konstituojmë institucionet dhe vendit t’i japim kryetarin e Kuvendit, kryeministrin dhe presidentin e ri”, u shpreh ai.

Kurti bëri të ditur se konsultimet do të shtriheshin edhe te partitë e tjera politike dhe njoftoi se gjatë pasdites do të takohej me kryetarin e Lidhjes Demokratike të Kosovës (LDK), Lumir Abdixhiku.

“Duhet të jemi optimistë në rrugën përpara. Sot pasdite do ta takoj edhe kryetarin e LDK-së, Lumir Abdixhikun, dhe shpresoj që tri partitë t’i mbledhim deputetët dhe t’i konstituojmë të gjitha institucionet e legjislaturës së 11-të”, tha ai.

Sipas Kurtit, aktgjykimi i Gjykatës Kushtetuese i vitit 2011 parasheh mbështetjen e 80 deputetëve për zgjedhjen e presidentit, ndërsa ai vlerësoi se LVV-ja, PDK-ja dhe LDK-ja së bashku i kanë numrat e nevojshëm për këtë.

Ai shprehu gjithashtu keqardhje që kryetari i Aleancës, Ardian Gjini, nuk kishte pranuar të zhvillonte një takim konsultativ.

“Kur i mblodha numrat e deputetëve nuk thashë plus shtatë, pasi kryetari i Aleancës nuk e ka parë të domosdoshme dhe të rëndësishme të takohet me mua. Mendoj që do të duhej të takohej. Nuk është në rregull që një parti e respektuar si AAK të mos takohet me mua. Andaj më duhet të them 93 në vend që të them 100 deputetë”, deklaroi Kurti.

Kreu i LVV-së tha se barra për formimin e Qeverisë i takon partisë fituese, ndërsa zgjedhja e presidentit kërkon një pajtim më të gjerë mes forcave politike.

“Nëse unë, si fitues i zgjedhjeve, kam përgjegjësi për formimin e Qeverisë, zgjedhja e presidentit nuk është përgjegjësi vetëm e partisë fituese, por është menduar të ndodhë në bashkëpunim me të tjerët. Prandaj, si pikënisje do të kishim një figurë konsensuale, dikë që nuk është pjesë e asnjë partie politike dhe që ka vlera të dëshmuara kombëtare dhe institucionale. Për qeverisjen përgjegjësia bie mbi ne, ndërsa për presidentin përgjegjësia bie mbi të gjithë ne”, theksoi ai.

Nga ana e tij, kryetari i Partisë Demokratike të Kosovës (PDK), Bedri Hamza, deklaroi pas takimit me Albin Kurtin se partia që ai drejton do të mbetet në opozitë gjatë këtij mandati.

Duke folur para mediave, Hamza tha se biseda u zhvillua në një atmosferë korrekte dhe rikujtoi se PDK në fushatën zgjedhore kishte hyrë me një program të përqendruar te zhvillimi ekonomik, mirëqenia sociale, energjia dhe infrastruktura.

“Posa e përfunduam takimin me Kurtin. PDK në këto zgjedhje ka garuar me program dhe me prioritete që kanë të bëjnë me fushën e ekonomisë, mirëqenies sociale, si dhe me projekte në energji dhe infrastrukturë. Për t’i zbatuar këto prioritete, PDK nuk ka vija të kuqe dhe është e hapur për të biseduar për marrëveshje gjithëpërfshirëse politike”, tha Hamza.

Megjithatë, ai sqaroi se pas diskutimeve të zhvilluara, qëndrimi i PDK-së nuk ka ndryshuar.

“Bazuar në bisedat që i kemi pasur, normalisht korrekte, qëndrimi ynë është që PDK në këtë mandat është e gatshme të jetë në opozitë dhe i dëshirojmë sukses Kurtit”, u shpreh ai.

Hamza theksoi po ashtu se konstituimi i institucioneve kërkon bashkëpunim mes partive politike, duke përfshirë edhe çështjen e zgjedhjes së presidentit.

“Të gjitha partitë tjera nuk mund ta zgjedhin presidentin pa LVV-në. LVV-ja duhet të gjejë partnerë sipas nevojave dhe kritereve të tyre për t’i dhënë vendit institucione”, deklaroi ai.

Në orët e pasdites së të premtes u zhvillua edhe takimi i dytë mes liderit të LVV-së, Albin Kurti, dhe kryetarit të LDK-së, Lumir Abdixhiku.

Pas këtij takimi, kryetari i Lidhjes Demokratike të Kosovës (LDK), Lumir Abdixhiku, bëri të ditur se biseda ishte fokusuar te stabiliteti institucional dhe te nevoja për të shmangur zgjedhje të reja.

Ai tha se palët ishin dakorduar që dialogu të vijonte edhe në ditët në vazhdim.

“Folëm për stabilitetin institucional dhe shmangien e domosdoshme të zgjedhjeve. Në këtë fazë u dakorduam që t’i vazhdojmë bisedimet”, deklaroi ai.

Sipas Abdixhikut, diskutimet nuk janë përqendruar te emrat, por te parimet.

“Ne biseduam për parime dhe, për LDK-në, këto parime kërkojnë balancën demokratike në vend. Në këtë balancë duhet të kontribuojnë të gjitha palët. Nuk kemi arritur të flasim për emra të përveçëm”, tha Abdixhiku.

Ai e quajti takimin një hap pozitiv dhe shtoi se në një takim të vetëm nuk mund të trajtoheshin të gjitha çështjet.

“Në këtë takim ishte e pamundur të flasim për të gjitha temat, por ishte hap i mirë për të vazhduar tutje në bisedime. I kemi 30 ditë kohë për konstituimin e Kuvendit dhe 60 ditë për zgjedhjen e presidentit. E rëndësishme është që po flasim para se të merren hapa të njëanshëm. Kjo jep shpresë”, u shpreh ai.

Abdixhiku shtoi se ende nuk është arritur një konsensus mbi parimet, por theksoi se komunikimi mes palëve po vazhdon.

“Ende nuk kemi arritur konsensus rreth parimeve, por po bisedojmë”, deklaroi kryetari i LDK-së.

Pas takimit me Abdixhikun dhe kandidaten për presidente Vjosa Osmani, Albin Kurti tha se është ende herët për të vlerësuar nëse ky takim mund të konsiderohet i suksesshëm apo jo.

Ai deklaroi se gjatë bisedimeve janë trajtuar të gjitha temat kryesore politike, por se deri tani nuk ka një përfundim konkret.

“I kemi edhe katër javë përpara deri në fillimin e seancës konstituive. Nuk ka temë që s’e kemi diskutuar, por ende nuk kemi ndonjë konkluzion për ta ndarë me ju,” u shpreh ai.

Kurti tha se mbetet optimist për rrjedhën e dialogut mes subjekteve politike.

“Jam optimist për racionalitetin që po mbizotëron nga këto takime. Është një ndërmarrje që kërkon besim dhe kohë për rezultate. E kemi edhe konfidencialitetin e këtyre bisedave. Kemi diskutuar për qeverinë dhe Kuvendin, por edhe për presidentin, ndërsa fokusi ka qenë te zhvillimet aktuale politike”, deklaroi ai.

Lideri i LVV-së nënvizoi se synimi i partisë së tij mbetet arritja e një marrëveshjeje politike që do ta shmangte shkuarjen në zgjedhje të reja.

“Ne jemi të interesuar për marrëveshje që të mos kemi zgjedhje. Synimi i përbashkët është që të shmangen zgjedhjet. Ne synojmë marrëveshje politike, pasi jemi subjekte politike”, tha Kurti.
