Tourism and Culture Minister Blendi Gonxhe stated that if the protesters had a tax identification number, the €4 million bill for financing Kanye West’s concert would fall on those who attempted to undermine and sabotage the event.

He made the statement at today’s meeting of the Parliamentary Committee on Legal Affairs, where the normative act on financing the American rapper’s concert was discussed. He said that some of the protesters, whether intentionally or not, were causing considerable damage to the country and the event.

“We are facing a situation in which the concert became a windmill against which every Don Quixote and every protester from the section that, let us say, was denouncing and fighting the wrong target—in this case Kanye West and the concert—charged, sabotaging it, undermining it and placing it at the center of a list of targets of a protest that, in some respects, left much to be desired. I am referring to the violent, bullying element and the part that I believe was unaware of the damage it could cause to the country and the event, damage that could perhaps even be measured by the cost of the bill arising from this normative act.

I think that if that part of the protest had a tax identification number, the concert bill would belong to that section of the protest, whether it acted intentionally, out of ineptitude, ignorance or malice…” Gonxhe emphasized.

His statement prompted a reaction from Democratic Party MP Oerd Bylykbashi, who described it as an insult to the protesters.

Gonxhe went even further, describing the protesters as “a bunch of fools” throwing stones and slabs at Parliament.

“There is no question about our respect for the institution of protest, but when it comes to a bunch of fools throwing stones and slabs at Parliament, the people have said: give way to the fool. We consider that bunch to be at that level,” he said.

Këtë deklaratë e bëri në mbledhjen e sotme të Komisionit të Ligjeve, ku u diskutua Akti Normativ për financimin e koncertit të reperit amerikan, teksa tha se një pjesë e protestuesve, qëllimisht apo jo, po i shkaktonin një dëm të madh vendit dhe eventit.

“Përballemi me një situatë ku koncerti u kthye në një mulli ere ndaj të cilit u lëshua çdo Don Kishot dhe çdo protestues i asaj pjesës që le të themi që po anatemonte dhe luftonte objektivin e gabuar, në këtë rast Kanye West dhe koncertin dhe i sabotuar, minuar dhe vënë në qendër të vëmendjes të një liste objektivash të një proteste që në disa aspekte të saj linte shumë për të dëshiruar.Flas për pjesën e dhunshme, bullizuese dhe pjesën që mendoj se nuk ka qenë e ndërgjegjshme për dëmet që mund t’i shkaktonte vendit dhe eventit dhe për dëme që ndoshta mund të maten edhe me fatin e kostos së faturës së këtij akti normativ.

Unë mendoj se nëse do të kishte një nipt ajo pjesë e protestës, kjo faturë e koncertit i takonte asaj pjesë të protestës që ose qëlimisht, ose nga padia, ose nga injoranca apo keqdashja.…”, theksoi Gonxhe.

Deklarata e tij shkaktoi reagimin e deputetit demokrat Oerd Bylykbashi, i cili e cilësoi si një fyerje ndaj protestuesve.

Gonxhja e vijoi edhe më tej, teksa i cilësoi protestuesit si “një tufë budallenjsh” që hedhin gurë dhe pllaka drejt Kuvendit.

“Nuk diskutohet respekti ynë për institucionin e protestës, por një tufë budallenjsh që gjuan me gurë dhe pllaka drejt parlamentit nuk diskutohet që populli e ka thënë hapi rrugë budallait. Ne atë tufë e cilësojmë të atij niveli”, tha ai.

The DP Parliamentary Group emphasizes that they have acted in violation of the law by using the reserve fund to support a private musical event, damaging the state’s interests.

The DP emphasizes that they should be investigated for committing criminal offenses of abuse of office and violation of equality in tenders.

“From the above, it is clear that citizen Edi Rama, in his capacity as Prime Minister of Albania, and citizen Blendi Gonxhja, in his capacity as Minister of Tourism, Culture and Sports, in collaboration with each other, have acted in violation of the law regarding the use of the reserve fund to support a private musical event, damaging the legitimate interests of the state, and in this sense their actions meet the objective element of the criminal offense of ‘Abuse of office,’ provided by Article 248 of the Criminal Code.

On the other hand, both these citizens, in collaboration with each other, have violated the rules regarding the freedom of participation and realization of equality of citizens in public tenders, with the purpose of creating unjust advantages and privileges for a certain economic operator, thus fulfilling the objective element of the criminal offense of ‘Violation of equality of participants in tenders or public auctions,’ provided by Article 258 of the Criminal Code”, – stated in the complaint filed with SPAK.

FULL STATEMENT:

The Parliamentary Group of the Democratic Party, represented by the Head of the Parliamentary Group Mr. Gazment Bardhi, today filed with SPAK the criminal complaint against Prime Minister Edi Rama and Minister Blendi Gonxhja, for the criminal offenses of “Abuse of office” and “Violation of equality of participants in tenders or public auctions,” for the proposal and approval of 4.2 million euros financing of a private event of singer Kanye West.

By Normative Act No. 3, dated 06.07.2026, upon the proposal of the Minister of Tourism, Culture and Sports, citizen Blendi Gonxhja, the Council of Ministers has decided the partial financing of the organization and conduct of a cultural-artistic activity, with impact on promoting tourism and the image of the Republic of Albania, the concert of the internationally renowned artist Kanye West (YE), to be held in Tirana, on July 11, 2026, in the amount of 400,000,000 lek or 4.2 million euros.

In the justification of the need, the report states that in the concrete case the need is identified first in practical terms by the fact that organizing this event requires support of 400,000,000 (four hundred million) lek, without which the event/concert risks failing, based on communications between representatives of the Ministry of Tourism, Culture and Sports and the concert organizers, and secondly in legal terms, due to the fact that the legislation in force does not have a legal basis, an authorizing legal provision, to issue a sub-legal act, which would allow granting such support, under such conditions for a music/artistic/cultural event with pronounced tourist effect. We emphasize that neither under Law No. 10 352, dated 18.11.2010, “On art and culture,” as amended, nor under Law No. 93/2015, “On tourism,” as amended, is it possible to adopt a sub-legal act to support this event under these concrete conditions.

In the criminal complaint filed by the DP parliamentary group, it is emphasized that “the legal framework in force has enshrined the obligation of state authorities to use state financial resources efficiently and effectively in the exercise of their competencies and responsibilities, while respecting the principles of sustainability of public finances, equality before the law and free competition. In this regard, the Constitution, the Stabilization and Association Agreement, as well as the laws implementing them, have prohibited any conduct or action of state institutions that inherently undermine the State Budget, the freedom of participation and equality of parties in the provision of goods and services, regardless of whether they are used for public purposes or not. It appears that on the basis of a private economic operator, citizen Blendi Gonxhja, as Minister of Tourism, Culture and Sports, has initiated the procedure for the approval of the normative act, with the aim of granting this operator a fund of 4.2 million euros, using the reserve fund of the State Budget. The latter, referring to the above legal provisions, can only be used for expenditures that are unknown and impossible to foresee, such as cases of natural disasters, floods, earthquakes, epidemics and civil emergencies. In the concrete case, we are not facing any of these situations, since the music concert was an event planned in time, and the private economic operator had the possibility to apply in advance to obtain a certain fund for the realization of this activity, in accordance with legal procedures. By acting in this way, citizens Edi Rama and Blendi Gonxhja, on the one hand, have compromised the reserve fund, which constitutes one of the main groups of expenditures of the State Budget, as well as violated the principles of free competition and non-discrimination, since such an opportunity was not foreseen for other economic operators, who could also have applied to obtain financial support for the realization of this concert or a similar one.”

Ai tha se pensionistët që marrin pension më të ulët se 20 mijë lekë do të marrin bonus 10 mijë lekë, ndërsa ata që marrin pension mbi 20 mijë lekë do të përfitojnë bonus 5 mijë lekë.

Ministri Blendi Gonxhe: Miratuam bunusin e pranverës për pensionistët e Shqipërisë. Ky bonus do shpërndahet 10 mijë lekë për ata që marrin pension më të ulët se 20 mijë lekë në muaj dhe 5 mijë lekë do marrin pensionistët që marrin mbi 20 mijë lek pension në muaj.

Ministri theksoi se degët më të preferuara nga nxënësit janë hoteleri turizmi, por edhe teknologjia e informacionit.

“Arsimi dhe formimi profesional ofrohet nga 29 shkolla profesionale dhe 10 qendra të formimit profesional në të gjithë vendin. 14,700 nxënës ndjekin arsimin e mesëm profesional publik për vitin shkollor për vitin 2023-2024. Janë regjistruar për herë të parë, 4709 nxënës, 11% më shumë se një vit më parë.

Programet më të kërkuara për vitin 2024, janë hoteleri turizëm, teknologji informacioni. 8 ofrues ofrojnë edhe kualifikime profesionale. 60% e nxënësve që janë diplomuar, janë punësuar. Nga qendrat e formimit profesional, janë ofruar 71 kurse të formimi profesional, janë regjistruar 15 mijë kursantë. Gjatë vitit 2023, është zbatuar programi i kodimit. Prioritet ka mbetur ofrimi i kushteve të IT. Në zbatim të planit kombëtar, garancia rinore është lançuar në tetor të vitit të kaluar. Ka nisur zbatimi i të nxënit në vendin e punës. Kemi pasur mbështetjen e partnerëve tanë. BE vijon mbështetjen, përmes IPA 2 dhe IPA 3”, u shpreh Gonxhja.
