In a statement to “Bota sot,” political analyst Gani Qarri called on the parties to act responsibly and engage without delay in the formation of the new state institutions.

According to him, citizens are fed up with frequent elections and the political uncertainty that has accompanied the country.

“As for the unnecessary cycle of repeated elections, citizens have already shown that they are tired of frequent voting processes and political uncertainty in the country, while the repetition of elections clearly showed that it does not necessarily bring major political change, and their unnecessary repetition only further increases voter dissatisfaction, which clearly shows that regardless of how often voting is held and how many repeated elections take place, the only sustainable and real solution remains inter-party compromise for the creation of functional state institutions, the establishment of political and institutional stability, and moving the country forward,” he said.

Qarri assessed that the only sustainable path is compromise among the parties, with the aim of making institutions functional and guaranteeing political stability.

He also welcomed Prime Minister Kurti’s willingness to talk with opposition parties after the conclusion of the electoral process, stressing that Kosovo has an immediate need for legitimate institutions.

“With acting Prime Minister Albin Kurti expressing readiness for talks with the opposition parties immediately after the completion of the electoral process, the counting of all votes and the certification of the result of the June 7 elections, and taking into account the major delays and the urgent needs the country has for a Government and legitimate state institutions, the procedure for constituting the Assembly, forming the Government and the new state institutions of the Republic of Kosovo emerging from the 11th legislature should begin as soon as possible, in order to ensure institutional and governing stability in Kosovo,” he emphasized.

The analyst recalled that the political deadlocks and institutional blockades that lasted almost throughout the entire past year, together with the repeated elections, did not produce significant changes, and therefore, according to him, the parties should have learned the proper lesson.

“The political deadlocks and institutional blockades which lasted almost throughout the entire past year, as well as the repetition of the early elections just a few months after those of December 28, 2025, not only failed to bring changes in the ranking of the parties and showed very few differences, almost insignificant even in terms of the number of deputies, I believe political parties should have learned a sufficient lesson and this time behave more responsibly and not risk taking the country once again, after only a few months, to new early elections, exhausting for citizens, completely unnecessary for the country and very harmful to the image of the state of Kosovo,” he assessed.

Speaking about the possibility of creating institutions, he said that Vetëvendosje, together with the deputies of the non-Serb communities, could secure the votes needed to constitute the Assembly and approve the Government.

“LVV, with the 53 seats secured in the Assembly, together with deputies from the non-Serb minority, has the possibility, even after the June 7 elections, to constitute the Assembly and approve the new Government, for the formation of which 61 votes in favor are sufficient in the parliamentary session, but besides the ruling party, this time the opposition parties must finally show themselves to be more cooperative and ready to contribute to the election of the country’s president, so that Kosovo is not once again condemned to go to new early elections, with which citizens are also tired, a disappointment that was also demonstrated by the absence of a large number of them from the June 7 vote,” he stressed.

Further, Qarri warned that the continuation of political blockades could lead to an even deeper decline in citizens’ participation in elections.

“It is the decisive moment for political parties to place the state interest above party interest and to give up once and for all the deadlocks and institutional blockades; otherwise, if they have not learned from the message of the voters and the punishment by citizens in the elections of December 28, 2025, as well as these of June 7, and again try through deadlocks and political blockades to force the country to go once more to early elections, it is crystal clear that, as a sign of protest and expression of mass dissatisfaction with the irresponsible actions of political parties, the number of voters will fall even more drastically, perhaps even to such tragic proportions that it will no longer make sense to form state institutions at all,” Qarri said.

In the end, he raised the alarm over the consequences that another extraordinary electoral process could bring, pointing to the risk this would pose to the legitimacy of the institutions.

“We hope that none of the political parties will try any longer to play with the citizens’ verdict, nor knowingly endanger the continuity of our fragile state, because if no compromise is reached for the election of the president and Kosovo is once again forced by backward politics to go to extraordinary elections, the number of voters will fall even further, so that even if institutions are formed after the elections, the small number of voters participating in the elections directly implies the lack of sufficient legal support as well, thereby calling into question the constitutional strength of the functionality of institutions which may lack the legitimacy to lead the state as well, and because of the non-cooperation of the Albanian parties, Kosovo, 27 years after liberation from Serbian occupation, through the fault of discordant domestic politics, could turn into an international precedent of institutional ‘de-legitimacy,’ which would be not only colossal and indigestible damage but also an unforgivable historical shame for all Albanians,” Qarri concluded for “Bota sot.”

Në një deklaratë për “Bota sot”, analisti politik Gani Qarri kërkoi nga partitë që të veprojnë me përgjegjësi dhe të angazhohen pa vonesë për themelimin e institucioneve të reja shtetërore.

Sipas tij, qytetarët janë të ngopur me zgjedhje të shpeshta dhe me pasigurinë politike që e ka shoqëruar vendin.

“Sa i takon ciklit të panevojshëm të përsëritjes së zgjedhjeve, edhe qytetarët tanimë dëshmuan se janë të lodhur nga proceset e shpeshta të votimeve dhe pasiguria politike në vend, kurse përsëritja e zgjedhjeve tregoi qartë, se nuk sjell domosdoshmërisht ndryshim të madh politik dhe përsëritja e tyre e panevojshme, vetëm sa rrit edhe më tepër pakënaqësinë e elektoratit, gjë që flet botërisht se pa marrë parasysh shpeshtësinë e mbajtjes së votimeve dhe numrin e zgjedhjeve të përsëritura, zgjidhja e vetme e qëndrueshme dhe reale, mbetet kompromisi ndërpartiak, për krijimi i institucioneve funksionale të shtetit, vendosjen e stabilitetit politik e institucional dhe ecjen e vendit përpara”, ka thënë ai.

Qarri vlerësoi se rruga e vetme e qëndrueshme është kompromisi mes partive, me qëllim funksionalizimin e institucioneve dhe garantimin e stabilitetit politik.

Ai gjithashtu përshëndeti gatishmërinë e kryeministrit Kurti për të biseduar me partitë opozitare pas mbylljes së procesit zgjedhor, duke theksuar se Kosova ka nevojë të menjëhershme për institucione legjitime.

“Me shprehjen e gatishmërisë nga kryeministri në detyrë Albin Kurti, për bisedime me partitë opozitare, menjëherë pas përmbylljes së procesit zgjedhor, numërimit të të gjitha votave dhe certifikimit të rezultatit të zgjedhjeve të 7 qershorit, duke pasur parasysh vonesat e mëdha dhe nevojat urgjente që ka vendi për Qeveri dhe institucione legjitime shtetërore, duhet të fillohet sa më parë me procedurën e konstituimit të Kuvendit, formimin e Qeverisë dhe të institucioneve të reja shtetërore të Republikës së Kosovës, të dala nga legjislatura e 11, për sigurimin e stabilitetit institucional dhe qeverisës në Kosovë”, ka potencuar ai.

Analisti kujtoi se ngërçet politike dhe bllokadat institucionale që zgjatën pothuajse gjatë gjithë vitit të kaluar, së bashku me zgjedhjet e përsëritura, nuk prodhuan ndryshime të rëndësishme, ndaj sipas tij partitë duhet të kenë nxjerrë mësimin e duhur.

“Ngërçet politike dhe bllokadat institucionale të cilat zgjatën pothuajse gjatë gjithë vitit të kaluar, si dhe përsëritja e zgjedhjeve të parakohshme vetëm pak muaj pas atyre të 28 dhjetorit 2025, përveçse nuk sollën ndryshime në radhitjen e partive dhe shënuan fare pak dallime, pothuajse gati jo-domethënëse edhe sa i takon numrit të deputetëve, besojë që partitë politike të kenë marrë mësim të mjaftueshëm dhe kësaj radhe të sillen më me përgjegjësi e të mos rrezikojnë ta qojnë vendin vetëm pas pak muajsh serish në zgjedhje të parakohshme, të lodhshme për qytetarët, aspak të nevojshme për vendin dhe shumë të dëmshme edhe për imazhin e shtetit të Kosovës”, ka vlerësuar.

Duke folur për mundësinë e krijimit të institucioneve, ai tha se Vetëvendosje, bashkë me deputetët e komuniteteve joserbe, mund t’i sigurojë votat e nevojshme për konstituimin e Kuvendit dhe miratimin e Qeverisë.

“LVV me 53 ulëset e siguruara në Kuvend, bashkë me deputetët e minoritetit jo-serb, ka mundësi edhe pas zgjedhjeve të 7 qershorit ta konstituojë Kuvendin dhe miratojë Qeverinë e re për formimin e të cilave mjaftojnë 61 vota pro-në seancën parlamentare, por përveç partisë në pozitë kësaj radhe edhe partitë opozitare duhet përfundimisht të tregohen më kooperuese dhe të gatshme për të kontribuar në zgjedhjen e presidentit të vendit, në mënyrë që Kosova të mos dënohet përsëri me shkuarje në zgjedhje të reja të parakohshme, me të cilat janë lodhur edhe qytetarët, zhgënjim që u dëshmua edhe me mosdaljen e një mase të madhe të tyre në votimet e 7 qershorit”, ka theksuar ai.

Më tej, Qarri paralajmëroi se vazhdimi i bllokadave politike mund të sjellë edhe një rënie më të thellë të pjesëmarrjes së qytetarëve në zgjedhje.

“Është momenti vendimtar që partitë politike interesin shtetëror, ta vendosin mbi interesin partiak dhe të heqin dorë përfundimisht nga ngërçet dhe bllokadat institucionale, ndryshe nëse ato nuk kanë marrë mësim nga mesazhi i votuesve dhe ndëshkimi i qytetarëve në zgjedhjet e 28 dhjetorit 2025 si dhe këto të 7 qershorit dhe provojnë serish që me ngërçe e bllokada politike ta detyrojnë vendin të shkojë përsëri në zgjedhje të parakohshme, është mese e qartë se në shenjë proteste dhe shprehjes së pakënaqësisë masive, me veprimet e papërgjegjshme të partive politike, do të bie në mënyrë edhe më drastike numri i votuesve, madje ndoshta deri në ato përmasa tragjike, sa të mos ketë më kuptim as formim i institucioneve të shtetit”, ka cilësuar Qarri.

Në fund, ai ngriti alarmin për pasojat që mund të sjellë një tjetër proces zgjedhor i jashtëzakonshëm, duke vënë në dukje rrezikun që kjo do t’i sillte legjitimitetit të institucioneve.

“Urojmë që asnjë nga partitë politike të mos provojnë më të luajnë me verdiktin e qytetarëve, as ta rrezikojnë me vetëdije vazhdimësinë e shtetit tonë të brishtë, sepse nëse nuk arrihet kompromis për zgjedhjen e presidentit dhe Kosovës përsëri i imponohet nga politika e mbrapshtë të shkojë në zgjedhje të jashtëzakonshme, do të bie edhe më poshtë numri i votuesve, ashtu që edhe nëse pas zgjedhjeve, formohen institucionet, numri i vogël i votuesve pjesëmarrës në zgjedhje, nënkupton drejtpërsëdrejti mungesën e mbështetjes së mjaftueshme edhe ligjore, me çfarë vihet në pikëpyetje edhe fuqia kushtetuese e funksionalitetit të institucioneve të cilave mund tu mungojë legjitimiteti për të udhëhequr edhe me shtetin dhe shkaku i mosbashkëpunimit të partive shqiptare, Kosova 27 vite pas çlirimit nga okupimi serb, me fajin e politikës së ç ‘akorduar vendore, të shndërrohet në precedent ndërkombëtar të “de-legjitimitetit” institucional, që do të ishte përveçse dëm i pa-kapërdijshëm kolosal edhe turp i pafalshëm historik për të gjithë shqiptarët”, ka përfunduar Qarri për “Bota sot”.
