The government has approved new rules for the inspection, monitoring and tracking of fuel throughout the supply chain. Under the decision, companies trading in diesel and petrol must pay a marking fee of €6.5 per 1,000 litres, or 0.75 lek per litre including VAT. This requirement may also lead to an increase in prices at the pump.

Fee collection and fuel marking will be the responsibility of “ALBTrace CO.” The fee will apply to entities that import, produce, refine, store, transport, distribute or trade marking products, as well as those engaged in any other commercial activity involving them and required to pay the relevant fiscal obligations.

Inspections and oversight will be carried out by the Customs Administration. To verify whether fuels meet legal requirements, the institution will use mobile laboratories, monitoring systems and on-site analyses.

Implementation of the new marking and monitoring regime will begin once the rollout period for the fuel-marking project has been completed, which may take up to six months from the decision’s entry into force. Previously, this service had been granted as a concession to a private company for the period from 2013 to 2024, when responsibility was transferred to the Customs Directorate.
