Minister for Europe and Foreign Affairs Ferit Hoxha has denied any involvement by Albania in possible destabilizing scenarios in Montenegro, following reports in the Montenegrin media that Serbia and Albania may be the countries Prime Minister Milojko Spajić had in mind when he spoke of hybrid activities.

According to Hoxha, the Montenegrin prime minister’s statement and the interpretations that followed in the media should be assessed carefully, as no official accusation has been made against Albania.

“Although no official accusation has been made against Albania, I want to emphasize strongly and clearly that Albania is neither part nor could it be part of any destabilizing scenario, either in Montenegro—a neighboring country, friend, partner and NATO ally, with which we share the same EU membership project—or anywhere else,” Minister Hoxha declared.

He stressed that Tirana is pursuing the opposite approach, contributing to the strengthening of regional cooperation, understanding, stability and development, alongside its commitment to broader European and Euro-Atlantic cooperation.

The minister warned that domestic political debates and media interpretations in a neighboring state should not be used to artificially create clashes between Albania and Montenegro.

“We are in constant contact at all levels, and I have done the same in this case, in the communications I have had with Deputy Prime Minister and Foreign Minister Ibrahimović, as well as with Deputy Prime Minister Nik Gjeloshaj,” he said.

Hoxha said that Albanian political actors may also contact the Ministry for Europe and Foreign Affairs for any necessary information, with the aim of avoiding unnecessary discussions.

“Foreign policy always requires calm, prudence and responsibility,” Hoxha concluded.

Reports by the Montenegrin media outlet “Vijesti,” based on its sources, refer to officials from at least two countries in the region.

Meanwhile, Prime Minister Spajić has stated that Montenegrin authorities have serious operational security information indicating that the expected closing of new chapters in negotiations with the European Union could be followed by coordinated hybrid activities.

Sipas Hoxhës, deklarata e kreut të qeverisë malazeze dhe interpretimet që pasuan në media duhet të vlerësohen me kujdes, pasi ndaj Shqipërisë nuk është bërë asnjë akuzë zyrtare.

“Ne jemi në kontakt të vazhdueshëm, në të gjitha nivelet, dhe këtë kam bërë edhe në këtë rast, në komunikimet që kam pasur me ZvKM dhe MPJ, Ibrahimović, si dhe me ZvKM, Nik Gjeloshaj”, u shpreh ai.

Hoxha tha se edhe aktorët politikë shqiptarë mund t’i drejtohen Ministrisë për Evropën dhe Punët e Jashtme për çdo të dhënë të nevojshme, me qëllim shmangien e diskutimeve të panevojshme.

“Politika e jashtme kërkon gjithnjë qetësi, maturi dhe përgjegjësi”, përfundoi Hoxha.

On the occasion of the 25th anniversary of the Ohrid Agreement, Albania’s Minister for Europe and Foreign Affairs, Ferit Hoxha, described it as one of the greatest political and diplomatic successes achieved in the region.

According to Hoxha, thanks to this agreement, North Macedonia had the opportunity to build a more democratic, multiethnic and inclusive state, prioritizing dialogue and compromise over conflict.

He emphasized that the Ohrid Agreement does not belong only to the past, but constitutes a political contract that must be continuously implemented and safeguarded.

Hoxha considers guaranteeing equality, fair representation, respect for language and the protection of communities’ rights essential to peace and stability. In his assessment, the spirit of Ohrid lives on through NATO, cooperation among the countries of the region and North Macedonia’s path toward European integration.

In conclusion, the minister stressed that Albania considers North Macedonia’s stability to be directly linked to the security and future prospects of the Western Balkans.

Albania expressed serious concern following a statement by Serbian President Aleksandar Vučić, who spoke about the possibility of diverting the flow of the Iber River and involving Serbian specialists and institutions in assessing this scenario.

Albania’s Minister for Foreign Affairs, Ferit Hoxha, stressed in his response:

“The diversion of a river that is part of a transboundary river basin cannot be treated as an internal matter or a decision taken unilaterally, especially when its effects directly impact the land, ecosystem, water security, supply and livelihoods of the inhabitants of a neighboring country.”

He added that international water law establishes clear rules on this issue. The principles of equitable and reasonable use of waters crossing borders, the obligation to prevent, manage and reduce transboundary harm, as well as the need for cooperation, information exchange and consultations on measures with consequences beyond national territory, are now firmly established international norms. Hoxha recalled that Serbia has been a member of the UNECE Convention on the Protection and Use of Transboundary Watercourses and International Lakes since 2010, thereby accepting its mechanisms for resolving disputes as well.

Emphasizing Albania’s expectations, Minister Hoxha stressed that Belgrade must fully respect its international commitments and the spirit of good-neighborly relations.

In a post on the “X” platform, Hoxha stated that “any project or intervention that could alter the flow, quantity or purity of waters connected to Kosovo must be addressed transparently, based on scientific data, with a full assessment of the transboundary impact and following consultations with the affected party.”

He warned that water resources must not be turned into a means of political pressure or punishment against another state or population. Albania, he added, firmly supports Kosovo’s right to security, sustainable development and the protection of its water reserves. “We are deeply convinced, and expect, that such matters will be resolved through dialogue, cooperation and European standards, not through threats or unilateral interventions and actions,” Hoxha concluded.

Ministri i Punëve të Jashtme i Shqipërisë, Ferit Hoxha, theksoi në reagimin e tij se:

“Devijimi i një lumi që është pjesë e një baseni ujor ndërkufitar nuk mund të trajtohet si një punë e brendshme ose një vendim i marrë në mënyrë të njëanshme, sidomos kur efektet e tij godasin drejtpërdrejt tokën, ekosistemin, sigurinë ujore, furnizimin dhe jetesën e banorëve të një vendi fqinj.”

Ai shtoi se e drejta ndërkombëtare e ujërave përcakton rregulla të qarta për këtë çështje. Parimet e shfrytëzimit të barabartë dhe racional të ujërave që përshkojnë kufijtë, detyrimi për të parandaluar, menaxhuar dhe pakësuar dëmet ndërkufitare, si dhe nevoja për bashkëpunim, këmbim informacioni dhe konsultime për masat me pasoja jashtë territorit kombëtar, tashmë janë norma të forta ndërkombëtare. Hoxha rikujtoi se Serbia është anëtare e Konventës së UNECE-së për Mbrojtjen dhe Përdorimin e Ujërave Ndërkufitare dhe Liqeneve Ndërkombëtare prej vitit 2010, duke pranuar edhe mekanizmat e saj për zgjidhjen e mosmarrëveshjeve.

Duke nënvizuar pritshmëritë e Shqipërisë, ministri Hoxha theksoi se Beogradi duhet të respektojë tërësisht angazhimet e veta ndërkombëtare dhe frymën e marrëdhënieve të mira fqinjësore.

Në një postim në platformën “X”, Hoxha deklaroi se “çdo projekt apo ndërhyrje që mund të ndryshojë rrjedhën, sasinë apo pastërtinë e ujërave që lidhen me Kosovën duhet të trajtohet me transparencë, duke u mbështetur në të dhëna shkencore, me një vlerësim të plotë të ndikimit ndërkufitar dhe pas konsultimeve me palën e prekur.”

Ai paralajmëroi se burimet ujore nuk mund të shndërrohen në mjet presioni politik apo ndëshkimi ndaj një shteti a popullate tjetër. Shqipëria, shtoi ai, përkrah me vendosmëri të drejtën e Kosovës për siguri, zhvillim të qëndrueshëm dhe mbrojtje të rezervave të saj ujore. “Ne jemi thellësisht të bindur dhe presim që çështje të tilla të zgjidhen përmes dialogut, bashkëpunimit dhe standardeve evropiane, jo me kërcënime apo ndërhyrje dhe veprime të njëanshme,” përfundoi Hoxha.

Albania and Serbia have reached an agreement in principle to open consulates in Bujanoc and Shkodra, a development that was made public last week.

Albanian Foreign Minister Ferit Hoxha announced that the Albanian side had requested the establishment of a Consulate General in the Preševo Valley, while Serbia had submitted a request for a Consulate General in Shkodra.

In a Facebook post, Hoxha clarified that Albania intends to open the Consulate General of the Republic of Albania in the Preševo Valley, while Serbia’s request concerns Shkodra. According to him, the relevant steps will be taken in due course, only if and when both sides reach agreement on all aspects and details of the process.

The prospect of opening a Serbian Consulate in Shkodra has prompted considerable discussion and reaction among the Albanian public because of the city’s historical significance and the sensitive political situation in the region.

Commentator Nehat Hyseni, speaking to “Bota sot,” said this development should not be treated merely as a formal procedure in diplomatic relations between the two countries. Hyseni shton se ky nuk është domosdoshmërisht interpretimi i vetëm i mundshëm, por ndihmon për të kuptuar pse vendimi ka nxitur debat dhe përse shumë qytetarë kërkojnë sqarime më të plota nga institucionet.

Duke u ndalur te aspekti diplomatik, Hyseni pranon se një konsullatë mund të përmbushë edhe detyra konkrete dhe praktike.

Në opinionin publik është shtruar pyetja nëse vendime të këtij lloji duhet të diskutohen në mënyrë më gjithëpërfshirëse në nivel institucional, jo vetëm nga qeveria, por edhe me përfshirjen e faktorëve të tjerë shoqërorë, diplomatikë dhe politikë.

Në përfundim, publicisti vlerëson se diskutimi për Konsullatën e Serbisë në Shkodër duhet vendosur në një kornizë më të gjerë të debatit mbi politikën e jashtme shqiptare dhe jo të kufizohet vetëm në aspektin diplomatik.

Hoxha tha se kërkesa shqiptare për një përfaqësi të përhershme konsullore në Luginën e Preshevës është paraqitur prej kohësh, ndërkohë që pala serbe ka kërkuar të hapë një Konsullatë të Përgjithshme në Shkodër. Sipas tij, procesi mund të ecë përpara vetëm pasi palët të bien dakord për çdo element të tij.

Duke folur për reciprocitetin, ministri e cilësoi atë si një parim bazë të raporteve diplomatike, por theksoi se ky koncept nuk nënkupton përputhje automatike të synimeve apo interesave të të dyja shteteve.

Sipas Hoxhës, Shqipëria synon të sigurojë më në fund një prani të përhershme konsullore në Luginën e Preshevës, ku jeton një komunitet i rëndësishëm shqiptar dhe ku ky zhvillim është vonuar. Një përfaqësi e tillë, u shpreh ai, do ta afronte shtetin shqiptar me qytetarët shqiptarë, do të mundësonte mbështetje më të drejtpërdrejtë për ta dhe do të ndihmonte në mbrojtjen e interesave të tyre legjitime.

Ministri shprehu kritika ndaj reagimeve që, në vlerësimin e tij, e kanë vendosur theksin te hapja e mundshme e konsullatës së Serbisë në Shkodër, ndërsa kanë anashkaluar dobinë që një përfaqësi diplomatike shqiptare do t’u sillte shqiptarëve në Luginën e Preshevës.

Në qëndrimin e bërë publik, Hoxha deklaroi gjithashtu se politika e jashtme shqiptare udhëhiqet nga interesi kombëtar, e drejta ndërkombëtare dhe vlerat evropiane, dhe jo nga perceptimet apo emocionet.

Në përfundim, ai tha se ky është standardi që Shqipëria zbaton aktualisht dhe që synon ta ruajë si vendi i ardhshëm anëtar i Bashkimit Evropian, duke shtuar se kjo qasje do të përfaqësohet me vendosmëri në çdo vendim të politikës së jashtme.
