According to them, part of the procurement was carried out even before contracts were signed, on the grounds of avoiding interruptions to healthcare services. Likewise, a hospital pharmacy has not been established, which under the rules should be responsible for administering medicines and medical supplies.

The audit document also highlights irregularities in public procurement procedures and unpaid liabilities older than three years. A significant section of the report is also devoted to the Clinic’s heavy workload, with 66% of visits carried out on an emergency basis or without a scheduled appointment through the “My Appointment” system, which according to the report affects the organization and efficiency of work.
