The Ministry of Justice has sent the competent French authorities an official request for the extradition to Albania of businessman Ermal Beqiri, who was arrested in France during a helicopter tour and is wanted by the Albanian authorities as part of SPAK’s investigation into tenders issued by the National Agency for Information Society (AKSHI).

According to the ministry, the request was prepared and submitted in accordance with Albanian legislation, international agreements and the rules governing judicial cooperation with the French Republic. The case file was accompanied by the relevant materials submitted by the prosecuting authority.

The next steps will be taken in accordance with French law and the international instruments currently in force. The Ministry of Justice said it would continue to exercise its powers throughout the process, in coordination with the competent authorities of both countries.

Ermal Beqiri is among the individuals wanted by SPAK in connection with investigations into AKSHI’s procurement and tender procedures.

MINISTRY ANNOUNCEMENT

The Ministry of Justice announces that, pursuant to Albanian legislation, international agreements and judicial cooperation procedures with the French Republic, it today forwarded to the French authorities a request for the extradition of Albanian citizen E. B. The request was submitted by the prosecuting authority and is accompanied by the relevant documentation.

The procedure will continue in accordance with the legislation of the French Republic and the international instruments in force.

The Ministry of Justice will continue to fulfil the obligations and exercise the powers assigned to it by law, in cooperation with the competent Albanian and French authorities.

How the Extradition Procedure Works

The Ministry of Justice is notified by the relevant authorities when a person is located or arrested in a foreign country, as well as of the deadline that must be observed for submitting the official extradition request.

The competent prosecutor’s office submits the extradition request to the Ministry of Justice, together with the accompanying procedural documents.

The responsible directorate at the Ministry of Justice reviews the documentation and arranges for its translation into the language of the country where the person is located or into the language specified by international agreements.

Once the case file has been fully prepared, the Minister of Justice signs the request for provisional arrest, if such a measure is necessary, and/or the extradition request.

The request and the relevant documents are sent to the requested state through diplomatic channels, in accordance with international procedures.

To expedite the process, the materials may also be transmitted electronically between the competent authorities at the same time.

The extradition request is based on the request submitted by the competent prosecutor’s office, Albanian legislation, the Code of Criminal Procedure, the law on jurisdictional relations with foreign authorities and the applicable international instruments.

The deadline for submitting the formal request and documentation is determined by international conventions. The European Convention on Extradition sets out the relevant deadlines, including the 40-day period stipulated in Article 24 following arrest or provisional detention.

The Ministry of Justice ensures that the request is submitted within the legal deadlines and maintains communication with the authorities of the requested state until the extradition procedure is completed.

Si zhvillohet procedura e ekstradimit

Prokuroria kompetente i paraqet Ministrisë së Drejtësisë kërkesën për ekstradim, së bashku me dokumentet procedurale që e shoqërojnë.

Drejtoria përgjegjëse në Ministrinë e Drejtësisë kontrollon dokumentacionin dhe organizon përkthimin e tij në gjuhën e shtetit ku ndodhet personi ose në gjuhën e përcaktuar nga marrëveshjet ndërkombëtare.

Kur dosja përfundon së përgatituri, Ministri i Drejtësisë nënshkruan kërkesën për arrestim provizor, nëse një masë e tillë nevojitet, dhe/ose kërkesën për ekstradim.

Kërkesa dhe dokumentet përkatëse i dërgohen shtetit të kërkuar përmes kanaleve diplomatike, në përputhje me procedurat ndërkombëtare.

Për përshpejtimin e procesit, materialet mund të transmetohen njëkohësisht edhe në mënyrë elektronike ndërmjet autoriteteve kompetente.

Kërkesa për ekstradim bazohet te kërkesa e prokurorisë kompetente, legjislacioni shqiptar, Kodi i Procedurës Penale, ligji për juridiksionin në marrëdhëniet me autoritetet e huaja dhe instrumentet ndërkombëtare të zbatueshme.

Afati për dorëzimin e kërkesës formale dhe dokumentacionit përcaktohet nga konventat ndërkombëtare. Konventa Evropiane për Ekstradimin parashikon afatet përkatëse, përfshirë 40 ditët e përcaktuara në nenin 24 pas arrestimit ose ndalimit provizor.

Albanian authorities have forwarded their French counterparts the documentation for the extradition of businessman Ermal Beqiri, who was arrested in France a few days ago.

According to sources close to the Special Prosecution Office, SPAK asked the Ministry of Justice to send the official extradition request to French law enforcement authorities.

The request was accompanied by the Special Court’s decision ordering Beqiri to be remanded in custody. The businessman is suspected of committing seven criminal offenses.

Ermal Beqiri was arrested in France after he was caught flying a private plane over a nuclear power plant in Normandy at an altitude below the permitted limit.

Following his arrest, SPAK released details of the international operation that led to him being located and detained.

According to SPAK, cooperation was requested from the French authorities on June 19, 2026, amid suspicions that Beqiri was in French territory.

The Special Prosecution Office’s investigation identified assets worth millions of euros, including bank accounts holding more than €2 million, two apartments, and the purchase of a castle in France’s Oise department worth around €2.6 million. SPAK has asked the French authorities to seize these assets.

The case against Beqiri is also linked to the investigation into the activities of “Soft & Solution,” an electronic money financial institution whose license was revoked by the Bank of Albania in April this year. The decision came after SPAK issued an arrest warrant for the company’s shareholder on suspicion of participating in a structured criminal group.

Beqiri is also suspected of having benefited from a tender worth more than €1.1 million after his right-hand man, Ergys Agasi, allegedly threatened a company participating in the bidding process.

As part of the investigation into AKSHI, SPAK also identified a luxury yacht believed to be owned by the businessman, a Predator 50 Skyfall with a market value of around €1 million.

The yacht was registered in the name of Xhenila Tamizi, an employee of “Soft & Solution,” but prosecutors suspect that it was purchased by Beqiri himself.

SPAK announced that a request for mutual legal assistance had been sent to the French judicial authorities with the aim of seizing these assets and any other assets that may be uncovered as the investigation continues.

Ermal Beqiri was arrested on July 24, 2026, by French authorities after entering the restricted airspace above the Penly nuclear power plant in Seine-Maritime in a light aircraft. He was forced to land at Albert airfield in Somme.

According to an earlier statement by SPAK, the French court ruled that Beqiri should remain in pretrial detention pending proceedings related to his extradition to Albania.

Democratic Party leader Sali Berisha spoke during an online discussion with citizens about the arrest in France of Ermal Beqiri, who had been placed on SPAK’s international wanted list.

Berisha called for transparency regarding the procedure, questioning whether the arrest warrant had actually been forwarded to European Union countries. He also raised suspicions about the role of the police.

“He carried out operations with his aircraft in Austria and Slovenia. If he had been subject to an international arrest warrant, he would not have been able to carry out any operations. Either they did not issue that arrest warrant on Rama’s orders, or they issued it and Edi Rama’s police blocked it. I believe transparency is essential. There may be documents, but the French authorities arrested him entirely by chance after he flew at an altitude at which he was not permitted to fly. Who was Ermal Beqiri? He was Edi and Linda Rama. He was the Rama family. He was a man who stole millions on their behalf,” Berisha said.

Në vijim, Berisha pretendoi se Agasi kishte blerë në Austri dy avionë personalë gjatë muajit prill. Sipas tij, një blerje e tillë kërkon miratimin e disa institucioneve austriake, në një vend me një shtet ligjor ndër më të konsoliduarit.

Ai deklaroi gjithashtu se në qershor Agasi kishte regjistruar në Slloveni njërin prej avionëve dhe biznesin e tij. Berisha tha se gjatë këtyre muajve ishin konfirmuar një sërë fluturimesh në hapësirën e NATO-s dhe në vende të Bashkimit Europian.

Sipas tij, Agasi vijon i qetë aktivitetin e tij, duke e drejtuar herë nga Durrësi, herë nga Surreli dhe herë nga Manza.

Ndërsa për Ermal Beqirin, Berisha pretendoi se ai kishte përvetësuar 200 mln euro nga AKSHI, të cilin e quajti “AKSHI i lindave, Lindës së AKSHI-t dhe Lindës së Surrelit që kontrollonte AKSHI-n”.

Gjithashtu, ai shtoi se ky ishte suksesi që Edi Rama promovonte përmes propagandës, duke e paraqitur Beqirin si një histori suksesi.

Beqiri, for whom the security measure “Arrest in prison” in absentia has been imposed, is accused of benefiting from public tenders and now extradition procedures to Albania are expected to follow. Businessman Ermal Beqiri, who was internationally wanted by SPAK, was arrested by the French authorities following an aviation incident near a nuclear power plant.

Beqiri, against whom the measure of “imprisonment” was imposed in absentia, is accused of benefiting from public tenders, and procedures for his extradition to Albania are now expected to begin. According to the French media, Beqiri was detained following an aviation incident near the Penly nuclear power plant in Seine-Maritime. The small civilian aircraft he was piloting flew over the plant’s protected area, prompting the French authorities to escort it with an Air Force aircraft to Albert Airport. After landing, the pilot was detained by police. French media reported that Ermal B. had previously been known to the French and Albanian justice systems over matters related to financial fraud, organized fraud and illegal cyber activities.

During the search, police found three “AirTag” tracking devices hidden in his clothing, while investigators are verifying the circumstances of the incident and whether he may have acted under the influence of another person. Beqiri claimed that he had made a mistake regarding the flight altitude and that he was speaking on the phone with his mother when he flew over the plant. He was fined 7,000 euros for violating the restricted airspace and handed over to the authorities for further proceedings, including extradition to Albania.

The Special Court against Corruption and Organized Crime (GJKKO) had previously imposed the security measure of “imprisonment” in absentia on Beqiri, at the request of the Special Prosecution Office (SPAK). Beqiri owns the company “Soft & Solution” and is accused of obtaining tenders worth more than 1.1 million euros after the right-hand man of Ergys Agasi threatened a company involved in one of the numerous bidding contests.
