Top Channel correspondent Vali Qyrfyçi has obtained additional exclusive footage showing activity inside the Albanian Post branch in Durrës, where 69 million lekë “disappeared.”

The footage, taken from security cameras inside the Albanian Post branch in Durrës and now part of the investigation, shows former Finance chief V. Duni walking down the corridor carrying a sack.

When she notices the former branch director, Elisabeta Mataj, she attempts to change direction to avoid her, but turns back after Mataj calls out to her.

The footage cuts off at this point, and it is not known what happened next between the two women.

The director, finance chief and cashier of the Albanian Post branch in Durres have been arrested. They are suspected of failing to deposit 69 million new lek, intended for pension and social assistance payments, into the accounts of the Shijak and Kruje branches.

The operation was finalized by the Corruption Investigation Sector, part of the Directorate for the Investigation of Economic and Financial Crime within the Criminal Police Department, in coordination with the Durres Local Police Directorate and under the direction of the Durres Prosecutor’s Office, as part of ongoing action against economic and financial crimes.

During the operation, E. M., 41, a resident of Durres and director of the Albanian Post Durres branch; V. D., 59, a resident of Durres and the branch’s finance chief; and P. D., 39, a resident of Durres employed as a cashier/accountant, were detained.

The three women were detained as part of criminal proceedings registered by the Prosecutor’s Office for the criminal offences of “abuse of office” and “theft through abuse of office”, committed in cooperation.

According to suspicions raised by the investigation, the detainees embezzled 69 million new lek during April and May 2026. The sum was to be received by the Albanian Post branch in Durres for the Shijak and Kruje branches so that pensions and social assistance could be distributed to residents of those areas.

Authorities are continuing their investigation to identify other individuals who may have participated in this criminal activity and bring them to justice.

The procedural documentation has been forwarded to the Prosecutor’s Office at the Court of First Instance of General Jurisdiction in Durres, which will carry out further actions.

Operacioni u finalizua nga Sektori për Hetimin e Korrupsionit, pjesë e Drejtorisë për Hetimin e Krimit Ekonomik dhe Financiar në Departamentin e Policisë Kriminale, në koordinim me DVP Durrës dhe nën drejtimin e Prokurorisë së Durrësit, në vijim të goditjeve ndaj veprave penale në fushën ekonomike dhe financiare.

Gjatë operacionit u ndaluan E. M., 41 vjeçe, banuese në Durrës dhe drejtoreshë e filialit të Postës Shqiptare Durrës; V. D., 59 vjeçe, banuese në Durrës dhe shefe e financës në këtë filial; si dhe P. D., 39 vjeçe, banuese në Durrës, e punësuar si arkëtare/llogaritare.

Ndalimi i tri shtetaseve u krye në kuadër të procedimit penal të regjistruar nga Prokuroria për veprat penale “Shpërdorimi i detyrës” dhe “Vjedhja duke shpërdoruar detyrën”, të realizuara në bashkëpunim.

Sipas dyshimeve të ngritura nga hetimi, gjatë prillit dhe majit 2026, të ndaluarat kanë përvetësuar 69 milionë lekë të rinj. Kjo shumë duhej të arkëtohej nga filiali i Postës Shqiptare në Durrës për degët e Shijakut dhe Krujës, në mënyrë që t’u shpërndaheshin pensionet dhe ndihmat sociale qytetarëve të këtyre zonave.

Unofficial information for Euronews Albania speaks of a financial damage amounting to around 700 thousand euros.

However, this number has not yet received confirmation from the postal institution or law enforcement authorities.

Through a press release, Albanian Post announced that during the reconciliation process, irregularities and violations were discovered in the handling of funds dedicated to payment services.

The company clarified that these funds are completely separate from the pension budget and payments for pensioners.

As soon as the discrepancies were verified, Albanian Post leaders said they acted without delay with administrative sanctions against the responsible personnel. At the same time, the case was referred to the prosecution body, attaching a complete file with evidence for investigators.

“The Economic Directorate of Albanian Post sh.a., after noting discrepancies during the confrontation of financial data and reports, initiated a check at the Durrës Branch. Verifications brought to light irregularities in the administration of payment service funds. We wish to reiterate that these amounts do not affect pension funds in any way. Immediately after these findings, administrative measures were taken against the responsible employees and a criminal complaint was filed with the Prosecution, equipped with the necessary documentation,” states the institution’s statement.

The postal administration is providing full cooperation with the justice authorities, supplying them with all information and documents needed for the final clarification of the event.

Further procedural steps and determination of responsibilities will be in the hands of the judicial authorities.

Meanwhile, the same sources report that the head of finance of this branch, Valbona Hoti Duni, has also submitted her resignation.

Elisabeta Mataj had taken over the leadership of the Durrës post office in October 2025. She replaced Etleva Budini, who left the position after securing a seat in the Albanian Parliament as a result of the May 11 parliamentary elections.
