Dushan Janjiq, executive director of the Forum for Ethnic Relations and one of the most profound experts on Balkan dynamics, considers that the statement by Serbian Minister of Public Administration Snežana Paunović about ethnic cleansing of Kosovo of Albanians surpasses in harshness even the policy of Slobodan Milošević.

He argues that Paunović is not an isolated voice but part of a broader strategy in which President Aleksandar Vučić and Interior Minister Ivica Dačić, both figures with legacies from the ’90s, also participate.

According to Janjiq, this statement is more extreme than Milošević’s own action, as it suggests that he did not complete what he undertook, calling for its completion. He adds that many Serbs from Kosovo, who settled in Serbia and obtained positions, are today part of a campaign orchestrated by Vučić. Paunović, he believes, must bear personal responsibility for her words and cannot exercise public functions, but in reality she is an instrument in a broader movement that also includes Dačić and Vučić.

Janjiq emphasizes that the political mindset in Belgrade regarding Kosovo has not fundamentally changed since Milošević’s time. He shows that Milošević created a mythology to escape responsibility, propagating that Serbia did not wage war and did not attack anyone, and this narrative took root in education and public opinion.

Today, many young people do not perceive Kosovo as a reality where people live, but as a myth, precisely that of Vidovdan, which served as the starting point for the wars. Vučić, in building his populist policy, especially after the failure of the idea of dividing the north, began to openly express what others, including Zoran Đinđić, had thought: that coexistence with Albanians is impossible and that separation is necessary, and if not, they must go to Albania. This myth feeds the belief that Kosovo will again belong to Serbia, therefore the incident with Paunović, however paradoxical, serves as a wake-up call in the face of reality.

A part of the responsibility for this climate Janjiq also attributes to the European Commission, which did not initiate the normalization dialogue from the fundamental premise that reconciliation requires the healing of societies on both sides. The lack of criticism and reactions has encouraged these policies, and now Vučić uses this as an argument for his double game: on the one hand, he highlights Paunović and Dačić, protecting them, which serves to discipline the Socialist Party of Serbia (SPS), which is signaling changes with new cadres and is considering leaving the coalition; on the other hand, he presents himself before Westerners as the moderate who will fix the situation.

However, Janjiq underlines that in the Serbian political scene there is currently no genuinely moderate politician, but it would be wrong to say that the majority of citizens, especially the dissatisfied, the student movement, and protesters, do not think differently.

Dushan Janjiq, drejtori ekzekutiv i Forumit për Marrëdhënie Etnike dhe një prej ekspertëve më të thellë të dinamikave ballkanike, cilëson se deklarata e ministres serbe të administratës publike, Snezhana Paunoviq, për spastrimin etnik të Kosovës nga shqiptarët, e kapërcen në ashpërsi vetë politikën e Sllobodan Millosheviqit.

Ai argumenton se Paunoviq nuk është një zë i izoluar, por pjesë e një strategjie më të gjerë ku marrin pjesë edhe presidenti Aleksandar Vuçiq dhe ministri i Brendshëm, Ivica Daçiq, të dy figura me trashëgimi nga vitet ’90.

Sipas Janjiqit, kjo deklaratë është më ekstreme se vetë veprimi i Millosheviqit, pasi sugjeron që ai nuk e çoi deri në fund atë që ndërmori, duke bërë thirrje për përfundimin e saj. Ai shton se shumë serbë nga Kosova, të cilët u vendosën në Serbi dhe morën poste, janë sot pjesë e një fushate të orkestruar nga Vuçiq. Paunoviq, beson ai, duhet të mbajë përgjegjësi personale për fjalët e saj dhe nuk mund të ushtrojë funksione publike, por në të vërtetë ajo është një instrument në një lëvizje më të gjerë që përfshin edhe Daçiqin e Vuçiqin.

Janjiq thekson se mendësia politike në Beograd për Kosovën nuk ka ndryshuar thelbësisht që nga koha e Millosheviqit. Ai tregon se Millosheviqi krijoi një mitologji për të shpëtuar nga përgjegjësia, duke propaganduar se Serbia nuk ka bërë luftë dhe nuk ka sulmuar askënd, dhe kjo narrativë zuri vend në arsim dhe në opinionin publik.

Sot, shumë të rinj nuk e perceptojnë Kosovën si një realitet ku jetojnë njerëz, por si një mit, pikërisht ai i Vidovdanit, i cili shërbeu si pikënisje për luftërat. Vuçiq, në ndërtimin e politikës së tij populiste, sidomos pas dështimit të idesë për ndarjen e veriut, filloi të shprehte haptazi atë që të tjerët, përfshirë Zoran Gjingjiqin, e kishin menduar: se bashkëjetesa me shqiptarët është e pamundur dhe se ndarja është e domosdoshme, e nëse jo, ata duhet të shkojnë në Shqipëri. Ky mit e ushqen bindjen se Kosova do t’i përkasë përsëri Serbisë, prandaj incidenti me Paunoviqin, sado paradoksal, shërben si një thirrje zgjimi përballë realitetit.

Një pjesë të përgjegjësisë për këtë klimë Janjiq ia atribuon edhe Komisionit Evropian, i cili nuk e inicioi dialogun e normalizimit nga premisa themelore se pajtimi kërkon shërimin e shoqërive në të dyja anët. Mungesa e kritikave dhe reagimeve ka inkurajuar këto politika, dhe tani Vuçiq përdor këtë si argument për lojën e tij të dyfishtë: nga njëra anë, ai e vë në pah Paunoviqin dhe Daçiqin, duke i mbrojtur, çka i shërben disiplinimit të Partisë Socialiste të Serbisë (SPS), e cila po sinjalizon ndryshime me kuadro të reja dhe po shqyrton largimin nga koalicioni; nga ana tjetër, ai paraqitet para perëndimorëve si i moderuari që do ta rregullojë situatën.

Megjithatë, Janjiq nënvizon se në skenën politike serbe aktualisht nuk ka asnjë politikan autentikisht të moderuar, por do të ishte e gabuar të thuhej se shumica e qytetarëve, veçanërisht të pakënaqurit, lëvizja studentore dhe protestuesit, nuk mendojnë ndryshe.
