In a press release, it said these elections were held in an unusual political situation, following several electoral processes conducted within a short period of time.

According to the statement, this situation was reflected in voter fatigue, a less intensive campaign and lower voter turnout. However, it stresses that the process was not accompanied by incidents or irregularities that would undermine the overall integrity of the elections. Likewise, their administration is assessed as generally professional, while the publication of the results, the counting at the Municipal Counting Centers, the work at the Counting and Results Center, the handling of votes from outside Kosovo and the review of complaints were carried out without major tensions and without delays that would damage the credibility of the process.

However, DnV stresses that these elections once again brought to light several problems that Kosovo has carried from one electoral process to another. Among them are the lack of regulation of the pre-campaign period, the undermining of equality in the electoral race by executive decisions, the lack of sufficient transparency in the financing of political entities during the elections, especially in the digital space and by candidates, difficulties for voters in finding their polling station, limited access for persons with disabilities, as well as challenges related to preferential votes and voting outside Kosovo.

The statement notes that DnV is in the final stage of preparing the final observation reports for these elections, which are expected to be published in the coming weeks. According to them, the report will include the full findings on the electoral process and recommendations for the responsible institutions. DnV also calls on the Assembly of Kosovo to place electoral reform among its first priorities after it is constituted. At the same time, it calls on the Central Election Commission, the Electoral Complaints and Appeals Panel, the Supreme Court, justice institutions, municipalities and other institutions involved in the process to treat the recommendations seriously and turn them into concrete actions.

According to the statement, electoral reform should be comprehensive, transparent and based on the concrete experience of the latest electoral cycles. It should address not only the technical aspects of administration, but also the broader elements of the electoral system that affect representation, equality in the race, public trust and institutional functionality.

Demokracia në Veprim ka vlerësuar se me certifikimin e rezultateve përfundimtare të zgjedhjeve të parakohshme parlamentare të 7 qershorit 2026 është përmbyllur një proces që, në përgjithësi, është zhvilluar i qetë, konkurrues dhe i rregullt.

Në një komunikatë për media, thuhet se këto zgjedhje janë mbajtur në një situatë politike të pazakontë, pas disa proceseve zgjedhore të zhvilluara brenda një kohe të shkurtër.

Sipas njoftimit, kjo situatë është reflektuar në lodhjen e elektoratit, në një fushatë më pak intensive dhe në një pjesëmarrje më të ulët në votime. Megjithatë, theksohet se procesi nuk është shoqëruar me incidente apo parregullsi që do të cenonin integritetin e përgjithshëm të zgjedhjeve. Po ashtu, administrimi i tyre vlerësohet si përgjithësisht profesional, ndërsa publikimi i rezultateve, numërimi në Qendrat Komunale të Numërimit, puna në Qendrën e Numërimit dhe Rezultateve, trajtimi i votave jashtë Kosovës dhe shqyrtimi i ankesave janë zhvilluar pa tensione të mëdha dhe pa vonesa që do të dëmtonin besueshmërinë e procesit.

Megjithatë, DNV thekson se edhe këto zgjedhje kanë nxjerrë sërish në pah disa probleme që Kosova po i bart nga një proces zgjedhor te tjetri. Mes tyre përmenden mungesa e rregullimit të parafushatës, dëmtimi i barazisë së garës zgjedhore nga vendimet ekzekutive, mungesa e transparencës së mjaftueshme në financimin e subjekteve politike gjatë zgjedhjeve, veçanërisht në hapësirën digjitale dhe nga kandidatët, vështirësitë e votuesve për të gjetur vendvotimin, qasja e kufizuar për personat me aftësi të kufizuara, si dhe sfidat që lidhen me votat preferenciale dhe votimin jashtë Kosovës.

Në njoftim bëhet e ditur se DnV është në fazën e finalizimit të raporteve përfundimtare të vëzhgimit për këto zgjedhje, të cilat pritet të publikohen në javët në vijim. Raporti, sipas tyre, do të përfshijë gjetjet e plota mbi procesin zgjedhor dhe rekomandimet për institucionet përgjegjëse. Po ashtu, DnV i bën thirrje Kuvendit të Kosovës që, pas konstituimit, reformën zgjedhore ta rendisë ndër prioritetet e para. Njëherazi, kërkohet që Komisioni Qendror i Zgjedhjeve, Paneli Zgjedhor për Ankesa dhe Parashtresa, Gjykata Supreme, institucionet e drejtësisë, komunat dhe institucionet e tjera të përfshira në proces t’i trajtojnë me seriozitet rekomandimet dhe t’i shndërrojnë ato në veprime konkrete.

Sipas njoftimit, reforma zgjedhore duhet të jetë gjithëpërfshirëse, transparente dhe e mbështetur në përvojën konkrete të cikleve të fundit zgjedhore. Ajo, thuhet më tej, duhet të trajtojë jo vetëm aspektet teknike të administrimit, por edhe elementet më të gjera të sistemit zgjedhor që ndikojnë në përfaqësim, barazi të garës, besim publik dhe funksionalitet institucional.
