The Director General of the Kosovo Police, Gazmend Hoxha, said that investigations into war crimes committed against civilians in Kosovo are one of the areas that the Kosovo Police has addressed as a particularly high priority.

In his speech, Hoxha also discussed the case of the killing of a group of intellectuals from Mitrovica during the war, an investigation that the Kosovo Police took over from EULEX in 2018.

“The case of the killing of the group of Mitrovica intellectuals in April 1999 has been one of the cases of interest. The Kosovo Police took over this investigation from the EULEX Police during 2018. Over the course of three years, the case was handled as a matter requiring special treatment and priority, due to its complexity and with the aim of achieving concrete results. During this period, two exhumation, autopsy and identification orders issued by the Basic Court in Pristina, Special Department, were carried out. Subsequently, following the collection of information by the team, two other exhumation, autopsy and identification orders were also executed at the location of the village of Qabër… However, all of this activity did not produce positive results at that time,” Hoxha said.

He explained that the investigations also concern two groups of civilians who went missing during April 1999.

“This concerns the discovery of the skeletal remains of persons missing from two groups of civilians during April 1999: the group known as the ‘Group of Intellectuals’ and members of the Feka and Isufi families from Koshtova, Mitrovica. In connection with the disappearance of the Feka and Isufi families, investigators filed a criminal report against the suspects, under case number 2024-7,” he said.

According to the Director of the Kosovo Police, six people were brought in for questioning. Four of them were questioned as witnesses, while the other two were questioned as suspects and were subsequently arrested.

Hoxha announced that, as part of these investigations, three suspected burial sites had also been identified, where a total of 23 skeletal remains were uncovered.

“The first location, in the village of Kalludër e Vogël, was located on September 27. During the exhumation at this site, 13 skeletal remains were found, indicating 13 bodies. The second location was in Jabuqë e Vogël and was located on October 2. Four bodies, or four skeletal remains, were recovered during the exhumation. The third location, also in Kalludër e Vogël, was located on October 3, while the exhumation resulted in six bodies, or six skeletal remains. A total of evidence and material exhibits were secured from the three locations, including 66 shell casings of various calibers,” Hoxha said.

Unofficial information for Euronews Albania speaks of a financial damage amounting to around 700 thousand euros.

However, this number has not yet received confirmation from the postal institution or law enforcement authorities.

Through a press release, Albanian Post announced that during the reconciliation process, irregularities and violations were discovered in the handling of funds dedicated to payment services.

The company clarified that these funds are completely separate from the pension budget and payments for pensioners.

As soon as the discrepancies were verified, Albanian Post leaders said they acted without delay with administrative sanctions against the responsible personnel. At the same time, the case was referred to the prosecution body, attaching a complete file with evidence for investigators.

“The Economic Directorate of Albanian Post sh.a., after noting discrepancies during the confrontation of financial data and reports, initiated a check at the Durrës Branch. Verifications brought to light irregularities in the administration of payment service funds. We wish to reiterate that these amounts do not affect pension funds in any way. Immediately after these findings, administrative measures were taken against the responsible employees and a criminal complaint was filed with the Prosecution, equipped with the necessary documentation,” states the institution’s statement.

The postal administration is providing full cooperation with the justice authorities, supplying them with all information and documents needed for the final clarification of the event.

Further procedural steps and determination of responsibilities will be in the hands of the judicial authorities.

Meanwhile, the same sources report that the head of finance of this branch, Valbona Hoti Duni, has also submitted her resignation.

Following the amendment of the law in April allowing the appointment of the Guard’s director general without a competition, but through a direct appointment, Zereci received the appointment this Tuesday.

At the beginning of the year, when the law stipulated that the head of the Guard had to be selected through a competition, the Interior Ministry opened the process, which failed.

Although it held the competition, the Ministry announced that none of the eight candidates who applied had been declared the winner, among them Simon Zereci.

Since 2013, Simon Zereci has held the important position of Commander of the Special Unit in the Republican Guard, while his name became known to the public when a citizen accused him of violence.

But who is Simon Zereci?

Simon Zereci’s name became known following a complaint made by Democratic Party leader Sali Berisha on July 15, 2022.

Berisha published a complaint sent to his account alleging that Zereci assaulted citizen Iris Peti in Sauk, after Guard employees were returning to their workplace following an event held by Prime Minister Edi Rama in a city in the north of the country.

According to Berisha’s complaint, the citizen had been accompanying his minor child to school when he clashed with Guard employees, and Zereci, together with four other people, struck him, leaving him seriously injured.

“A state inhumane act!

A senior Guard officer severely mistreats and sends a barber to the hospital in the presence of the child; police refuse to investigate the act of violence.

I condemn in the strongest terms the act of state violence against the citizen and the police’s indifference toward this act,” the Democratic leader wrote at the time.

Berisha’s complaint on July 15, 2022:

Hello Dr., Simon Zereci is the Commander of the Special Unit in the Republican Guard who was involved some time ago in a serious incident in the capital with a citizen, while the event was kept hidden.

He was in the company of at least five other members of the Guard when he became involved in a physical fight over trivial motives. The Guard employees were returning to their workplace after an event by Prime Minister Edi Rama in a city in the north of the country.

A barber from Sauk reported the case of violence to Police Station No. 1 in Tirana, while the incident was not reported despite the fact that the young man filed a complaint after ending up in hospital. The entire incident took place because of a disagreement over a road blockage.

The citizen was near a school accompanying his minor child when he encountered the guardsmen, with Zereci being the most active in the conflict.

Despite the complaint by citizen Iris Peti and the fact that the Guard, the police and the Police Oversight Agency were made aware, they have still not made public any concrete action to clarify the incident and shed light on it.

The incident occurred on April 22 of this year near the “Ibrahim Brahja” school in Sauk. Simon Zereci was “catapulted” into the Republican Guard in 2013, despite having been unemployed for years, and immediately rose to the important position of commanding the Special Unit.
