<p>The caretaker Government of the Republic of Kosovo approved several decisions during an electronic meeting. According to a statement from the Office of the Prime Minister, as reported by “Bota sot,” the decisions focused on securing essential medicines, meeting operational and contractual obligations, and ensuring the functioning of public institutions.</p>
<p>One of the decisions concerns a request from the University Clinical Center of Kosovo to transfer €4,333,900 (four million three hundred and thirty-three thousand nine hundred euros). The amount, which represents just under 25% of the adversely affected allocation, will be used to purchase medicines from the Essential Medicines List.</p>
<p>The executive also approved a request from the Ministry of Internal Affairs to transfer €1,000,000.00 (one million euros), representing just under 20.68% of the adversely affected allocation. The funds are intended to cover obligations related to operating expenses.</p>
<p>The Municipality of Podujeva’s request to transfer €300,000.00 (three hundred thousand euros) was also approved. This amount represents up to 18.18% of the adversely affected allocation and will be used to meet contractual obligations.</p>
<p>At the same meeting, the monthly compensation for members of the Board of Directors of the Central Public Enterprise “Energy Storage Corporation – ESCorp” J.S.C. was determined.</p>
<p>The Government also decided to make available for use by the Ministry of Justice a 999 m² area on Cadastral Parcel P-9012-0. The property belongs to the Kosovo Forestry Agency – Forestry Enterprise in Prizren.</p>
<p>In addition, through another decision, the Government of the Republic of Kosovo nominated three (3) of its representatives to the Consultative Council for Communities.</p>

<p>Since the early parliamentary elections of June 7, Kosovo’s caretaker government, led by the Vetëvendosje Movement, has approved decisions on appointments to interim boards of public enterprises, the allocation of budget funds, expropriations and the leasing of public property.</p>
<p>The decisions also include the appointment of commissions to recruit officials for senior management positions, as well as the appointment of individuals to important institutional posts.</p>
<p>During this period, Albin Kurti’s caretaker cabinet has taken a total of 75 decisions at 11 government meetings.</p>
<p>Representatives of political parties and civil society say that some of these decisions may be in violation of Kosovo’s Constitution and the Law on Government. According to them, a caretaker cabinet should deal only with essential activities and with implementing a plan established earlier.</p>
<p>The Kurti government, which remained in office after the dissolution of the Kosovo Assembly following the failure to elect a new president, continued procedures for appointing officials to senior positions even after the elections were held.</p>
<p>It established commissions to recruit candidates for the position of secretary-general at the Ministry of Industry, Entrepreneurship and Trade and at the Ministry of Health. Similar commissions were also established for other positions, including that of executive director of the Treasury of Kosovo.</p>
<p>Ragmi Dalipi was also appointed director-general of the Information Society Agency (ASHI).</p>
<p>The caretaker cabinet’s decisions have also affected public property. In the municipality of Hani i Elezit, around 10 hectares of land were leased for 15 years for the extraction and use of limestone. Public land was also leased for the same period and purpose in the municipalities of Ferizaj and Shtime.</p>
<p>Gzim Shala, a researcher at the Kosovo Law Institute (KLI), considers these steps to be in violation of the Law on Government.</p>
<p>In a statement to Radio Free Europe, Shala said the law does not allow the initiation of new procedures for appointments to public functions and prohibits decisions that are not essential, including the leasing of property.</p>
<p>“This situation undermines the principles of the rule of law, because we are dealing with a clear situation that is unlawful and unconstitutional, and yet it continues,” Shala said.</p>
<p>Liridon Salihi of the Group for Legal and Political Studies (GLPS) said that the appointment of candidates to public positions by a caretaker government may take place only when procedures to fill those positions began while the government had a full mandate.</p>
<p>Radio Free Europe asked the caretaker government to respond to allegations that it had overstepped its powers, but had received no response by the time this article was published.</p>
<p>The Law on Government stipulates that the powers of a caretaker government are limited and that it may not take important decisions. Under the law, the cabinet may continue only essential activities included in the annual plan and the Budget Law.</p>
<p>The same law also prohibits the approval of initiatives to sign international agreements requiring ratification by the Assembly. A caretaker government may not approve draft laws, constitutional amendments, strategies or concept documents either.</p>
<p>Meanwhile, the law also prohibits the opening of new procedures for appointments to public functions and the nomination of candidates for positions requiring approval by the Assembly.</p>
<p>For Shala and Sahiti, the issue became even more complicated after the election results were certified, as several members of the caretaker cabinet were elected as deputies of the Kosovo Assembly.</p>
<p>According to them, decisions taken by ministers who also hold a parliamentary mandate are unlawful. The Law on Government stipulates that a cabinet member elected as a deputy must resign from the post of minister before the day the results are certified.</p>
<p>The Central Election Commission (CEC) certified the results of the early parliamentary elections on July 8.</p>
<p>Article 72 of Kosovo’s Constitution stipulates that “a deputy of the Assembly of Kosovo may not hold any executive post in the public administration or in any publicly owned enterprise, nor exercise any other executive function.”</p>
<p>Shala also referred to a Supreme Court decision from last year, which found that simultaneously exercising these two functions is contrary to the Constitution.</p>
<p>According to that decision, a caretaker government may carry out only essential and planned activities, while it has no right to approve new secondary legislation.</p>
<p>“Citizens must clearly understand that people whom the law does not allow to act as members of the government are making decisions on behalf of the state and creating obligations that could burden institutions for many years,” Shala told Radio Free Europe.</p>
<p>Sahiti of GLPS said that decisions exceeding the restrictions imposed on a caretaker government, or those approved by an unlawful composition in which ministers were simultaneously deputies, should be reviewed and annulled.</p>
<p>“GLPS considers that any action following these decisions is contestable, since the composition of the collegial body that issued them was incompatible with the legislation in force,” he told Radio Free Europe.</p>
<p>The debate over the legality of the decisions intensified after the caretaker government’s meeting on August 12.</p>
<p>The Alliance, a parliamentary party, announced that it would refer to the Prosecutor’s Office a case concerning 18 decisions taken by the caretaker government. Most of them concern the appointment of commissions for recruitment procedures in public institutions.</p>
<p>Besnik Tahiri, an Alliance deputy in the Kosovo Assembly, told the media that these decisions had been taken in violation of the law and that the caretaker government was using the administration for party interests. / RFE</p>

<p>At its regular meeting held today, the acting Government of Kosovo made a series of important decisions.</p>
<p>It gave the green light to the Regulation on Firefighter Recruitment Procedures, which sets out the criteria and steps for admission to Professional Firefighting and Rescue Units, while respecting the basic principles of the Law on Public Officials (No. 08/L-197).</p>
<p>Also approved was the lease of an area of 61,402.9 square meters in the Cadastral Zone of Raçak, in the Municipality of Shtime, in response to a request from the Kosovo Forestry Agency. The contract, with a 15-year term, is intended for the extraction and processing of limestone.</p>
<p>Another decision concerned the transfer for use of a space of about 30 ares, property of the Forestry Agency – the Prizren Forestry Enterprise, to the Ministry of Justice. This action aims to create better infrastructural conditions for fulfilling the ministry&#8217;s institutional duties, fostering inter-institutional cooperation and reducing operational costs.</p>
<p>The government cabinet also amended previous Decision No. 05/16 of April 30, 2026. According to the amendment, the Ministry of Health will provide financial support exclusively for specialist doctors who have resumed work after maternity leave and, due to the interruption of their specialisation, have been unable to finalise the planned training modules or cycles, starting from November 1, 2025, until December 31, 2026.</p>
<p>A step towards digitalisation was marked with the approval of the Framework for Building the Government&#8217;s Digital Capacities, a document that offers a unified model for developing basic digital skills, essential for an efficient administration, service delivery, and the promotion of innovation in the digital age.</p>
<p>The initiation of an International Agreement with the European Union on joining the &#8220;EU Roam Like Home&#8221; area was also approved in principle, which constitutes a precondition for the full implementation of EU roaming legislation. The agreement establishes the basis for Kosovo&#8217;s gradual inclusion in this regime, paving the way for the use of roaming services at no extra cost between Kosovo and member countries, once the necessary conditions are met.</p>
<p>Furthermore, preliminary consent was given for a Grant Agreement between the Kosovo government, represented by the Ministry of Finance, the enterprise &#8220;Termokos,&#8221; and the European Investment Bank for the ambitious project to expand the central heating network in the capital.</p>
<p>Regarding budget allocations, a reallocation of 2,000,000.00 euros was decided within the Ministry of Local Government Administration, under the sub-programme &#8220;Central Administration.&#8221; The funds will be shifted from the capital expenditure category, specifically from the &#8220;Municipal Performance Grant Programme&#8221; project, to 15 other capital projects, in accordance with the financial support agreements signed between the responsible minister and the mayors of the beneficiary municipalities.</p>
<p>In the field of culture, the National Arts Council was established, a new institutional body conceived as a key mechanism for strengthening public artistic and cultural policies, guaranteeing professionalism, autonomy, and dignified representation. Its members are: Yll Rugova (visual arts), Baki Jashari (classical music and opera), Visare Aliu (theatre), Afrim Spahiu (film and audiovisual), Ardianë Pajaziti (literature and book), Visar Munishi (musical folklore and dance), Aulona Nuhiu (ballet and modern dance), Alberta Troni (academy and research in art and culture), Arif Muharremi (independent cultural sector), Artnet Haskuka (culture-related fields such as design and creative industries), and Visar Haxhibeqiri, representing the administration of the Ministry of Culture.</p>
<p>For international promotion, the government allocated the sum of 9,480.00 euros for the implementation of the &#8220;OringinAL&#8221; programme. This programme aims to improve Kosovo&#8217;s image in the world, highlight its tourism, cultural, and developmental potential, and deepen cooperation with the diaspora for the country&#8217;s sustainable development.</p>
<p>Finally, the executive approved the Ministry of Finance&#8217;s proposal to request authorisation from the country&#8217;s President for the minister to sign the Loan Agreement with the French Development Agency for the XXI Mediterranean Games Project in Kosovo, and also reconfirmed the Annual Financial Report for the 2025 Budget.</p>

										<content:encoded><![CDATA[<p>At an online meeting, Kosovo’s caretaker government adopted several decisions.</p>
<p>According to the announcement, it approved the long-term, rent-free use of properties managed by the Kosovo Forestry Agency. These properties will be used by the Regional Water Supply Company KRU “Mitrovica” JSC to implement a project aimed at ensuring the supply of drinking water to the Municipality of Leposaviq.</p>
<p>The government also allocated €255,153.45 (two hundred and fifty-five thousand, one hundred and fifty-three euros and forty-five cents) for Albanian-language school textbooks. The funds are intended for Albanian students receiving instruction in Albanian in Presheva, Bujanoc and Medvegjë during the 2025/2026 school year.</p>
<p>Another decision provides for the allocation of €40,000 to support the organisation and development of events with an international character in innovation, technology, entrepreneurship and digital transformation. According to the announcement, these activities aim to promote the Republic of Kosovo, strengthen its image on the international stage, develop the domestic ecosystem and increase the country’s visibility through global initiatives and events in these fields.</p>
<p>Of this amount, €20,000 (twenty thousand euros) has been allocated to FLOSSK – Free Libre Open Source Software Kosova, while €20,000 (twenty thousand euros) is intended for ICK – Innovation Centre Kosovo.</p>

										<content:encoded><![CDATA[<p>Enver Hoxhaj, an elected PDK lawmaker, has reacted to the decisions to restore names from the Yugoslav period in Tetovo, saying they undermine historical memory, identity, and the spirit on which coexistence was built after the Ohrid Agreement.</p>
<p>According to Hoxhaj, restoring names linked to Josip Broz Tito represents the return of the symbolism of a regime that, as he put it, oppressed Albanians for decades.</p>
<p>“The decisions to restore names from the Yugoslav period in Tetovo affect historical memory, identity, and the spirit on which coexistence was built after the Ohrid Agreement. <p>He underlined that the hard-won rights of Albanians in North Macedonia should not be called into question through decisions that, according to him, create insecurity and deepen divisions.</p>
<p>“The hard-won rights of Albanians in North Macedonia should not be called into question through decisions that create insecurity and fuel divisions. Preserving equality, respecting the Albanian language and the multiethnic character of the state are the foundation of the country’s stability and its Euro-Atlantic orientation,” he said.</p>
<p>In conclusion, Hoxhaj said that any action affecting the spirit of the Ohrid Agreement harms North Macedonia’s democracy, peace, and European perspective.</p>
<p>“Any step that weakens the spirit and principles of the Ohrid Agreement serves neither democracy, nor peace, nor North Macedonia’s European perspective. Albanians deserve legal certainty, full equality, and respect for their hard-won rights, not a step backward,” Hoxhaj concluded.</p>

										<content:encoded><![CDATA[<p>Acting Minister of Justice Donika Gervalla announced the decisions taken a day earlier by the caretaker government, which relate to the Bar Association within the Ministry of Justice.</p>
<p>According to her, the government approved three decisions.</p>
<p>The first decision provides for the suspension of the implementation of the Regulation on the admission and handling of telephone calls in the system for appointing lawyers by official duty (ex officio) of the Kosovo Bar Association, until a final decision is made by the competent court.</p>
<p>Likewise, the implementation of the administrative act on the amount of the registration costs of the Kosovo Bar Association has also been suspended, pending the final decision of the competent court.</p>
<p>Meanwhile, with the third decision, the Commission for the Compensation of Crime Victims was appointed.</p>
<p>Gervalla said these decisions “reflect the commitment of our institutions to strengthening the rule of law, guaranteeing legality in administrative actions, and advancing the protection of citizens’ rights, with a particular focus on equal access to justice and institutional support for victims of crime.”</p>
