<p>LDK MP Armend Zemaj has commented on developments following the party’s internal elections, emphasizing that the membership’s position must be respected.</p>
<p>He announced that 51% of the delegates present supported extending the mandate of the current chairman, describing the result as a political decision that must be accepted by everyone.</p>
<p>Zemaj stressed that the LDK continues to be the only home of democracy in Kosovo, as decision-making belongs to the membership through voting.</p>
<p>According to him, the LDK membership expressed its will yesterday, and 51% of the delegates present voted in favor of continuing the current chairman’s mandate.</p>
<p>The MP said that this political decision must be respected, adding that he still believes only a strong LDK can serve a strong Kosovo.</p>
<p>He called on everyone to work toward rebuilding the party, describing this as a shared obligation.</p>
<p>Zemaj concluded his reaction with the phrase: Always proud.</p>

<p>The Board of Directors of the Kosovo Privatization Agency (KPA) has decided to publish the list of 260 retendered assets, which will be offered for sale soon through the liquidation procedure.</p>
<p>The list will be made public as part of the “SHAL 75” sales cycle and includes a total of 260 retendered assets.</p>
<p>This decision, along with a series of other issues related to privatization, liquidation, leasing, and institutional administration, was approved at the Board’s regular meeting held on July 29.</p>
<p>While handling direct negotiation sales, the Board approved two requests for further procedural steps, while rejecting 12 other requests. It also approved 10 final reports and authorized the continuation of procedures for sales contracts.</p>
<p>For two socially-owned enterprises, the Board approved the allocation of 261,736.50 euros to creditors. S.O.E. “Xim Strezovci” will distribute 236,900.20 euros to 64 creditors, while S.O.E. “Komogllava” will distribute 24,836.30 euros to eight creditors. A decision was also made on an additional budget for five socially-owned enterprises where liquidation processes have not yet concluded.</p>
<p>Regarding socially-owned apartments, one purchase request was approved, while three requests were rejected due to lack of documentation. In another case, the Board declared a lack of competence, as the request did not pertain to a socially-owned enterprise.</p>
<p>Concerning the leasing of assets from socially-owned enterprises under direct administration, the Board reviewed five assets. No bids were submitted for one of them, while bids for the other four assets were rejected, as the reference prices will undergo reassessment.</p>
<p>According to the media announcement, the Board was also informed about the results of the public leasing process for 73 units of socially-owned enterprises in liquidation. In this process, eight commercial leases and 22 annual leases were approved. For the remaining assets, there were no bids or the bidders withdrew due to property-legal issues.</p>
<p>During the meeting, the Semi-Annual Work Report of the Internal Audit Division for the year 2026 was also approved. The Board also approved the Regulation on Personal Data Protection, in accordance with the requirements of the Information and Privacy Agency.</p>
<p>Another decision relates to the methodology for determining the indicative price for asset sales. According to the approved changes, the discount will be 0 percent in the first tender, 10 percent in the second, 20 percent in the third, and 40 percent from the fourth tender onwards. The aim of this change is to increase the transparency and predictability of the process.</p>
<p>The Board also decided that, after the completion of relevant procedures, it will review and approve the Regulation for S.O.E. “Inex Sharr Planina Brezovica” at one of its upcoming meetings.</p>

<p>The Dairy Association of Kosovo has publicly expressed doubts about the practical implementation of the Ministry of Agriculture&#8217;s decision to restrict palm oil and milk powder in the dairy processing sector.</p>
<p>Minister Armend Muja announced the suspension of these substances in dairy factories on 10 May 2026, while the official document was finalized by the Minister&#8217;s Cabinet two days later and received a protocol number on 15 May 2026.</p>
<p>Point 5 of the regulatory act emphasizes that no certified milk processing entity is allowed to introduce palm oil, other vegetable fats, or milk powder into production without a specific permit issued by the Food and Veterinary Agency.</p>
<p>But the Association claims that, based on the data it has, so far no processing unit in the country has secured such a transitional approval, yet production activity is proceeding as if nothing has changed.</p>
<p>In its statement, the organization poses a series of questions to the authorities: what mechanisms are supervising these enterprises, who is ensuring compliance with the regulation, and why is the use of these substances being tolerated when the required permits are missing.</p>
<p>Representatives of the dairy industry call on the Ministry and the Food and Veterinary Agency to take an open stance on the enforceability of the measure, stressing that the public and livestock farmers deserve full transparency in this sector.</p>

<p>Glauk Konjufca, acting Minister of Foreign Affairs, has spoken about the decision that the Specialist Chambers are expected to issue on September 16 regarding the former leaders of the Kosovo Liberation Army.</p>
<p>Asked how Kosovo’s institutions would respond if the defendants were found guilty, Konjufca urged the Hague court to be guided by justice rather than political considerations.</p>
<p>According to him, if the proceedings conclude with a just ruling, the outcome is clear, as the people of Kosovo witnessed that the KLA’s war was just. He argued that a criminal war would never have secured the support of the international community.</p>
<p>Konjufca stressed that criminal activity could not have been supported by the United States of America, the United Kingdom, Germany and France. He added that some of NATO’s best-known generals stood alongside figures from the Kosovo Liberation Army.</p>
<p>He went on to say that NATO officers took part in training KLA officers, with the aim of bringing the war to a successful conclusion. According to Konjufca, this happened because Kosovo’s army contributed to stopping Milošević’s genocide, and therein lies the meaning of the KLA’s war.</p>
<p>He stated that all those accused in The Hague helped achieve this goal. Konjufca said this is what a decision based on justice should look like, while warning that the people would feel deeply outraged if the outcome were political rather than just.</p>

<p>The European Union has opposed acting President of Kosovo Albulena Haxhiu’s decision to dismiss seven Serb prosecutors.</p>
<p>In a statement on the matter, a spokesperson for the European bloc said the actions of Haxhiu and the Kosovo Prosecutorial Council (KPC) did not “appear to be in accordance with the law.” He recalled that the prosecutors had previously announced that they were withdrawing their resignations.</p>
<p>According to the spokesperson, this does not appear to comply with the law, due process and the general criteria of the rule of law in Kosovo. He said the EU calls on all relevant institutions to refrain from actions aimed at obstructing the reintegration of Kosovo Serb judicial personnel.</p>
<p>On July 21, Haxhiu announced that she had signed decrees dismissing seven prosecutors from the Serb community who had resigned from the justice system in 2022.</p>
<p>In a Facebook post, she said the move brought to an end a process that had dragged on for years and implemented the decision of the competent institution, in accordance with the Constitution and laws of the Republic of Kosovo.</p>
<p>The European Union’s criticism of Kosovo’s institutions over the dismissal of the seven Serb prosecutors has sparked wide-ranging debate about the administration of justice, integration into institutions and political influence over the judicial system.</p>
<p>The prosecutors left Kosovo’s institutions in 2022 as part of the collective resignations of Serb officials, which were politically encouraged and coordinated by Belgrade.</p>
<p>The EU’s position has raised questions about how to maintain a balance between upholding the rule of law and safeguarding the functioning of Kosovo’s institutions.</p>

<p>Legal expert Blerim Burjani, commenting on the European response for “Bota sot,” criticized the EU’s approach and recalled that the Serb prosecutors had resigned specifically for political reasons.</p>
<p>He called on the European Union to assess the case more professionally and fairly, and to support Kosovo on the matter.</p>
<p>According to Burjani, the EU should at least be more candid when it comes to the professional ethics of Serb prosecutors and judges. He stressed that they abandoned their jobs without any professional explanation or motivation, solely for political reasons, while the role of a judge or prosecutor cannot be exercised alongside political engagement.</p>
<p>Burjani said the EU must be fair in its assessment and examine the issue from a professional rather than political perspective, particularly when it comes to the administration of justice. According to him, it would have been more reasonable to support Kosovo or, at the very least, for the European response to have had a professional rather than political tone.</p>
<p>The legal expert also called for respect for Kosovo, its legal order and its constitutional system.</p>
<p>He argued that the more the EU indulges the Serbs, the greater the consequences for law and order in Kosovo.</p>
<p>According to Burjani, Kosovo can reinstate these individuals in the system only if they recognize the state and accept its legal order and laws. Otherwise, he said, they should remain outside the institutions in accordance with their own wishes, because there is no guarantee that they will not abandon their jobs again after a period of time to return to politics, while refusing to respect Kosovo’s laws.</p>
<p>He described such conduct as unserious and reiterated that further indulgence would only cause greater damage to law and order in the country.</p>
<p>Burjani stressed that Kosovo, together with its legal and constitutional order, must be respected and that the situation cannot be turned into a “free-for-all.” According to him, legal rules apply to everyone, and no one can leave their job whenever they wish and return at will.</p>
<p>He added that such a practice does not occur in EU member states or in other countries.</p>
<p>Concluding his statement to “Bota sot,” Blerim Burjani said the state is not a child to be played with, but functions on the basis of order, laws, procedures and clearly defined rules that everyone must follow.</p>
<p>Political analyst Gani Qarri also expressed surprise that the EU had almost passed over in silence the scandalous statements made by Serbian Minister Snezhana Paunoviq, while reacting with strong criticism toward Kosovo over the enactment of a lawful decision.</p>
<p>In his comments to “Bota sot,” Qarri supported all measures and decisions by the Government of Kosovo aimed at extending the rule of law and sovereignty to the northern part of the country.</p>
<p>He called it more than astonishing that the European Union remained almost silent after Snezhana Paunoviq, an extremist minister in the Serbian government and a favorite of Aleksandër Vuçiq, said that, had she been in Sllobodan Millosheviq’s position, she would have “ethnically cleansed Kosovo” of Albanians. According to Qarri, instead of supporting Kosovo in making the justice system operational, the EU resorted to baseless accusations against the lawful and constitutional decisions of the state institutions of the Republic of Kosovo. In this context, he cited the decree issued by acting President Albulena Haxhiu as a step to enforce the law and preserve the integrity of the most important state institutions.</p>
<p>Qarri recalled that the Government of Kosovo had made the correct constitutional decision to replace illegal vehicle license plates issued by Serbia with the legitimate RKS plates of the Republic of Kosovo. According to him, the decision was intended to restore law and order in the north as well and had been stipulated in the agreements reached in Brussels. However, at the dictates of the Serbian president, the former information minister in the government of the butcher Millosheviq and criminal Aleksandër Vuçiq, Serbia’s extended arm in Kosovo, the so-called “Serb List,” on November 5, 2022, ordered Serbs employed in the institutions of the Republic of Kosovo to leave them. Qarri described this as an unlawful act and a flagrant intervention by Serbia in Kosovo’s internal affairs, adding that the EU had also failed to prevent it at the time.</p>
<p>The analyst reiterated that the Serb prosecutors and judges left of their own accord, solely for political reasons and in coordination with the government in Belgrade.</p>
<p>For this reason, he considered the European Union’s criticism unfounded and said Kosovo’s institutions had acted correctly and in accordance with the law when they rejected the Serb prosecutors’ request to return to work.</p>
<p>Qarri said the prosecutors from the Serb community obeyed Belgrade’s order in November 2022 and resigned without facing any pressure from the state institutions of the Republic of Kosovo. For this reason, according to him, acting President Albulena Haxhiu was right to sign the decrees dismissing the seven prosecutors on July 21 of this year, an action he considered normal and entirely proper from a legal standpoint.</p>

<p>He noted that the Kosovo Prosecutorial Council had previously rejected the request of the Serb prosecutors who had changed their minds to withdraw their resignations, which, according to him, had been submitted more than 4 years earlier on Aleksandër Vuçiq’s orders from Belgrade and of their own free will, without any pressure from Kosovo’s institutions. Qarri recalled that Serb officials from the north had collectively left the institutions of the Republic of Kosovo at Serbia’s dictates. The decree of acting President Albulena Haxhiu was required for the KPC’s lawful decision to take effect, to end the obstruction of the institutions’ normal functioning and to avoid the legal uncertainties arising from unresolved proceedings.</p>
<p>According to Qarri, there are no grounds for criticism from the EU, as the Serb prosecutors voluntarily resigned from Kosovo’s justice system in November 2022 solely because the Government of Kosovo made the necessary lawful decision to replace illegal Serbian license plates with the legitimate plates of the Republic of Kosovo. He stressed that this obligation had also been stipulated in the agreements reached in Brussels between the two countries, while the resignations came on Vuçiq’s orders from Belgrade and without any pressure from Kosovo’s state institutions.</p>
<p>Continuing his criticism of the EU’s approach, Qarri congratulated Haxhiu for enacting the Kosovo Prosecutorial Council’s decision by decree.</p>
<p>In his assessment, Haxhiu’s signing of the decrees shows that Kosovo will continue to act decisively and in accordance with its Constitution and laws.</p>
<p>Qarri said the seven prosecutors from the Serb minority had resigned under pressure from Belgrade and had left the institutions of the Republic of Kosovo of their own accord. According to him, the EU is applying double standards, as it has taken no steps to prevent the criminal and unlawful actions of Serb criminals in the north, yet opposes the decision of acting President Albulena Haxhiu. He recalled that Haxhiu had said she was merely implementing the decision of the competent institution, in accordance with the Constitution and laws of the Republic of Kosovo, to bring an end to a process that had dragged on for years.</p>
<p>The analyst said the European Union was publicly and unjustifiably criticizing acting President of Kosovo Albulena Haxhiu’s decision to dismiss seven Serb prosecutors who had been part of the collective resignations in November 2022.</p>
<p>According to him, the signing of the decrees proves that the Republic of Kosovo will continue to act decisively, in accordance with the Constitution and laws, to protect the integrity of its most important state institutions. Qarri also noted that just one year earlier, Kosovo had ranked first in Europe and third in the world for law and order, which, according to him, demonstrates how realistic and legally sound decisions such as Haxhiu’s decrees are.</p>
<p>In conclusion, Qarri said the EU should have supported, rather than criticized, the act that brought a years-long process to an end.</p>
<p>He said Kosovo had no option but to act as it did, while recalling that former Kosovo Police director for the northern region Nenad Gjuriq had also refused to implement the decision of the competent institution. Qarri reiterated that the Serb prosecutors’ resignations had been politically motivated and coordinated with Serbia.</p>
<p>At the end of his comments to “Bota sot,” Gani Qarri said the EU itself should have welcomed the conclusion of this years-long process through a presidential decree issued in accordance with the Constitution and laws of the Republic of Kosovo, as a decision that respects legal procedures and the principles of the rule of law. He added that the main Ibar Bridge in Mitrovica has unjustly remained closed for decades, without reason or explanation, even though an agreement on it was reached in Brussels many years earlier through the EU’s own mediation.</p>

<p>The decision of Kosovo&#8217;s acting president, Albulena Haxhiu, to decree the dismissal of seven prosecutors from the Serb community has been met with criticism from the European Union, sparking a debate over the spirit of this stance and respect for the country&#8217;s constitutional order.</p>
<p>Through a spokesperson, the European bloc assessed that the action of Ms. Haxhiu and the prior decision of the Kosovo Prosecutorial Council (KPC) do not appear to be in compliance with the law, especially since the prosecutors in question had previously announced that they were withdrawing their resignations.</p>
<p>&#8220;This does not appear to be in compliance with the law, with due legal process and with the general requirements of the rule of law in Kosovo. The EU calls on all relevant institutions to refrain from actions aimed at hindering the reintegration of Kosovo Serb judicial personnel,&#8221; the EU spokesperson stated.</p>
<p>On July 21, Haxhiu announced that she had signed the decrees for the dismissal of these prosecutors, who had collectively withdrawn from the justice system back in 2022. She stressed that with this act, a decision of the competent institution is being implemented and a long process is being closed, fully in harmony with the Constitution and legislation of Kosovo.</p>
<p>The EU&#8217;s immediate reflection has raised major questions about the balance between the need to preserve the functionality of Kosovo&#8217;s institutions and respect for the rule of law, recalling that the departure of these prosecutors was a politically motivated action coordinated by Belgrade.</p>
<p>Burjani: Professional ethics and politics do not coexist</p>

<p>Lawyer Blerim Burjani, in a conversation with &#8220;Bota sot,&#8221; has sharply criticized the EU&#8217;s tone, describing its approach as incorrect and unprofessional. He stressed that the Serb prosecutors resigned for political interests and not professional ones, undermining the very essence of judicial ethics.</p>
<p>&#8220;At the very least, the EU should appear more sincere regarding the professional ethics of Serb judges and prosecutors, who left their jobs without any reasoning and without any professional motive, but only for political motives. Being a judge or prosecutor and engaging in politics at the same time do not go together,&#8221; he declared.</p>
<p>Burjani demands that the European bloc view the issue from a professional and not political prism, supporting Kosovo or at least using a fairer tone. &#8220;Therefore, at least, the EU is required to be correct in its assessment&#8230; It would be fairer to support Kosovo or, at least, its tone to be professional and not political in the field it speaks about,&#8221; he added.</p>
<p>He warned that any kind of &#8220;coddling&#8221; of the Serbs by the EU further damages order and law in Kosovo. According to Burjani, the only path to reintegration is full acceptance of the state, order and law of Kosovo, otherwise there is no guarantee that the same prosecutors will not leave their jobs again for political reasons.</p>
<p>&#8220;This is not serious. The more coddling, the worse for order and law in Kosovo. Kosovo must be respected, as well as its legal and constitutional order. The game has legal rules and nobody can leave work whenever they want and return whenever they feel like it. This does not happen even in EU countries or anywhere else. The state is not a child to be played with,&#8221; Burjani concluded.</p>
<p>Qarri: Surprise at the EU&#8217;s double standards</p>
<p>Political analyst Gani Qarri also expressed surprise at the EU&#8217;s stance, comparing the silence over a serious statement by a Serbian minister with the harsh reaction towards Kosovo. He recalled that it was Belgrade itself that ordered the collective departure of Serbs from institutions, an action that was not halted by the EU.</p>

<p>&#8220;It is more than surprising how the European Union&#8230; passes over her statements almost in silence and jumps to baseless accusations against the legal and Constitutional decisions of the state institutions of the Republic of Kosovo,&#8221; Qarri said to &#8220;Bota sot,&#8221; mentioning the case of extremist statements by Serbian minister Snezhana Paunović.</p>
<p>He stressed that the Serb minority prosecutors resigned with full will and were politically motivated, making Ms. Haxhiu&#8217;s decree a normal legal step to resolve ambiguities and close a protracted process. &#8220;Given that even the Serb minority prosecutors in November 2022 accepted the order from Belgrade and resigned without any pressure&#8230; on July 21 this year, the acting president&#8230; rightly signed the dismissal decrees,&#8221; Qarri assessed.</p>
<p>He defended the KPC decision and Haxhiu&#8217;s decree as necessary to avoid holding the functioning of justice hostage and to eliminate legal ambiguities. According to him, there is no room for EU criticism as long as the resignations were the result of a political diktat from Belgrade.</p>
<p>Further, Qarri highly praised the determination shown by the acting president, underlining that this act proves that Kosovo will continue to act without hesitation in defense of institutional integrity. &#8220;Therefore, by signing the decrees&#8230; it is being proven that the Republic of Kosovo will continue to act with resolve, in accordance with the Constitution and the laws of the country,&#8221; he said.</p>
<p>At the end of his analysis, Qarri added that the conclusion of this multi-year process should be welcomed by the EU itself as an action in the spirit of regular legal procedures. He closed with a criticism of the still-closed main bridge over the Ibar, another issue where, according to him, the European bloc has not shown the same principled approach.</p>

<p>The acting president of Kosovo, Albulena Haxhiu, announced yesterday that she has signed the decrees for the dismissal of seven prosecutors from the Serbian community. This action came after a prior decision by the Kosovo Prosecutorial Council.</p>
<p>On July 20, the Kosovo Prosecutorial Council reviewed and rejected the request of five Serbian prosecutors and 15 administrative staff of the Basic Prosecution Office in Mitrovica, who sought to withdraw the resignations they had submitted in November 2022 amid the mass abandonment of Kosovo institutions by Serbs.</p>

<p>To clarify this decision, lawyer Gazmend Halilaj spoke to “Bota sot,” emphasizing that the KPC&#8217;s decision-making is based on fundamental legal principles.</p>
<p>Regarding the legal dimension, he stressed that a resignation given freely by an individual generates irreversible legal consequences. According to him, such an act, once it has been approved and has produced its effects, does not guarantee anyone the immediate right to return to the previous position. This depends exclusively on the current legislation and the judgment of the relevant decision-making body.</p>
<p>Halilaj also addressed the political motivations behind these resignations, underscoring that they do not cancel the legal consequences, as the state&#8217;s rules must be applied equally to everyone. He also outlined the path that must be followed if the individuals in question aim to regain those positions.</p>
<p>The lawyer explained that the justice system is founded on legal certainty, institutional independence, and the uninterrupted functioning of its activities. According to him, approving a withdrawal of resignations so long after they were submitted and after numerous consequences have ensued would undermine legal certainty and set a dangerous precedent, striking at the stability of the administration of justice.</p>
<p>He added that accountability is a cornerstone of exercising state functions. Any decision to leave office, regardless of what motivated it, entails legal effects that require full compliance with the law. If these individuals aspire to reintegrate into the justice system, the only path is through standard recruitment and appointment procedures, respecting the legislation in force and the principle of equality before the law.</p>
<p>In closing, Halilaj concluded that the Kosovo Prosecutorial Council&#8217;s decision serves to preserve the legal order. Relying on the need for legal certainty, institutional accountability, and the protection of the integrity of the justice system, he assessed this action as an essential step for the stability of institutions.</p>

<p>Following the decision of the Kosovo Prosecutorial Council, acting President Albulena Haxhiu has signed decrees releasing seven prosecutors from the Serbian community from office.</p>
<p>The prosecutors had submitted their resignations in 2022.</p>
<p>Haxhiu said the signing of the decrees concludes a procedure that had remained unresolved for years and implements the decision of the competent body, in accordance with the Constitution and the legislation of the Republic of Kosovo. According to her, the functioning of the state is based on the constitutional order and the rule of law, while no one may obstruct the institutions or create legal uncertainty by leaving processes unfinished.</p>
<p>She added that the Republic of Kosovo will continue to act decisively, respecting the law and protecting the integrity of its institutions.</p>

<p>Lawyer Ardian Bajraktari spoke to “Bota sot” about the issue.</p>
<p>According to him, the delayed process of removing the prosecutors from office was concluded through decrees issued by the acting president, who was required to implement the decision of the Kosovo Prosecutorial Council.</p>
<p>Bajraktari explained that the matter had remained pending for some time. Since the Kosovo Prosecutorial Council had rejected the requests to withdraw the resignations submitted years earlier and had consequently proposed releasing the prosecutors in question from office, the acting president had no option but to dismiss them.</p>
<p>The lawyer stressed that the dismissed prosecutors may challenge the decision in court, as the legality of presidential decrees may also be subject to judicial review.</p>
<p>If the dissatisfied parties believe that these decisions or decrees have violated their rights, Bajraktari said they are entitled to seek protection in court. He explained that individual acts issued by public authorities are not exempt from judicial review, even when issued by the President, and that their legality is assessed by the regular courts. Bajraktari said this standard was established by the Constitutional Court in 2021 through case No. KI. 214/21.</p>

<p>The Kosovo Prosecutorial Council has rejected the request of five prosecutors and 15 administrative staff of the Basic Prosecution in Mitrovica to annul their resignations. These resignations were part of the mass departure of Serbs from Kosovo institutions in November 2022. The decision was taken during the meeting held on July 20.</p>
<p>Following this step, the acting President of Kosovo, Albulena Haxhiu, announced a day earlier that she had signed the decrees for the dismissal of seven prosecutors belonging to the Serb community. This action came in implementation of the decision taken by the KPC.</p>

<p>Regarding this matter, lawyer Gazmend Halilaj shared his opinion for “Bota sot.” According to him, the Prosecutorial Council&#8217;s decision is based on fundamental principles of law and not on political motives.</p>
<p>Analyzing the legal side, Halilaj emphasized that a voluntary resignation carries inseparable legal consequences. He clarified that once a resignation is accepted and has taken effect, the return to the previous position is not automatically guaranteed. This process is conditioned by current legislation and the judgment of the responsible body.</p>
<p>The lawyer also highlighted the dimension of institutional responsibility, stressing that every decision to withdraw from a public office, regardless of the reasons, generates obligations that must be respected. He added that if the former prosecutors wish to return to the justice system, the only path is through standard recruitment and appointment procedures, subject to equality before the law.</p>
<p>Furthermore, Halilaj argued that allowing the withdrawal of resignations after so many years would set a dangerous precedent for legal certainty and the stability of the justice system. Such an action, according to him, would undermine the principles of institutional independence and functional continuity on which the administration of justice is built.</p>
<p>At the end of his analysis, lawyer Gazmend Halilaj concluded that the rejection of the request by the Kosovo Prosecutorial Council serves precisely to protect the legal order and the integrity of institutions, relying fully on the principles of responsibility and legal certainty.</p>
