A new implementation agreement was signed between Kosovo and Germany, marking a new stage in their partnership for climate action and energy sector transformation.

The signing ceremony was attended by the Climate Attaché at the German Embassy in Pristina, officials from the Ministry of Economy, representatives from the Ministry of Environment, Spatial Planning and Infrastructure, as well as experts from GIZ Kosovo, the German diplomatic mission announced.

The new document transforms the broad Climate and Energy Partnership between the two countries into a concrete action plan, aiming to improve policy dialogue, increase inter-institutional coordination, and strengthen local capacities. At the same time, it supports Kosovo’s climate diplomacy, boosts its profile on the global stage, and encourages broader citizen participation in environmental protection and energy transition initiatives.

According to the German Embassy, this agreement represents another milestone in the long-term cooperation between the two states and demonstrates the shared commitment to Kosovo’s sustainable development, as well as to accelerating its path toward European integration.

Xhavit Haliti, a former PDK MP, has said that the party should not rule out the possibility of reaching a political agreement with the Vetëvendosje Movement.

According to AAK, there is willingness to support the election of the country’s president, but this could happen only if a political agreement is reached based on concrete conditions and priorities which, the party says, are in the interest of citizens and the state.

Zogaj: It is difficult to understand AAK’s real intention

He believes that through this positioning, AAK aims to strengthen itself as an opposition force while at the same time presenting itself as a party with institutional responsibility.

“It is difficult to understand AAK’s real intention, as it declares that it will not become part of the Government led by Albin Kurti, but at the same time expresses readiness to support the election of the President and the creation of institutions, if its programmatic conditions in the field of energy, economy, agriculture and infrastructure are accepted.

These are priorities that, in principle, should belong to all political parties. However, AAK rushed to articulate them as its own platform, aiming to gain political advantage. This move has a double effect: it strengthens its opposition identity and presents it as an entity with vision and institutional responsibility. Therefore, there is no doubt that the main goal is to consolidate its profile as an opposition force,” he says.

Further, the publicist stresses that AAK is trying to present itself as a constructive factor for resolving the political crisis, without moving away from its opposition identity.

He also adds that during this crisis period, AAK has had a clearer and more transparent approach than PDK and LDK.

“From this point of view, this statement may serve AAK to awaken the electorate’s interest and position it as a constructive factor in resolving the political crisis, which continues to hold hostage the normal functioning of institutions and Kosovo’s political future.

At the same time, AAK is trying to create a shift in favor of its electoral position, but without damaging its opposition identity. Cooperation with LVV, which it has consistently opposed and in harsh tones, would be difficult to reconcile with this identity and, consequently, appears politically almost impossible.

I positively assess AAK’s transparency in this approach. So far, it is exercising the role of the opposition more clearly and more consistently than PDK and LDK, which, at least at this stage of the political crisis, are showing more hesitation and fluctuation in their positions,” Zogaj told “Bota sot”.

Haziri: The conditions presented by the Alliance to be part of the process of forming new institutions are positive

In a statement to “Bota sot,” political analyst Nexhat Haziri assesses that AAK is the party that has most clearly expressed its position regarding the formation of institutions and that this demonstrates a willingness to help overcome the political crisis.

According to him, this position may also be linked to the interest of the new leader, Ardian Gjini, in avoiding new elections and strengthening his leadership within the party.

“I think that, of all the parliamentary parties, only the Alliance has made its position clear in relation to the process of forming Kosovo’s institutions. This should be seen as goodwill and commitment by this political party to make its contribution so that the country emerges from this political and institutional crisis, which has now continued for two years.

This position of the Alliance can also be interpreted from another angle, as it now has a new leader, Ardian Gjini, who may see that a new electoral process, which the country could enter again, would not be welcome for him and his political force. Not only because it could endanger the Alliance’s position as a parliamentary party, but also because it would be a major obstacle to consolidating Mr. Gjini’s leadership as party chairman, as well as to implementing the new reforms and changes he plans to make so that the Alliance is more competitive and carries more weight on Kosovo’s political scene,” the analyst explains.

In the end, he stresses that the conditions set by AAK are in the interest of citizens and calls on LVV to take them into consideration, hoping that such an approach will also be followed by the other parties in order to unblock the institutions.
