<p>Eliza Hoxha, an MP from the Democratic Party of Kosovo, has accused acting Prime Minister Albin Kurti and his ministers of usurping their posts and state institutions.</p>
<p>According to her, PDK MPs have positioned themselves in front of the Government building to prevent Kurti from entering the prime minister’s office, claiming that he is carrying out his duties unlawfully.</p>
<p>Hoxha said the PDK’s presence there is intended to demand an end to the institutional deadlock and the restoration of constitutional functioning.</p>
<p>“Kurti must understand that, instead of obstructing the work of the Assembly, he should appear there and create the conditions for its constitution. As the winner of the latest elections, his primary duty is to propose a name so that the establishment of the institutions can proceed,” Hoxha said.</p>
<p>The PDK reiterated its demand that Kurti, as the representative of the political entity that secured the parliamentary majority, clear the way for the process of constituting the Assembly to continue.</p>
<p>“Neither Albin Kurti nor his party can place themselves above the state and the Constitution of Kosovo,” the PDK MP emphasized.</p>
<p>Finally, she called on Kurti and his MPs to return to the Assembly to enable the 11th Legislature to begin and constitutional order to be restored.</p>

<p>Acting Speaker of the Assembly Avni Dehari has criticized the opposition parties’ stance on the process of constituting the Assembly. He recalled that the deadline set by the Constitutional Court was also exceeded last year without the institution being constituted.</p>
<p>In a Facebook post, Dehari said the current deadlock cannot be resolved by repeatedly convening sessions that produce no results. According to him, the way out of the impasse lies in a political agreement among the parliamentary parties, “Bota Sot” reports.</p>
<p>He said that as soon as there are signs of an agreement that would enable the establishment of the institutions and avert elections, resuming the constitutive session would simply be a ceremonial formality.</p>
<p>Dehari recalled that on June 26, 2025, the Constitutional Court reiterated its requirement that the Assembly be constituted within 30 days. Under judgment KO124/25, this period began on the date the judgment was published.</p>
<p>Based on that decision, the Assembly should have been constituted by July 26, 2025, at the latest. However, even after the expiry of this new 30-day deadline set by the Constitutional Court—namely, by July 26, 2025—the Assembly had still not been constituted.</p>
<p>The Acting Speaker said that whenever he called on opposition MPs last year to vote to constitute the Assembly and not allow the constitutional deadline to be exceeded, their response was that “a political agreement is needed.” According to him, exceeding the deadline was not raised as an issue at the time, while the Constitutional Court, through subsequent judgments on the constitution of the Assembly, instructed the parties to continue their efforts to constitute it despite the deadline having expired, because the need to constitute the Assembly took precedence over the deadline.</p>
<p>Following the December 28 elections, the opposition parties made their demand clearer, insisting that a political agreement had to be reached before the institutions were formed; otherwise, the country would go to elections.</p>
<p>Dehari stressed that further inconclusive sessions could be convened, but these would only irritate citizens. However, based on the experience of the past two legislatures, he said the only way to establish stable institutions and avert elections is to reach a political agreement among the parliamentary parties.</p>
<p>According to him, as soon as there are signs of an agreement guaranteeing the formation of all institutions and the avoidance of elections, in line with the Constitutional Court’s requirements in its judgments last year, convening a continuation of the constitutive session would amount to nothing more than a ceremonial act. Dehari recalled that the Court had called on the parties to reach an agreement rather than continue with unsuccessful attempts.</p>

<p>The Democratic Party of Kosovo has sent a formal request to Avni Dehari, who is chairing the constitutive session, to convene the continuation of the session in the Assembly of the Republic on Thursday, August 12, 2026.</p>
<p>In the official document, the PDK insists that the session resume without any further delay, so that the elected deputies are given the opportunity to exercise the mandate entrusted to them by the people.</p>
<p>The party has also invited all other parliamentary groups and the new representatives to be present in the chamber the following day, in order to demonstrate their political maturity and determination to honor the will of the citizens.</p>
<p>The request emphasizes that there should be no further delays and that legislators must begin, without wasting time, fulfilling the duty for which they received electoral support.</p>
<p>The constitutive session was suspended on Saturday following a request from the leader of the Vetëvendosje Movement, Albin Kurti, and tensions that erupted in the chamber when Alliance MP Time Kadrijaj hit Kurti with an egg.</p>

										<content:encoded><![CDATA[<p>Acting President of Kosovo Albulena Haxhiu has announced that the constitutive session to establish the country’s institutions is expected to be held at the beginning of August.</p>
<p>According to her, political parties have been given time to hold meetings and reach an agreement before the constitutive session is called.</p>
<p>“You know very well that the Constitution of the Republic of Kosovo gives the president, in this case me, since I am the acting president of the Republic of Kosovo, a 30-day deadline to call the constitutive session.</p>
<p>Considering that once the Assembly of the Republic of Kosovo is constituted, and taking into account the numbers in the Assembly of the Republic of Kosovo, it will be constituted, we will not have the problem we had at the beginning of the year or in April last year. Since, after the Assembly is constituted, the deadlines for the election of the president begin to run, namely 60 days after the constitution of the Assembly of the Republic of Kosovo, I assessed that political parties should be given the time available to reach an agreement, so that once the Assembly of the Republic of Kosovo is constituted, there will be no need to wait 60 days to elect the president, or for us to find ourselves in a situation, which I do not believe anyone wants, where we fail to elect the president and go once again to extraordinary elections. This is not good for the citizens of the Republic of Kosovo, and I do not think that any political entity or individuals within political entities would benefit from this situation. Therefore, as acting president, I welcomed the meetings held at the invitation of Prime Minister and leader of the Vetëvendosje Movement, Mr Albin Kurti. I positively assessed the approach of the LDK and PDK, which agreed to continue these meetings. I do not think it is good that the LDK has now suspended, so to speak, the meetings aimed at reaching an agreement. I also call on the Alliance for the Future of Kosovo to respond positively to invitations for meetings, because we cannot have an agreement without holding meetings. Therefore, a serious approach and constructive discussions lead to an agreement. Once again, I must stress, as I have said before, that the citizens of the Republic of Kosovo, through their vote, have punished blockades or obstructionist positions that make it impossible to elect the country’s president. Kosovo needs a president with a five-year mandate; therefore, maximum efforts must be made in this regard, and there must be cooperation from all sides,” she said.</p>
<p>Haxhiu stated that the constitutional deadline for calling the session expires on August 7, while the constitutive meeting, according to her, will be held in the first days of that month.</p>
<p>She stressed that the parties must make every effort to find a solution, in the interest of Kosovo’s citizens.</p>
<p>“You know very well that Prime Minister Kurti’s serious efforts are continuing. Prime Minister Kurti has invited political parties for this purpose, but the LDK has suspended negotiations, while the PDK has maintained its own position and the AAK has not responded positively to the invitation. There can be no, so to speak, obligation to respond to these meetings, but it is very important, for the sake of the citizens of the Republic of Kosovo and for our state itself, that maximum efforts be made to find a solution. As I mentioned, no one wants extraordinary elections in the Republic of Kosovo because they would solve nothing. Now, the constitutional deadline is until August 7, and there will be a constitutive session at the beginning of August. I promise that next week you will know the exact date and exact time. This is also important so that all 120 MPs are present at the constitutive session, as the ruling of the Constitutional Court also stresses. Thank you, and see you at other conferences,” Haxhiu said.</p>
