										<content:encoded><![CDATA[<p>The concert by the American artist near Tirana is turning into a serious political crisis for Prime Minister Edi Rama, while for the protest movement, the debate has now gone far beyond the initial discontent.</p>
<p>The event was covered by Nicole Anliker in the Swiss newspaper Neue Zürcher Zeitung.</p>
<p>Last Saturday, controversial American rapper Kanye West performed for more than two hours on a stage near the Albanian capital, in a show financed by the country’s taxpayers.</p>
<p>The executive led by Edi Rama transferred €4.2 million to the private organiser. The intervention was made out of fear that the heavily promoted concert could be cancelled due to the slow pace of ticket sales.</p>
<p>In a video posted on Facebook a few days ago, Rama, visibly irritated, said that through this financial support he had prevented an embarrassment for Albania.</p>
<p>According to the prime minister, the so-called Flamingo Revolution protesters were responsible for the low interest in tickets.</p>
<p>He accused them of sabotage and defamation, claiming that the spread of panic was keeping music fans away.</p>
<p>Meanwhile, protests against the government have been taking place every day in Albania for several weeks.</p>
<p>Because of Kanye West’s repeated antisemitic and racist statements, the artist now known as Ye has had his concerts cancelled by many European countries.</p>
<p>Despite this, Rama, who is considered a politician with pro-Israel views, had a temporary stadium called Eagle Stadium built specifically for the rapper’s performance, with a capacity of 60,000 spectators.</p>
<p>The prime minister saw the event as an opportunity for a major marketing success, but the effect proved to be entirely the opposite.</p>
<p>A concert that was already the subject of moral debate turned into a political scandal after it emerged that the government had made €4.2 million from the Albanian state budget’s Emergency Fund available through an emergency law. The original text mentions “€4.2 billion,” but this does not match the amount stated earlier or the known facts.</p>
<p>The money in this fund is in fact intended to deal with unforeseen natural disasters. For this reason, its use to save the organisation of a concert is considered a legal violation.</p>
<p>Following this, the Democratic Party filed a complaint with the Special Prosecution Office Against Corruption and Organised Crime, SPAK, against Rama and his culture minister. They are accused of abuse of office and violating the principle of equality in public procurement procedures.</p>
<p>Beyond suspicions of legal violations, citizens’ anger is particularly linked to the arrogance attributed to the government: spending public funds on a pop concert at a time when the country is facing high inflation and deep structural problems.</p>
<p>Rama’s intervention came at the most inappropriate moment and is seen as evidence that the prime minister has lost touch with the mood of the population. The financing of Kanye West’s concert has once again reignited Albanians’ deep dissatisfaction with the government.</p>
<p>Since the end of May, thousands of citizens have taken to the streets every evening, demanding Rama’s resignation.</p>
<p>The protests were sparked by a €4 billion tourism project in a protected area along the Adriatic coast. The project belongs to investment company Affinity Partners, owned by Jared Kushner, Donald Trump’s son-in-law.</p>
<p>To clear the way for construction plans, the government stripped the area of its protected status through a controversial legal amendment adopted in 2024.</p>
<p>What initially began as a limited environmental protest against the project quickly expanded into a mass movement against the entire political system. From the left to the right, the government faces accusations of corruption and abuse of power.</p>
<p>For weeks, Rama has reacted unwaveringly and with an aggrieved attitude. He has attacked the protesters, calling them foreign agents or insulting them.</p>
<p>However, during a joint press conference in Brussels on Tuesday with the European Union Commissioner for Enlargement, the prime minister suddenly changed his tone. He promised to review the disputed law on protected areas, with the aim of bringing it into line with EU standards.</p>
<p>Rama’s goal is for Albania to become a member of the European Union by 2030. The country ranks among the candidates that have made the greatest progress in accession negotiations.</p>
<p>It is still unknown what consequences the announced legal changes will have for Kushner’s project. So far, Rama has made it clear that he wants to move the investment forward.</p>
<p>He has repeatedly presented the construction project as a historic opportunity for tourism development and as a major economic benefit for Albania.</p>
<p>He used the same economic reasoning to justify the payment of more than €4 million to the organiser of Kanye West’s concert.</p>
<p>According to Rama, around 25,000 visitors from 80 countries would come specifically to Albania for the concert, while expected revenues would reach at least €100 million.</p>
<p>Observers consider this forecast unrealistic. Doubts are further fuelled by Albanian media reports that the state distributed a large number of tickets free of charge to fill the stadium.</p>
<p>The government’s explanations have not convinced the protesters. On the contrary, the latest revelations by Reuters have strengthened their belief that the criticisms raised are well-founded.</p>
<p>Reuters obtained access to SPAK court documents, as the office is investigating Kushner’s construction project over suspicions related to corruption and abuse of office.</p>
<p>According to these files, an Albanian businessman living in the United States is suspected of having forged the title deed for one of the plots where the resort is planned to be built.</p>
<p>The businessman sold the land to the investment company in April.</p>
<p>SPAK has charged him and issued an arrest warrant for international drug trafficking, money laundering and document forgery.</p>
<p>Reuters reports that he is specifically accused of trafficking cocaine from South America to Europe and laundering the proceeds through Albania’s real estate market.</p>
<p>According to the report, the indictment contains no charges against Jared Kushner or other investors involved in the luxury resort project.</p>
<p>The suspect has denied all allegations. Meanwhile, residents of the coastal area have been challenging his land ownership claims in court for years.</p>

										<content:encoded><![CDATA[<p>The Democratic Party has submitted a request to the Supreme State Audit (KLSH) for an audit into the legality of the approval and implementation of the Normative Act through which €4.3 million from the state budget’s reserve fund was used to finance Kanye West’s concert held in Tirana.</p>
<p>In a statement to the media, MP Eno Bozdo described the decision as a misuse of funds, arguing that the reserve fund is intended for emergencies such as natural disasters, not private events.</p>
<p>According to him, the concert does not meet the constitutional criteria of “need and urgency” that justify the issuance of a normative act.</p>
<p>The Democratic MP accused Prime Minister Edi Rama of using the concert as a means of diverting attention from anti-government protests that have been continuing for more than a month.</p>
<p><em>“Edi Rama designed the private concert precisely as a social fire extinguisher, to extinguish the spirit and soul of the protest and to paint a false image of Albania internationally, where the spectacle attempts to cover up the deep roots of crime and corruption, election theft, the emptying and dismantling of Albania, and the collapsing education and healthcare systems,”</em> he said.</p>
<p>The Democratic Party has asked the Supreme State Audit to determine when negotiations for the concert began, whether they took place before the approval of the 2026 budget, and whether a detailed cost estimate exists for the €4.3 million amount, as required by Budget Instruction No. 9.</p>
<p><strong>FULL STATEMENT:</strong></p>
<p>On behalf of the Democratic Party and opposition MPs who are members of the Parliamentary Committee on Economy, Employment and Finance, today we submitted a request to the Supreme State Audit to carry out a full compliance audit into the legality of the approval and implementation of the Normative Act using the state budget reserve fund to finance a private event with €4.3 million in state money.</p>
<p>As everyone is now aware, the Council of Ministers allocated as much as €4.3 million from the State Budget Reserve Fund to finance a private concert by singer Kanye West in Tirana, clearly misusing and distorting the procedure and legality of the Normative Act.</p>
<p>Although the event was private, although the government had for months assured the public that no funding from the state budget would be disbursed, €4.3 million was nevertheless swiftly removed from budget funds intended for natural disasters, such as fires or floods, earthquakes or other major unforeseen events with a significant economic and social impact.</p>
<p>In fact, the only major development taking place in Albania during this period is the awakening of Albanian society and the mass revolt of tens of thousands of Albanians, representing all social groups and political voters, expressed through daily protests for nearly two months against Edi Rama’s government.</p>
<p>Edi Rama designed the private concert precisely as a social fire extinguisher, to extinguish the spirit and soul of the protest and to paint a false image of Albania internationally, where the spectacle attempts to cover up the deep roots of crime and corruption, election theft, the emptying and dismantling of Albania, and the collapsing education and healthcare systems.</p>
<p>And this fire extinguisher was financed with €4.3 million, while the damage caused by natural disasters was never funded, such as the successive floods affecting thousands of farmers in the south and north of the country just a few months ago, or the lack of logistics for extinguishing fires or dealing with earthquakes.</p>
<p>On the other hand, the Normative Act constitutes a direct blow to fiscal discipline and the principles of good governance. The use of this instrument from the reserve fund in this case conflicts with:</p>
<p>* Article 101 of the Constitution: Normative acts are reserved exclusively for taking temporary measures in cases of “need and urgency.” An entertainment music concert, which requires months of planning and negotiations, does not under any circumstances constitute either a state necessity or a national emergency.</p>
<p>* The Law on the Management of the Budget System (No. 9936): Article 5 clearly stipulates that the Reserve Fund exists only to cover expenditures that are unknown and objectively impossible to foresee during the drafting of the budget.</p>
<p>This action profoundly deviates from European best practices and international guidelines on public finance management, which require absolute transparency and strict restrictions on the use of emergency funds.</p>
<p>Therefore, this is a case of failure to meet the essential criteria of legality: unforeseeability, impossibility of planning, and compliance with budget procedures.</p>
<p>For this reason, we have asked the Supreme State Audit to urgently clarify:</p>
<p>* When exactly did negotiations for this concert begin, and did this happen before the approval of the 2026 annual budget?</p>
<p>* Is there a detailed cost estimate for this €4.3 million amount, as required by Budget Instruction No. 9?</p>
<p>* How can the government prove the “impossibility of planning” for an event that requires a proper contractual and logistical agreement?</p>
<p>Every Albanian knows the answers to these questions well, but as the opposition, we have an obligation to establish a European standard by putting an end once and for all to this blatant abuse of budget money, which finances the cosmetic appearance of Edi Rama’s government.</p>
<p>Because using the state budget as a personal pocket, without regard for the law or procedures, is an act that today cannot be found even in states considered bankrupt, let alone in countries aiming to become part of the EU within just a few years.</p>
<p>We hope that the Supreme State Audit will rise to the task assigned to it by law and pursue this procedure to the very end—a procedure that would shame anyone, except Rama and his government!</p>

										<content:encoded><![CDATA[<p>Socialist Party MP Sara Mila, invited to the show &#8220;Të Paekspozuarit&#8221; on MCN TV, stated that Kanye West&#8217;s concert has brought benefits to Albania, because tourists came and spent money.</p>
<p>When asked by Ylli Rakipi why the state should pay 4.2 million euros for a private concert, Mila said government intervention was necessary, but the money was not taken from an emergency fund.</p>
<p>Ylli Rakipi: How does Kanye West&#8217;s concert help Albania?</p>
<p>Sara Mila: It&#8217;s a major event whenever Albania and Tirana welcome a big singer. It hasn&#8217;t been easy before. As for Kanye West, I don&#8217;t want to get involved personally, I&#8217;m not a fan of his personally, but when we talk about an artist of this caliber who turns Tirana into a European metropolis, and the first time this singer chooses a country in the region, it&#8217;s big news. Albania has hosted 30,000 foreign tourists for this concert. The promotion goes many times beyond the concert. The fact that it went very well and the images of a European Tirana were in all the media&#8230; For Albania, it&#8217;s not just the concert, but everything that comes after the concert. The concert went very well, it&#8217;s a great event for Albania.</p>
<p>Ylli Rakipi: Kanye West is a controversial figure, his concerts have been canceled in many places, he has made anti-Semitic and pro-Hitler statements. Can such a person improve our country&#8217;s image?</p>
<p>Sara Mila: Precisely for these reasons you listed and because Albania does not shift its stance even toward Israel, it does not change the personal opinions and stances of an artist, whether to allow the concert or not, in a country that must be so democratic. We should welcome him for his art. Albanians and tourists enjoyed themselves, he didn&#8217;t do politics.</p>
<p>Ylli Rakipi: Why should Albanian citizens pay 4.2 million euros, when tickets for a private festival failed to sell?</p>
<p>Sara Mila: The state had to intervene. I&#8217;ve heard speculation that money was taken from the emergency fund. Reserve and emergency are two different things. Let&#8217;s clarify for the viewers and opinion-makers. No emergency fund has been touched. There is a reserve fund that comes from the surplus of what is allocated to ministries and is called the reserve fund.</p>

<p>Sara Mila: I won&#8217;t talk at all to someone who doesn&#8217;t greet me.</p>
<p>Sidorela Vatnikaj: A delegitimized parliament does not represent us, you don&#8217;t deserve our greeting.</p>

										<content:encoded><![CDATA[<p>This Monday, activist Martinjo Myrtollari, during an interview on News 24, stressed that the main issue was not related to Kanye West’s performance itself, but to the fact that the promotion of the event was taken on by high-ranking state figures, while in other countries this role is played by the organizers themselves.</p>
<p>According to him, the event resulted in losses and the spaces were filled mainly with students and public administration employees.</p>
<p>“None of those who protested had any objection to the artist, but to the advertising campaign undertaken by the prime minister and members of the government cabinet. In every corner of the globe, this task is performed by organizing firms, along with friends and support staff,” Myrtollari stated.</p>
<p>He added that awkward posts, created with artificial intelligence, were published on Kanye West’s official page.</p>
<p>According to the activist, the essence of the problem lies in the message sent by politics that it aims to intervene even in areas that are not within its competence.</p>
<p>“The show not only did not generate profit, but ended up in the red. Out of a total of 60,000 planned tickets, only 25,000 were sold. The rest of the audience consisted of students and administration employees, who had free tickets,” Myrtollari concluded.</p>

										<content:encoded><![CDATA[<p>In a statement, the OCCRP, the international nonprofit network made up of media outlets and investigative centers, reacted to the Albanian government’s 4 million euro funding of rapper Kanye West’s concert held on July 11.</p>
<p>OCCRP says the decision to fund the concert has sparked strong criticism, while protests against the government have continued for weeks.</p>
<p>According to OCCRP, critics see the funding as a “bread and circuses” strategy aimed at diverting attention from anti-corruption protests.</p>
<p><em>“Critics say Prime Minister Edi Rama’s government is turning a publicly funded concert by Ye (formerly Kanye West) on Saturday into a political spectacle that could help overshadow weeks of anti-government protests in Tirana.”</em></p>
<p><strong>The full statement from the Organized Crime and Corruption Reporting Project:</strong></p>
<p>Prime Minister Edi Rama has been criticized for allocating $4.9 million from state reserves to fund the controversial rapper’s performance in Tirana—a move critics call a “bread and circuses” plot to drown out weeks of fierce anti-corruption protests linked to a resort connected to Jared Kushner.</p>
<p>Critics say Prime Minister Edi Rama’s government is turning a publicly funded concert by Ye (formerly Kanye West) on Saturday into a political spectacle that could help overshadow weeks of anti-government protests in Tirana.</p>
<p>The government approved 400 million lek, about $4.9 million, to help finance Ye’s July 11 concert. The money will come from the state reserve fund and will be transferred to the Ministry of Tourism, Culture and Sports for what the government describes as a cultural-tourism event aimed at promoting Albania’s international image.</p>
<p>But Albanian writer and public commentator Fatos Lubonja told OCCRP partner Shteg.org that the decision fits what he described as a “bread and circuses” model of governance: spending public money on entertainment while the country faces deeper problems.</p>
<p>“Perhaps he is also doing this to counter this protest, to organize a big show so that people will say: ‘Look how many people gathered there,’” Lubonja told Shteg.org.</p>
<p>Lubonja questioned why the state would give millions of dollars to a private company for a commercial artist who, in his view, does not contribute to the country’s cultural development. He called the funding a scandal and compared it with other public spending decisions under Rama that critics have portrayed as opaque or politically motivated.</p>
<p>The government has defended the intervention as an investment in tourism. In an explanatory memorandum reviewed by Shteg.org and OCCRP, officials argued that the concert should not be treated merely as a private event, because it is expected to attract foreign visitors and benefit hotels, transport companies, restaurants and other service providers.</p>
<p>The memorandum identifies Redcloud as the company that asked the ministry on July 3 for urgent financial support, warning that the event was at risk because of additional costs and that normal legislative procedures could not be completed before the concert date. It also states that around 70% of tickets sold had been purchased by foreign nationals.</p>
<p>Rama has also publicly defended the spending. The prime minister explained that the payment was necessary to avoid embarrassing Albania in front of nearly 25,000 foreign visitors who had already bought tickets and claimed that the event could generate at least 100 million euros in revenue through tourism and accommodation bookings.</p>
<p>Journalist Elsa Demo also described the concert funding as part of a longer-term political pattern that treats culture as spectacle. She told Shteg.org that such events can function as political tools, encouraging admiration for those in power while steering people away from civic engagement.</p>
<p>Economist Zef Preçi challenged both the legal basis and the urgency of the decision, noting that the concert had been publicly announced more than two months earlier. Even if the state wanted to support a private event, he argued, the money should have been allocated through a competitive and transparent procedure rather than through an emergency legal instrument.</p>
<p>The controversy comes as Tirana has seen daily protests for more than a month. The demonstrations began in opposition to a luxury coastal tourism project linked to Jared Kushner, the son-in-law of US President Donald Trump, and later expanded into broader protests over protected areas, coastal development and alleged government corruption. OCCRP previously reported that Albanian anti-corruption prosecutors froze assets linked to the tourism project as public protests intensified, and later revealed that court documents from a drug trafficking investigation overlapped with the tourism land investigation. Rama denies the corruption allegations.</p>
<p>The Ministry of Tourism, Culture and Sports and Redcloud did not respond to Shteg.org’s questions about the reasons for the funding or how the public money would be spent.</p>
<p>West remains a controversial figure internationally. He has been barred from performing in several European countries this summer after comments praising Adolf Hitler and content featuring Nazi imagery.</p>

										<content:encoded><![CDATA[<p>Shakira will perform at the Great Pyramids of Giza on November 28, returning to one of the world’s most famous concert venues after almost two decades.</p>
<p>The Colombian singer previously performed at the same venue in 2007 during her Oral Fixation tour, and the new concert will be part of her Las Mujeres Ya No Lloran world tour.</p>
<p>The performance was initially scheduled for April 7, but was postponed until November due to what organizers described as the “situation in the region” following the US-Israel war against Iran.</p>
<p>In a statement about her return to Egypt, Shakira said: “I am very happy to be performing in Egypt, at the Pyramids of Giza. I love you all.”</p>
<p>The concert is being organized by Venture Lifestyle, which has previously held similar events with Jennifer Lopez, John Legend and Katy Perry at the same venue.</p>
<p>The singer performed at the opening ceremony of the 2026 World Cup in Mexico City last month, where she performed the official anthem “Dai Dai” together with Burna Boy and J Balvin.</p>
<p>Proceeds from the song will go to FIFA’s Global Citizen Education Fund, of which $500,000 will be directed to support the education of children affected by the recent devastating earthquakes in Venezuela.</p>

<p>Kanye West arrived in Tirana for the event that will be held at “Eagle” Stadium in Kashar. The concert has sparked debate in the country because of the 4 million euro funding from the government’s reserve fund for its organization.</p>
<p>To ensure the event runs smoothly, Tirana Police have put in place measures to restrict vehicle traffic in the area around the Tirana-Durrës highway. “Eagle Stadium” covers an area of about 65 thousand square meters, at the first kilometer of the Tirana-Durrës highway.</p>

										<content:encoded><![CDATA[<p>The internationally renowned singer, but also highly controversial for his antisemitic mindset, Kanye West will hold a concert in Tirana this evening.</p>
<p>The event is taking place amid widespread controversy over the use of 4 million euros by the Albanian government, taken from the Civil Emergencies fund, with the claim that the concert “affects the promotion of tourism and the image of the Republic of Albania.”</p>
<p>But what do the citizens of Tirana think? Some of them, speaking to DW, stress that the funds provided by the government could have gone to hospitals and education, or even to pensions, which are at scandalously low levels.</p>
<p>One citizen even mentioned that some of those affected by the earthquake several years ago still have not returned to their homes, and that this money the government is giving for the concert could have gone to them.</p>
<p>“I am against the concert because Albania has other problems and the concert is the last thing we should be thinking about. The hospitals have not been fixed, there is no water and no electricity,” said one woman.</p>
<p>“The Albanian government has paid 4 million euros for the organization of this concert while the country is boiling with protests over hospitals, education and security in the country. So that money should have been invested in education and hospitals,” added another citizen.</p>
<p>“I think we have many areas we need to address as a state in order to fix the country so that the tourists who come will have easier access, such as public transport and many other areas where investment is needed.”</p>
<p>“I am protesting against the show the prime minister put on with the people’s money because there are shortages in hospitals, scandalously low pensions, and there are still those who have not returned to their homes after the earthquake. With 4 million euros we could have bought fire trucks.”</p>

										<content:encoded><![CDATA[<p>The government appears to have set itself the goal of filling half of the stadium where Kanye West’s concert — also known as YE — will be held, with school students and public administration employees, without considering it troubling that the American artist has been criticized for antisemitic statements.</p>
<p>At least 14 students from the Petro Nini Luarasi high school in the capital found themselves on Wednesday included in a WhatsApp group called “Kaney West,” opened by a school teacher, in which a list containing their names was posted.</p>
<p>The list sent to the group includes the students’ names, along with their ID details, as well as an offer to attend the “Kanye West event in Tirana” free of charge.</p>
<p>The teacher assigned to accompany the group of students, Altin Lika, who teaches Physical Education at the school, told BIRN that he had been instructed by the school leadership to notify and accompany the students selected by the school administration.</p>
<p><em>“As far as I know, they were selected based on their contributions, outstanding students or talents,”</em> he said, adding that <em>“I don’t even know how many students will take part, since some of them are on vacation.”</em></p>
<p>This is not the only school where students have been mobilized through an unclear legal mechanism to fill the stands at the concert of the controversial American rapper, which has been heavily promoted with public money by Prime Minister Edi Rama and Culture Minister Blendi Gonxhe.</p>
<p>BIRN learned that the same mobilization method to secure attendance at the concert was being used by all schools in the capital, as part of a broader effort undertaken by the Albanian government to secure tens of thousands of free participants in the 60,000-seat stadium.</p>
<p>In addition to the capital’s schools, BIRN learned that invitation lists for attendance at this concert are also being distributed within the public administration.</p>
<p>The principal of Petro Nini Luarsi school, Elsa Lici, was not reachable for comment on the basis of what instructions and criteria the school had undertaken this initiative.</p>
<p>Meanwhile, in a response to BIRN, the Ministry of Education said that the distribution of invitations was done within the framework of an inter-institutional initiative with the Ministry of Culture and the Ministry of Social Welfare, under which a limited number of invitations were made available to institutions to distribute, according to their own criteria, to high-achieving pupils and students, young people in social or development programs, and groups with limited economic means.</p>
<p><em>“This initiative aims to support access to cultural and artistic activities for groups that, due to economic or social conditions, have fewer opportunities to take part in such events, as well as to recognize the engagement and achievements of young people,”</em> the Ministry of Education said.</p>
<p>‘He is a neo-Nazi’</p>
<p>Although the Albanian government had considered it a private event and had declared that it would provide no financial support from the state budget, on July 6 it suddenly decided to use the emergency fund to allocate 400 million lek to its organizers to compensate for losses from unsold tickets.</p>
<p>Justified as a decision to avoid risking the cancellation of the concert, Prime Minister Rama himself said on Wednesday that the decision was taken <em>“so as not to embarrass Albania in the eyes of nearly 25 thousand foreigners from 80 countries who, up to yesterday, had bought tickets in advance.”</em></p>
<p>Like the Ministry of Education, the Council of Ministers also acknowledged that the free attendance at the concert by students and other groups is part of an inter-institutional commitment and that it is being made possible thanks to this financial support from the state budget.</p>
<p><em>“The government considers it an important event for tourism and for Albania in the international arena. In these conditions, when half the tickets have been sold to buyers from all over the world, we cannot risk cancellation and at the last moment the government’s commitment was also needed to make the event possible,”</em> the media office of Prime Minister Edi Rama told BIRN.</p>
<p>For months, Albanian institutions and their heads have been engaged in promoting this concert, calling on their social media accounts for people to buy tickets.</p>
<p>American artist Kanye West, also known as ‘YE’, is seen as a highly controversial figure on the international stage, and some of his concerts in Europe have been canceled following widespread boycotts and criticism linked to public statements with antisemitic content, the use of Nazi symbols, and the use of hate speech.</p>
<p>Several final-year high school students in Tirana, whose anonymity BIRN decided to protect, admitted that they would not attend this event even though they could easily obtain a free invitation because of the public positions the artist has held.</p>
<p><em>“He is a neo-Nazi, do you know that?”</em> one student replied when asked whether he would attend West’s concert.</p>
<p>A teacher at Petro Nini Luarasi school, who spoke on condition of anonymity, said she viewed students’ participation in such an event with concern, adding that she herself <em>“would advise students only on events directly related to the school.”</em></p>
<p>West has denied the criticism that he is antisemitic, while apologizing for his previous antisemitic statements. In an open letter published in January 2026, the rapper declared that he was not “a Nazi or antisemite” and that he loved Jews, while also saying he was “deeply ashamed” of his actions and taking responsibility for the offensive language used in the past.</p>
<p><strong>Private concert, state-organized</strong></p>
<p>For civil society activists working to improve education, the involvement of schools in distributing tickets for a private concert constitutes a misuse of the education system and public resources.</p>
<p>Kolindo Verdha, from the organization Civic Resistance, described as problematic both the financing of the concert with 4 million euros from the Emergency Fund and the involvement of public institutions to boost attendance at the event.</p>
<p>“Even more worrying is that the government is using public institutions to promote a private profit-making activity by distributing tickets through schools,” Verdha told BIRN.</p>
<p>According to him, the Ministry of Education and the Ministry of Culture should not function as “concert agencies,” while teachers cannot be turned into marketing instruments for private organizers. Verdha argued that the case shows that public funds are mobilized quickly when there is political will, while education continues to face infrastructure shortages, combined classes, school dropouts, and insufficient support for students with disabilities.</p>
<p>In the same vein, Ermelinda Hoxhaj from the Parents’ Community for Quality Education called it unacceptable to use schools to fill the stadium with students, while also raising concerns about Kanye West’s public profile.</p>
<p><em>“Sending students to such an event in a compulsory form is a misuse of the education system as a tool to fill the stadium,”</em> Hoxhaj said.</p>
<p>She said that many parents have expressed reservations both about the artist’s controversial statements and about the possibility that children’s images could be used in an activity taking place in a tense political climate, amid anti-government protests.</p>
<p>Hoxhaj argued that public funds would have a greater impact if they were invested in psychologists and security officers in schools, sports grounds, or scholarships for high-achieving students.</p>
<p><em>“If you support talented students in science, art or sport with merit scholarships, you create a long-term impact on the development of education. Financing a concert has a temporary effect and brings no benefit to the education system,”</em> she said.</p>
<p>A teacher accompanying students from the “Petro Nini Luarasi” high school, on the other hand, told BIRN that he saw no problem with the artist’s profile or his music, as long as the students’ participation took place with parental approval.</p>
<p>The Albanian government was likewise unconcerned by the criticism of YE, as long as he has international fame.</p>
<p><em>“Because we do not judge artists, everyone has their own controversies; for the government Kanye West is an international artist,”</em> the media office of the Prime Minister said./BIRN</p>
