<p>Since the beginning of September, the tax authorities have begun distributing compensation through the Annual Personal Income Declaration (DIVA 2025) to applicants who were asked by the tax administration to address deficiencies in their documentation.</p>
<p>Z.Sh., a teacher by profession, says that in mid-June she was notified by letter from the tax administration that she needed to address deficiencies in her documentation, based on a list they had sent.</p>
<p>When applications opened in March, she applied for compensation after completing DIVA, as she had a credit balance of 25,000 lek.</p>
<p>The applicant has two children and is entitled to an expense deduction of 48,000 lek for each, while her annual income does not exceed 1.2 million lek. Consequently, she received the maximum expense deduction of 100,000 lek for her children’s education.</p>
<p>After reviewing the applications, the tax administration set a 20-day deadline for applicants to address deficiencies in their documentation, otherwise the application would be canceled. Individuals required to address deficiencies in the submitted documentation were notified by the tax administration through official letters during June.</p>
<p>“Our review of the documentation you declared regarding its compliance with the aforementioned legal basis found the following: The legal criteria that must be met for reimbursement include:</p>
<p>The amount requested as reimbursement for educational expenses for children under the age of 18; the amount recognized by the tax authorities following verification of the documentation declared for children’s educational expenses; the credit balance remaining in the tax authorities’ information system after deducting child benefits; the amount of Individual Income Tax approved for reimbursement; fulfillment of the requirement that annual income from employment/business be below 1.2 million lek; completion of the Individual Income Tax reimbursement form in the information system, etc.</p>
<p>With reference to the above and the deficiencies identified by the tax administration, in order to meet the legal requirements for your request to deduct educational expenses for children under the age of 18 from the taxable base for 2025, pursuant to Law No. 9920, dated 19.05.2008, ‘On Tax Procedures in the Republic of Albania,’ Article 60, ‘The taxpayer’s obligation to provide information and allow access to the premises where economic activity is conducted,’ you must address the deficiencies identified in the table above—the legal criteria marked ‘NO’—within 20 days of the date this notice was mailed, so that the tax administration may proceed with the subsequent reimbursement procedures.</p>
<p>If you fail to meet the legal criteria, the tax administration will proceed with the cancellation of the request for reimbursement of educational expenses for children under the age of 18,” states the notice previously sent by the tax authorities to applicants.</p>
<p>In many cases, applicants turned to economists and accountants for assistance in addressing the deficiencies identified in their documentation. In these cases, the economists explained that applicants must respond to the tax authorities’ notice with an explanatory letter, attaching documentation proving that they meet the relevant criterion or providing the requested information that the administration had identified as missing.</p>
<p>Meanwhile, the tax administration is continuing to issue reimbursements to individuals under DIVA 2025.</p>
<p>According to tax authority data, as of August 15, 39,940 individuals had benefited from reimbursements for overpaid tax and child deductions. The total value of the reimbursements amounts to €6.4 million.</p>
<p>The scheme provides for the recognition of up to 100,000 lek in educational expenses for children under the age of 18, while eligible beneficiaries are individuals with gross annual income of up to 1.2 million lek. In addition to meeting the income requirement, applicants must substantiate educational expenses with fiscal invoices, which must be uploaded online to e-Filing.</p>
<p>No category loses the right to apply for compensation for five years.</p>
<p>However, to receive the compensation in a bank account, applicants must complete an online request in the e-Filing system and upload supporting documents, including a family certificate, invoices for children’s educational expenses for parents with annual income below 1.2 million lek, and the bank account IBAN in PDF format, either generated through the account application or obtained at a bank counter./ Monitor.al</p>

<p>Starting today (September 1, 2026), public transport operators are warning that they will reduce their fleets because of high operating costs and the failure to secure fuel compensation.</p>
<p>The associations are calling for urgent intervention from the institutions. The decision comes after operators repeatedly requested that the fuel compensation period be extended by at least three months, as the costs of operating with a full fleet have become unaffordable.</p>
<p>The impact is expected to be felt directly by citizens. Fewer vehicles in service will mean a reduced service frequency, longer intervals between buses, overcrowding on the vehicles that continue to operate, and greater difficulties for citizens who depend on public transport every day.</p>
<p>REQUEST</p>
<p>The National City Transport Association and the Urban and Interurban Transport Association have addressed the Prime Minister’s Office, the Tirana Municipality, the Ministry of Infrastructure and Energy, and the Ministry of Economy and Innovation, calling for immediate institutional intervention. In their request dated August 31, 2026, the associations raise concerns about the financial situation of public transport operators, which, according to them, has reached a level that directly affects their ability to continue providing services at full capacity. The announced measure is direct: from September 1, operators will be forced to operate with their fleets reduced by around 20–30%, depending on the financial and operational capacity of each operator. The associations stress that the reduction is not a choice, but the result of their financial inability to cover the operating costs of a full fleet. Fuel, they say, is one of the main cost items of the business.</p>
<p>COMPENSATION</p>
<p>One of the operators’ main concerns concerns compensation for fuel costs. The document says that, despite ongoing requests and communications with the responsible institutions, no response or concrete institutional solution has yet been provided for some of the issues raised. According to the associations, this situation, combined with high fuel prices and other essential expenses required to operate the business, has significantly undermined the operators’ financial liquidity. The associations are calling on the responsible institutions to provide concrete answers to the requests submitted and enable the payment of the compensation provided for fuel costs, as well as the continuation of support for the coming period.</p>
<p>WARNING</p>
<p>The operators argue that operating with a reduced fleet will directly affect the quality and continuity of public transport. They are calling for the situation to be treated as a priority, with the aim of preventing any further deterioration of the service and restoring full operational capacity as soon as possible. Essentially, the letter from the two associations presents the institutions with a problem that directly affects citizens: if no financial solution is found for the operators, the fleet reduction is expected to translate into fewer buses, longer waits, and overcrowding on public transport.</p>

										<content:encoded><![CDATA[<p>Deputy Prime Minister and acting Minister of Justice Donika Gërvalla-Schwarz announced the appointment of the Commission for the Compensation of Crime Victims, describing it as a necessary step to protect victims’ rights and guarantee the institutional support to which they are entitled under the legislation in force.</p>
<p>She explained that this decision is part of the institutional commitment to ensure the continuous and efficient functioning of the mechanisms responsible for handling and supporting victims of crime.</p>
<p>During the Government meeting, Gërvalla-Schwarz stated: <em>“Reflecting our commitment to respecting the rights of victims and guaranteeing the institutional support to which they are entitled, we have taken the necessary step of appointing the Commission for the Compensation of Crime Victims. We are mindful of the importance of implementing laws in the field of justice and the need for the uninterrupted and efficient functioning of institutions that serve to protect citizens and their rights.”</em></p>
<p>She also stressed that justice institutions must act professionally and in full coordination so that every citizen has equal access to justice and to the support mechanisms provided by law.</p>
<p>She went on to say: <em>“The Ministry of Justice remains committed to ensuring transparency, professionalism and full inter-institutional coordination in carrying out its responsibilities. This process is part of our vision for a justice system that is reliable, fair and equal for all, where victims’ rights are protected and guaranteed in practice, not only on paper.”</em></p>
<p>Speaking about the significance of this decision, Gërvalla-Schwarz underlined that the establishment and operationalization of the Commission for the Compensation of Crime Victims helps preserve constitutional standards and ensure the full implementation of legislation.</p>
<p>She concluded: <em>“This action aims to preserve constitutional standards and ensure the proper implementation of the law and legislation in force. Through this commission, we are strengthening the institutional mechanisms that guarantee fair treatment and support for victims of crime, demonstrating our commitment to a justice system that serves citizens with responsibility and integrity.”</em></p>
<p>The appointment of the Commission for the Compensation of Crime Victims is being regarded as an important step toward advancing the protection of victims’ rights and strengthening citizens’ trust in justice institutions.</p>
