<p>This Thursday, Parliament will hold the final plenary sitting of the current parliamentary session, with a packed agenda that includes institutional reports, interpellations, draft laws and appointments.</p>
<p>Attention is expected to focus primarily on the annual activities of justice institutions. MPs will review draft resolutions assessing the work carried out in 2025 by the High Judicial Council, the High Prosecutorial Council, the General Prosecutor’s Office, the Supreme State Audit Institution and the Special Structure against Corruption and Organized Crime (SPAK).</p>
<p>The report on SPAK’s activities during 2025 is considered one of the key issues of the sitting. The discussion on the anti-corruption body’s results and the fight against organized crime is expected to lead to political clashes.</p>
<p>The draft resolution on SPAK will be presented by the Committee on Civic Initiatives, Cooperation and Institutional Oversight.</p>
<p>The reports of the Ombudsman and the High Inspector of Justice will also be discussed in the chamber. Infrastructure and Energy Minister Enea Karakaçi will take part in an interpellation and question-and-answer sessions requested by MPs Blendi Himçi, Bujar Leskaj and Erald Kapri.</p>
<p>The agenda also includes several normative acts and a large number of legislative initiatives. These include the normative act on the partial financing of an international cultural and tourism event, as well as draft laws concerning the economy, European companies, tourism, the Maritime Code, the State Police, the Armed Forces and industrial property.</p>
<p>MPs will also vote on appointments to the Public Procurement Commission, while the concluding part of the sitting will be devoted to discussions on issues not included on the agenda.</p>
<p>Political debate is expected to be heated, particularly during the review of the reports from justice institutions and SPAK.</p>
<p>Meanwhile, protesters have announced a demonstration outside Parliament for tomorrow. According to them, the rally will serve to wish MPs “a pleasant holiday,” as this is the final plenary sitting closing the parliamentary session.</p>
<p>The previous sitting was also marked by heated clashes between majority and opposition MPs over the agenda.</p>
<p>The opposition refused to hear the report by Ombudsman Endri Shabani, arguing that it does not recognize him because he was elected solely with the votes of the Socialist Party. Following the debate, the meeting was closed at the proposal of Socialist Party parliamentary group chairman Taulant Balla.</p>

										<content:encoded><![CDATA[<p>The European integration process for Albania marks a historic moment today, as the three initial chapters of membership negotiations will be finalized in Brussels.</p>
<p>Prime Minister Edi Rama leads the Albanian delegation at this ninth Intergovernmental Conference with the European Union, where the closure of Chapter 25 (Science and Research), Chapter 26 (Education and Culture), and Chapter 30 (Foreign Relations) will be sealed. These areas have already been assessed as aligned with EU standards.</p>
<p>The high-level session will open at 19:00, while a press conference on the progress of the integration journey has been announced for around 20:00.</p>
<p>This step represents the successful completion of interim benchmarks (IBAR), a cornerstone in the framework of dialogue with European institutions.</p>
<p>Following this achievement, Tirana must fulfill the criteria for closing the remaining 30 chapters, with the ambition of concluding the technical part of the negotiations by 2027. The final word on full accession remains a political decision, which requires the unanimous consent of the 27 member states of the Union.</p>
