The Central Election Commission has published the allocation of financial support for political parties represented in the Assembly of Kosovo, with the largest amount awarded to the Vetëvendosje Movement. According to the decision, the political force leading the government will receive a total of €881,253.70 for the period from July 9 to December 31, 2026.

Of this amount, €850,586.30 comes from the main fund, while €30,667.40 is linked to compliance with the gender representation quota. According to CEC data, the calculation shows that each political party receives €17,358.09 for every seat won in the legislature emerging from the June 7 elections, KosovaPress reports.

The Democratic Party of Kosovo, with 22 representatives in the Assembly, will receive €381,895.89. The Democratic League of Kosovo, which has 18 MPs, has been allocated €312,460.27. Meanwhile, the Serbian List will receive €156,230.14 for its nine members, while the Alliance for the Future of Kosovo will have €121,512.33 at its disposal. The GUXO party, with three elected representatives, will receive €52,076.71.

Although the results of the June 7, 2026 elections were certified 10 days ago, the Assembly of the Republic of Kosovo has still not completed its constitution process.

More than a month after the snap parliamentary elections of June 7, the Central Election Commission (CEC) has certified the final results, officially concluding the election process and paving the way for the establishment of Kosovo’s new institutions.

This certification came after all procedures required by law were completed, including the handling of complaints and the verification of votes, giving legitimacy to the new composition of the Assembly and the allocation of parliamentary mandates.

The June 7 elections marked the third time Kosovo organized parliamentary elections in less than a year and a half, reflecting the political instability that has accompanied the country during this period.

According to the certified results, the Vetëvendosje Movement (LVV) once again emerged as the largest political force with 53 mandates, but without enough numbers to form the Government on its own. The Democratic Party of Kosovo (PDK) won 22 seats, the Democratic League of Kosovo (LDK) 18, while the Alliance for the Future of Kosovo (AAK) secured seven mandates.

Although the certification closes the election process, it also marks the beginning of a new political stage, from which the country’s direction in the coming years is expected to depend. The focus is now on the constitutional procedures for constituting the Assembly, electing the speaker and deputy speakers, granting the mandate to form the Government, and the possibility of securing a functional parliamentary majority.

In circumstances where no party alone has the votes needed to govern, talks between political entities are expected to be crucial. If they fail to produce results, the country could once again enter an institutional deadlock, raising questions about the constitutional way to overcome the crisis and the deadlines for establishing the new institutions.

Burjani: Constitutional deadlines must be strictly respected

Regarding this development, former Central Election Commission member Blerim Burjani spoke in an interview with “Bota sot”.

He stressed that after the certification of the results, the entire subsequent process must proceed in full compliance with Kosovo’s Constitution.

According to Burjani, the Assembly must first be constituted, then the Government elected, and afterward the country’s president as well.

“From now on, Kosovo’s Constitution must be followed. First, the Assembly must be constituted, the deputy speakers elected, the parliamentary groups formed and, within the 25-day deadline, the prime minister proposed. After that, the president must also be elected, within the deadlines set by the Constitution.”

He pointed out that the deadlines set by the Constitution must be implemented without deviation and that the Assembly should be constituted as quickly as possible.

“These are constitutional deadlines and they must be strictly respected. After the certification of the election results there is no set waiting period; the Assembly must be constituted as soon as possible,” Blerim Burjani concluded for “Bota sot”.

Halilaj: Certification of the results by the Central Election Commission marks the end of the election process

Lawyer Gazmend Halilaj also spoke to “Bota sot” about the formation of the new institutions.

He said that with this development, the constitutional phase for establishing the new institutions has begun and clarified the steps that must be followed next.

“The certification of the results by the Central Election Commission marks the end of the election process and opens the constitutional phase of forming the new institutions. The first step is the constitution of the Assembly, where deputies take the oath and the speaker and deputy speakers of the Assembly are elected. Only after the Assembly is constituted can the procedure for forming the Government begin.”

However, Halilaj stressed that the lack of agreement and political will could lead the country toward a new deadlock.

According to him, in such situations, the only path remains political dialogue and the implementation of the constitutional order.

“The Constitution and the legislation provide for certain deadlines and procedures, but they cannot replace political will. If the parties fail to reach an agreement on creating a parliamentary majority, the process may drag on and create an institutional deadlock. The solution in such cases remains political dialogue, respect for the constitutional order and, if disputes arise over the interpretation of constitutional provisions, the role of the competent institutions in providing the relevant clarifications,” he explained.

In the end, Halilaj added that responsibility for making the institutions functional falls on the political entities, which, according to him, are obliged to respect the will of the citizens and ensure the formation of the institutions as quickly as possible.

The results of the early parliamentary elections for the Assembly of Kosovo, held on June 7, are expected to be certified tomorrow by the Central Election Commission.

CEC spokesperson Valmir Elezi announced that the meeting of this institution is scheduled to be held on Wednesday at 11:00. “The meeting was scheduled after the Supreme Court ruled on the complaints submitted to this institution. On the agenda is the certification of the final results of the early elections for the Assembly of the Republic of Kosovo, which were held on June 7,” Elezi said.

Meanwhile, Kosovo’s Supreme Court dismissed as unfounded five administrative complaints filed against the decisions of the Electoral Complaints and Appeals Panel (ECAP), which concerned the final results of the early elections for the Assembly of the Republic of Kosovo.

According to the Supreme Court’s assessment, the ECAP decisions on the complaints submitted by the political entity Serb List, as well as by parliamentary candidate Emilija Rexhepi and parliamentary candidates Bekim Haxhiu and Qëndrim Kryeziu, were made in accordance with the Constitution and Law No. 08/L-228 on General Elections in the Republic of Kosovo. The court also found that the claims in the complaints were not supported by convincing evidence that would justify intervention in the final election results.

He explained that if the Supreme Court’s decisions result in obligations for the CEC, those will first be implemented and only then will the certification process move forward.

“The Central Election Commission is awaiting the Supreme Court’s decision-making regarding the appeals submitted over the results announced on June 27. If the decisions do not contain obligations for the CEC, the certification of the results may proceed. Meanwhile, if the decisions contain obligations for the CEC, they will first be implemented, after which the certification of the results will proceed,” Elezi said.

On the other hand, professor and election process expert Mazllum Baraliu considers the request for a recount of all votes of one political entity unnecessary, arguing that verification has already been carried out by the responsible institutions in the presence of commissioners and observers from all political entities.

According to him, the prolonging of this process is unnecessarily delaying the certification of the results and the creation of new institutions.

Baraliu: Vote recount unnecessary

“I think that entering a process of recounting all the hundreds of thousands of votes of one political entity is something unnecessary, because they have been verified. All votes were checked at the Counting and Results Center by the competent officials and in the presence of representatives of all political entities. Therefore, the Supreme Court should complete without delay the review of this appeal, or these two appeals, if they are separate, and clear the way for the CEC to certify the results and form the institutions. We have been delayed far too much and there is no longer any basis or justification for further delays, even by judicial bodies,” Baraliu told KosovaPress.

KosovaPress also sought comment from the Supreme Court regarding the appeals submitted, but by the time this article was published, it had not received a response.

The CEC published the final results of the June 7 elections on June 27.

According to these results, first place was won by the Vetëvendosje Movement, in a pre-election coalition with Guxo and Alternativa, with 47.13%, securing 53 seats. The Democratic Party of Kosovo, with 19.44%, won 22 seats, while the Democratic League of Kosovo, with 16.69%, won 18 seats. The Alliance, with 6.74%, secured seven seats.

The Supreme Court’s decision is expected to constitute the final legal step before the certification of the election results.

In addition to the constitution of the Assembly and the formation of the Government, deputies of the eleventh legislature also have the obligation to elect the new president, for which the deadline is 60 days from the moment the Assembly is constituted.

The June 7 elections were held precisely after parliamentary parties failed to elect the country’s president following the end of former president Vjosa Osmani’s mandate.

The deadline for submitting complaints against the final results of the early elections for the Assembly of Kosovo, announced by the Central Election Commission (CEC), has expired.

According to information made public by the Electoral Complaints and Appeals Panel (PZAP), political entities have submitted a total of five complaints.

Of these, two complaints were filed by the Democratic Party of Kosovo (PDK), one by the Serb List, and two by the New Democratic Party (Nova Demokratska Stranka – NDS).

PDK based its two complaints on claims of missing votes, while the Serb List and the New Democratic Party raised objections over irregularities related to ballot papers.

The CEC spokesperson, Valmir Elezi, also spoke on the matter, saying that the institution does not comment on complaints while they are under review.

“The Central Election Commission does not comment on matters that are in the appeals process. As in every case, within the deadline, the CEC will respond to the request of PZAP, the institution competent to review complaints in the electoral process, clarifying all necessary issues,” Elezi said.

He also announced that the process of certifying the results will take place only after the appeals procedures are concluded and the relevant institutions have issued their decisions.

“Since several complaints have been submitted against the final results announced by the CEC, the CEC will await the decisions of PZAP and the Supreme Court, implement their decisions if they contain obligations for the CEC, and only then will it be able to proceed with certifying the final results of the early elections for the Assembly of Kosovo,” Elezi said.

The Central Election Commission has completed the count and, at today’s meeting, certified the final results of the elections held on June 7, 2026.

During the CEC session, it was announced: “With 10 votes in favor, the final result of the June 7, 2026 elections is declared.”

With this decision, the legal deadline also begins within which political entities and candidates may file complaints.

CEC Chairman Kreshnik Radoniqi said that this 48-hour deadline begins today at 12:00 and ends on Monday at the same time.

“Following this decision, candidates have the right to appeal the declaration of the result within 48 hours, starting from 12:00 today and ending at 12:00 on Monday,” Radoniqi said.

The official results show that the Vetëvendosje Movement (LVV), led by acting Prime Minister Albin Kurti, ranked as the leading political force with 47.13% of the vote, securing 53 seats in the Kosovo Assembly, which has a total of 120 deputies.

In a statement to “Bota sot,” legal affairs expert Blerim Burjani said that processes in Kosovo must move forward in full compliance with the constitutional order and the institutional chain provided for by the Constitution.

Burjani stressed that the procedure being followed is entirely constitutional, recalling that Kosovo functions as a parliamentary state and that the institutional order begins with the Assembly, continues with the Government, and then the President.

“The procedure is constitutional, Kosovo is a parliamentary state, it starts with the Assembly, the Government and the President, so the institutional chain must be respected, just as it is proclaimed in the Constitution in its principles. Any other interpretation is unconstitutional, and I believe this is clear to everyone,” he said.

He further criticized interpretations that, according to him, misread the constitutional norm.

“There are individuals who do not understand the parliamentary constitutional framework, therefore the Constitution should not be distorted for people who have no clue about this work,” Burjani concluded.
