<p>Over the past 24 hours, a total of 326 emergency medical services were provided at the Emergency Center of the University Clinical Center of Kosovo (QKUK).</p>
<p>Data published by QKUK show that 83 cases were treated in Resuscitation, 97 in the Internal Medicine Emergency Department, 64 in the Surgical Emergency Department and 55 in the Orthopedic Emergency Department.</p>
<p>Twenty-seven patients received treatment in the Small Room, mainly for suturing, treatment and cleaning of wounds.</p>
<p>During the same period, 4 people were reported injured by firearms, one person was injured by a bladed weapon, and 17 people were injured in traffic accidents.</p>
<p>QKUK also announced that 36 patients were admitted for further treatment in various clinics, while two deaths were also recorded.</p>

<p>The QKUK Emergency Center treated a total of 320 cases over the past 24 hours.</p>
<p>Of the patients admitted, 74 were treated in Intensive Care, 102 in the Internal Medicine Emergency Department, 52 in the Surgical Emergency Department, and 56 in the Orthopedic Emergency Department.</p>
<p>Some of the cases involved 20 people who had been injured in traffic accidents.</p>
<p>Sixteen patients were treated in the Small Room, where they received wound suturing, treatment, and cleaning services.</p>
<p>According to the QKUK announcement, all patients received the necessary emergency care and were treated in the appropriate units.</p>
<p>During the same period, 38 patients were admitted for treatment at various QKUK clinics.</p>

<p>Fehim Sali, a teacher from Dragash, was arrested on Thursday by the Kosovo Police on suspicion of carrying out espionage activities for the Serbian Intelligence Agency, BIA. The following day, the Special Department of the Basic Court in Pristina ordered him held in pretrial detention for one month.</p>
<p>The Special Prosecution suspects that Sali was recruited by Zhelimir Matović, an official with Serbia’s BIA, to whom he allegedly passed information through ongoing communications.</p>
<p>The request for pretrial detention states that, under the BIA official’s instructions, he is suspected of collecting and transmitting data related to political developments in Kosovo.</p>
<p>Sali is also suspected of identifying officials from the Kosovo Intelligence Agency, including by photographing them.</p>
<p>According to the Prosecution, his suspected activities also involved people belonging to the Wahhabi sect, as well as other individuals whom Sali allegedly suggested as potential targets for BIA to contact and recruit.</p>
<p>The investigation against him began in June 2025, after the KIA forwarded information about the suspicious activity to the Special Prosecution.</p>
<p>The prosecutor in the case, Bekim Kodraliu, said on Friday that evidence gathered by the Kosovo Police in cooperation with the KIA had established reasonable suspicion that Sali had been recruited by BIA.</p>
<p>Kodraliu said reasonable suspicion had been substantiated that the defendant had been recruited by the Serbian Intelligence Agency, specifically by an official from that service, Zhelimir Matović.</p>
<p>According to the prosecutor, the Prosecution considers the information provided by Sali harmful to the interests of the state of Kosovo.</p>
<p>He said that the defendant himself had also admitted that he had been recruited and had maintained ongoing contact with BIA officials.</p>
<p>After Sali was detained, investigators from the Directorate for the Investigation of Organized Crime and Serious Crimes, together with the Special Prosecution, searched his residence in Dragash.</p>
<p>The search resulted in the seizure of €39,500 in cash, 500 Serbian dinars, four mobile phones and various documents deemed relevant to the case.</p>
<p>Reacting to the case, former KLA officer Naim Miftari said that Serbia has had extensive information about Kosovo to date, particularly about the KSF, the Police and the KIA.</p>
<p>He cited the case of Osman Musa and raised the question of how much information Musa may have passed to the Serbian UDB while serving in the Kosovo Police.</p>
<p>According to Miftari, Serbia was so well informed about Kosovo, particularly about the KSF, the Police and the KIA, that it even knew the amount of ammunition and how many bullets Kosovo possessed. As an example, he cited Osman Musa, who had been a senior officer and had held sensitive positions within the Kosovo Police.</p>
<p>Miftari claims that after Musa realized he had been exposed—but not by state institutions—he panicked, fled to Britain and revealed there that he was an agent of the Serbian UDB-BIA in Kosovo.</p>

<p>In his statement to “Bota sot,” the former officer asked how much information had been sent to the Serbian UDB while Musa was part of the Kosovo Police. He added that Kosovo never filed an indictment for treason in connection with the case and never submitted an extradition request.</p>
<p>Miftari also drew attention to other people who, according to his allegations, worked for Serbia.</p>
<p>He mentioned Fatmir Sheholli, whom he described as a former UDB operative, claiming that Ilmi Recica and Latif Gashi had brought him into SHIK on the grounds that he was delivering sacks of documents to the service. According to Miftari, these were stories used to conceal their failure.</p>
<p>He also claims that the same person, whom he referred to by the initials F. Sh., had received hundreds of thousands of euros from A. J. U., purportedly for information he was supposedly obtaining from Serbia. Miftari called these claims fairy tales and outright theft carried out through agent Sheholli.</p>
<p>According to him, had Sheholli not been arrested for a few more days, he would have continued appearing constantly in television studios as a hero who had helped the LDK before the war. Miftari said he had stated on television and at public NGOs that F. Sheholli was expected to be proclaimed the KLA’s commander-in-chief as well.</p>
<p>Among the names he mentioned was Baton Haxhiu, whom Miftari called Ivica Stanišić’s former postman after the war and an adviser to Hashim Thaçi, SHIK leaders, Kadri Veseli and Edi Rama. He also mentioned Gani Thaçi, whom he described as a UDB operative in Kosovo.</p>
<p>Miftari went on to mention Hashim Thaçi and Kadri Veseli, calling them collaborators and employees of the Serbian son-in-law, agent Denhear Arnaud, who was the DGSE’s chief for the Balkans. According to him, that service openly partitioned northern Kosovo in Serbia’s interest through the French KFOR contingent in Mitrovica.</p>
<p>He also cited the example of Branislav Nikolić, whom he called an agent of the Serbian UDB-BIA and whom, according to him, Hashim Thaçi appointed as an adviser while he was president. Miftari claims that Nikolić was caught by the Kosovo Police together with two other agents while they were attempting to buy false witnesses against the KLA over allegations of organ trafficking, which he called a major lie against the KLA.</p>
<p>The former officer said that while he was free and held the offices of prime minister and president, Hashim Thaçi presented himself as the leading figure of the KLA. According to Miftari, after he was imprisoned for war crimes by the Specialist Chambers, Thaçi said—in an effort to evade responsibility—that he had been far removed from the front lines, the war and the command, as well as from the role of the KLA’s main figure.</p>
<p>According to Miftari, such cases existed before the war and after it ended, and they continue to exist today.</p>
<p>Nevertheless, he said the day would come when BIA would lose its significance and no longer pose a threat to the state of Kosovo.</p>
<p>Miftari said there were many other cases as well and that UDB had been present in Kosovo before the war and after it, and remains present today. According to him, it is growing weaker every day thanks to the state, the Government, the Police, the KIA and the Prosecution.</p>
<p>He believes that one day BIA will become irrelevant and will no longer pose a danger to Kosovo, but stressed that this can be achieved only by never letting up and by protecting the state 24 hours a day, every week, month and year.</p>
<p>In conclusion, Miftari said that even water talks, but the enemy does not, adding that anyone who wants to preserve the peace and freedom of their people and state must prepare well for war. According to him, no one should be allowed to catch Kosovo by surprise.</p>
<p>Fehim Sali’s institutional background was also included as an element in the request for pretrial detention.</p>
<p>He had served as a member of the Consultative Council for Communities within the Office of the President of Kosovo, a position he held until he was dismissed in May 2024.</p>
<p>The Prosecution mentioned this position as part of the circumstances related to the case.</p>
<p>The Basic Court in Pristina found that there was a risk Sali could flee, influence witnesses and evidence, or repeat or continue the criminal offense.</p>
<p>The assessment of his flight risk was also influenced by the fact that Sali was arrested on August 13 at around 4:00 a.m. at the Merdare border crossing while leaving Kosovo.</p>
<p>The court also took into consideration that he holds both Kosovo and Serbian citizenship and has family ties in Serbia.</p>
<p>The defense opposed the pretrial detention order, stressing that Sali has a permanent residence, family and employment in Kosovo. According to the defense, his trips to Serbia were made for family and personal reasons.</p>
<p>Despite these arguments, the court found that house arrest, bail and other less restrictive measures would neither guarantee his presence nor prevent interference with the investigation.</p>
<p>Fehim Sali will remain in pretrial detention until September 13, 2026, while the investigation into the case continues.</p>

<p>Fitore Pacolli, acting Minister of Environment and Spatial Planning, announced that three cases were referred to the Basic Prosecution in Pristina for investigation today. According to her, clarification is being sought regarding suspicions of the unlawful expropriation and alienation of public property.</p>
<p>Pacolli stressed that institutions have a duty to protect public property and that this also constitutes a responsibility toward citizens.</p>
<p>“No one can benefit unlawfully at the expense of the public interest,” she wrote.</p>
<p>She said that the Ministry of Environment and Spatial Planning would continue taking all legal measures to protect public property and would seek accountability for any suspicion related to its misuse.</p>

<p>From July 17 to 31, 2026, victim advocates across Kosovo handled 125 new cases, the Office for Victim Protection and Assistance (ZMNV) announced.</p>
<p>Data from the Prosecution System show that domestic violence accounted for the largest share, with 87 cases. During the same period, four cases of attempted murder, three of rape, one war crimes case, one human trafficking case, six cases of threatening, four of sexual harassment and six of minor bodily injury were recorded.</p>
<p>The list also includes one case each of kidnapping, assault, harassment and robbery, as well as one case of enabling trafficking and forcing someone into prostitution. Two cases involving an extramarital union with a person under the age of 16 and six cases of contempt of court were also handled.</p>
<p>During the reporting period, ZMNV was present at 109 court hearings and 20 hearings held at the prosecution office. There were also three convictions, three acquittals, three representations at police stations and three pending applications for protection orders.</p>
<p>According to the Prosecution System, 16 applications for emergency protection orders and one application for a temporary emergency protection order were approved, while five applications of this nature remain pending. Two applications for protection orders were withdrawn by the parties, while another was rejected by the court.</p>
<p>During this period, 26 victim consent statements were also recorded, along with one pending application for compensation for damages and 66 legal consultations. In addition, four cases were referred to Centers for Social Work, 21 to shelters, while seven representations were carried out at shelters.</p>

<p>The Performance Evaluation Commission held its latest meeting today, chaired by Elza Bajrami-Kastrati, with members Aleksandër Lumezi and Nazan Shero also in attendance.</p>
<p>As part of the performance evaluation procedure, the Commission began reviewing the criminal cases handled by Group IV prosecutors for 2026.</p>
<p>The discussions focused on ensuring that the case analysis proceeds smoothly and that the established standards and criteria are observed, with the aim of assessing prosecutors’ work objectively, professionally and impartially.</p>
<p>The Commission will continue to carry out its activities in accordance with its legal powers and work plan to ensure a proper, transparent process based on the established performance evaluation criteria.</p>

										<content:encoded><![CDATA[<p>The Ministry of Environment has decided to send back for assessment all applications for Environmental Consent whose public consultation does not meet the criteria required by law. This order was announced by the minister herself, Fitore Pacolli.</p>
<p>In a press statement, Pacolli stressed that residents are the most valuable partner in nature conservation. She added that a fair decision-making process in the environmental field cannot be conceived without their active involvement. For this reason, the decision was taken to return to square one all files where legal standards of public hearing were not respected.</p>
<p>The concrete measures of this decision stipulate that any file whose Environmental Impact Assessment Report was not accessible to citizens or where consultation procedures were bypassed will be reopened. Also, no environmental permit will be approved without first holding a full, transparent, and inclusive public hearing.</p>
<p>After restarting the procedure and ensuring access to the assessment report, the applying company, respectively the document drafter, is obliged to organize supplementary forms of communication with the community. This can be done through physical meetings or electronic channels, while the entire process must be carefully documented during the submission or resubmission of the application for Environmental Consent.</p>
<p>Minister Pacolli concluded the statement by underlining that this administrative act significantly increases transparency and accountability. According to her, the goal is for public participation not to remain merely a formality, but to become an essential pillar of the entire decision-making system. She described residents as the main permanent ally in environmental protection efforts and the most important partner in shaping future policies.</p>

										<content:encoded><![CDATA[<p>On just the first day of July 2026, authorities imposed 24 fines on heavy vehicles travelling beyond the permitted weight limits, amounting to a total of 13,910 euros.</p>
<p>Of this amount, 13,140 euros fell on transport businesses, while 770 euros were imposed on drivers as individuals.</p>
<p>Acting Minister of Infrastructure and Transport, Dimal Basha, warned that inspections will continue with increased intensity across the entire territory, in coordination with Kosovo Police forces.</p>
<p>He stressed that no violation will be tolerated, adding that the constant presence of inspectors in the field will be maintained to protect roads from irreversible damage.</p>
<p>According to him, the circulation of trucks and other heavy vehicles exceeding the authorised mass constitutes one of the main factors destroying road infrastructure, an asset built with taxpayers&#8217; contributions.</p>
<p>The summer period, with high temperatures, further aggravates the situation, as asphalt becomes more sensitive to great pressure, making compliance with rules more vital than ever for traffic safety and the preservation of roads.</p>
<p>The Ministry has reiterated its commitment to continue uninterrupted with punitive and preventive measures, aiming to raise awareness among operators and vehicle drivers about the risks posed by overloading.</p>

										<content:encoded><![CDATA[<p>A shootout in the center of Podujeva, which left four people wounded, including a random passerby, has once again raised the alarm about the state of public safety in Kosovo.</p>
<p>Retired Kosovo Police Lieutenant Colonel Refki Morina described the recent incidents as a clear signal for law enforcement institutions. According to him, mitigating these phenomena starts with family and school education and necessarily requires full coordination between state and societal mechanisms, where courts and prosecution must be faster and stricter in delivering justice.</p>
<p>The concern is also supported by concrete statistics. In the Ferizaj region, authorities have recorded a noticeable increase in minor bodily injuries and cases of illegal weapon possession this year, compared to the first six months of last year. Faced with this situation, the Police have called on citizens to cooperate in preventing and cracking down on these criminal offenses.</p>
<p>Based on officially provided data, by the end of May 2026, 9 cases of murder have been recorded, including those classified as “aggravated murder.” All these episodes have been investigated and criminal charges have been filed with prosecution bodies. As part of preventive measures, during 2025 law enforcement forces seized 1,931 weapons of various categories and 39,116 rounds of ammunition of different calibers.</p>
<p>Lawyer Valdet Hoxha, on his part, stressed that it is time for the state to take concrete actions to uncover the causes behind these crimes. He highlighted the urgent need for security institutions to clearly identify the motives and problems, so that preventive strategies and punitive policies align and accurately address the roots of the phenomenon.</p>

										<content:encoded><![CDATA[<p>The Office for the Protection and Assistance of Victims, which operates within the prosecutorial system, handled 50 new cases in the period from June 19 to 26, 2026, the Office of the Chief State Prosecutor announced.</p>
<p>According to the announcement, the largest number of cases handled were related to domestic violence. Of the 50 new cases in total, 46 were cases of domestic violence, two cases of sexual assault, one case of aggravated attempted murder, and one case of violation of family obligations.</p>
<p>In the same period, victim advocates submitted to the court five requests for protection orders, 15 requests for emergency protection orders, one request to amend a protection order, one request for withdrawal, and two requests to terminate a protection order.</p>
<p>Also during this week, two claims for damages, two complaints, and six other submissions were filed.</p>
<p>The data show that 57 court hearings and 12 hearings at the prosecution office were held during the week. In this period, 16 rulings were approved, one ruling was rejected, while another was issued to amend the protection order.</p>
<p>The Office for the Protection and Assistance of Victims also announced that in this period, four guilty verdicts and one acquittal were issued.</p>
<p>Meanwhile, victim advocates carried out one case representation at the police and another at a shelter, and also referred one case to the Free Legal Aid Agency and one case to the Center for Social Work.</p>
<p>During the reporting week, a total of 43 legal consultations were provided to victims who sought support and legal assistance.</p>
